남산도시자연공원내 생물서식공간 조성에 관한 연구 (A Study of Creating a Biotope in Namsan Urban Natural Park)

  • This study was aimed to propose the plan of creating a biotope reflecting an ecological education as well as its function as the habitats of amphibian in Namsan Urban Natural Park in Seoul. There were Cheonil mineral spring area which was located on the southern side of Namsan, wetlands which was already created on the east valley(800$m^2$) and a buffer area of the circumference(1,100$m^2$) as the biotope sites. Major fields of this study include a survey of the staus, a basic plan, a master plan; a survey of this site was focused on topography, water system, existing vegetation, wildbird, amphibian, trail; a detailed plan was focused on flow plan, planting plan, facility plan. Existing vegetation was classified into 8 types; Pinus densiflora forest, Pinus densiflora planted area, Prunus sargentii-Quercus spp. forest, Pinus rigida forest, Robinia pseudoacacia forest, artificial green space, wetlands, south beltway. There were Pinus densiflora planted area and Prunus sargentii-Quercus spp. forest as major vegetations of this site. 14 species and 33 individuals of wildbirds appeared, Rana temporaria ornativentris and Hynobius leechi were investigated in the wetlands.In particular, habitats of amphibian were divided eco-zone, buffer-zone and restore-zone, and habitats and facilities which would be suitable for the characteristics of each space were planned. As a result, environment elements of good habitats including spawn wetlands of amphibian, harbor of amphibian, water plant of wetland, wild shrubs forest, ecological landscape forest, wetland observation trail, fence of wetland protection and ramp by pebble and log were created at the site. The amphibian biotope of Namsan is rated high as an important space for conserving biodiversity. Accordingly, continuous monitoring of this biotope as a urban habitat is required as the environment changes.

충청북도 미동산수목원의 자생 초본군락 구조 및 관리방안 (Structure and Management Plan of the Spontaneous Herbaceous Communities in Midongsan Arboretum, Chungcheongbuk-do)

  • The purpose of this study was to examine the ecological characteristics of herbaceous communities by systematic and scientific analysis of their structure and diversity in the Midongsan Arboretum and to offer raw data for a long-tenn monitoring study. The importance value and diversity index of species appearing in twenty plots from July to September, 2004 were analyzed and a management plan for these communities is presented. Vascular plants were represented by 60 taxa of 23 families, 51 genera, 50 species and 10 varieties. Based on the results of importance value analysis, the most dominant species was Artemisia princeps var. orientalis, followed by Setaria viridis and Erigeron canadensis. The diversity index analysis showed that plot no. 5 had the highest H' and H'_{max}$(2.0135 and 2.6391). It's species composition was comparatively more diverse and it's structure more stable than other plots. Artemisia montana and Dactylis glomerata showed the highest correlation between species. Because herbaceous communities are important biological habitats and provide important function in environmental conservation, it is important to properly preserve these communities. At the same time, in order to preserve genetic resources and improve spatial function, it may be necessary to consider removing herbaceous communities in certain areas. In the future, the relations between physicochemical soil properties and herbaceous communities should be examined and community movement should be studied.

연안침식방지를 위한 관리체계 개선방안 (A Study on Improvement of Management Framework for Coastal Erosion Protection)

  • Recently, coastal erosion has become an important issue in relation to keeping territorial integrity of a nation as well as protecting the coastal marine ecosystem. This study examines some apprehensions about the effectiveness of the existing legal system concerning prevention of coastal erosion. After examining several case studies in Scotland, the USA, and the Netherlands, this study proposes appropriate revisional legal measures that can be applied in Korea: first, the coastal management act should be revised for stronger, enforceable and practical legal grounds emphasizing minimal coastal erosion; second, the proposed "Comprehensive Coastal Erosion Prevention Plan" should be established and implemented in four steps such as characterization of issues through surveys of stakeholders and demand assessment, plan establishment, execution, and maintenance and management; third, there is a demand to establish and implement a legal framework to support monitoring activities which provide important data and information to prevent coastal erosion; fourth, the chronic region of damage is designated as the "Vulnerable Area" to be protected and managed accordingly; fifth, the "Coastal Coordination council" is established and operated for developing an integrated coastal management policy and visions for sustainable coastal zone, as well as coordinating and intervention of any activities which may cause coastal erosion.

수질오염총량관리제 시행에 있어서 중앙정부와 지방자치단체 간 역할정립 (Establishment of Role Between Central and Local Government for Implementation of Total Maximum Daily Load)

  • 수질오염총량관리제는 유역에 설정된 오염물질 항목별 목표수질을 만족할 수 있도록 배출부하량을 총량적으로 관리하기 위해서 도입되었다. 그 동안 4대강 수계를 대상으로 수질오염총량관리제를 시행하면서 여러 가지 문제점이 발생되었다. 이러한 문제점들이 일부 보완되었지만, 아직도 중앙정부와 지방자치단체간의 역할에 대한 부분은 명확하게 정립되어 있지않다. 따라서 본 연구는 수질오염총량관리제의 효율적인 시행을 위한 중앙정부와 지방자치단체간의 역할을 제시하였다. 먼저, 중앙정부는 국가하천의 주요지점에 수질기준 및 대상항목을 포함하는 환경기준을 설정하고, 지방자치단체는 해당유역에서 대상항목의 목표수질을 설정해야 한다. 또한, 지방자치단체는 지류하천의 수질개선정도를 파악하기 위하여 하천의 수질 및 유량모니터링을 지속적으로 시행하여야 한다. 특히, 중앙정부의 유역환경청은 전체 수계를 대상으로 수질오염총량관리 기본계획을 수립하여야 하며, 지방자치단체는 목표수질을 초과하는 단위유역을 대상으로 시행계획을 수립하여야 한다. 수질 오염총량관리 이행평가는 기초자치단체에서 지류하천의 수질 및 유량을 모니터링을 통하여 매년마다 단위유역의 목표수질 만족여부 만을 평가해야 한다. 수질오염총량관리 이행평가보고서는 단위유역의 목표수질 초과에 대한 원인분석을 포함하여 계획기간 최종년도에 유역환경청에 제출하여야 한다.

수질오염총량관리제의 합리적인 시행을 위한 시행절차 개선방안 (Improvement of Procedures for Reasonable Implementation of TMDL)

  • 수질오염총량관리제는 유역에 설정된 목표수질을 달성하기 위해 허용부하량 이내로 오염물질의 배출량을 관리하기 위해 도입되었다. 그 동안 수질오염총량관리제를 시행해오면서 수많은 시행착오와 문제점들이 발생하여 이를 개선하기 위한 제도적, 기술적 보완이 이루어져 왔으나, 제도의 효율적인 시행을 위해 근본적인 개선이 필요한 실정이다. 따라서 본 연구에서는 수질오염총량관리제의 합리적 시행을 위한 개선방안을 새로운 시각에서 제시하고자 한다. 수질오염총량관리제의 시행에 있어 무엇보다도 먼저 지류하천의 수질 유량모니터링을 위한 대상하천의 규모, 측정시기, 항목 및 주기 등을 포함하는 시스템 구축을 통하여 모니터링을 수행하여야 한다. 모니터링 결과를 바탕으로 해당유역의 이수 및 생태목적에 맞도록 대상물질 및 목표수질을 설정하고, 전체유역을 대상으로 기본계획을 수립하여야 한다. 목표수질을 초과하는 유역만을 대상으로 수질 개선을 위한 시행계획을 수립하고, 시행계획에 따른 해당유역의 목표수질 만족여부를 주요내용으로 하는 이행평가를 매년 수행해야 한다. 최종적으로 해당유역에 설정된 목표수질을 만족하지 못하거나, 대상항목 또는 목표수질이 변경되면 동일한 순으로 절차를 반복하게 되고, 해당유역에 설정된 목표수질을 만족하면 해당유역의 수질오염총량관리제를 종료하면 된다.

재하시험을 통한 사장교의 케이블 장력 모니터링 시스템의 적용성 평가 (Evaluation of Applicability of Cable Force Monitoring System of Cable-stayed Bridge by Field Loading Test)

  • 본 연구에서는 사장교의 케이블 장력을 장기적인 관점에서 보다 효과적으로 분석하고 모니터링할 수 있는 케이블 장력 모니터링 시스템을 개발하는 연구를 수행하였다. 제안된 모니터링 시스템에는 실시간 동적 데이터에서 일정 대상시간 동안의 가속도 데이터를 선정하고, 이를 고속 푸리에 변환 알고리즘에 적용하여 주파수 분석한 결과를 평균하여 일반화시키는 신호해석이론이 적용되었다. 제안된 케이블 장력의 모니터링 시스템의 적용성을 평가하기 위하여 실제 공용중인 사장교에 대한 현장재하시험을 실시하였다. 현장계측을 통한 수동으로 계산된 장력과 모니터링 시스템의 강제저장 기능을 통해 저장된 데이터를 수계산하여 반자동으로 계산된 장력을 비교한 결과, 장력차이가 1% 이내로 발생하였고, 제안된 모니터링 시스템에서 자동으로 계산된 장력을 비교한 결과에서는 약 5% 범위의 무시할만한 차이로 나타나 본 연구에서 제안된 사장교 케이블 장력 모니터링 시스템의 신뢰도를 검증하였다.

안전성과 모니터링지표 기반의 실시간 철도안전 감시제어 시스템의 프레임워크에 대한 개념 연구 (A Conceptual Study of a Framework for Real-Time Railway Safety Monitoring and Control System Based on Safety Performance Monitoring Indicators)

  • 정부는 대구 지하철 대형 화재 사건을 계기로 2004년 철도안전법 제정과 동시에 철도안전 종합계획 추진을 통해 철도안전관리를 도모해 왔다. 그러나 여전히 열차 충돌, 탈선 및 화재 등 대형 인명피해로 이어질 수 있는 열차사고가 지속적으로 발생하고 있음에도 불구하고, 사후 처리 중심의 안전관리시스템이 운영되고 있는 실정이다. 따라서 본 연구에서는 기존의 분산되어 운영되고 있는 안전검지 장치 데이터를 통합하여 선제적 안전 관리를 위한 실시간 철도 안전 감시제어 시스템 개발에 대한 기본 프레임워크를 제안하고자 한다. 또한 철도 안전 감시제어 시스템의 효과적인 작동 여부를 모니터링하기 위한 안전성과모니터링지표에 대한 개발 방향을 제시하고자 한다. 제안된 프레임워크는 향후 추진될 실시간 철도 안전감시 제어시스템의 구현을 위한 기틀을 마련할 수 있을 것으로 전망된다.

한강유역 환경보전 종합계획 사업의 개요 (The Outline of Han River Basin Environmental master Plan Project)

  • Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. (8) Conceptual design and feasibility studies, including cost estimates, for needed pollution control projects. (9) A financial plan for future detailed design and construction of public facilities, for financial incentives to industry, and for user charges for industrial use of public treatment of disposal works.

국제협력사업의 체계적인 추진방향에 관한 연구 (A Study on the Framework of International Cooperation Business in HRD KOREA)

  • This study is aimed at proposing the framework of international cooperation business in HRD KOREA. To achieve this goal I collected all of data that were used in process of international cooperation business in HRD KOREA and interviewed some people to get information from the people concerned. After that I analyzed data involved in using SWOT technique and proposed the framework of international cooperation business in HRD KOREA. The conclusions are as these. First, alliances must be vitalized between businesses besides between organizations. For example 'Developing of voluntary comeback program for foreigner' and 'Establishment of HRD KOREA Center' can be proposed as action plans for this strategy. Second, glocalization must be pushed ahead. For example 'Business career monitoring system for PMC' can be proposed as action plan. Third, building of preemptive base must be done. For example 'Standing of international HRD forum' can be proposed as action plan. Fourth, reinforcement of organizational competency must be done. For example 'The program for internationalization' can be proposed as action plan. Fifth, SBU(Strategic Business Unit) must be pushed ahead. For example 'Customer diversification portfolio' can be proposed as action plan.

금강수계 수변구역의 생태 기능 평가를 통한 매수토지 중장기 관리 방안 기초 연구 (Basic Research on Mid-to-Long-term Management Plan of Purchased Land by Evaluating Ecological Function of Waterfront Area of Geum River)

  • The purpose of this study was to propose an efficient management plan for purchased land considering the hydrological, watershed characteristics and ecological functions of the target land and surrounding area based on the result of monitoring the water quality improvement effect obtained by purchasing the land in the watershed area in the Geum river system. For this purpose, this study investigated through literature review, and examined ways to apply them to this research by deriving implications from a comprehensive analysis of previous research cases. After that, the components of assessment were derived to evaluate the ecological function of the purchase land, and the ecological function evaluation model for each land and area was proposed. In order to select purchase and restoration priorities of the land, this study analyzed the ecological status of the purchased land in main watersheds and tributaries using Arc GIS ver 10.1. Through this, a process to select restoration priorities was developed. And this study constructed the integrated management process with proposing a mid - to long - term plan by integrating the purchased land valuation and restoration priority selection process. Based on this process, this study suggested an effective management plan for purchased land through the integrated ecological management system of lands purchased. It can be used systematically in appraisal valuation, land purchase system, restoration project, and follow-up management of land purchase.
