  • The low use of e-vehicles in Yogyakarta City and Pekanbaru City is an essential issue for local governments to maximize e-government policies in both regions. The purpose of this research is to analyze people's attitudes and factors influencing the community of e-Samsat (e-Vehicle tax) users in developing the UMEGA theory, namely technology and government trust. This is a quantitative research based on the philosophy of positivism, which is used to examine populations and individual samples. Data were collected using research instruments and quantitatively analyzed. Furthermore, the hypothesis of the obtained data was tested using SEM-PLS. The results showed that social influence does not affect attitudes of e-Samsat (e-Vehicle tax) users. Furthermore, the study showed that the development of umega theory by adding variables of trust in technology and government affects people's behavior in using e-Samsat services.

  • The purpose of this study is to explore the network city in detail as a new model for explaining urban growth in the changing economic environment in recent years. For this purpose, starting from Batten's (1995) pioneering work on network city in the mid 1990s to the most recent ones, literature is reviewed and various aspects of network city model are examined including formation process, spatial structure, application to management and urban planning, and growth potential. With this, the study aims at providing comprehensive knowledge necessary for evaluating if the network city model is appropriate in explaining the urban phenomena in the 21st century. The result of the review shows that network city model is the one appropriately explaining the changing urban system associated with the economic globalization and the development of transport and information technology. In addition, more and more European city governments tend to adopt this as the urban planning principle.

  • The trend of current urban redevelopment and new city development project shows that the superstructure of building is getting larger and higher in consequence of a limited plottage condition. For this reason, it is definitely required to extend pile diameter and install more deep foundation(Mega foundation) to support superstructure. The existing precast pile construction method causes construction-related problems such as increasing quantities, difficulty of storage & transportation material and decreasing design load while construct pile in deep foundation. The drilled shaft method has applied to minimize those problems. This article will be presented construction case study of design & construction of R.C.D method for a large building foundation work on the inside and outside of the country.

  • There is a growing demand for the stability of existing dams due to abnormal climate and the aging of dams. Emergency Action Plans (EAPs) for reservoir or dam failure only consider a single rainfall event. Therefore, this study simulates dam failure caused by continuous rainfall events, and proposes the establishment of EAP by selecting the optimal shelters. We define a mega rainfall event scenario caused by continuous rainfall events with 500-year frequency in the Chungju Dam watershed and estimate the mega flood. The mega flood event scenario is divided into two cases: scenario A represents the flooding case caused by discharge release from a dam, while scenario B is the case of a dam break. As a result of flood inundation analysis, the flooded damage area by the scenario A is 50.06 km2 and the area by the scenario B is 6.1 times of scenario A (307.45 km2). We select optimal shelters for each administrative region in the city of Chungju, which has the highest inundation rate in the urban area. Seven shelter evaluation indicators from domestic and foreign shelter selection criteria are chosen, and Analytical Hierarchy Process (AHP) method is used to evaluate the alternatives. As a result of the optimal shelter selection, the six shelters are selected and five are schools. This study considers continuous rainfall events for inundation analysis and selection of optimal shelters. Also, the results of this study could be used as a reference for establishment of the EAP.

  • International Exposition Yeosu Korea 2012 was held from May 12th 2012 to August 12th 2012 in New Port area of Yeosu-city, Jeollanam-do, Korea. 105 Nations and 10 international organizations participated in this mega event, and the total number of visitors amounts to 8.2 million. This study appraises the effectiveness of preparation for Yeosu Exposition. The main focus of this study is not on criticizing the problems that occurred in the transport measures. Instead, it looks at the current aspects of establishment and execution process and suggests how they can be applied differently in future transport management for international mega events held in Korea. The suggestions of this study are as follows. First, when establishing transport management plans for international mega events, the geographical features and trip resistance of the venue must be taken into consideration. Second, tasks should be distributed distinctly between the central government and the local government in order to prevent any dissension or inefficiency. Third, transport management needs to be consistent and transport guidance should be efficient in an effort to minimize visitor inconvenience. Last, transport management must be regarded as objective and rational from the outside view and the budget should follow timely based on this account.

  • In terms of climate change communities have only during the 1990s begun to recognize that all greenhouse gas(GHG) emissions are directly or indirectly generated locally, through acts of agency, production or consumption. This has provided a boost to the role of local places in the debate since GHGs can be allocated and made understood locally and hence form the basis for specific policies, programs, plans and projects. The objectives of this study are to define a framework for making Environmentally Friendly City through enhancing integrated energy-urban policies and present framework to do comprehensive evaluation on energy related policies response and also explore the interrelation between energy related activities in each sector and policy and applies to Seoul mega city in Korea. Despite the growing recognition of the seriousness of urban environmental problems and their contribution to global environmental and social concerns, most analysts continue to study cities in parts rather than as a whole; we study sectoral sub-systems such as transport, air pollution or energy. While specialization is useful for detailed thinking, we also need to see each issue in the context of how each city works environmentally, economically, socially and politically. We therefore need integrative approaches to study of cities and need to understand how they function as systems. These framework presented in this study allows an organized and systematic analysis. These research results can provide useful, credible and timely input into the urban planning process. This study will be a helpful exercise to draw some policy implications of other cities in Korea and also East Asia that are in a similar stage with the these cities and developing plans on how to address them.

  • Rapid urbanization has fostered development of modern cities. Although Conventional zoning played its role to control urban development, it also segregated land uses and created homogeneous development pattern. Mega cities with satellite bed towns has not shown their unique identity and characters. In order to develop comprehensive approach which may bring social and physical enhancement can be difficult to achieve by considering city as a two dimensions. On contrary, extensive analysis and proposals require an approach which can perceive city with three dimensions. Form-Based Codes (FBCs) are appeared as an alternative to conventional zoning with different design process and principles. FBCs approach urban place with three dimension and giving priority to form rather than land use. The purpose of this study was to analyze the necessity of FBCs and its concept, components and how this would change urban characteristics in the aspects of architectural design through analysis on 4 case studies for zoning codes of US cities. Through comparison of components in Form-Based Codes of 4 different cases, this study can show the reasons for differences in application of Form-Based Codes and how detailed components would play a role to establish better urban environments.

  • Recently, as mega-urbanization progresses, urban logistics centered on large cities is growing rapidly, and logistics transportation is increasing due to the lack of logistics infrastructure and the operation of a delivery system using cargo trucks in the city center. being cited as a cause. In order to solve this problem, domestic researchers are conducting research on the development of " Urban Underground railway Logistics System" that minimizes the initial infrastructure construction cost by utilizing the existing urban railway facilities in the city. Therefore, this paper analyzed the usage environment of the actual urban railway station to which the system will be applied in order to derive candidates for the test bed selection of "Urban Underground railway Logistics System". The evaluation criteria for test bed candidate role selection were established, and the candidate group derived from the Brown & Gibson model was used to evaluate the candidate group and derive the candidate role. A review of the results was conducted to contribute to the establishment of a test bed for the " Urban Underground railway Logistics System" under development.

  • Recently, one of the issues that are significantly considered is to keep Changwon F3 car racing. In most existing studies, however, there is shortage of opinions for understanding the reactions of the host community. The question addressed in this paper is what are the underlying factors that affect which inhibitors are likely to be discussed by the host community for car racing. Survey collected from 299 participants in Changwon city were analyzed to test their reactions. Through the empirical study, several research findings emerged. The results indicate that (1) the event seeker, the drive seeker, and the hard internal seeker were significant discriminant factors to separate inhibitors from the host community, (2) the significant differences between the recognition of demographic characteristics and that of negative effects, (3) the significant level between cluster groups(overcontrolled, resilient, undercontrolled) and negative effects is found. The findings also provide implications for practice on several fronts, which is to understand the reaction of the host community to F3 car racing, and for the event planner to reduce complaints.
