탈냉전기 미국의 군사작전 개념과 한국군 발전방향 연구-합동작전을 중심으로 (Following the Cold War, both the United States' military operational concept and the Republic of Korea Army's developmental study)

  • Science technique development expanded into, not only land, sea, and air operations but also those of airspace, and cyber battle spaces. It is generally accepted at this time that space centric operations currently cannot be effectively divided from air operations. However, science and technology advancements make it possible to integrate Army, Navy, Airforce, and Marine forces into effective operations as never before. The Republic of Korea Armed Forces needs to establish a more effective joint concept. The US military, considered by many experts as the most effective in the world, understands the necessity of joint operations and accordingly has highly developed its own concept of joint operations. The US joint operational concepts demonstrated their effectiveness during the Iraqi War by dominating the battlefield through effective use of all combat and non-combat power. Following the US Iraqi War experience, the US Department of Defense continued to enhance Joint Capability through the acceleration of US Military Transformation involving all components. The future national security of the Republic of Korea, faced with the peculiarity of communist threat in the form of North Korea, and the conflicting interest of four strong powers; the United States, China, Japan, and Russia, depends on small but strong armed forces employing all available combat power through effective National and Military Strategy, and considering domestic and international constraints. In order to succeed in future wars, military operations following joint operational concepts must effectively employ all available combat power in a timely manner. The Republic of Korea Armed Forces must establish a joint forces concept in order to integrate all available combat power during employment. Therefore we must establish military operations that develop the military structure and organization, doctrine, weapon systems, training and education of our armed forces based on the key concept of joint operations.

  • "역사는 거울"이라는 말은 반복되는 역사적 사실을 통해 우리는 적을 대비해야 한다는 뜻이다. 현재 우리는 북한의 핵과 미사일을 포함하는 각종 도발에 직면해 있다. 우리가 북한을 주적으로 설정하고 국민의 생명과 재산을 보전하기 위해서는 우리 군은 적의 위협에 항상 철저히 준비되어야 한다. 6.25 전쟁 전투사례를 보면 준비된 적과 무방비 상태의 국군 간에 벌어진 전쟁으로 요약할 수 있다. 북한군은 해방 이후 치밀한 계획 하에 중공군을 편입시키고 소련군 군사고문단 지원 하에 전투 장비를 배치하여 군단 급 훈련까지 마친 상태에 비해, 당시 국군은 대대급 훈련도 마무리 못한 상태였다. 전 평시 군사보안을 위해 나의 정보는 숨기고 적은 찾아서 대비해야 한다. 북한군은 전쟁을 준비하면서 치밀하게 국군의 편성과 배치, 그리고 운용사항에 대한 정보를 수집했으나 국군은 이에 대비하지 못해 초전에 고전을 면치 못했다. 이에 본고에서는 6.25 전쟁 초기, 개성일대 전투사례를 중심으로 군사보안의 교훈과 그 중요성을 제시하고자 한다.

  • 미래전은 첨단정보통신기술 발전을 바탕으로 우주를 포함한 다영역전으로 전개될 것으로 예상된다. 미국, 러시아, 중국, 일본 등 우주선진국들은 선진우주기술을 바탕으로 우주군을 창설하여 미래 우주전에 대비하고, 민간 기업 및 다른 국가와의 협력을 강화하고 있다. 한국군은 각 군별로 우주전을 준비하고 있지만, 통합적 전략과 기술수준에서 상대적으로 초보 단계이다. 우주선진국뿐만 아니라 북한도 우주의 군사화를 위한 투자를 확대하고 있는 상황에서 한국군도 미래 우주전을 대비하기 위한 종합계획을 수립하고 전문 조직을 갖추어야 한다. 본 논문에서는 한국군의 우주전 대비 현황을 살펴보고 우주억제와 감시 역량 발전을 중심으로 우주전 및 우주사이버보안 전담조직 설립, 국내외 협력강화, 연구개발 및 전문인력 양성, 훈련체계 재구축 등의 우주전 전략을 제안한다.

군 부대 개인화기 사격장 시설개선 방안 연구 (A Study on Facility Improvement in the Military Personal Firearms Shooting Range)

  • 지난해 9월 강원도 소재 모부대에서 진지공사를 마치고 부대로 복귀하던 병사가 인근 사격 훈련장에서 날아온 도비탄에 의해 사망하는 사고가 발생하여 국민을 경악하게 하였으며, 군조사결과 이 사고의 원인은 도비탄에 의한 총상 사고로 결론 지었다. 지금까지 도비탄에 의한 사고는 수차례 발생하였지만 이번 개인화기 사격장에서 도비탄에 의한 직접적인 총상사고는 매우 이례적인 사고였다. 이러한 문제점을 해소하기 위해 군 부대 개인화기 사격장을 안전적인 측면에서 분석하여 영구적이고 과학적인 미국의 사례를 적용하여 개선방안을 제시하고자 한다.

  • 오늘날 여군들은 군 특성상 복무기간 중, 훈련, 당직근무, 잦은 야근과 이사 등의 직업적 환경과 가족구성에서 발생하는 자녀 양육문제 등 수많은 고충을 감내하며, 극심한 스트레스를 호소하고 있다. 또한 여군들은 군대의 고유한 임무와 끊임없는 훈련의 반복 및 잦은 야간근무로 인한 고충은 지속 심화되어가고 있는 현상이다. 이러한 이유에서 자녀 보육을 담당해야 할 여군의 막중한 책임과 스트레스는 극에 달하고 있다. 따라서 본 연구는 육아기간 여군의 복무여건을 보장하고, 양육문제를 개선하기 위한 제도적 방안을 연구할 필요성이 있다.

  • Military deception is an action executed to deliberately mislead enemy's decision by deceiving friendly forces intention. In the lessons learned from war history, deception appears to be a critical factor in the battlefield for successful operations. As training using war-game simulation is growing more important, it is become necessary to implement military deception in war-game model. However, there is no logics or rules proven to be effective for CGF(Computer Generated Forces) to conduct deception behavior automatically. In this study, we investigate methodologies for CGF to learn and conduct military deception using Reinforcement Learning. The key idea of the research is to define a new criterion called a "deception index" which defines how agent learn the action of deception considering both their own combat objectives and deception objectives. We choose Korea Marine Corps Amphibious Demonstrations to show applicability of our methods. The study has an unique contribution as the first research that describes method of implementing deception behavior.

  • Virtual world technology is driving major advances in education, entertainment, and professional training. Metaverse and extended reality (XR) technologies maximize immersion to enhance learning, provide global learning environments, and expose students to situations that are difficult to experience in real life. Career exploration is an important developmental task in adolescence, and virtual training maximizes learning by providing life-like experiences with imagery training. Virtual training overcomes spatial, financial, performance, and situational constraints and is effective in a variety of fields, including military and disaster training. It provides customized learning for various users such as youth, job seekers, and people with disabilities, deepening their understanding of professional activities and improving their problem-solving skills. It also improves the quality of learning through repetitive learning and contributes to the improvement of teamwork and communication skills, and helps to solve financial problems by using unlimited internal resources and space in virtual space, and enables people with disabilities to perform in various professions. This paper investigated the value of virtual training as a comprehensive educational tool through an economical and efficient learning experience.

  • Gardermoen is chosen as the location for a new major airport for the Oslo area, The site is surrounded by various units and camps operated by the Norwegian national defence. A study was carried out to evaluate whether the occurrence of aircraft noise may result in the national defence having to restrict operations in established camps, and in areas where outdoor exercise, training and instruction are beeing carried out.

  • Training is one of the representative application fields of virtual reality technology where users can have virtual experience in a training task and working environment. Widely used in the medical and military fields, virtual-reality-based training systems are also useful in industrial fields, such as the aerospace industry, since they show superiority over real training environments in terms of accessibility, safety, and cost. The shipbuilding industry is known as a labor-intensive industry that demands a lot of skilled workers. In particular, painting jobs in the shipbuilding industry require a continuous supplement of human resources since many workers leave due to the poor working environment. In this paper, the authors present a virtual-reality-based training system for spray painting tasks in the shipbuilding industry. The design issues and implementation details of the training system are described, and also its advantages and shortcomings are discussed based on use cases in actual work fields.

Effectiveness of a Training Program Based on Stress Management on NEDSA Staff and Line Staff

  • Background: The purpose of present study was to determine the effectiveness of training program based on job stress management in NEDSA and line staff. Methods: The study method of this study was quantitative and quasi-experimental research Methods: From the statistical population (all employees of the NEDSA and line staff in 2020-2021), 30 of these people were selected by judgmental sampling method and considering the inclusion and exclusion criteria. The participants were first matched based on age and education and were randomly divided into experimental and control groups. First, pre-test was taken from both groups (Job Stress Questionnaire). The experimental group was presented with a job stress management training package and no protocol was presented in the control group. After the sessions, post-test was received from both groups (experimental and control). After two months, a follow-up test was performed. Results: The results were entered into SPSS-24 software and analyzed. The results of repeated measure showed high effectiveness of the job stress management package (researcher-made). The results showed that the job stress management training package showed 67.5% effectiveness and also the training effect of job stress management training was stable for two months (follow-up). Conclusion: Based on these results, Training program based on stress management can be effective in military staff.
