We have developed composite measures of supercomputer technology, reflecting various factors of supercomputers using Martino's scoring model. CPUs, accelerators, memory, interconnection networks, and power consumption are chosen as factors of the model. The weight values of the factors are derived based on a survey of 129 domestic and international experts. The measured values are then standardized to integrate measurement units of the factors in the model. This model has been applied to 50 supercomputers, and rank correlation analysis was performed using representative measures. As a consequence, the ranking drastically changes except for the 1st and 2nd supercomputers on the TOP500. In addition, the characteristics of memory and interconnection networks influence the ranking, and the results demonstrate that the proposed model has low correlations with HPL and HPCG but a high correlation with Green500. This indicates that power consumption is an important factor that has a significant effect on the measures of supercomputer technology. In addition, it is determined that the differences between the HPL ranking and the proposed model ranking are influenced by power consumption, CPU theoretical peak performance, and main memory bandwidth in order of significance. In conclusion, the composite measures proposed in this study are more suitable for comprehensively describing supercomputer technology than existing performance measures. The findings of this study are expected to support decision making related to management and policy in the procurement and operation of supercomputers.

In this paper, a method for optimal placement of sensors and actuators is presented by using new measures of modal controllability and observability defined in a balanced coordinate system. The proposed new measures are shown to have a great advantage in practical use when they are used as criteria for selecting the locations of sensors and actuators, since the most controllable and observable locations can be obtained to be identical. In addition, they are more accurate than the measures of Hamdan and Nayfeh in that the effects of the eigenvector norm are considered into the magnitude of measures. In simulations, to verify the effectiveness of the proposed measures and optimal placement method, the closed-loop response of a simply supported flexible beam, in which the number and locations of actuators are determined by using the proposed measures and optimal placement method, has been examined and compared with the case of Hamdan and Nayfeh’s measures.
Quality measures play an important role in the field of image processing. Such measures are commonly used to assess the performance of different algorithms that are designed to perform a specific image processing task. In this paper we propose two novel measures for image quality assessment based on the notion of correlation between fuzzy sets. Two different definitions fur the correlation between fuzzy sets have been used. In order to calculate the proposed quality measures two approaches were evaluated, one with direct application of the measures to the image′s pixels and the other using the fuzzy set corresponding to the normalized histogram of the image. A comparative study of the proposed measures is performed by investigating their behavior using images with different types of distortions, such as impulsive "salt at pepper" noise, additive white Gaussian noise, multiplicative speckle noise, blurring, gamma distortion, and JPEG compression.
To protect the surface of ground-cutting slopes occurring at the national road substitute detour [roundabout road]construction jobsite between Munduk and Wubokgu within the jurisdiction of Pohang-si and environment-friendly road construction, a test execution of re-vegetation measures on the major slopes was done and the results are as follows : As a result of finding out the number of sprouting individuals on the test construction site, the average number of sprouting individuals on the three test spots by the method of revegetation measures D, revegetation measures A, and revegetation measures B was 1,292 number of per square meter, 1,190 number of per square meter, and 1,095 number of per square meter respectively, which statistics were higher than those of test spot by the revegetation measures C. As a result of finding out living plant's breeding index [weight in dried state], the average dried weight of living plant at the test spot by the method of revegetation measures B, in case of foreign herbal species, was the highest marking 8.96 grams per square meter, and the next was 6.86grams per square meter by the method of revegetation measures D, and the next after was 6.80 grams per square meter by the method of revegetation measures A, and the last 5.93 grams per square meter by the method of revegetation measures C. As a result of finding out the covering degree on the slopes, the same average covering degree of 80% and 77.5% in revegetation measures A and revegetation measures D individually, which showed a somewhat higher covering degree than those of revegetation measures B and revegetation measures C. As a result of finding out appearing plants on the test construction site, seeding plant life was found to be sprouting on all test spot while native and foreign herbal species and herbaceous plant as well as shrubs were growing in good harmony with each other. However, in case of revegetation measures B and revegetation measures C method, foreign plant species are dominantly growing. As a result of inspecting rifts on the slopes and the excavated state by water, there existed cracks in some of base materials only in revegetation measures C method applied spot.
This paper proposes various measures of reliability, maintainability and availability in information technology service management(ISTM). Global ITSM standards such as ITIL(IT Infrastructure Library) and ISO/IEC 20000 are introduced. Especially availability management of De-facto and De-juire standards is concerned with users and customers of IT service. The study presents seven reliability measures, six maintainability measures and two availability measures. These results can be effectively used with a appropriate IT availability management tools such as CFIA(Component Failure Impact Analysis) and SOA(Service Outage Analysis), etc.
Our first theorem is concerned with the convergence of nets of Poisson measures on a hypergroup. As a corollary we obtain a characterization of Poisson measures. The second theorem gives a characterization of elementary Poisson measures.
As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.
This study was carried out from January 1998 to December 1999 to report the revegetation of cutting-rock slopes and a design standard in the highway cut-slopes. The field data was collected from the 67 sites cutting-rock slopes of highways, local roads, and field test. As the result of analyze, cutting-rock slopes revegetation measures were 16 types. There were Vine planting(3 types), Hydroseeding measures with seed-fertilizer-soil materials(5 types), Vegetaion-base spraying measures(5 types), and Stability measures(3 types). The factors affecting the plant coverage rates of cutting-rock slopes were the slope gradient, the slope width and direction. The plant coverage rate decreases in the condition of steep slope and long slope width and length(height). In addition, the plant coverage rates of the westward and southward were lower than that of the northward and eastward. Most dominant species were Zoysia japonica, Lespedeza cyrtobotrya, Lespedeza cuneata, Rubus crataegifolius, Miscanthus sinensis, Arrundinella hirta, Themeda triandra, and Oenothera odorata. Exotic species were Eragrostis curvula(Weeping lovegrass), Dactylis glomerata Orchardgrass), Lolium perenne(Perennial ryegrass), and Festuca arundinacea(Tall fescue). It is recommended to adjust the proposed factor as environment, topsoil, classification of rock, field condition and characteristic related with revegetation measures on slopes for the presentation of revegetation standard.
Corporations are pursuing maximum returns from their R&D investment. They are also interested in sound measures to quantify returns. In fact, they use various measures and criteria for measuring returns from the R&D investment. But the fundamental problem is that there is no generic and widely acceptable measures and criteria. To make things more complicated, measures are very powerful and influential to the people in the corporations. Herbert Simon already indicated that people do many things but people usually do their best for the only tasks which are measured. Many researchers, like Chester(1995), are interested in R&D productivity measures and risks because what the company measures really influence R&D people and output. This article present design concepts of the R&D project selection and evaluation system in POSCO(Pohang Iron & Steel Company). This is an output extract from the 6-month joint activities with POSRI(POSCO Research Institute) researchers and POSCO R&D personnel. Process changes, new organizations and new selection and evaluation criteria are developed to improve R&D performance and to enhance technology management of the POSCO. This article covers new selection and evaluation criteria only. We would like to share our experience about how we redesign the selection and evaluation of R&D projects. We also bring insights how we seamlessly integrate 4 different project selection and evaluation steps as a whole. We hope that this case will give you a clue to improve your R&D management.
In response to climate change under a university level, this study has intended to find carbon-neutral campus development measures for Chungbuk National University (CBNU), which is composed of such facilities as education, research, and residential buildings. To reach this goal, we reviewed related literatures to find development measures for carbon neutral campus, employed a survey method asking students to show their preference and suitability toward provided measures, and statistical analyses to find appropriate measures using factor analysis. We have found the following results. First, based on literature review, we have identified several concepts regarding carbon-neutral city and has found the elements of carbon-neutral campus development. Second, we have drawn carbon-neutral campus development measures of CBNU through factor analysis. Finally, based on the characteristics and the present carbon-neutral campus conditions of the CBNU, we presented development measures.
