본 연구의 목적은 국내 외 전환교통의 추진실태의 분석과 시사점을 토대로 한국에서 전환교통을 수립하기 위한 기본정책방향을 제시하는 데 있다. 중요한 연구내용은 전환교통정책의 이론적 고찰, 국내 외 전환교통실태와 정책분석, 한국의 전환교통정책의 수립방향 등을 포함하고 있다. 전환교통(modal shift)은 여객 또는 화물을 운송하는 데서 운송수단을 화물차에서 철도 또는 선박으로 전환하는 것이다. 전환교통은 범세계적인 환경규제의 시대에 친환경 물류체계를 달성할 수 있는 중요한 정책수단이다. 한국에서 기존 전환교통정책은 대상화물의 선정, 지원금의 지급대상과 산정기준 등에서 문제점이 나타나고 있다. 선진 외국의 전환교통정책을 살펴보면, 전환교통정책방향의 명확화, 실천 가능한 정책목표의 설정, 전환교통의 간접지원 강화 등의 시사점이 발견된다. 따라서 한국에서 전환교통정책을 활성화시키기 위해서는 정책의 수립단계부터 계획과 관리 측면에서 정책방향을 강구하는 것이 중요하다. 계획 측면의 전환교통정책의 수립방향은 전환교통정책 수립방향의 명확화, 운송수단별 사회적 비용 등 기초연구의 실시 및 철도시설정비방향의 설정 등으로 제시되고 있다. 한편 관리 측면에서 전환교통정책의 수립방향은 도로운송 지원정책과의 사전 상호조정 및 전환교통 대상화물의 전략적 관리 등으로 확인되어진다. 본 연구는 학술적인 정책연구의 특성이 강하다. 그래서 전환교통정책을 수립하는 데필요한 기본이론을 제공하며, 정책수립의 중요한 기본방향을 강구하는 데 연구의의가 있다.
Korea announced GHG reduction goal, 30% reduction compare with 2020 BAU and reduction target for each industry sector is planning. Transportation sector also trying to make effective technical and political counterplan of allocated GHG reduction target such as material lightening, energy efficiency improvement and Modal shift technology and so on. Modal Shift is shifting low energy efficiency vehicle to high energy efficiency vehicle which is economically meaningful under current market conditions. We can get not only energy efficiency improvement but also GHG reduction effect through modal shift. Modal Shift is effectively applying and studied in logistics field in Europe and Japan and one of the Indian companies has been registered CDM project activity involving modal shift from roadways to railways for finished goods. In this study, the scenarios are developed with detail modal shift ratio and fuel type base on state of road and rail use and GHG emission factor for each fuel type from MLTM. This result can be used as basic information to improve policies and promote increasing use of train which is more environment friendly transportation vehicle.
국내 철도화물의 경쟁력 제고를 위해 정부는 2010년 7월부터 모달쉬프트 보조금제도를 도입하고 도로 운송에서 철도로 전환시 발생하는 추가비용을 지원하고 있으나, 아직 제도시행 초기단계로서 제도의 보완 및 개선 필요성이 제기되고 있다. 본 연구는 유럽연합, 영국, 일본 등 오랜 기간 모달쉬프트 보조금제도를 운용해온 사례의 검토를 통하여 시사점을 도출하였다. 또한 국내 철도 전환보조금 지원방향을 보조금효과 극대화 측면, 기존철도물량의 지속적 확보 측면, 지원의 정당성확보 측면에서 제시하고, 현 보조금제도의 발전방향을 제시하였다.
Modal Shift from road to rail has been adapted in several countries as one of effective ways of reducing $CO_2$ emissions caused by transport. Generally, effect analysis of $CO_2$ reduction toward modal shift is calculated mainly from use stage and less consideration from other stages of life cycle, even though, in some case of modal shift needs that new line construction or new vehicle manufacturing. In this study, modal shift effect analysis is performed with considering construction, manufacturing vehicle and use stage. As a result we can get total $CO_2$ reduction effect using life cycle thinking and check the necessity of including other life cycle stage not only considering use stage. In conclusion, there is no $CO_2$ reduction effect if the reduction amount of $CO_2$ in use stage is not bigger than allocated annual amount of $CO_2$ in construction and manufacturing vehicle stage. According to this fact, analysing $CO_2$ reduction effect of Modal Shift should be considered not only the use stage.
2020 Korea GHG reduction goal is decreasing 4% compared with that of 2005. Effective counterplan of GHG redection goal needs to set for inductrial allocation and various reduction GHG technologies and policies for transportation have been developed. Modal shifr is one of these main policy and it focused on shifting as much freight as economically meaningful under current market conditions. It improves energy efficiency, consequently reduces GHG effect. This study is proposed as a preliminary studay of analyzing Modal shift effect. modal shift of car travelers to train is concerned in Seoul-Busan section, This study is based on a scenario which can maximize passenger occupancy rate to get the GHG reduction effect and the effect of modal shift of car to train is identified. According to this result, we can get GHG reduction effect through dealing with maximizing passenger occupancy rate on train. Therefore, in order to enhance this modal shift effect, train using rate need to increased and also improvement of policies and cost system are need to be considered to promote increasing use of train.
Climate changes and environmental pollution problems are continuing every year. In Korea, the carbon dioxide(CO2) emissions by the transport sector reached around 20% of pollution. Many countries are enforcing the pollution-control policy. Korean government has introduced the modal shift grants as well as in other countries. In case of nation's transportation plan, the policy basis of green distribution is emphasized. However, the shipper and logistics company have low interests in the modal shift as the massive transportation system. The purpose of this paper is that I studied the policy alternatives for the modal shift of foreign railways., And also I studied the difficult problems at altering the railway freight from domestic road freight and I suggested the alternatives of modal shift to solve those problems.
Global warming has become one of the most important social responsibilities. After Kyoto protocol for greenhouse gas reduction by climatic change convention came into effect, developed countries are presenting various policies to reduce greenhouse gas that is produced in transport field. One of those policies is modal shift that change from road freight to sea, inland waterway and railway transportation that is eco-friendly. Because increase of road freight brings about road congestion and accident, logistics cost, air pollution and green house gases. Railways are superior to all other modes of transport in mass transportability, high speed, timeliness, safety and environmental-friendliness, but the railway industry has been pushed behind in competition. In developed country's government actively promoted relevant legislation, policies, and countermeasures known as modal shift policies to shift freight transport from road to large volume mode such as railway and ship. In this paper, we discuss the current situation in modal shift, compare it with cases in other countries EU and Japan, identify problems in Korea, and propose the following ways to enhance competitiveness of rail freight.
본 연구는 공로에서 철도로의 모달 쉬프트를 활성화 하는데 필요한 기본 특성을 조사하고 분석하였다. 연구의 대상 화물은 국내에서 내륙으로 운송되는 컨테이너이며, 연구의 대상 지점은 모달 쉬프트가 이루어지는 환적노드를 중심으로 하였다. 연구에서 수행한 주요 내용은 다음과 같다. 첫째, 컨테이너 육상운송을 하는 화주가 생각하는 환적노드의 운송환경에 대한 인식을 조사하였다. 그리고 이로부터 공로에서 철도로 모달 쉬프트가 활성화되지 않는 저항요인을 분석하였다. 둘째, 환적노드의 저항요인을 반영한 운송수단 선택모형을 추정하였다. 그리고 이를 활용하여 탄력성을 도출하고 모달 쉬프트 저항 요인별 특성을 분석하였다. 셋째, 연구에서 도출된 결과로부터 컨테이너 운송수단을 공로에서 철도로 모달 쉬프트 시키는 방안을 제시하였다.
Interest about Modal Shift is not being decreased, and it is drawing limelight as green logistics which meets low carbon green growth of National development vision. As an effect of Modal Shift, not only reduction in CO2 emission but also reduction in social cost, logistics cost etc. are being discussed. However, until now research about its practical transformation effect has been scanty. In this study, the actual expenses via CO2 emission, social cost, and logistics cost etc. by road transportation and rail transportation of container cargo with Origin/Destination between Busan-Kyeonggi Area were calculated and we propose beneficial effects when transportation mode is transformed from road to rail with Scenario Planning.
