Oregon 하구에 위치한 방사제 주위에서의 항공사진을 이용한 해안선 변화해석 (Analysis of Shoreline Changes from Aerial Photographs at Oregon Inlet Terminal Groin)

  • 미국 노스-캐롤라이나주 Pea 섬 북단에 위치한 해안선의 시간적 공간적 변화를 연구/조사하기 위하여 포괄적이고 체계적인 현장관측이 시작되었다. Pea 섬의 북단 끝에 위치한 US 해안 경비대로부터 남단으로 6 mile에 걸친 해안선이 2달에 한번씩 항공 촬영되었다. 촬영된 항공사진은 해안선 위치 자료를 도출하기 위해 디지털처리 되었으며, 이 과정에서 해빈상에 보이는 wet-dry line이 해안선 위치 식별 기준으로 사용되었다. 해빈상의 wet-dry line은 정확한 해안선 위치를 나타내는 것이 아니라 항공사진을 촬영하는 그 시점에서의 도파고조와 조위의 변화로 인한 오차를 포함하고 있으므로, 초기에 디지털 처리 된 해안선 위치 자료로부터 조석과 도파에 의한 영향을 삭감하는 것이 필요하다. FRF 잔교 끝에서 관측된 조석자료와 4 km 떨어진 심해에 설치된 파랑 계측기에서 관측된 심해파랑 자료를 사용하여, 항공사진이 촬영된 시점에서의 해빈에서의 도파고와 조위가 평가되었다. Hunt(1957)의 도파고 산정공식이 주어진 심해파랑에 대한 해빈상에서의 도파고를 계산하기 위하여 사용되었다. 도파와 조석에 따른 오차에 대해 수정된 해안선 위치 자료를 사용하여 현장관측 지역에서의 해안선 이동의 지역적인 차이와 시간에 따른 변화 정도를 조사함으로써 해안선의 공간적 시간적 변위가 분석되었다. 1-mile 평균을 취한 해안선의 6년치 자료 분석 결과는 Pea 섬에서는 여름에는 해안선이 전진하고 겨울에는 후퇴하는 상당히 큰 계절적 변화가 있다는 것을 명확하게 보여 주었으며, 이러한 결과는 수정이 안된 해안선 위치자료 사용시 파악하기 어려운 결과였다. 도파와 조석의 영향을 무시한 항공사진으로 부터의 해안선 위치결정은 공간적 시간적 해안선 변화양상의 해석시 큰 오류를 유발할 수 있다.

천해양식어업발달과정에 관한 연구 - 기술개발활동을 중심으로 - (A Study of Technical Development of Mariculture in the Coastal Water)

  • Mariculture is contrasted with inland aqua-culturing fisheries. It is defind as the Industry of rearing Aquaorganism in limited coastal area relatively shallow in depth. Then, It's coming into being realization of Mariculture in it is long in history that Mariculture was realized in Korea. But it is from the early part of 1960s, that this industry has normally developed. Owing to 200 miles economy-zone problems of coastal countries, the development of deep sea fishing was limited, so the Korean Government has now appreciated the importance of cultured industries in the field of coastal fisheries. And the Korean Mariculture the output of which was only 18, 000 M/T in '60s attained 540, 000M/T in 1980s, has now occupied its relative importance in Korean Fisheries Industry. So the purpose of this report is to suggest the prospect of technical development of mariculture in the future of Korea, through the analysis of the various problems that affect upon the individual management '||'&'||' fishing ground utilization, along with the appreciation of "how to extend of those technical innovation" and "how the fishermen's technique level is extended at this stage. According to this study, the result is summarized as follows. First, Maricultural technique is classified into 8 sub-techniques as follows, as shown in fig. 1.Fig. 1. The Formation structure of mariculture technique Second, the change of technical method of mariculture in coastal area of Korea has made as 5 stages; 1) Scattering of culturing organism 2) Culturing by putting stone and installing bamboo 3) Culturing by installing rope and seeding 4) Culturing of putting objectives in cages 5) Culturing fish by feed Third, the maricultural fisheries of Korea has about 70 years long in history. It began from 1910s. But at that time there was no special technique in aquaculture and its technique was confined in searching out the object of species. The species was laver, oyster ect.Forth, although realization of mariculture in Korea has been long time, it is of late from 1960s that this has been industrial with normal development, and its technique of mariculture has mainly has developed from 1970s. Its result not only contributed to the high growth in Korean ecconomy along with the well balanced development between industires, but also it played a great role for the resolution of nation's food problem. Especially maricultural production has shown its sustained annual increase of 13.8% during the last 20 years. So the portion of mariculture among total fisheries stucture was extended from 4.1% in the early 1960s to 22.4% in 1980s.Fifth, it could be safely said that such development in maricultural field is resulted from the activity of aquacultural institutes such as Fisheries Reseach '||'&'||' Development production of major kinds such as Oyster, Sea-mustard, and Laver etc. As well as in the innovation of aquaculturing method with synthetic fiber utilization. FRDA has played important role in the efficient propargation of new aquacultural technique.Sixth, as for the change in aquaculture structure and its during period between 1970s and 1980s, the private management participation shown 25% increase from household number of 45, 173 to 56, 268 in total number. And in the respect of the management scale, of their management decreased, while it showed an increase in relative large scale management, the increase over 3 employees compared with other fisheries field between '70s and 80s. This must be an major trait to be recorded, Now the data above mentioned are shown as in table 1 and 2.Table 1. The maricultural fishing ground development situation in 982.Table 2. 무인항공기의 발전과 국제법적 쟁점 (A Study on UAV and The Issue of Law of War)

  • 무인항공기는 새로운 형태의 무기체계 또는 군용항공기로 발전하고 있다. 특히, 미국은 지난 2001년 9.11테러 이후 테러와의 전쟁을 선포하고 무인항공기를 이용하여 테러집단에 대한 공격을 함으로써 전쟁의 효율성과 효과성을 높이고 있다. 이같은 무인항공기가 '비용없는 전쟁' 이라는 목적에 부합할 수 있으나, 한편으로는 국제법 또는 전쟁법에 합치하는가 하는 문제에 대해서는 많은 논란이 일고 있다. 앞에서 무인항공기의 개념과 전쟁법에 합치여부 그리고 영공침범문제 등에 대해서 쟁점별로 검토하였다. 검토결과 무인항공기는 무기가 아닌 항공기로 분류가 가능하다고 판단된다. 무인기 사용과 관련하여 문제가 되는 것은 관습 전쟁법과 성문 전쟁법에 기초한 군사적 필요성, 차별의 원칙, 비례의 원칙, 인도적 원칙 등이다. 특히, 무인기 사용과 관련하여 가장 크게 논란이 되는 부분은 비례의 원칙이다. 비례의 원칙은 기대되는 군사적 목표달성과 이에 따라 야기될 손해간의 균형을 요구한다. 이는 기본적으로 재산이나 시민에게 부가적인 손해를 발생시키는 군사력 사용을 금지하는 것이다. 즉, 비군사적 목표 또는 비전투원에 미치는 부수적 효과가 기대되는 군사적 이익을 명백히 초과하는 때에는 공격이 금지된다는 점이다. 이러한 원칙에 비추어 볼 때 무인기에 대한 비례성의 원칙의 합치여부에 대한 조금 더 신중하고 세밀한 검토가 이루어져야 할 것이다. 그리고 무인항공기에 의한 영공침범시 대응과 관련하여 조종지 타격이 전쟁법에 합치하는가 하는 데 대해 논란이 있는 바, 현재에는 무인항공기가 감시, 정찰 임무수행과 공격임무 수행에 대해서 구분하는 경향이 있다. 따라서 감시, 정찰 임무를 주로 하는 무인항공기에 대해서는 조종지 타격을 하는 것은 많은 제한점이 있으나, 공격임무를 띄는 무인항공기에 대해서는 조종지 타격이 가능하다는 것이 다수설이다. 앞으로 전쟁은 제4세대 전쟁 또는 사이버 전쟁이라고 불리어지는 새로운 형태의 양상이 될 것이다. 특히, 무인항공기와 같은 '최소 비용'으로 '최대의 효과'를 달성하려는 전쟁형태가 될 것이다. 따라서 여기에 대한 인도주의적, 전쟁범적인 연구가 필수적으로 이루어짐으로써 인류의 평화적인 발전에 기여해야 할 것이다.

부산 북항에서의 선박 배출물질 현황과 선속제한에 의한 배출량 감소 연구 (Current Status of Ship Emissions and Reduction of Emissions According to RSZ in the Busan North Port)

  • 최근 지구 환경문제에 대한 논의가 활발해지면서 국제 운송의 큰 부분을 차지하고 있는 해상운송에서도 배출물질 규제를 위한 정책이 시행되고 있다. 이 연구에서는 선속 제한에 의한 배출량의 감축 효과를 검토하기 위하여 기관 부하율을 적용하여 선박의 배출물질을 수치계산하였다. 2017년 1월 1일부터 12월 31일까지 부산 북항의 입출항 선박을 대상으로 선속제한구역 20마일권역을 설정하고 해당 구간에서의 선종별, 선속별로 배출량을 계산하고 분석하였다. 항행, 접 이안, 정박 중일 때를 모두 포함하여 가장 많은 배출물질을 발생시키는 선박은 컨테이너선 76.1 %, 일반화물선 7.2 %, 여객선 6.8 %의 순으로 계산되었다. 항행 및 접 이안 모드일 때는 일반화물선이 여객선보다 배출물질이 적었지만 정박 모드일 때는 여객선보다 많았다. 총 배출물질은 질소산화물, 황산화물, 입자상물질, 휘발성유기화합물의 순으로 각각 49.4 %, 45 %, 4 % 1.6 %로 구성되었다. 선속 제한이 없는 경우와 선박 속도를 12노트, 10노트, 8노트로 제한시킬 때 배출물질을 비교하면 속도 12노트 제한의 경우 질소산화물 39 %, 휘발성유기화합물 40 %, 입자상물질 42 %, 황산화물 38 %의 감소효과가 있고, 10노트 제한일 때 질소산화물 52 %, 휘발성유기화합물 54 %, 황산화물 56 %, SOx 50 %의 감소효과가 있으며, 8노트 제한일 때 질소산화물 62 %, 휘발성유기화합물 64 %, 입자상물질 67%, 황산화물 59 %의 감소효과가 있었다. 이처럼 선박의 속도 감소에 따라 배출물질 역시 크게 감소되는 연구결과를 확인할 수 있었으며, 향후 항만 배출물질 감소를 위해 선박의 속도를 제한하는 방안을 적극적으로 고려할 필요가 있다.

'본글로벌(born global)전략'을 추구하는 벤처기업의 특성과 성과에 관한 연구 (A Study on the Born Global Venture Corporation's Characteristics and Performance)

  • 기업 환경의 국제화에 따라 설립초기에 국제화를 시도하는 벤처 기업이 증가하고 있고 이러한 현상은 기존의 기업 국제화의 단계적인 모델로는 설명에 한계를 가진다. 소위 태생적 글로벌 벤처(born global venture; BGV)은 R&D 밀집도와 경쟁밀집도가 높은 하이테크 산업에서 많이 나타나며 기존의 실증 연구에서 BGV의 환경 및 기업의 역량 특성과 국제화에 따른 기업 성과에 대한 연구가 진행되어 왔다. 그러나 기업의 성과의 경우 실증적인 연구에서 상호 다른 결과를 보이고 있으며 기업의 성과에 중요한 영향을 미치는 마케팅 전략에 대한 논의가 부족했다고 판단된다. 이에 본 연구에서는 BGV에 포함되지 않는 기업(Non_BGV)에 비하여 BGV가 보유하고 있는 기업 역량과 마케팅 전략의 차이 및 BGV의 기업 성과를 성장성, 수익성, 시장 성과 측면에서 분석해 보았다. 결과적으로 BGV는 Non_BGV에 비하여 기업의 지식을 활용하는 능력 및 해외 경험에서 차이를 보였으며 두 기업군이 추구하는 마케팅 전략에서도 차이가 있음을 보였다. 또한 기업의 성과 측면에서는 성장성과 시장 성과에서는 BGV가 더 나은 성과를 보였으나 수익성 측면에서는 차이가 없는 것으로 분석되었다.

계획된 간호 중재가 미숙아 어머니의 스트레스, 모성 역할 긴장과 역할 수행에 미치는 영향 (Effect of Planned Nursing Intervention on the Stress, the Maternal Role Strain, and the Maternal Role Performance of Mothers of Premature Infants)

  • The birth of a premature infant is distressing for its parents. The parents of a premature infant experience stress according to the infant's physical appearance and behavior, the environment of the neonatal intensive care unit (NICU) , and the alteration in the parental role. Especially, a mother of a premature infant feels distressed even after the discharge of the infant : therefore, she has difficulties in maternal role performance. The main purpose of this study is to identify the effects of the planned infant care information program in order to lower the stress level for mothers of premature infants caused by the birth and hospitalization in NICU of premature infants, to reduce the maternal role strain, and to promote the maternal role performance after the infants' discharge. This study employed two methods of research at the same time : quasi -experimental non-equivalent pre and post test to compare : non-equivalent post test to compare. The total number of subjects was 19 who were assigned to the research program : 12 mothers of premature infants at the NICU at the Ch university hospital and 7 at the NICU at the Y general hospital located in Chounju city. The data were collected for 79 days from August 18 to November 5, 1998. The questionnaire method was applied for the data collection, and the measures used in this study were Parental Stressor Scale : NICU(Miles, 1993), the Maternal Role Strain Measures ( Hobbs, 1968 ; Steffensmeier, 1982) , and Self Confidence Scale (Pharis, 1978). Research procedure is as follows : after preliminary examination, the experimental subjects, the mothers of premature infants at the Nl CU at Ch university hospital were provided with slide films and information developed by the researcher based on existing documents and data. It took two 60-minute sessions a week for two weeks, and the mothers' stress level was measured using the same instrument twice one week and two week after the infants' hospitalization. The stress level of the contrast subjects, the mothers at Y general hospital was measured during the same period. The experimental subjects were provided with booklets on matters that require attention after the infants' discharge and on developmental project, and they were educated to play the maternal role in person for 2-3 hours a week : breast-feeding, burping a baby, and changing diapers. One week after the infants' discharge, the maternal role strain and the maternal role performance were examined in two groups of the subjects. The analysis of collected data was done using descriptive statistics including real numbers, percentages, averages, and standard deviations. Mann-Whitney test ; x² test ; Repeated Measures Analysis of Variance ; ANCOVA Spearman's rho correlation coefficients. The results on this study were as follows. (1) The examination of the same quality showed that there were no differences in the general and obstetrical characters between the two groups. However, in terms of the characters of premature infants. just right after their birth, the infants at the contrast group weighed more than those at the experimental group(U=16.5, p=.02), and the former was in mother's womb longer than the latter(U=15.5, p=.02). (2) The stress level of the mothers provided with the plannned nursing intervention program became lower as time passed compared to the others'(F=16.61, p=.00) Even when the influence of weight at birth and the length of gestation was removed among the premature infants' characters, the mothers' stress levels made a statistical difference 2 weeks after the infants' hospitalization depending on treatment (F=8.00, p=.01) (3) The maternal role strain of the mothers provided with the planned nursing intervention program was lower than the others'(U=2.0, p=.00). Even when the influence of weight at birth and the length of gestation was removed among the premature infants' characters, the maternal role strain levels made a statistical difference 2 weeks after the infants' hospitalization, depending on treatment(F=14.72, p=.00). (4) The maternal role performance level of the mothers provided with the planned nursing program was higher than the others'(U=.0, p=.00). Even when the influence of weight at birth and the length of gestation was removed among the premature infants' characters, the mothers' stress levels made a statistical difference 2 weeks after the infants' hospitalization, depending on treatment(F=8.00, p=.01). (5) The correlation between a mother's stress level 2 weeks after her infant's hospitalization, the maternal role strain and the maternal role performance were compared : the stress and the maternal role strain were statistically irrelevant to each other(r=.33, p=.12) : the stress was found to be in inverse proportion to the maternal role performance(r=-.53, p=.02). The maternal role strain was in inverse proportion to the maternal role performance as well(r=-.50, p=.00). In conclusion, for the mothers provided with the planned nursing intervention program, their stress level was getting lower as time passed during the infants' hospitalization, their maternal role strain reduced when they took care of their infants after their discharge, and their maternal role performance level was high compared to the other mothers. Besides, the lower the stress level of mothers of premature infants was during the infants' hospitalization, the higher the maternal role performance after their discharge was. The lower maternal role strain was, the higher the maternal role performance was as well. These results of the study suggested that the nursing intervention program for the mothers of premature infants developed by the researcher would be effectively applied to nursing practice, and it would be a foundation for the development of this kind of program.

제주도 한림 연안 정치망어장의 환경특성과 어획량변동에 관한 연구 I. 수온 및 염분특성 (Environmental Characteristics and Catch Fluctuations of Set Net Ground in the Coastal Water of Hanlim in Cheju Island I. Properties of Temperature and Salinity)

  • 제주도 서부 연안역인 한림 정치망어장의 해황특성 (수온 및 염분분포)을 규명하기 위해 1995년과 1996년에 실시한 정선조사의 수온 및 염분자료를 검토$\cdot$분석한 결과를 요약하면 다음과 같다. 1. 제주도 서부연안역중 해안에서 2$\~$3mile 떨어진 외측 (Sta. 1, 2)은 11월부터 익년 5월까지는 제주도 서쪽해역에 출현하는 대마난류수의 주류부가 통과하여 $14^{\circ}C$ 이상의 고수온과 $34.40\%_{\circ}\~34.60\%_{\circ}$의 고염분이 표층부터 저층까지 균질하게 분포하지만 6월부터 10월까지는 제주해역에 저염분수인 중국대륙연안수가 출현하여 표층은 고수은, 저염분수가 되고 중$\cdot$저층은 $11^{\circ}C\~14^{\circ}C$의 저수온, $33.50\%_{\circ}$ 이상의 고염분이 유지되므로 심한 수온 및 염분약층이 나타는데 반해 이 해역은 해쳐 중앙역보다 표층은 수온이 낮고 염분은 높으며 저층은 수온이 높고 염분이 낮은 조석전선역의 수온 및 염분분포가 나타난다. 그러므로 년중 표층수온은 $14^{\circ}C\~23^{\circ}C$ 염분은 $36.60\%_{\circ}\~34.60\%_{\circ}$로 수온의 년교차는 $9^{\circ}C$, 염분의 년교차는 $4.00\%_{\circ}$ 정도로 연안역임에도 불구하고 제주해협 중앙부의 년교차($14^{\circ}C\~20^{\circ}C$, $4.00\%_{\circ}\~10.40\%_{\circ}$)보다 매우 작다. 저층수온은 년중 $14^{\circ}C\~20^{\circ}C$의 범위로 수온 변화폭이 작고 제주해협 서쪽입구에 출현하는 $11^{\circ}C\~13^{\circ}C$의 저온수도 나타나지 않는다. 그러나 저층 염분은 1995년에 $33.60\%_{\circ}\~34.40\%_{\circ}$이지만 1996년의 경우는 6월부터 표$\cdot$저층 모두 현저하게 염분이 저하하여 전층이 $32.00\%_{\circ}$ 이하의 저염분수가 출현하고 있어 이 해역의 동계의 해황은 년별 변화가 적지만 하계에는 중국대륙연안수의 영향, 즉 양자강수의 년별 유출량 변화에 따라 해황의 년별 변화가 심한 해역이 다. 2. 해안에서 2mile 이내의 제주도 서부 연안역은 하계의 경우 조류에 의한 연직혼합으로 표층 저온수, 국지적인 와, 수온, 염분전선 등이 나타나 비교적 복잡한 해황이 출현하며, 특히 비양도 주변 해역의 저층수는 수심변화와 더불어 수온$\cdot$염분이 변해 10m미만의 천소에서 50m의 심소 사이에는 심한 수온$\cdot$염분전선이 형성되고, 월령리와 금릉리 사이에는 고온$\cdot$저염분수인 외측의 표층수가 연안 가까이까지 침입하므로 이 연안에서 비양도를 잇는 선을 중심으로 수온$\cdot$염분전선이 형성된다. 또, 수심 l0m이하의 연안 천소라 할지 라도 저층수는 표층수보다 수온은 $2^{\circ}C\~4^{\circ}C$ 낮고 염분은 $0.02\%_{\circ}\~0.08\%_{\circ}$정도 높다.

한정된 O-D조사자료를 이용한 주 전체의 트럭교통예측방법 개발 (DEVELOPMENT OF STATEWIDE TRUCK TRAFFIC FORECASTING METHOD BY USING LIMITED O-D SURVEY DATA)

  • The objective of this research is to test the feasibility of developing a statewide truck traffic forecasting methodology for Wisconsin by using Origin-Destination surveys, traffic counts, classification counts, and other data that are routinely collected by the Wisconsin Department of Transportation (WisDOT). Development of a feasible model will permit estimation of future truck traffic for every major link in the network. This will provide the basis for improved estimation of future pavement deterioration. Pavement damage rises exponentially as axle weight increases, and trucks are responsible for most of the traffic-induced damage to pavement. Consequently, forecasts of truck traffic are critical to pavement management systems. The pavement Management Decision Supporting System (PMDSS) prepared by WisDOT in May 1990 combines pavement inventory and performance data with a knowledge base consisting of rules for evaluation, problem identification and rehabilitation recommendation. Without a r.easonable truck traffic forecasting methodology, PMDSS is not able to project pavement performance trends in order to make assessment and recommendations in the future years. However, none of WisDOT's existing forecasting methodologies has been designed specifically for predicting truck movements on a statewide highway network. For this research, the Origin-Destination survey data avaiiable from WisDOT, including two stateline areas, one county, and five cities, are analyzed and the zone-to'||'&'||'not;zone truck trip tables are developed. The resulting Origin-Destination Trip Length Frequency (00 TLF) distributions by trip type are applied to the Gravity Model (GM) for comparison with comparable TLFs from the GM. The gravity model is calibrated to obtain friction factor curves for the three trip types, Internal-Internal (I-I), Internal-External (I-E), and External-External (E-E). ~oth "macro-scale" calibration and "micro-scale" calibration are performed. The comparison of the statewide GM TLF with the 00 TLF for the macro-scale calibration does not provide suitable results because the available 00 survey data do not represent an unbiased sample of statewide truck trips. For the "micro-scale" calibration, "partial" GM trip tables that correspond to the 00 survey trip tables are extracted from the full statewide GM trip table. These "partial" GM trip tables are then merged and a partial GM TLF is created. The GM friction factor curves are adjusted until the partial GM TLF matches the 00 TLF. Three friction factor curves, one for each trip type, resulting from the micro-scale calibration produce a reasonable GM truck trip model. A key methodological issue for GM. calibration involves the use of multiple friction factor curves versus a single friction factor curve for each trip type in order to estimate truck trips with reasonable accuracy. A single friction factor curve for each of the three trip types was found to reproduce the 00 TLFs from the calibration data base. Given the very limited trip generation data available for this research, additional refinement of the gravity model using multiple mction factor curves for each trip type was not warranted. In the traditional urban transportation planning studies, the zonal trip productions and attractions and region-wide OD TLFs are available. However, for this research, the information available for the development .of the GM model is limited to Ground Counts (GC) and a limited set ofOD TLFs. The GM is calibrated using the limited OD data, but the OD data are not adequate to obtain good estimates of truck trip productions and attractions .. Consequently, zonal productions and attractions are estimated using zonal population as a first approximation. Then, Selected Link based (SELINK) analyses are used to adjust the productions and attractions and possibly recalibrate the GM. The SELINK adjustment process involves identifying the origins and destinations of all truck trips that are assigned to a specified "selected link" as the result of a standard traffic assignment. A link adjustment factor is computed as the ratio of the actual volume for the link (ground count) to the total assigned volume. This link adjustment factor is then applied to all of the origin and destination zones of the trips using that "selected link". Selected link based analyses are conducted by using both 16 selected links and 32 selected links. The result of SELINK analysis by u~ing 32 selected links provides the least %RMSE in the screenline volume analysis. In addition, the stability of the GM truck estimating model is preserved by using 32 selected links with three SELINK adjustments, that is, the GM remains calibrated despite substantial changes in the input productions and attractions. The coverage of zones provided by 32 selected links is satisfactory. Increasing the number of repetitions beyond four is not reasonable because the stability of GM model in reproducing the OD TLF reaches its limits. The total volume of truck traffic captured by 32 selected links is 107% of total trip productions. But more importantly, ~ELINK adjustment factors for all of the zones can be computed. Evaluation of the travel demand model resulting from the SELINK adjustments is conducted by using screenline volume analysis, functional class and route specific volume analysis, area specific volume analysis, production and attraction analysis, and Vehicle Miles of Travel (VMT) analysis. Screenline volume analysis by using four screenlines with 28 check points are used for evaluation of the adequacy of the overall model. The total trucks crossing the screenlines are compared to the ground count totals. L V/GC ratios of 0.958 by using 32 selected links and 1.001 by using 16 selected links are obtained. The %RM:SE for the four screenlines is inversely proportional to the average ground count totals by screenline .. The magnitude of %RM:SE for the four screenlines resulting from the fourth and last GM run by using 32 and 16 selected links is 22% and 31 % respectively. These results are similar to the overall %RMSE achieved for the 32 and 16 selected links themselves of 19% and 33% respectively. This implies that the SELINICanalysis results are reasonable for all sections of the state.Functional class and route specific volume analysis is possible by using the available 154 classification count check points. The truck traffic crossing the Interstate highways (ISH) with 37 check points, the US highways (USH) with 50 check points, and the State highways (STH) with 67 check points is compared to the actual ground count totals. The magnitude of the overall link volume to ground count ratio by route does not provide any specific pattern of over or underestimate. However, the %R11SE for the ISH shows the least value while that for the STH shows the largest value. This pattern is consistent with the screenline analysis and the overall relationship between %RMSE and ground count volume groups. Area specific volume analysis provides another broad statewide measure of the performance of the overall model. The truck traffic in the North area with 26 check points, the West area with 36 check points, the East area with 29 check points, and the South area with 64 check points are compared to the actual ground count totals. The four areas show similar results. No specific patterns in the L V/GC ratio by area are found. In addition, the %RMSE is computed for each of the four areas. The %RMSEs for the North, West, East, and South areas are 92%, 49%, 27%, and 35% respectively, whereas, the average ground counts are 481, 1383, 1532, and 3154 respectively. As for the screenline and volume range analyses, the %RMSE is inversely related to average link volume. 'The SELINK adjustments of productions and attractions resulted in a very substantial reduction in the total in-state zonal productions and attractions. The initial in-state zonal trip generation model can now be revised with a new trip production's trip rate (total adjusted productions/total population) and a new trip attraction's trip rate. Revised zonal production and attraction adjustment factors can then be developed that only reflect the impact of the SELINK adjustments that cause mcreases or , decreases from the revised zonal estimate of productions and attractions. Analysis of the revised production adjustment factors is conducted by plotting the factors on the state map. The east area of the state including the counties of Brown, Outagamie, Shawano, Wmnebago, Fond du Lac, Marathon shows comparatively large values of the revised adjustment factors. Overall, both small and large values of the revised adjustment factors are scattered around Wisconsin. This suggests that more independent variables beyond just 226; population are needed for the development of the heavy truck trip generation model. More independent variables including zonal employment data (office employees and manufacturing employees) by industry type, zonal private trucks 226; owned and zonal income data which are not available currently should be considered. A plot of frequency distribution of the in-state zones as a function of the revised production and attraction adjustment factors shows the overall " adjustment resulting from the SELINK analysis process. Overall, the revised SELINK adjustments show that the productions for many zones are reduced by, a factor of 0.5 to 0.8 while the productions for ~ relatively few zones are increased by factors from 1.1 to 4 with most of the factors in the 3.0 range. No obvious explanation for the frequency distribution could be found. The revised SELINK adjustments overall appear to be reasonable. The heavy truck VMT analysis is conducted by comparing the 1990 heavy truck VMT that is forecasted by the GM truck forecasting model, 2.975 billions, with the WisDOT computed data. This gives an estimate that is 18.3% less than the WisDOT computation of 3.642 billions of VMT. The WisDOT estimates are based on the sampling the link volumes for USH, 8TH, and CTH. This implies potential error in sampling the average link volume. The WisDOT estimate of heavy truck VMT cannot be tabulated by the three trip types, I-I, I-E ('||'&'||'pound;-I), and E-E. In contrast, the GM forecasting model shows that the proportion ofE-E VMT out of total VMT is 21.24%. In addition, tabulation of heavy truck VMT by route functional class shows that the proportion of truck traffic traversing the freeways and expressways is 76.5%. Only 14.1% of total freeway truck traffic is I-I trips, while 80% of total collector truck traffic is I-I trips. This implies that freeways are traversed mainly by I-E and E-E truck traffic while collectors are used mainly by I-I truck traffic. Other tabulations such as average heavy truck speed by trip type, average travel distance by trip type and the VMT distribution by trip type, route functional class and travel speed are useful information for highway planners to understand the characteristics of statewide heavy truck trip patternS. Heavy truck volumes for the target year 2010 are forecasted by using the GM truck forecasting model. Four scenarios are used. Fo~ better forecasting, ground count- based segment adjustment factors are developed and applied. ISH 90 '||'&'||' 94 and USH 41 are used as example routes. The forecasting results by using the ground count-based segment adjustment factors are satisfactory for long range planning purposes, but additional ground counts would be useful for USH 41. Sensitivity analysis provides estimates of the impacts of the alternative growth rates including information about changes in the trip types using key routes.
