Predicting the Future Price of Export Items in Trade Using a Deep Regression Model (딥러닝 기반 무역 수출 가격 예측 모델)

  • Korea Trade-Investment Promotion Agency (KOTRA) annually publishes the trade data in South Korea under the guidance of the Ministry of Trade, Industry and Energy in South Korea. The trade data usually contains Gross domestic product (GDP), a custom tariff, business score, and the price of export items in previous and this year, with regards to the trading items and the countries. However, it is challenging to figure out the meaningful insight so as to predict the future price on trading items every year due to the significantly large amount of data accumulated over the several years under the limited human/computing resources. Within this context, this paper proposes a multi layer perception that can predict the future price of potential trading items in the next year by training large amounts of past year's data with a low computational and human cost.

  • Purpose - In recent years, the bilateral political relationship between Vietnam and India was upgraded to strategic and comprehensive partnership. Thus, the purpose of this paper is to analyze current relations and prospects of the Vietnam-India trade. Research design, data and methodology - The data was mainly based on World Integrated Trade Solution (WITS) and Foreign Investment Agency of Vietnam Ministry of Planning and Investment (FIA) from 2010-2018. The relationship of the two countries has showed growth in all sectors, including trade cooperation. This paper focused on assessing the current relations of trade cooperation of the two countries and then andlyzed the prospects of trade cooperation in the next period. Result - The Indian Government's strategy shifted from "Look East" policy to "Look East" action by the end of 2015. Vietnam is a partner and a pillar of India's Look East policy (Muni, 2011). The governments of both countries should further strengthen exchanges and trade connections in order to provide cooperation opportunities for investors and businesses of the two countries. Conclusion - The paper discusses and gives an overview of the current status of the trade relations of Vietnam and India as well as lucidating the opportunities and challenges for two countries in the future.

A Study on the Problems of Korea Merchandise Trade Statistics (무역통계 및 실적 차이에 관한 제(諸)문제)

  • The accurate national trade statistics can show the real nation's trade situation, and contribute to setting up the national's trade plans and corporate's strategies. This study researches the differences between trade statistics and actual trade record among the national and international statistics and suggests improvement plans to solve the problems. There are 4 types' differences among the trade statistics as follows; First, a statistical differences between Korea Customs Service and Bank of Korea by yearly US$9.6billions because of standard and boundary of trade statistics. Second, a statistical differences between Ministry of Trade, Industry and Energy and Korea Customs Service because of the time and purpose of trade statistics release. Third, a statistical differences between Korea and counterpart countries because of standard of trade statistics, intermediate countries and rules of origin. Lastly, a statistical differences between nation's statistics and corporate record because of typing errors and indirect export record. The fundamental improvement plans are Korea statistics rules like Korea Foreign Trade Rules and Korea Custom Rules, need to coincide with the international rules like IMTS, MSITS, BPM6 etc. Especially the rules of statistics related to intermediary trade, processing trade and transit trade have to revise with new BPM6 rules. In addition, a reasonable care of trade statistics from accumulation to utilization of trade information is more important than statistical regulation or system, so all persons concerned including exporters, importers, government official pay attention the statistics and cooperate together.

Bootstrap simulation for quantification of uncertainty in risk assessment

  • The choice of input distribution in quantitative risk assessments modeling is of great importance to get unbiased overall estimates, although it is difficult to characterize them in situations where data available are too sparse or small. The present study is particularly concerned with accommodation of uncertainties commonly encountered in the practice of modeling. The authors applied parametric and non-parametric bootstrap simulation methods which consist of re-sampling with replacement, in together with the classical Student-t statistics based on the normal distribution. The implications of these methods were demonstrated through an empirical analysis of trade volume from the amount of chicken and pork meat imported to Korea during the period of 1998-2005. The results of bootstrap method were comparable to the classical techniques, indicating that bootstrap can be an alternative approach in a specific context of trade volume. We also illustrated on what extent the bias corrected and accelerated non-parametric bootstrap method produces different estimate of interest, as compared by non-parametric bootstrap method.

Stakeholder Analysis on Korea's Trade Negotiation (한국 통상협상 국내 이해관계자 분석)

  • This study is to conduct a stakeholder analysis using Project Stakeholder Management Model established by US Project Management Institute (or PMI) in order to identify current stakeholder related to Korea's trade policy and to establish the stakeholder management process for Korea's trade negotiation. Project Stakeholder Management Model includes four stages such as identifying, planning, managing, and controling stakeholder. The stakeholder management process for Korea's trade negotiation classifies domestic stakeholder into two category; internal stakeholder and external stakeholder. This research suggests that Korea should invite consumer groups, labor unions, and farmer's association into the official communication channel of trade authority while unifying the current stakeholder management divisions and relevant advisory committees within the trade ministry.

  • Recently open data has been spread rapidly in the world include Korea. Accordingly in international trade field open data and using it became a key point to get competitiveness. In this study, the author make an attempt to suggest the way for quality improvement of international trade information by looking for some problems with crating and using the information. Thus, the problems of using information are can be point out as follows. Firstly the range of open data is narrow. Secondly the management of the open data is not conducted properly. Thirdly the suppliers of the open data didn't prepare some investigation system for their data's usability for user. Expansion of the organizations who open data is one way to solve quantitative problem. There are four suggestions to solve qualitative problems. Firstly the guidelines should be established and operated in each organizations respectively. Secondly the criterion of expenses for open data should be arranged among the concerned parties. Thirdly the ability of the manpower and organization who charged in the quality improvement of information should be reinforced both quantitatively and qualitatively. Lastly the system for data usability for user should be equipped in early stages. Finally the author emphasize the establishment of total management system for using open data in international trade is not needed only the efforts of the specific parties but also all parties led by Ministry of Industry, Trade and Energy in order to carry out above suggestions successfully.

A Study on the Estimation of Required Seaborne Trade Volume and Carrier Volume of Each Vessel Type in Case of Emergency (우리나라 비상사태시 소요물동량 및 선종별 소요선대 추정 연구)

  • The maritime industry is important for Korean international trade, as more than 99 percent of its imports and exports are moved by maritime transportation. However, if maritime transportation is stopped in the event of an emergency, such as war or natural disaster, there is a danger that imports and exports may cease abruptly. Coping with this risk is why the Ministry of Oceans and Fisheries, manages the 'National Necessary Shipping System.' This system requires that the government estimates the size of ships necessary in the case of an emergency, and the ships designated as National Necessary Vessels should transport goods in the case of actual emergencies. This study seeks to estimate the appropriate size of ships required in an emergency using the latest data and applying a quantitative methodology. This study provides useful reference materials for policy authorities. In particular, it is meaningful that this study estimates the required number of ships of each vessel type, reflecting the recent trend of large-scale ships and expanding global trade.

  • Since World War II nations have formed alliances for reasons of security and trade. Countries have seen international integration as an appropriate approach to resolving domestic and international political issues, improving their welfare by both transforming their infrastructures and increasing their foreign trade. While the majority of these relationships are straightforward d Turkey's relationship with the European Union is more complex due to differences in religion and, at times, political ideology from other Union members. As a candidate country Turkey has made advances towards the full membership of the European Union with the customs union being the most significant. The impact of customs union membership is discussed and the effects of the customs union on Turkey's trade and economy are examined from a perspective of different economic theories.

Analysis of Gender Chapters in Five Free Trade Agreements and Its Lessons for Korea

  • Purpose - This paper attempts to compare five free trade agreements with gender chapters ratified by Chile and Canada and derives lessons for Korea in terms of gender-aware trade policy. While Chile and Canada have three and two FTAs with gender chapter respectively, Korea has none so far, although it has already ratified an FTA with the two countries. Design/methodology - This study first investigates all the gender-provisions with the gender chapters, conducts a comparative analysis on the five chapters as well as a case study of one target FTA's implementation and achievements, and finally suggests policy implications for Korea's trade administration as well as trade-related agencies. Findings - According to the analysis, there are three phases in terms of advancement in gender-related trade policy. As Chile is in phase two and Canada is in phase three, Korea remains in phase one. It has a ministry related to gender within the government, but not within the OMT. It has statistics on female business, but not of women traders. It has a few gender-related provisions in its FTAs, but not a gender chapter. In this sense, new mandates related to gender-aware trade policy for OMT, KITA, and KOTRA should be provided to realize the concrete economic benefits resulting from empowering women traders and policies promoting them. Originality/value - Existing studies only focus on introducing gender-related international commitments and Korea's participation in them. This paper is the first attempt to compare actual gender chapters of five FTAs ratified by two countries with the most advanced gender chapters in the world. To gain benefits from the positive gender impact of trade agreements, negotiating and signing gender responsive FTA with future partners is one of the most efficient, as well as inclusive, trade policies urgently needed for Korea.

Analysis of the Validity of the China's Resource Export-Quota Restrictive Measures under the GATT/WTO (중국의 자원수출제한조치와 WTO 규칙 부합성에 관한 분석)

  • China's "Foreign Trade law" 16.4 revised in 2004 like "Foreign Trade law" 16.2 in 1994 is still stipulated resource restriction to protect domestic resources and it does not satisfy the introduction of article 20 and section (g) of GATT 1994. Through an interpretation of related regulations and China-EU cokes dispute, the paper points out that China's "Foreign Trade law" 16.4 has no validity of the introduction of article 20 and section (g) of GATT 1994. Comparing China's "Foreign Trade law" 16.4 to GATT 1994 20(g), China's "Foreign Trade law" 16.4 does not include important conditions of GATT 1994 20 introduction such as not being arbitrary or unjustifiable discrimination and disguised restriction on international trade. For example, based upon China's "Foreign Trade law" , if she restricts or prohibits important natural resources that Korea mainly relies on China, it will effects not only trade between two countries but also our lives and securities. Hence, it is highly time to analyze China's the Validity of the China's Resource Export-Quota Restrictive Measures under the GATT/WTO. In the process of resolving China-EU cokes dispute in 2004, ministry of Commerce of China shows well its characteristics of dispute settlement and also we can find out EU's logical countermeasures. Therefore, because of the high possibility of disputes between Korea and China in the area of natural resources, Korea needs to pay attention to the China's resource protecting policies, and if it violates GATT 1994 20 introduction and (g), we should consider to sue China to WTO. The paper believes that it will play an important role as an aggressive demand and effect on amendment of China's "Foreign Trade law" in the long term.
