A Study on design of anchorage at approach waters of Wan-do port (완도항 인근 수역 정박지 지정 검토 연구)

  • Now it is said that the insufficency of the designated anchorage for ships in approaching waters of Wan-do port is one of reasons for marine safety accidents, when they encounter rough weather near the port. This research examined geographical feature in approaching areas of Wan-do port and suggested appropriate mate weather anchorage. The situations of fishing nets were investigated Marine vessel traffic flow was also examined The optimal anchorage was suggested considering these results.

A Study on Minimum Number of Ship-handling Simulation Required for Evaluating Vessel's Proximity Measure

  • The Korean government has introduced and enforced maritime traffic safety assessment to secure traffic safety since 2010. The maritime traffic safety assessment is needed by law to design a new port or modify an existing one. According to Korea Maritime Safety Act, in the assessment the propriety of marine traffic system consists of the safety of channel transit and berthing/unberthing maneuver, safety of mooring, and safety of marine traffic flow. The safety of channel transit and berthing/unberthing maneuver can be evaluated only by ship-handling simulation. The ship-handling simulation is carried out by sea pilots working with the port concerned. The vessel's proximity measure is an important factor to evaluate traffic safety. The proximity measure is composed of vessel's closest distance to channel boundary and probability of grounding/collision. What is more, the probability of grounding becomes important. According to central limit theorem, a sample has a normal distribution on condition that its size is more than 30. However, more than 30 simulation runs bring about the increase of assessment period and difficulty of employing sea pilots. Therefore this paper is to find out minimum sample size for evaluating vessel's proximity. First sample sets of size of 3, 5, 7, 9 etc. are selected randomly on the basis of normal distribution. And then KS test for goodness of fit and t-test for confidence interval are applied to each sample set. Finally this paper decides the minimum sample size. As a result this paper suggests the minimum sample size of 5, that is, the simulation of more than five times.

A Study on Maritime Traffic Characteristics according to Water Time(Multte) (물때에 따른 해상교통특성에 관한 연구)

  • This study seeks to analyze ships traffic characteristics according to water time in order to provide the necessary data for efficient traffic management development. To analyze maritime traffic volume according to water time, 1 year amount of solar calendar data were converted into lunar calendar, and then applied the traditional water time system of West Sea by using AIS(Automatic Identification System) observation data gathered in Mokpo port for a year of 2013. As a result, it was found herein that the number of outbound ships was larger on the $2^{nd}-3^{nd}$ water times than the $7^{th}$ water times by 23-24 %. And the number of inbound ships was higher on the $12^{th}-13^{th}$ water times than the $9^{th}$ water time by 29-33 %. The hourly variation index of inbound and outbound ships according to time, in particular, was found to change in the form of sine function model. This study is expected to serve as a necessary basic material for development of maritime traffic management according to water time.

  • Until a recent date Wan-do Port has made efforts to advance its marine policy toward the base of marine distribution industry. Therefore the administration of Wan-do port has carried out many projects on improvements of harbour system very actively. The improvement of ship traffic system would be one of them. This research examined the general view of present situations of marine traffic system in Wan-do waters area and suggested improvements in ship route and anchorage.

Assessment of External Force Acting on Ship Using Big Data in Maritime Traffic (해상교통 빅데이터에 의한 선박에 작용하는 외력영향 평가에 관한 연구)

  • For effective ship management in VTS(Vessel Traffic Service), it needs to assess the external force acting on ship. Big data in maritime traffic can be roughly categorized into two groups. One is the traffic information including ship's particulars. The other is the external force information e.g., wind, sea wave, tidal current. This paper proposes the method to assess the external force acting on ship using big data in maritime traffic. To approach Big data in maritime traffic, we propose the Waterway External Force Code(WEF code) which consist of wind, wave, tidal and current information, Speed Over the Water(SOW) of each ship, weather information. As a results, the external force acting a navigating ship is estimated.

A Study on the Effect of Designated Domestic Traffic Separation Scheme(TSS) -Focused on the Marine Casualty & the Marine Traffic Flow- (국내 통항분리수역 설치 효과에 관한 연구 -해양사고 및 해상교통흐름을 중심으로-)

  • The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

  • The traffic volume will be increased and the traffic of larger vessel could be multiplied in the Pohang port by the opening of the Young-il new port in 2006. Unfortunately, however, potential danger factors to the safe navigation, disordered navigation and traffic congestion are still existing in the Pohang port and approaching waters. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into ship's type, size and track history of passing ships through the statistical methods. Finally the examinations of marine traffic route, traffic flow and navigational characteristics are discussed. These results can be used for the best design of ship's routing at the Pohang waters.

Effect of Maritime Traffic Control Radar Interference by a small number of Wind Turbines (소수의 풍력발전기에 의한 해상관제 레이더 간섭 영향)

  • This paper presents a methodology to analyze the interference of maritime traffic control radar by wind turbines installed in the sea, and the interference result of the maritime traffic control radars by a small number of wind turbines installed in sea near Gunsan port (Gunsan vessel traffic services). A ray based electromagnetic analysis software is used to analyze the interference. The geographic information system map containing altitude data, drawing of wind turbines, and sea with waves are imported to the software to analyze the effect of the terrain and the wind turbines. According to the analysis, a small number of wind turbines, not large scale wind farms, has no severe impact on the operation of the radar.

  • Korea coastal area is highly potential dangerous zone of marine accident due to frequent ship's encounters. VTS center can't identify ship's information because of beyond VHF range. It is also difficult of us to efficiently manage vessel traffic beyond VTS control area, so that it can't prevent marine accident. Presently, korean government is conducting maritime traffic safety assessment according to enlargement of harbor & development of new port but do not have the system which provide danger of information depending on maritime traffic environment with real time. So it is necessary to develop evaluation index which can assess sea risk through the evaluation of maritime traffic environment. In this paper, on the basis of vessel navigator's risk consciousness, we carried out survey & statistical analysis vessel navigator's subjective risk depending on the LOA, crossing situation($045^{\circ}$, $090^{\circ}$, $135^{\circ}$), overtaking, head-on situation, encountering vessel's side, within or outside harbor, speed with other vessel(ex. same, fast or slow), speed difference with other vessel and distance with other vessel & propose basic expression to develop maritime traffic safety evaluation model. And by using this model, we can confirm that this proposing expression is suitable for domestic maritime traffic environment.
