The Funding system for Shanghai Metro And The Practical Experiences of Utilizing Foreign Funds

  • Metro, as a kind of city rail transit, is a modem city passenger transit system with mass transportation and independent special rails. It has become a backbone of the traffic in the metropolis and an important modern symbol of a city. A modem traffic system is indispensable for Shanghai to be an international metropolis of finance, trade and economy. At present, Shanghai metro line No. 1 and its extension have been put into operation, metro line NO. 2 will be put into trial operation by the end of 1999, the Pearl Line, an elevated rail transit system is under construction and other lines will be constructed later according to the plan. But the funding of the city rail transit construction (both metro and light rail) is a big difficult problem to the infrastructure construction of the metropolises either at home or abroad, which is also a problem to restrict the development of the city rail transit of Shanghai. We have learned from the internal and external experiences of the rail transit construction that it is an important means to deal with the funds of the city rail transit construction to actively utilize foreign funds. It makes up the shortage of the internal funds on the one hand, the external advanced science and technology and the management experiences can be introduced on the other hand. In order to discuss and study conveniently with you together the new problems appearing in the metro construction and to open up a new train of thought, this article will give out a certain analysis and description to the funding method in the metro construction of Shanghai and the characteristics of utilizing foreign funds in the rail transit construction as well as the problems which we are faced with.

Empirical Study on Public Transportation Demand Change by Providing Metro-rail Service (광역철도 개통에 따른 대중교통 수요변화의 실증적 연구)

  • The ridership and transit systems are influenced by the expansion of metro-rail in Seoul metropolitan area. However, it has been difficult to measure its precise quantitative influences. Also effective policy implementations have been limited due to the lack of practical evidences. Thus an empirical analysis for an operating metro-rail is essentially required. In this regard, this study examines the impact of the Jungang line on transportation system, whose metro-rail block has been recently started new service. The main interest of this study is to find out the changes of ridership and to forecast the ridership changes by the metro-rail service. The results indicate that the effect on auto users is less than that of bus users. The auto demand is decreased by 33.3% and the bus demand by 66.6%. Additionally, its influence on Gyeonggi-do bus was greater compared with that on the Seoul bus. From questionnaire survey, this results could be confirmed. To sum up, the metro-rail gives less influences on auto users, while it gives greater influences on bus users.

  • In this study, the relation between cant deficiency(C') and rail wear in Seoul Metro Line 5 with STEDEF track structure(concrete bed) is studied. As a result, it is found that cant deficiency have a direct influence on rail wear, and under the condition that other negative effects are neglected, the cant deficiency in Metro Lines is demanded to set as little as possible.

A long-term tunnel settlement prediction model based on BO-GPBE with SHM data

  • The new metro crossing the existing metro will cause the settlement or floating of the existing structures, which will have safety problems for the operation of the existing metro and the construction of the new metro. Therefore, it is necessary to monitor and predict the settlement of the existing metro caused by the construction of the new metro in real time. Considering the complexity and uncertainty of metro settlement, a Gaussian Prior Bayesian Emulator (GPBE) probability prediction model based on Bayesian optimization (BO) is proposed, that is, BO-GPBE. Firstly, the settlement monitoring data are analyzed to get the influence of the new metro on the settlement of the existing metro. Then, five different acquisition functions, that is, expected improvement (EI), expected improvement per second (EIPS), expected improvement per second plus (EIPSP), lower confidence bound (LCB), probability of improvement (PI) are selected to construct BO model, and then BO-GPBE model is established. Finally, three years settlement monitoring data were collected by structural health monitoring (SHM) system installed on Nanjing Metro Line 10 are employed to demonstrate the effectiveness of BO-GPBE for forecasting the settlement.

  • Seoul Metro continuously converted the standard rail into continuous welded rail since the later part of 1990's, and currently, most of the sectors of the Seoul Metro are continuous welded rails. As the continuous welded rail is inhibited by the contraction and expansion force of the rail as well as rail-bed, this force is stored as the internal stress of the rail with the exception of portion of the both ends of the continuous welded rail. If the contraction and expansion of the rail is restricted, the internal stress, that is, the force in the direction of the axis, is proportional to the cross-sectional area of the rail. Therefore, with regards to the temperature changes, the internal stress changes in accordance with the type of rail, bolting apparatus, railroad tie and rail-bed. As such, the rail temperature becomes important data in securing the gap at the adjoining section of the rail in the standard rail section, and to determine the setting temperature for the continuous welded rail. In addition, it becomes basic data for maintenance of the track. Accordingly, this thesis introduces cases of installation of rail temperature detector in order to prevent and manage track defectiveness due to increase in rail temperature, and to utilize as basic data at the time of various construction and maintenance. Furthermore, this thesis aims to assist maintenance of track through systematic temperature management in the future by looking into means of its utilization.

  • Controlling the friction between wheel and rail is direct and very effective measures to improve the curving performances of railway trucks, because the curving performances depend much on friction characteristics. Authors have proposed a method, 'friction control', which utilizes friction modifier ($KELTRACK^{TM}$ HPF) with onboard spraying system. With the method, not only friction coefficient, but also friction characteristics can be controlled as expected. In this study, MBD simulation is very valuable tool to foresee the effect of the control in advance of experiment with real car. And the creep characteristics of wheel/rail contact with the friction modifier takes very important role in the simulation. In this paper, authors propose a theoretical model of wheel/rail contact condition considering the creep characteristics of friction modifier, which is derived the application of principle tribological theories.

  • Central government and local self-governing bodies are actively promoting bicycle-riding as a solution for transportation, environment, energy and health. They put lot of efforts in the practice of bicycle-related policies such as building bicycle-related infrastructure and creating task force team to improve the bicycle-related systems. However, there is no substantive improvement in the city rail operation agencies regarding the bicycle-related facilities and operation. The expansion of bicycle-related infrastructure in city rail stations is urgently required considering the increase in demands from the bicycle-riders for the facility and bicycle-related service improvement. Accordingly, this study suggests a bicycle-riding vitalization plan linking the city rail and bicycle by providing with a bicycle custody place in the city rail stations which will have comprehensive convenience facilities including the safe-keeping facility for bicycles.

  • A contact patch between the wheel and the rail supports the train body and a traction power comes from it when rolling stocks run on the railroad. Friction force between the wheel and rail makes the train move on the rail. Whenever the train runs on the rail, the wheels and rails wear down by frictions inevitably. So it must be shaped by the lathe or changed for the safety train operation and the comfortable ride. Until now, many measures were carried out in order to prevent a wear and tear of the wheels. For example loop line railway in Kun Ja depot and Ji Chuk depot. This document reports the wheel changing data taken by maintenances department for the period before and after 1996 in the 1.2.3.4 lines in Seoul metro.

  • The annual power cost for Seoul metro operations is about 65.5 billion won, of which rail motors account for 60% among total power consumptions. It is expected that the power consumption would increase because of global warming, future high electric equipments demands, etc. To reduce these consumptions, it is necessary to analyze the transportation demands of passengers, arrange the power-saving driving environments, respond flexible vehicles service, and improve how to drive vehicles. These method to reduce power consumption for rail motors can lead to improve the Seoul metro management. In this research, the improvement plan is derived by collecting and analyzing the data for total 33 power consumptions factors, screening top 10 factors by priority and impact, establishing each hypothesis to execute correlation and recursion analyses. As a result of 4 items research among top 10 affected factors, the power consumption for rail motors in 2006 is effectively reduced; the power usage is down with 13,870 kwh, from 531,539 kwh to 517,669 kwh, and the cost is down with 1,026 million won, from 39, 334 million won to 38,308 million won.

Parametric analysis on Deformation of Sharp Curved Ballasted Track (급곡선 자갈궤도의 궤도변형에 관한 매개변수 해석)

  • A sharp curved ballasted track on earthwork that was connected with a direct fixation slab track on steel box railway bridges have been deformed and damaged despite the frequently maintenance by a restoring force of sharp curved rail and track-bridge interaction forces such as axial forces and longitudinal displacement of continuous welded rail(CWR) owing to their structural characteristics, calling for alternatives to improve the structural safety and track irregularity. In this study, the authors aim to prove a cause of deformation for the sharp curved ballasted tracks to enhance the structural safety and track irregularity of ballasted track in service. A track-bridge interaction analysis and a finite-element method analysis for the sharp curved ballasted track were performed to consider the axial force and longitudinal displacement of CWR, the temperature and the effect of restoring force of sharp curved rail. From the results, the deformation of the sharp curved ballasted track with adjusted sleeper spacing from 833mm to 590mm were significantly reduced.
