국가 IT R&D 전략과제 선정 모형개발 (Development of an Strategic Model for the Selection of a National IT R&D Strategic Project)

  • 본 논문은 국가 정보통신(IT)분야 연구개발(R&D)사업에 대한 전략과제를 선정하기 위한 모형을 제시한 것으로 우리나라 정부의 New IT R&D정책인 Smile-curve에 맞는 전략과제 선정을 위해 포트폴리오 모형을 적용하였으며, 포트폴리오 모형 중에서 정부정책의 효과적 반영을 위해 일반적인 R-R(Risk-Return) 포트폴리오 모형을 국가 R&D 체계에 맞게 개발 적용하였다. 또한, R-R 포트폴리오 모형의 평가항목 중 평가항목의 객관성 확보를 위해 TRM(기술로드맵)과 TLS(기술수준조사)자료의 항목을 사용하였으며, AHP(계층화분석)를 통하여 국가전략성, 시장성, 기술성 등 평가항목별 가중치를 설정함으로써 국가 R&D전략과의 연계성을 강화하였다. 또한, 본 모형을 국가 IT R&D 전략과제 선정에 적용한 결과 의미 있는 검증값이 나왔으며, 사업선정단계에서부터 사업의 불확실성을 줄이고 성공률을 높이는 전략과제를 선정하는데 기여하고자 한다.

QFD와 AHP를 이용한 ITS 프로젝트관리자 핵심역량 연구 (A Study on Core Competencies of ITS Project Managers Using QFD and AHP)

  • ITS (Intelligent Transportation System) has been more popular but ITS project managements remain complex because of diverse stakeholders and multidisciplinary processes of ITS. The multidisciplinary process enforces specialized competencies on ITS project managers comparing to other system integration project managers. In this paper, we derived core competencies of ITS projects from previous researches, built the hierarchy of the competencies, and employed AHP (Analytic Hierarchy Process) surveying ITS project managers and auditors with the hierarchy. Finally, we analyzed the difference of evaluation model on ITS project manager between project managers and auditors using Mann-Whitney U test. Additionally we suggest a method of building MECE (Mutually Exclusive and Collectively Exhaustive) structure for AHP using the HoQ (House of Quality). We expect our model to give some inspirations for raising capable ITS project managers and selecting a proper project manager for an ITS project.

  • This study was undertaken to develop a comprehensive scheduling method which applied the core concept(DBR) of TOC to PERT, and to combine Monte Carlo Simulation to revise the uncertainties of activities then to eliminate project duration uncertainty. Most of the project duration overlooks the fact that in spite of minimizing the project duration, the uncertainty of constrained resources still puts the reliability of project duration in jeopardy. For the contractor, however, the most important thing is to comply the project scheduling with the planning to reduce the uncertainty of the project activities, operational interaction and project duration. In order to demonstrate that the model can be used in construction project, the scheduling of a steel-structure project was used as a case study to verify the validity of this model.

DEVELOPMENT OF FEASIBILITY ANALYSIS MODEL FOR DEVELOPER-REQUESTED HOUSING PROJECTS

  • While many studies on feasibility analysis for housing projects have been released, the main focus was on economic feasibility and factors related to developers were not clearly identified enough to be used in practice. In order to establish a feasibility analysis model for apartment development projects requested by developers in Korea, 31 driving factors behind projects' success were identified under seven different categories. Criterions of the each factor were also developed, and weight of each factor was assigned by applying the Analytical Hierarchy Process(AHP). Finally, based on the Monte Carlo simulation, the feasibility analysis model was established, providing probability distribution of project's grade. The model was applied to 12 housing projects to verify its reliability, and found that the model properly filtered projects that are unlikely to be profitable, indicating reasonable reliability of the model. The model can be a useful tool for contractors, especially with less experience in analyzing project development feasibility.

  • This paper is a report on part of the results of a research project entitled "Research and Model Development for a Multi-Lingual Lexical Database". It Is a six-year project in which we aim to construct a model of a multilingual lexical database of Korean, Chinese, Japanese, and English. Now we have finished the first two-year stage of the project In this paper, we present the goal of the project, the construction model of items in the lexical database, and the possible (semi-)automatic methods of acquisition of lexical information. As an appendix, we present some sample items of the database as an i1lustration.

A Conceptual Framework to Study the Effectiveness of Interface Management in Construction Projects

  • The management of mega construction projects which incorporate a large number of stakeholders, technologies, data, work culture etc., is cumbersome. The experts in the construction arena advocate that interface management serves as a precise tool in resolving these conflict points due to the intricate nature of the construction projects. Interface management is a current trending management practice in the construction industry which is also a beneficiary to mega/fast track projects in enhancing the project performance. The main objective of this study is to validate a model for assessing the relationships among interface management, IT applications, project performance & project benefits. The mediating effect of interface management in relationship between project performance & interfacial factors was also investigated. The research model was validated using PLS-SEM (Partial Least Square-Structural Equation Modelling) approach. Data were collected from clients, contractors, consultants in large scale projects through questionnaire survey and smart-PLS software was used to analyse the conceptual model. The research model comprises eleven hypothesis and the significance of these hypothesis were tested using T- statistics values. The research implies that people/participants factor is greatly influenced by interface management with the path coefficient of 0.608 and also enhancement of project's schedule performance due to the interface management is strongly appealing (Path coefficient = 0.711). The results also reveal IT application is significantly associated with interface management practice (Path coefficient =0.723) and also the effect of IT application on project performance (schedule, cost, quality & safety) is successfully mediated through interface management practice. The practical application of this validated model was done through case study. The case study aims at measuring the impact of interface management on interfacial factors and role of interface management in improving the project performance in the construction organisations.

  • Crowd Sourcing 기반의 Social App Manufacturing 환경에서는 소규모 앱 개발 프로젝트를 익명의 가상팀에 의해 시공간의 제약이 없이 수행하며 이를 위해 앱 개발 관리를 위한 자동화된 방법을 필요로 한다. Social App Manufacturing의 특징인 익명성을 갖는 가상팀은 프로젝트 진행 상황에 대한 가시성의 저하와 프로젝트 완료 여부의 불확실성을 증가시키는 핵심 요인이다. 본 연구에서는 Social App Manufacturing 환경하의 프로젝트 관리 방법의 하나로 개발 지연이 프로젝트에 주는 위험 영향을 정량적으로 측정할 수 있는 위험영향도 측정 모델을 제안한다. 제시한 측정 모델은 작업일정 지연에 따른 위험 영향 유형과 위험영향도 특성함수를 정의하고 진행 성과에 따른 프로젝트 위험영향도 측정식을 제안한다. Social App Manufacturing 환경에서 수행하는 프로젝트 관리에 이 모델을 활용하여 진행 상황에 대한 가시성을 확보하고 일정 지연으로 실패 위험이 발생하는 프로젝트를 식별하고 미리 대처할 수 있도록 한다.

FLEXIBLE OPTIMIZATION MODEL FOR LINEAR SCHEDULING PROBLEMS

  • For linear projects, it has long been known that resource utilization is important in improving work efficiency. However, most existing scheduling techniques cannot satisfy the need for solving such issues. This paper presents an optimization model for solving linear scheduling problems involving resource assignment tasks. The proposed model adopts constraint programming (CP) as the searching algorithm for model formulation, and the proposed model is designed to optimize project total cost. Additionally, the concept of outsourcing resources is introduced here to improve project performance.

공공 S/W 분야에서 프로젝트 관리자의 역량이 성과에 미치는 영향 (The Effect of Project Managers' Competences on Performance in Public S/W)

  • There is a growing interest in project management knowledge, project management information systems, and process improvement to systematically project execution in public sectors, achieve high performance and value, and increase the effectiveness of the overall industry. In particular, the software industry is a knowledge-intensive industry centered on professional manpower. This study examines the effect of the project managers' competences of regional SW promotion agencies on and project performance and the moderating effect of the level of project management maturity. We collected data using a questionnaire to the project managers of regional SW promotion agencies. In this study, a structural equation model was used to analyze the relationship between project managers' competences and performance. In addition, a multi-group structural equation model was used to analyze the moderating effect according to the high and low project maturity. As a result of the analysis, it was found that only contextual competence among the competences of the project manager had a positive effect on project performance. It was found that technical and behavioral competence did not have a positive effect on management and completion performance. It was found that the moderating effect according to the maturity of business management of local institutions was not significant.

An Information-based Forecasting Model for Project Progress and Completion Using Bayesian Inference

  • In the past, several construction projects have exceeded their schedule resulting in financial losses to the owners; at present there are very few methods available to accurately forecast the completion date of a project. These nay be because of unforeseen outcomes that cannot be accounted for earlier and because of deficiency of proper tools to forecast completion date of said project. To overcome these difficulties, project managers may need a tool to predict the completion date at the early stage of project development. Bayesian Inference introduced in this paper is one such tool that can be employed to forecast project progress at all construction stages. Using this inference, project managers can combine an initially planned project progress (growth curve) with reported information from ongoing projects during the development, and in addition, dynamically revise this initial plan and quantify the uncertainty of completion date. This study introduces a theoretical model and proposes a mathematically information-based framework to forecast a project completion date that corresponds with the actual progress data and to monitor the modified uncertainties using Bayesian Inference.
