With the development of information communication and network technologies, ubiquitous era that supports various services regardless of places and time has been advancing. The development of such technologies has a great influence on educational environments. As a result, e-learning concepts that learners use learning contents in anywhere and anytime have been proposed. The various learning contents authoring systems that consider the e-learning environments have also been developed. However, since most of the existing authoring systems support only PC environments, they are not suitable for various ubiquitous mobile devices. In this paper, we design and implement a contents authoring system based on learning activities for u-learning environments. Our authoring system significantly improves the efficiency for authoring contents and supports various ubiquitous devices as well as PCs.

We have reviewed the potential impact of blockchain technology on the music industry by analyzing the views of academia and the industry experts. The music industry had rapid changes from the physical market to the digital market in the past decades. The consumers download and stream music online and mobile during the digital dominant market. While streaming music has been recently growing at a fast rate, fair distribution of revenue to the artists continues to be an issue. Some industry experts believe that the issue of fair distribution of revenue to the artist may be resolved using blockchain technology, while some are skeptical about the application or the duration of impact. The blockchain may enhance speedier payment using smart contracts, provide additional revenue and promote the music if excellent fan support is achieved. The positive impact on the music industry may only be possible if there are detailed consideration of the industry and careful understanding of the customers.

Recently, mobile devices have been widely used. Therefore, the service users want that are not constrained by time and space. Among them, electronic payment services, mobile finance service is enjoying a tremendous popularity. The FinTech is the result of the fusion of finance and ICT(Information & Communication Technology). Security experts is pointed the FinTech security risk. New technology and Innovative FinTech services are even available, Insecure FinTech services is insignificant. In this paper we were surveyed market and product trends of FinTech and analyzed the threats about FinTech. Also, we analyzed the security considerations for FinTech using a questionnaire. As a result, users considers secure payment process and privacy. Therefore, we proposed security considerations for each vulnerability. So, we must be resolved of security technology and policy issues. If establishing a secure payment process and the unclear legal issue is resolved, FinTech service will provide a secure financial services to the user.

MANET has various types of attacks. In particular, routing attacks using characteristics of movement of nodes and wireless communication is the most threatening because all nodes which configure network perform a function of router which forwards packets. Therefore, mechanisms that detect routing attacks and defense must be applied. In this paper, we proposed hierarchical structure attack detection techniques in order to improve the detection ability against routing attacks. Black hole detection is performed using PIT for monitoring about control packets within cluster and packet information management on the cluster head. Flooding attack prevention is performed using cooperation-based distributed detection technique by member nodes. For this, member node uses NTT for information management of neighbor nodes and threshold whether attack or not receives from cluster head. The performance of attack detection could be further improved by calculating at regular intervals threshold considering the total traffic within cluster in the cluster head.

The paper presents five strategic opinions for promoting the fourth industry revolution through the supply of 5G additional frequency. The assessments are on the basis of 5G frequency utilization technologies and services, with reference to 3GPP 5G New Radio standards, after investigating the domestic 1G, 2G, 3G, 4G, and 5G mobile communication services as well as the use of mobile radio frequency and spectrum. The presented opinions contain the frequency supply of contiguous-wide bandwidth channels, harmonized frequency supply between licensed and unlicensed spectrum, the existing 4G frequency recycle for increasing 5G coverage and capacity, balance frequency supply in the multi-band for 5G services, and the development of 5G vertical frequency for industry. The aim is that the presented five strategic opinions can offer guidance for the upcoming plan of domestic 5G additional frequency supply.

The amount of data is increasing significantly as information and communication technology advances, mobile, cloud computing, the Internet of Things and social network services become commonplace. As the data grows exponentially, there is a growing demand for services that recommend the information that users want from large amounts of data. Collaborative filtering method is commonly used in information recommendation methods. One of the problems with collaborative filtering-based recommendation method is the cold start problem. In this paper, we propose a method to improve the cold start problem. That is, it solves the cold start problem by mapping the item evaluation data that does not exist to the initial user to the automatically generated data from the mobile app. We describe the main contents of the proposed method and explain the proposed method through the book recommendation scenario. We show the superiority of the proposed method through comparison with existing methods.

The dispute between SK and Netflix, which has been going on for more than three years, ended in the direction of dropping the lawsuit and establishing a cooperative relationship between the two companies. However, as Internet traffic usage is likely to increase further in the future due to digital transformation and activation of generated AI, conflicts between domestic mobile carriers and global CP operators over network usage fees can arise at any time. In this study, the issues of the dispute related to network usage fees that occurred between SK and Netflix were examined, and different implications were drawn for each issue. The cost and scope of network usage considerations are an issue that must be determined entirely by negotiations between operators. However, if a dispute occurs between operators, user damage such as speed delays may occur, so it is necessary to prepare a policy alternative. As the domestic media industry has grown cooperatively with global CPs, it is considered important to form a reciprocal relationship between domestic mobile telecommunication operators and global CP operators regarding network usage fees in the future.

The Measurement of risk parameter in city-gas equipments have been measured and confirmed by human, and evolved into remote monitoring system using wireless communication. Furthermore, domestic and international industry increase the efficiency of management, which can develop remote monitoring and control system using wireless communication. However, Those wireless system might be decrease the efficiency and ease because of connecting PDA and lap-top using wire-cable when data have checked immediately from outside. This paper is able to improve efficiency of safety management on city-gas equipments by developing mobile city-gas safety management system on AR.

Smart work has been gaining more popularity recently. Smart work means that employees perform their works anytime and anywhere as utilizing the information and communication technology. It can be divided into four categories; the mobile office, the home office, the work-at-center and the tele-cooperation. Among them, the mobile office based on tablet personal computers(PCs) or smart phones, employees can exchange information with tablet PCs or smart phones via mobile radio communication networks and portable terminals. Smart devices such as tablet PCs and smart phones help to access intranet system for requests, approvals, information search whenever employees need. This mobile office system for real-time HSE managing can contribute to improve the productivity and work efficiency in a shipyard. In this study, the main goal is to design the specialized mobile application for the HSE management system on the shipbuilding industry. The mobile application including 10 functions is designed based on ooCBD(object-oriented Component Based Development) methodology.

Safety at sea continues to be an important topic for research. The factors that contribute to safety issues are often complex and unclear. Lack of non-technical skills in such areas as communication, teamworking, situational awareness, decision making etc. are well documented as directly affecting safety in high risk work settings such as on board merchant vessels. Competence in non-technical skills can be affected by various habits and circumstances that influence a worker and result in either positive thinking and behaviour or negative thinking and behaviour. Negative thinking can cause stress, anger, frustration; loneliness etc. and this can possibly result in behaviour or actions that undermine the safety of crew and ship. Factors that may contribute to these negative thoughts and behaviours are many and varied and this paper will be looking at one aspect: mobile phone use. In the Republic of Korea, dependency on mobile phones is uniquely high. Maritime students are also susceptible to such dependency and this paper will demonstrate that the symptoms associated with mobile phone addiction and dependency, and in particular the symptoms of withdrawal, are important factors that need to be mitigated in order to improve safety at sea. Although the benefits of mobile phones are many it will be suggested that over-reliance, dependency or addiction can result in negative thinking or behaviour that may directly or indirectly contribute to the factors that cause incidents and accidents at sea. It will be suggested that the most appropriate method of dealing with this problem is twofold: firstly, through training at the educational level and secondly, by encouraging the shipping industry and government to invest more into providing seafarers with better access to the communication methods that they are used to on shore in order to improve work conditions.
