본 연구는 주변 농촌지역인 전남지역에서 제조업의 존립기반과 입지적 특성을 고찰하였다. 먼저 제조업 입지에 관한 이론적 논외를 검토하여 주변지역에서의 입지특성을 파악하고, 전남지역의 공간적 선행성을 분석한 후 중소기업과 독점적 대기업으로 구분하여 각각 입지적 존립 특성을 확인하였다. 전남지역은 1차산업의 비중이 놀은 농수산업지역이다. 식민지 시기에는 농업에 대한 수탈이 심하여 지역자본이 축적되지 못한 곳이며, 공업화 시대에는 수도권 및 미 일 중심의 지리적 축에서 벗어나 개발이 정체되었던 곳이다. 따라서 영세한 토착성 기업이 제조업의 주류를 이루고 있으며, 자본집약적인 소수 대기업이 독점적 산업공간을 형성하고 있다. 영세한 토착기업은 농수산물과 지역시장에 기반하여 존립하고 있다. 농수산물 식품가공업과 건축자재의 비금속업이 대부분을 점하고 있지만 점차 단순한 조립 및 화학업종이 증가하여 업종구조가 다양하게 발전하고 있다. 이러한 현상은 광주시 주변지역으로부터 내륙농촌지역과 해안지역으로 점차 확대되고 있다. 철강, 화학 등 소재생산 중심의 독점적 대기업의 입지는 지역제조업의 발전을 추동하지 못하고, 지역산업과는 폐쇄적으로 독점적 산업공간을 이루고 있으며, 에너지, 용수, 용지의 다수요 제조업으로서 자연환경에 영향을 미치고 있다. 따라서 향후 전남지역은 포드주의적 대량생산 분공장이 제조업 성장을 주도하면서 주변지역의 특성이 재생산 발전될 것으로 전망된다.

본 연구는 지역전략산업과 연계되어 추진되고 있는 중소기업지원정책의 효율성 개선방안을 제시하고자 한다. 특히 전략산업 내 중소기업의 기업지원수요를 바탕으로 맞춤형 기업지원 정책방향을 도출하고자 하였다. 본 연구를 통해 우리는 정책의사결정(지역사업의 사업포트폴리오전략, 효율적 사업비 배분, 중점추진과제 등)에 활용하고자 하였다. 연구목적을 달성하기 위해 지역전략산업진흥사업에 참여하고 있는 243개의 중소기업을 대상으로 설문조사를 실시하였다. 연구결과 전략산업별 참여기업들의 특성이 다르게 나타나고 있어 이에 대한 맞춤형 정책창출의 시사점을 도출하였다. 이러한 결과들은 중앙정부 주도의 지역산업 정책기조와 산업현장의 정책수요를 반영하여 지역산업정책의 효율성을 증대하기 위한 시사점이 될 것이다.

This study proposes a new approach to implement smart factory based on robot monitoring system for a small and medium sized enterprise. The simulator includes the forward kinematics and inverse kinematics analyzes of articulated robots. We also modeled the dynamics of the robot and made it possible to simulate it in the program. We studied the interface between the user and the monitoring programming system using the GUI environment of Windows OS, and it is configured to select the appropriate trajectory planning and control method. The reliability of simulator is illustrated by simulation test.

건설산업내 상생을 위한 정부의 중소기업 보호 정책에도 불구하고, 위축되어 가는 건설시장으로 인해 대·중·소기업간 수주양극화, 중소기업 및 지역기업의 수주 경쟁력 약화 및 수익성 약화 등의 문제는 여전히 개선되지 못하고 있는 실정이다. 미국 건설산업내 중소기업 및 지역기업에 대한 발주우대제도, 입찰우대제도, 지역기업 활용을 중심으로 건설산업 생태계 내 상대적 약자인 중소기업, 지역기업, 사회적약자소유기업 등을 위한 미국 연방 및 주정부의 정책 및 제도를 고찰하고, 이를 통해 바람직한 중·소기업 보호 및 경쟁력 강화 정책 방향 재고를 위한 국내 중소기업 보호 관련 정책에 시사하는 바를 도출하였다. 결론적으로 물량 배분을 기반으로 하는 국내 중소기업보호 관련 정책과는 달리 미국의 중소기업 및 지역기업 우대 제도는 해당 기업들을 일정비율이내에서 우대를 하되 공정경쟁 원리를 동시에 수용함으로써, 중소기업 및 지역기업 보호와 동시에 해당 기업들의 경쟁력을 강화 할 수 있는 방향에서 정책을 운용하고 있다. 따라서 향후 국내 중소기업 및 지역기업 보호 및 경쟁력 강화를 위해서는 일정부분 보호하는 동시에 중소기업의 경쟁력을 강화할 수 있는 방향으로 관련 제도를 정비할 필요가 있을 것으로 판단된다.

The photovoltaic industry is one of the main research areas for regenerable energy usage and green growth policy of the Korean government. R&D programs of MEST(Ministry of Education, Science and Technology) and MKE(Ministry of Knowledge Economy) are concentrating on the development of fundamental and applicable technology which can be carried out by a so-called "Big company" consortium. So it is essential to discover and support R&D projects for small and medium enterprises(SMEs) in the photovoltaic industry. R&D projects should be funded effectively to enhance the competitiveness of the SMEs. It is a complicated process as to decide what R&D projects or key element technologies should be selected and how to support them. In this paper, the supply chain analysis is adopted as a critical tool for selecting the research areas and topics for the SMEs, which can be done by analyzing the number of the SMEs, the level of imports and the localization possibility for each supply chain element. We define the strategic products for the SMEs to deduct core technologies for each strategic product. R&D projects definition sheets are proposed for each core technology. All the decision making processes are authorized by a committee which consists of experts for academia, industries and the research field. The efficacy of the proposed framework is described throughout the photovoltaic industry.

동남권 경제구역은 중소·중견 제조업 중심이었으나 산업변화와 코로나19로 지역경제 침체의 원인이 되었다. 본 연구는 동남권 지역경제 활성화를 위해 항공특화산업과 연관 기업들의 애로사항 제시 및 지역 경제 활성화 방안을 제시 하였다. 첫째, 항공특화부품 기업들은 수동적인 산업의 구조적 문제를 개선하기 위해 다양한 지원이 필요하다. 둘째, 동 산업 분야는 국제적 표준에 부합하는 제품과 기술을 개발하고 체계적 프로젝트 수행을 위해 전문 인력을 양성하여 안정적인 인력 수급을 지원하도록 국제적 인증 교육을 수행하는 체계적 교육시스템이 필요하다. 셋째, 동 산업분야는 고도의 표준화 기준을 충족시킬 수 있는 기술 및 제품 개발을 위해 정부의 재정적, 행정적 지원이 필요하다. 이외에도 중소·중견기업들의 거래처 발굴과 확대, 원가절감을 위한 투자지원 등 기업이 안고 있는 한계와 애로사항을 체계적으로 개선하기 위한 지원이 필요하다.

정부는 산업과 무역 전반의 전자상거래 시스템 구축과 공공부문에 전자상거래를 조속히 도입하여 경제전반의 전자상거래를 선도하고 공공부문의 효율성과 투명성을 제고하기 위하여 2000년 2월 전자상거래 활성화 종합대책을 수립하여 추진 중에 있다. 그러나 건설산업의 전반적인 전자상거래는 아직 미흡한 실정에 있다. 정부의 주도로 대형 건설업체들은 IT투자증대와 컨소시엄을 구성하여 E-marketplace를 구축하고 있으나 중소 건설업체들은 전자상거래에 대한 투자가 어려운 실정이다. 따라서 본 연구는 국내 중소건설업의 환경과 전자상거래의 제도적 측면에서 문제점을 검토하여 국내 중소건설업의 경제적 지원측면에서 전자상거래 관련 세금감면법규의 한계성을 분석하고 중소건설업 대상 설문조사를 통하여 정부의 전자상거래의 활성화 정책에 있어서 정부유도정책의 필요성과 전자상거래 활용도에 대한 인센티브 부여의 필요성, 그리고 그에 따른 대책방안을 제시하였다.

이탈리아는 1980년대에 경제적 공항기를 맞이하였으나 국민적인 단합과 디자인을 통한 산업의 발전적 도약을 이루어 세계적인 디자인 강국이 되었다. 특히 이탈리아는 Clusters System이라는 단계별 구조 속에서 중소기업들이 각 지역에서 동 업종에 의해 집적되어있고, 유연성, 상상력, 과단성이 있는 중소기업의 탄력적인 경영 방식, 가족 경영, 컨소시엄의 발전 등이 특징이다. 이러한 이탈리아의 디자인 경쟁력 강화 요인들을 도입하여 우리나라의 디자인 산업의 경쟁력을 강화시킬 수 있는 방안을 연구하였다. 우리나라는 장인정신, 혈연중시, 지역특성을 지니고 있으므로 지역의 특산품과 전통공예품 등을 상품화하여 세계화시킬 수 있고, 생산과정의 전문화된 구조와 중소기업간의 컨소시엄으로 경제적 효율을 높일 수 있고, 소비자와 생산자를 긴밀하게 연결시켜 시장에서 경쟁력을 키운다면 우리나라도 디자인 강국이 될 수 있다.

To investigate perception and attitude toward Group Health Management and Service System for Small and Medium Industries, a survey using self-administered questionnaire was conducted to a part of industries in Inchon, at October 1992. Major dependent variables were perception, attitude, and practice related with Group Health Management and Service System; these variables were measured by 3-point Likert like scale consisted of 7, 5, and 5 items, respectively. Data were collected in 149 industries,72.7% out of 205. Perception nab slightly high, 1.25; attitude was some positive, 1.46; and practice was some passive,0.94. Major determinants of perception, attitude, and practice were sex and age of industry's health manager; perception influenced upon attitude, and perception and attitude had positive effect upon practice. To activate Group Health Management and Service System, it is necessary to develop education and promotion programs for industry's health managers of small and medium industries.

Small and medium-sized construction sites are most serious in Occupational Safety and Health in the construction industry. The safety consulting engineering has been launched, in 1995, to improve the safety environments and prevent serious injuries and fatalities accidents. The purpose of this study is to analyze the effect of the safety consulting engineering for small and medium-sized construction sites. This study conducts a number of interviews with experienced contractors, consulting engineers, etc. And the questionnaire survey was peformed with 111 respondents. This paper presents several improvements to increase the efficiency of the safety consulting system.
