Application of Knowledge Management to Defense Organizations: Issues and Implications (지식경영의 국방조직에 대한 적용 : 최신 이슈 및 연구시사점)

  • This paper introduces the concept of knowledge management(KM) and current KM trend(such as community-of-practice, knowledge ecology, and social network analysis) with some successful KM practices, and discusses a chance to apply KM to defense organizations. Although defense organizations have several unique characteristics which differ from other private organizations such as critical security issues, implementing KM initiatives for them seems essential. Implications and future research directions are also discussed.

Relationship between Autonomy and Task Significance and Creative Behavior in Military : The Mediating Effect of Self-efficacy (군대 조직 구성원의 직무자율성 및 직무중요성과 창의적 행동 간의 관계: 자기효능감의 매개효과를 중심으로)

  • The purpose of this study is to analyze the effect of job autonomy and task significance on creative behavior in military organizations, and to identify the mediating role of self-efficacy in the relationship among job autonomy and task significance and creative behavior. For this study, a survey was conducted for 559 officers and non-commissioned officers of the Army and the data was analyzed using AMOS. The results of the study have showed that job autonomy and task significance had a statistically significant effect on creative behavior and self-efficacy. Self-efficacy has also been shown to have a statistically significant effect on creative behavior. In addition, self-efficacy has been found to mediate the relationship between job autonomy and creative behavior and between task significance and creative behavior. This study has theoretical and practical implications in that it expanded the research results to military organizations that had been relatively insufficient, confirmed the leading factors and mechanisms of creative behavior in military organizations, and proposed various measures to induce creative action in military organizations. Based on these results, research restrictions and directions for further research were presented.

The Effect of Organizational Culture Types on Service Quality and Customer Satisfaction in the Military Hospital Organizations (군 의료기관의 조직문화 유형이 의료서비스 질과 고객만족에 미치는 영향)

  • We conducted this research for the purpose of examining the effects of organizational culture on service quality and customer satisfaction in the military hospital organizations in Korea. The research samples were collected from employees in 12 military hospitals belonged to the Armed Forces Command. For the analysis we used SPSS 18.0 and AMOS 20.0 program for conducting reliability tests, confirmatory factor analysis, and structural equation model analysis in order to find the relationship between the variables analyzed. The result of this study shows that the military hospitals in Korea have strong relationship-oriented culture, but weak hierarchy-oriented culture. Among the three groups of military hospitals, innovation-oriented culture and relationship-oriented culture were the strongest in the executive agency hospital group, task-oriented culture was the strongest in the group of the he frontline hospitals and hierarchy-oriented culture was the strongest in the group of the rear area hospitals. It was found that the executive agency hospitals have the strongest service quality and customer satisfaction among the hospital groups analyzed. This research also found that relationship-oriented culture and innovation-oriented culture have a direct positive(+) effect on service quality; hierarchy oriented culture has a direct negative(-) effect on service quality; task oriented culture has a direct positive(+) effect on customer satisfaction, and service quality mediated between organizational culture and customer satisfaction. The findings from this study suggests that implementing the dynamic strategies for organizational culture with focus on service qualities is needed given that customer satisfaction in the military hospitals is highly affected by service quality.

  • Expert systems are in an early evolutionary phase, but it already has significant impacts on business operations. More and more organizations are becoming interested in applying expert systems as solutions to their business problems. This paper describes how systems started, what is their current situation, and what are their application areas. It outlines what is expert system and how to develop an expert system. And it analyzes expert system shells and shows some current available expert system shells. Lastly, it concludes and predicts the main attributes of the future expert systems.

  • As we live in real If era, If become a mandatory component for nations and organizations to survive in severe competition. If is also thought of as strategic asset for effective business operations, yet there is no proved statement on the interoperability and system integration which causes serious problem in terms of requirement engineering among current systems. The National Defense Enterprise Architecture Framework is a strategic information asset base, which define the military operation activities for the mission, the information necessary for military operations, the technologies necessary for implementing new technology in response to changing operational needs. It is an integrated model or representation. Information Systems will be evolved by the National Defense Enterprise Architecture framework. The purpose of this framework is to present overall picture of national defense information system domain so that information systems are interoperated, integrated and information sharing is increased among affiliated organization of Defense Military.

  • This is a study on the establishment of airworthiness certification system fitted for korean military aircraft acquisition and export. Based on the investigation of US civil & military airworthiness system and analysis of the real state of domestic military aircraft acquisition, this paper offers some ideas that can be helpful to establish laws and organizations to certify airworthiness. Particularly this paper suggests that the best way to build airworthiness certification laws/guidelines and technical criteria, the optimal organizational structure which is decentralized by dividing administrative certification authority and technical research center.

A study on the Interdepartmental Conflict in Military Hospitals (군 병원 부서간 갈등에 관한 연구)

  • The purpose of this study is to examine the factors influencing interdepartmental confilict in the military hospitals. Relatively little attention has been given to the conflict in the hospitals, especially within military hospitals. Delving into the realities of organizational conflict would provide us an insight of how to handle it. The questionnair survey was conducted for the 254 officers working in 8 military hospitals nationwide. The mean index score of interdepartmental conflict was 14 on the 5-25 point scale, indicating the conflict level was modest. Using t-test and ANOVA, we found that interdepartmental conflict was different by marital status of physicians or educational level of nurses. Next, we examined a causal model using multiple regression method. The personal characteristics of the respondents and the organizational characteristics - intradepartmental relation and interdepartmental relation - were included in the model as the independent variables. From the analysis, we found that working years at the organizations, type of work term, intradepartmental reliance or cooperation, interdepartmental redliance or resource management were significantly related to interdepartmental conflict. The effect from these variables, however, was different across three departments.

A Study on Developing and Applying of Evaluation Indicators in Korea Military Libraries (병영도서관의 평가지표 개발과 적용에 관한 연구)

  • This study considered the developing course on evaluation indicators of military library which published in 2007, and applied them to 84 military libraries in 2008. By analyzing the results from applying, this study also tried to find more effective evaluation indicators which are available properly. Through the output analysis of documental evaluation and actual inspection, which performed by ten organizations, on military library, revised and completed 28 indexes of 8 classes-plan, finance, service, collection management etc. and some of their evaluation scales. For accurate, objective evaluation, it is suggested that the navy and the air force libraries which have different military traits have needs for grouping separately from the army libraries, and also proposed to make standard of research on the actual condition for military libraries that can be used in each military line.

A Study on Military Costumes of Hunryeondogam in the Mid and the Late Joseon (조선 중·후기 훈련도감(訓鍊都監)의 군사복식에 관한 연구)

  • This is a study on the military costumes of Hunryeondogam, which was the center of Five Military Camps in the mid and the late Joseon dynasty. I confirmed the characteristics and system of military costumes of Hunryeondogam by document research and positive research. The military organization of Hunryeondogam was comprised of the high-ranking military officers such as Hunryeondaejang, Junggun, Cheonchong, Byeoljang and Gukbyeoljang, the mid and low ranking military officers such as Pachong, Chogwa and soldiers. And the military costume of Hunryeondogam included Gapju, Yoongbok and Goonbok for military officers and all kinds of military uniforms for soldiers. Imjin war and ritualized military ceremonies in the era of peace had influence on the military costume. Officers, for example, were wearing Dangap and soldiers were wearing Cheolgap or Pigap that depended on the branch of the army. Politically, kings in the mid and the late Joseon had organized military organizations to strengthen their royal authority. I think that the policy can be effectively seen by observing the military costume system. The qualitative differences in cloth materials and the presence or absence of patterns of Goonbok, the qualitative differences in the decoration of Jeonrip and the presence or absence of Yodae were able to distinguish the identity and the rank. An assumption can be made that these things could have been affected by social causes, such as frequent trips of the King and stable society. This cause could be influence on substitute Yoongbok with Goonbok that from the low ranking military officers to the high ranking military officers of Hunryeondogam. The societal changes in the mid and the late Joseon dynasty are reflected on the military costumes system of Hunryeondogam.

An Evaluation of Real-Time Navigational Safety with Weather Conditions (함정의 기상 변화에 다른 실시간 항해 안전성 평가)

  • There is some limitations for ship to gather weather and sea state information. To make up for this weakness, land organizations can gather the wider variety of information, evaluate the navigational safety on a ship, and supply this information to the ship. In this study, the involuntary speed loss are calculated using the real-time information on weather and considering the increase of resistance induced by wave, and the navigational safety in a seaway is evaluated. The used model for computer simulation is Lpp 93m frigate class ship. The feasibility study is made of using simulation results in actual operation.
