  • In order to develope the standard service model of coast guard at fishing ports, which responses to the demand of users and provides them with the good and tailored maritime administration services with limited resources, the services of Korea coast guard related to fishermen are sorted and their demands are analyzed at Nokdong fishing port. The standard service model for Nokdong on the basis of user's requests and maritime administration demands in the future is designed.

  • The paper presents the Philippine maritime condition, safety systems and navigational aids. It aims to uplift the maritime safety systems and infrastructures by studying the different strata of the industry, thereby emphasizing on the structures, weaknesses and opportunities. It presents the different maritime agencies involved and each responsibilities. Data from PPA demonstrate the statistics of increase in the cargo throughput, passenger, shipcalls and cargo-container handled in the year 2014. It also highlights the insufficiency of different navigational aids, VTMS, MBS and TSS placed in the whole archipelago. It gathers data of maritime accidents in 10-year period, 2006-2015, showing the most occurred accidents, casualties and areas these accidents happened. It includes the weather phenomena which contribute to the maritime movements and accidents incidence. The results show that systems and infrastructures that focus on the lack of improvement in technology and over-lapping functions of different agencies of government require development and upgrading.

  • Vessel Traffic Service (VTS) is being used at ports and in coastal areas of the world for preventing accidents and improving efficiency of the vessels at sea on the basis of "IMO RESOLUTION A.857 (20) on Guidelines for Vessel Traffic Services". Currently, VTS plays an important role in the prevention of maritime accidents, as ships are required to participate in the system. Ships are diversified and traffic situations in ports and coastal areas have become more complicated than before. The role of VTS operator (VTSO) has been enlarged because of these reasons, and VTSO is required to be clearly aware of maritime situations and take decisions in emergency situations. In this paper, we propose a prediction table to improve the work of VTSO through the Cognitive Work Analysis (CWA), which analyzes the VTS work very systematically. The required data were collected through interviews and observations of 14 VTSOs. The prediction tool supports decision-making in terms of a proactive measure for the prevention of maritime accidents.

  • "United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea" was passed in July 3, 2008. on September 23, 2009 signing ceremony was held in Rotterdam. The system of maritime performing party is a special system in the transport convention, and constitutes an integral part of the Convention. Maritime performing party system is not the first system which brings in the carrier's independent contractor, but it is the most comprehensive and thorough one. It unified the duty of carrier's independent contractor in the maritime segment, and it is also an important progress in the developing process of international maritime legal system. There are some differences between the maritime performing party and China's current related system, i.e, the port maritime performing party and the intermediate performing party are included in the maritime performing party, and they can enjoy the carrier's exception clause and limitation of liability.
