VULNERABILITY ASSESSMENTS AND RISK MANAGEMENT FOR CRITICAL INFRASTRUCTURES FROM HOMELAND SECURITY VIEWPOINTS

  • The employment of risk management theory in Urban Disaster Management System (UDMS) has become an important trend in recent years. The viewpoint of risk management is mainly a comprehensive risk assessment of various internal and external factors, and a subsequent handling of risks. Through continuous and systematic accumulation and analysis of risk information, disaster prevention and rescue system is established. Taking risk management theory as the foundation, Organization for Economic Cooperation and Development (OECD) has developed a series of UDMS in the mega-cities all over the world. With this system as a common platform, OECD cooperates with different cities to develop disaster prevention and rescue system consisting of vulnerability assessment methods, risk assessment and countermeasures. The paper refers to the urban disaster vulnerability assessment and risk management of OECD and the mega-cities of different advanced and developed countries in the world, and then constructs a preliminarily drafted structure for the vulnerability assessment methods and risk management mechanism in the metropolitan districts of Taiwan.

  • Recently, the urban regeneration project has been performed actively at home and abroad. The stake-holders in urban regeneration project are various and complicated, and has large scale during a long life period. Also they show the characteristics of a mega-project and most mixed-use form. Therefore, the urban regeneration has a lot of potential risk factors from project beginning to completion. It means they need efficient and continuous risk management in terms of performance measurement. But the current domestic construction project does not reflect risk management in view of performance measurement. This study proposes the risk management methodology by mapping risk factors with major performance indexes of the urban regeneration project.

  • For the success of system development, it is necessary to systematically manage the requirements that are the basis of system development and its verification results. In order to follow the principles of SE(Systems Engineering)-based V&V(Verification&Validation) process, requirements can be managed by securing the requirements and their establishments, design compliances, and verification compliances according to the system development lifecycle. Especially, in a large-complex system research and development project, such as a space launch vehicle development project, many participants establish, verify, and validate numerous requirements together during the project. Therefore, logical and systematic requirements management, including guarantee of data integrity, change history, and traceability, is very important for multiple participants to utilize numerous requirements together without errors. This paper introduces the practical requirements and verification management for the requirements-based development process in the space launch vehicle development project.

  • A severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient VE job plan for especially large scale railroad construction project is proposed in this study. This study developed a more objective performance evaluation system for value engineering study of mega projects and suggested a systematic process of performance quantitative analysis for value improvement. The proposed performance measurement method would be very useful for better communication and consensus between decision makers and VE team.

  • An economic analysis is one of the most important factor to determine tile project feasibility.   • Today's construction is a large-scale and long life span program, so called Mega-scale project, that every moment constructor faces much of hardships, It is because of a large amount of stakeholders, data and complicated relationship among workers. In order to overcome these problems, IETM(Interactive Electronic Technical Manual) has been introduced to construction industry recently, It is regarded as a useful tool for handling the data, procedures of the construction, but it is similar to existing IT-based information systems, the PMIS(Project Management Information System) and the KMS(Knowledge Management System), without characterizing.   • In 2006, Korean Government decided to relocate the several Government bodies and public institutes. They include total of 49 central Government agencies, semi-government agencies, and 17 national research institutes. The completion of the relocation program has been set to be final in 2030. The target population for the city plan is set to be 500,000. The goal of MAC is first to complete the first phase of the program by 2014 within the budget. In order to achieve the goal, considerable time has been spent to properly establish the program management system. The success of MAC's Multi-function Program Administration System is too early to determine as it is still in progressive. The success depends on the operations not the development.

  • In proportion to continuing growth of overseas plant market and the trend of its mega scale of the project, the importance of management is significantly emphasized for the successful execution of the project. And it is recognized that progress control is the most important management item amongst the others in the management. Progress control is importance of progress measurement for performance measurement and process control of project, but it is hardly obtainable securing the objectivity in the progress measurement since the progress measurement are being applied differently in accordance with the project conditions and the experience level of the person in charge for the progress control. This study has conducted as following to propose a standard method for progress measurement in a petrochemical plant protect. Domestic and overseas plant projects are investigated variously with the applied method of progress measurement, and the deduced problem of progress measurement. And then standard method for progress measurement of engineering, procurement, construction and commissioning has been proposed according to comparison and analysis of practices in domestic & overseas plant project, procedures for progress control in the globally reputed petrochemical client, company rules and recommendation of the expert in progress control.

  • With Beijing's success in bidding for the 2008 Olympic Games, the increasing demand for infrastructure development and reduced public sector funding capacity has created a significant funding gap which calls for alternative project delivery methods such as Public-Private Partnership (PPP). Although the exploration of infrastructure projects using PPP model have been practiced since the late 80s, the $560 million National Stadium which served as the main venue for the Olympic Games is the first stadium project in China to be delivered under PPP operation. The project is generally considered successful despite the concession transfer in 2009 with concern of better serving the public interest. Compared to other infrastructure projects such as transportation, waste management and water management, the development of major sports facilities for mega-sports events with PPP has its own unique features and is subject to different major risks. This research identifies and analyzes critical risks in the implementation of PPP in major sports facility development through case study of the National Stadium project. A questionnaire survey and several interviews are conducted to solicit expert opinions from experienced practitioners. The purpose is to provide additional insights in risk management strategies and opportunities in China's PPP implementations in major sports facilities for policy makers and private sectors involved with investment decisions in future similar infrastructure development.

Exploring Delays of The Mega Construction Project: The Case of Korea High Speed Railway (대형 건설사업의 공기지연분석: 경부고속철도 건설사업을 중심으로)

  • Korea has become the 5th country to own and operate the high speed railroad in 2004. However, there were many difficulties until Koreans enjoy the first bullet train service with the average hourly speed of 300km. The high speed railroad requires elevated quality standards differently from the traditional railways. In addition to the technical difficulties, the construction project itself was an unpleasant case with huge delays and cost overruns mainly due to the lack of experiences, deficiency of owner$^{\circ}{\O}$s role, and increase of public resistances triggered by environmental concerns. This paper analyzes the reasons for delays on this mega-project. With respect to the characteristics of the whole project level, it is very complicated/linear project, whose total length is around 412 km with the composition of various sections in the route of the railway which have basically different conditions. For that reason, the analysis is performed in both macro and micro level. First, macroscopic analysis is performed to find critical subdivisions in the railway route that induces the significant delay in the opening due date. Then, microscopic analysis is followed to quantify the causes and effects of delays focused on these critical subdivisions in more detailed way. Finally, this paper provides lessons learned from this project to avoid the decisive delays in performing the similar large-scaled projects.
