Relations between the State and the Local in the Construction of Masan Export Processing Zone (마산수출자유지역의 형성을 둘러싼 국가-지방 관계에 대한 연구)

  • Despite the growing numbers of regional problems (e.g. conflicts between the state and localities, inter-local conflicts, etc.) associated with the state-led developmental projects, the Korean social sciences have been unable to offer satisfying explanations and solutions to the regional problems. This is mainly because the existing works, which have been taken captured by the assumptions of "methodological nationalism", significantly lack the socio-spatial understandings of the state actions and the relations between the state and localities, thereby seeing the issues of regional development mainly in terms of either the economic efficiency defined at the national scale, or the plan rationality of the national bureaucrats. With this problem orientation in mind, this paper aims to explore the ways in which the state and localities are interacting, conflicting and negotiating with one another through the mediation of the state-led developmental projects. Focusing on the developmental processes of Masan Export Processing Zone from the mid-1960s to the early 1970s, it examines the multi-scalar processes through which the state-led industrial complex developmental processes have been influenced by the complex and dynamic interactions among social forces and actors acting at diverse geographical scales (e.g. the global, national, local, urban, etc.). This analysis shows that the regional policies of the Korean developmental state were more heavily influenced by the interactions, contestations, and collaborations among social forces and actors, acting in and through the state, at various geographical scales, rather than by the economic and techno-bureaucratic rationality.

Multi-Buffer Zone Analysis of Geo-Based Integrated Thematic Mappable Information by Using GIS (GIS를 이용한 지질자료 기반 통합 주제정보의 다중 버퍼 영역분석)

  • GIS has been regarded as one of important tools or methodologies for various geoscience applications. Recently, spatial data integration schemes for site-specific or field-specific thematic mapping are newly developed and utilized. However, these kinds of approaches are somewhat insufficient quantitative assessment of integrated layers towards known targets in-detailed . Moreover, GIS analysis scheme is rarely extended to scientific approaches. In this study, simple approach of Multi-Buffer Zone Analysis , related to GIS analystical aspect, is addressed and an actual application for predicting or favorable mapping of mineral occurrences, one of GIS-based geoscientific approaches, is performed, As for geo-processing in GIS itself, this scheme can be regarded as extension or adaptiation of cell-based buffering or proximity analysis to geoscientific data interpretation. This study is based on rationale that surface geological pattern around primitives such as a point, a line, or a polygon in GIS, representing significant geological features, can be efficiently utilized to delineate complex geological behaviors or events, especially handling multiple dta sets originated from multiple sources such as airborne geophysical/radiometric exploration, field survey, and even a classified image of remote sensing. Conclusively, this methodology associated wit GIS is though to be helpful to analyze the spatial pattern of multiple data, pointing given sources, and is expected to effectively utilize for exploratory analysis of cell-based resultant layer integrated with complex or different data sources.

Structural health rating (SHR)-oriented 3D multi-scale finite element modeling and analysis of Stonecutters Bridge

  • The Stonecutters Bridge (SCB) in Hong Kong is the third-longest cable-stayed bridge in the world with a main span stretching 1,018 m between two 298 m high single-leg tapering composite towers. A Wind and Structural Health Monitoring System (WASHMS) is being implemented on SCB by the Highways Department of The Hong Kong SAR Government, and the SCB-WASHMS is composed of more than 1,300 sensors in 15 types. In order to establish a linkage between structural health monitoring and maintenance management, a Structural Health Rating System (SHRS) with relevant rating tools and indices is devised. On the basis of a 3D space frame finite element model (FEM) of SCB and model updating, this paper presents the development of an SHR-oriented 3D multi-scale FEM for the purpose of load-resistance analysis and damage evaluation in structural element level, including modeling, refinement and validation of the multi-scale FEM. The refined 3D structural segments at deck and towers are established in critical segment positions corresponding to maximum cable forces. The components in the critical segment region are modeled as a full 3D FEM and fitted into the 3D space frame FEM. The boundary conditions between beam and shell elements are performed conforming to equivalent stiffness, effective mass and compatibility of deformation. The 3D multi-scale FEM is verified by the in-situ measured dynamic characteristics and static response. A good agreement between the FEM and measurement results indicates that the 3D multi-scale FEM is precise and efficient for WASHMS and SHRS of SCB. In addition, stress distribution and concentration of the critical segments in the 3D multi-scale FEM under temperature loads, static wind loads and equivalent seismic loads are investigated. Stress concentration elements under equivalent seismic loads exist in the anchor zone in steel/concrete beam and the anchor plate edge in steel anchor box of the towers.

Study on Evaluation of Plastic Deformation Zone at Crack Tip for the Multi-Passed Weld Region of the Pressure Vessel Steel Using Nondestructive Method (비파괴법에 의한 압력용기 강 다층용접부의 균열선단에서 소성변형 역성장거동 평가에 관한 연구)

  • The purpose of this study is to evaluate the behaviour of the plastic deformed zone at crack tip on the standard Charpy specimens which were taken from the multi-passed weld block of the pressure vessel steel. Notch was machined on the standard Charpy test specimens and pre-crack which was located around the fusion line was made under the repeat load. Four point bend and acoustic emission tests were carried out simultaneously. The size of plastic region at crack tip was calculated using stress intensity factor. Relationships between characteristics of acoustic emission and plastic zone size at crack tip were discussed through the cumulative AE energy. Regardless of the specimens, AE signals were absent within the elastic region almost and most of AE signals were produced at the plastic deformation region from yield point to the mid-point between yield and maximum load. More AE signals for the weldment were produced compared with the base-metal and PWHT specimen. Relations between plastic deformed zones at crack tip and cumulative AE energy for the weldment and PWHT specimen were different quietly from the base-metal. Besides, number of AE counts for the weldment was the larger than those of the base-metal and PWHT specimen.

Optimal Forest Management for Improving Economic and Public Functions in Mt.Gari Leading Forest Management Zone (가리산 선도산림경영단지의 경제적·공익적 기능 증진을 위한 산림관리 최적화 방안)

  • This study analyzed the optimization method of forest management to enhance economic and public functions, as well as the interrelationship among timber production, carbon storage, and water conservation functions in Mt.Gari leading forest management zone. For these purposes, a forest management planning model was developed using Multi-Objective Linear Programming. The model had an objective function to maximize the total NPV (Net Present Value) of weighted timber production, carbon storage, water conservation, and constraints to limit the rate of change in timber production, percentage of each age-class and tree species area, percentage of conifers and broad-leaved trees area in each management zone, minimum timber production and timber sales amount. Based on the description of forest inventory and the comprehensive plan of Mt.Gari, we analyzed stand information and management constraints of the study area. We compared management alternatives using different weights in the objective function. Therefore, the total NPV was maximized in the alternative considering the three functions in equal proportion, rather than the alternatives of maximizing only one function. When all three functions were considered simultaneously, timber production offset the carbon storage and water conservation, and carbon storage and water conservation interacted synergistically. However, when considering only two of the three functions, all combinations of functions demonstrated tradeoffs with one other. Therefore, we discovered that by considering all three functions equally, rather than only one or two functions, the economic and public values of the study area can be maximized.

A Study on the Optimal Wireless Resource Allocation for the Access and Relay Zones of Downlink in a 2-hop Cellular Relay System based on IEEE802.16j (IEEE802.16j 기반의 2-홉 셀룰러 중계시스템에서 하향링크 접근영역과 중계영역에 대한 최적 무선자원 할당방법 연구)

  • In this paper, we evaluate the system throughput and the method of optimal wireless resource allocation for the access zone (AZ) and relay zone (RZ) in downlink when the cell coverage is extended using the non-transparent Relay Station (RS) in a 2-hop cellular relay system based on IEEE802.16j, which uses the OFDMA-TDD structure. For the analyses, we first introduce the MAC (Media Access Control) frame structure in the non-transparent mode, then we investigate the interfering elements in both AZ and RZ for the network devices such as the Mobile Station (MS) and RS. Through computer simulation, we analyze the cell coverage extension and system throughput in terms of the distance between Base Station (BS) and RS, then we present the amount of the optimal allocation of wireless resource for the AZ and RZ in downlink using our results.

Effectiveness of Reinforcement for Transitional Zone between Tunnel and Earthwork Using the Large Sleeper (대형침목을 이용한 터널/토공 접속구간의 보강효과)

  • The transitional zone between tunnel and earthwork is one of the most vulnerable areas site for railway lines and because of differential settlement due to different stiffness of each supporting layer, it has to conducted a maintenance work constantly. In this study, it is conducted to compare the effect of reinforcement by wheel load and displacement of the sleepers after existing sleepers are replaced with the large sleepers for 20m long in-field transitional zone. Also, numerical parametric study using multi-layer elastic method has been performed to compare rail force, settlement and stresses of ballast while varying size and space of the sleeper. The field test and numerical results show that replacing the large sleepers improves about 10% of total settlement and coefficient of wheel force than conventional sleepers. Effectiveness of improvement is about 9.3%, 4%, 14.5% for rail seat force, settlement of sleepers and ballast pressure respectively with size of sleepers.

  • Recently, systems providing the interaction different according to an interval between a user and the display were developed in order to construct the ambient or the ubiquitous computing environment. Therefore, we propose a new type of spatial interaction system; our main goal is to provide the interactive domain in the large-scale ambient display environment. So, we divide into two zones of interaction dependent on the distance from the interaction surface interactive zone and ambient zone. In interactive zone, the users can approach the interaction surface and interact with natural hand-touch. When the users are outside the range of the interactive zone, the display shows only general information. Therefore, this system offers the various interactions and information to users in the ubiquitous ambient environment.

Prediction of Nitric Oxide Formation Using a Two-Zone Model in a DI Diesel Engine (2영역 모델을 이용한 EGR사용 직접분사식 디젤엔진의 Nox생성예측)

  • In this study, numerical calculation is carried out to investigate the influence of injection timing, fuel amount, intake $O_2$ concentration, and EGR on Nitric Oxide(NO) formation using a two-zone model in a diesel engine. Results can be summarized as follows. The NO formation is very sensitive to the burned gas temperature, so multi-zone model must be applied to combustion process to predict the burned gas temperature exactly. Since the burned gas temperature increases rapidly during the premixed combustion, most NO is formed within 20 crank angle degrees after ignition. As the injection timing is retarded, the combustion occurs later in the expansion process which causes the decrease of burned gas temperature and, as a result, NO formation decrease. The increase of fuel amount results in the increase of earlier formation of NO in the engine. As the intake $O_2$ concentration increases, the maximum pressure and burned gas temperature increase due to activate combustion. And, [O] mole fraction of equilibrium combustion products also increase. Therefore NO exponentially increases. If exhaust gas is recirculated, the burned gas temperature decreases which results in NO decrease. If exhaust gas is cooled, more NO can be decreased.

Implications of the US Metropolitan Economic Zone on the Association of Rural Living Area and Metropolitan Economic Zone in Korea (미국의 광역경제권과 생활권 -한국의 광역경제권 및 농촌지역 생활권 구축에 대한 함의-)

  • The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.
