Korea Maritime Safety Tribunal (KMST) statistics released in of 2019 indicated that most collision accidents involving small-size vessels with less than 20 gross-tonnage occur mainly due to operational carelessness, such as forward-looking negligence and unskilled vessel control. As an effective remedy, training and education for vessel operators are being strengthened to prevent accidents. However, collision accidents are increasing, and technical measures are continuously developed to reduce accidents caused by human factors. In this study, an avoidance algorithm and prototype of terminal-controller against collision between two nearby vessels was developed for implementation on relative navigation control by adopting WAVE telecommunication technology. Moreover, several sea trial tests were performed to verify the collision avoidance algorithm and control system using two fishing vessels for dif erent scenarios.

In developing countries, the establishment of maritime colleges and the training of excellent merchant marine officers can greatly impact on the growth of the marine industry in a given country. The project to establish the Kenya Maritime College ('KMC') has been driven by the Kenyan government, which has been challenged by the growth of the marine industry in Korea. This study aims to the development of curriculum for the navigation science department of the KMC. To do this, firstly the Kenyan environments was surveyed. Then, IMO maritime education requirements, IMO model courses and curriculums from the navigation science departments of major maritime universities around the world were reviewed. Lastly, based on these surveys and reviews, curriculum for the navigation science department of the KMC was developed. This curriculum is comprised of an educational course that requires a total of 5 years of study, including 1 year of on-board training and a total of 200 credit hours (20 credit hours per semester). Although this curriculum has been developed to fit the environments of Kenya, it is expected to offer a point of reference for similar studies in other countries with the goal of standardizing maritime education internationally.

The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermen's safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4‰ in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore stow nets vessel.

In this study, a survey was conducted among students who received ARPA/radar simulation training in order to verify the effect of training. An effective training method based on the analysis results was also proposed. Furthermore, this study analyzed full mission simulation conducted over one semester, and found that training effect increased as time passed. The survey showed improvement in skills related to radar/ARPA utilization, ARPA decoding, ship handling, and overall skill. Students responded practical skills improved more than theoretical knowledge, and also analysis showed that ship handling skills had a larger effect than radar decoding skills on improving overall skill, therefore proposed that theoretical education regarding the functions of radar and ARPA should be reinforced in ARPA/radar simulation training.

Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention low" had entered into force from January 20, 2008, the education system for marine pollution prevention manager is to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between old "marine pollution prevention act" and new "marine environment management act".

Standard guidelines for marine accident investigation have been prepared through the enforcement of the Casualty Investigation code as of January 2010. In addition, as the International Maritime Organization (IMO) recommended contracting the state to manage a marine incident system established under this code, Korea also has newly established provisions for a marine incident system in the 'Act on the Investigation of and Inquiry into Marine Accidents' also as of 2010. The Korean Maritime Safety Tribunal (KMST) has made a multilateral effort to prevent marine accidents through the efficient operation of a marine incident system, but this system has not been properly activated. This study examines the operational status and problems of a marine incident system and analyzes the marine incident systems of foreign countries and similar transportation agencies such as railroads and aviation. Options include switching to voluntary reporting of marine incidents, transferring responsibility to a non judicial private organization, expanding incentive systems for a marine incidents, revising regulation and preparing detailed implementation guidelines.

In accordance with the stipulations of the STCW Convention, simulation training has been enforced in order to develop practical skills so as to prevent accidents by predetermining the risks in special marine environments. Simulation training is a useful way to acquire navigation abilities, and can continuously measure the ability of a trainee by applying an appropriate evaluation. However, the result of training is evaluated by the instructor's subjective judgment without quantitative criteria. Therefore, this study aims to quantitatively evaluate the effectiveness of simulation training. For this purpose, evaluation items were derived by analyzing legal standards, earlier studies, and the current status of MET institutions. The simulations were then performed three times in the same scenarios and analyzed the results. As a result, it has been shown that the objectively analyzed ability to keep the route and to make safe passage with other vessel, as well as subjectively evaluated ability by the apprentice officer has been improved as training progressed. Through the evaluation of simulation training results, it can be derived that simulation education needs supplementation, and can be provided as a basic form of data to quantify the evaluation results of the simulation training in the future.

Maritime accidents around the Korean Peninsula are increasing, and the ship detection research using remote sensing data is consequently becoming increasingly important. This study presented a new ship detection algorithm using hyperspectral images that provide the spectral information of several hundred channels in the ship detection field, which depends on high resolution optical imagery. We applied a spectral matching algorithm between the reflection spectrum of the ship deck obtained from two field observations and the ship and seawater spectrum of the hyperspectral sensor of an airborne visible/infrared imaging spectrometer. A total of five detection algorithms were used, namely spectral distance similarity (SDS), spectral correlation similarity (SCS), spectral similarity value (SSV), spectral angle mapper (SAM), and spectral information divergence (SID). SDS showed an error in the detection of seawater inside the ship, and SAM showed a clear classification result with a difference between ship and seawater of approximately 1.8 times. Additionally, the present study classified the vessels included in hyperspectral images by presenting the adaptive thresholds of each technique. As a result, SAM and SID showed superior ship detection abilities compared to those of other detection algorithms.

In order to facilitate the private maritime security system with high quality guard services, the status of private security companies and the security instructor system which has been operated in land side, are analyzed. Through screening the spectrums of private maritime security and analyzing the status of maritime security guard, the characteristics and expertise of maritime guard service, and it's system need are elicited. we propose the system of marine civil guard officer who will play a major role in private maritime security domain, and design the job requirements, the subjects of qualification test and the education program to enhance his professionalism and practicality. Moreover, the enactment of a provision on marine guard company in Marine guard law will be the platform to develop a private maritime security industry and to strengthen international competitiveness through supervising and piloting private guard service at sea by Korea coast guard.

Approximately 4,000 vessels including sea trial ships per day are passing, entering or departing from Korea coastal waterway. Sea trial ships have erratic navigating patterns such as quick turning, crash stop and do not communicate with other vessels in appropriate time, so sea trial ships are often to expose dangerous situation such as collision in heavy traffic area. To identify the sea trial vessel's risk factors, this paper surveyed marine traffic volumes for 7 days in Korea harbour & coastal waterway, and it analyzed marine accident rate and intended to identify the risk degree of passing vessels. After that, this researched how many sea trial ship's traffic and what is the sea trial risk among sea trial items. We also conducted survey questionnaire and identified risk factors of sea trial ship. So this paper aimed to enhance the safety of korea coastal waterway to prevent sea trial ship's marine accident.
