Outwardly, the people in the shipping industry are aware that multicultural working environments and conditions could have a strong influence on the operation of ships. With a lack of cultural awareness and foreign language skill of crew members on ships, there are lots of misunderstandings and miscommunications among (cross-cultural) crews. More and more maritime accidents are caused by human error in the world's oceans. Nevertheless the research on cultural diversity and human interaction on ships is still in its infancy. Due to the rapid change of the demographic make-up of crews, not only teaching and training technical skills for the crews, but also education in nontechnical skills such as cultural awareness, cultural sensitivity, intercultural competence is urgently needed. This study will deal with intercultural issues on ships. It aims to emphasize the necessity of intercultural training in MET.

The number of ships using liquefied natural gas (LNG) as fuel is increasing to respond to the International Maritime Organization's (IMO) air pollutant emission regulations. At the same time, the need to expand LNG bunkering infrastructure for stable fuel supply and demand for ships is emerging. LNG bunkering is carried out in three ways: truck to ship (TTS), pipe to ship (PTS), and ship to ship (STS). In foreign countries, all three methods are being carried out, but in Korea, LNG bunkering is carried out only with the TTS method owing to the lack of infrastructure. LNG bunkering is a high-risk operation. For safe bunkering operations, the competence of the workers is extremely important, and a professional training course is required to strengthen the competence. This study was conducted to design training contents for LNG bunkering workers for fostering LNG bunkering experts and performing safe and systematic bunkering work. To this end, the current status of LNG-fueled ships and bunkering was identified, and related domestic and abroad educational contents were analyzed. In addition, opinions on the importance of educational contents were collected through expert questionnaires. Consequently, we designed training contents suitable for various training targets and divided them into basic and advanced training courses, with a duration of 4 days, and proposed. Based on the designed training contents, if additional research is conducted by sufficiently reflecting Korea's bunkering environment, it will be of great help to improve the competence of LNG bunkering workers and to foster human resources.

If respiratory arrest occurs or cardiopulmonary resuscitation (CPR) is performed for a long period on board ships, CPR with rescue breathing (not compression-only CPR) is required. Accordingly, ships must have resuscitation equipment for oxygen supply, and seafarers must have the maritime competence to use it. This study aimed to analyze the placement status of resuscitation equipment on ships and seafarers' intention to use them in order to increase the usability of resuscitation equipment on board ships and propose improvement measures. The study was conducted from February 2, 2023, to April 21, 2023, and a total of 340 seafarers were surveyed. The data were analyzed by frequency, percentage, and chi-square test using SPSS WIN 23.0. The results showed that the checking of resuscitation equipment was high among seafarers in the positions of officer, captain, deck department personnel, and ocean-going personnel. The intention of seafarers to use resuscitation equipment was low, and the main barrier was the lack of knowledge on how to use. Among the general characteristics of the study participants, those whose rank was that of officer or captain, whose working department was the deck, voyage who were ocean-going, and who managed a gross tonnage of 20,000 tons or more had a high intention to use resuscitation equipment. Participants who knew the necessity of rescue breathing and had received practice and equipment-based training were active in using resuscitation equipment. Therefore, a system should be developed so that all ships can be equipped with resuscitation equipment, and an environment must be created to increase accessibility to resuscitation equipment on board ships. In addition, an education system based on practical and resuscitation equipment training must be established to ensure that seafarers have maritime competence.

The educational process and result of onboard training should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watch-keeping for seafarers(STCW), 1978. In particular, the revised Convention requires that a trainee's seagoing service must be recorded in each cadet's Training Record Book approved by the maritime administration responsible for the issuance of certificates of competency. Trainees for certification under regulation III/1 of the STCW Convention are required to complete an approved on-board training programme. The purpose of this paper is to understand the compliance of the education for an approved on-board training programme. The questionnaire was distributed among 110 cadets being trained on board the training ship of the maritime college of the Mokpo National Maritime University. In this study, we conducted the questionnaire survey which is related to the on-board training programme such as marine engineering; controlling the operation of the ship and care for persons on board; electrical, electronic and control engineering; etc. The survey revealed that onboard training program was normally satisfactory, however, lack of practical training tools and time have accounted for most of the reasons for dissatisfaction. Therefore, it is our goal to enhance the satisfactory value of onboard training education by analyzing the reason of the dissatisfaction.

The International Convention for the Control and Management of Ships' Ballast Water and Sediments (hereafter "BWM Convention") will be enforced beginning on September 8, 2017. Even though the STCW Convention (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers) and other international instruments require all ship personnel be qualified under certain competencies and standards, the International Maritime Organization (hereafter "IMO") has no unified requirements for training ship personnel on ballast water management. When the BWM Convention enters into force, all officers and crew on board ships should be intimately familiar with the guidelines and procedures outlined by the BWM Convention, regarding, among other topics, proper record keeping techniques and measures, the layout of the ballast control system, methods of ballast water exchange, and inspections by the port state control. To ensure that officers and crew members are adequately familiar, this paper proposes new competency requirements for ballast water management training and education to be added to the STCW Code. To support the introduction of these new competency requirements, this paper explores the evolution of the BWM Convention and examines how international regulations will be used to implement it.

It has been well proved that shiphandling simulators are efficient and useful facilities for training and education of cadets and seafarers. Most of the maritime universities and many maritime training institutes all over the world have installed shiphandling simulators, which play important roles in maritime education and training. However, most of the Shiphandling simulators are standalone facilities with diversities on system architectures, layouts and functions. STCW78/95 requires simulators used for simulator-based training shall be suitable for the selected objectives and training tasks. To ensure the shiphandling simulator facilities meet the requirements of STCW convention and other expanded applications, collaborated research and coordination are needed in development and application of shiphandling simulators. Performance standard should be established for shiphandling simulator systems considering the advanced research needs as well as the needs in education, training, and assessment of competence. Standardizing and exchanging shiphandling mathematical models will improve critical performance of the system. Cooperated research on model course and training assessment approaches will enhance the training standard. In addition, the rapid spread of the internet technology has shown a promising future of application of shiphandling simulators through internet. Research has been carried out on internet based integration of multiple shiphandling simulators. A multi-agent based system, including necessary hardware, has been developed. Collaborated operation of the system can be of benefit in filling the gaps of the technical and operational level and methodology between maritime universities, enhancing mutual understanding of the navigation customs and culture background among cadets and seafarers from different countries, facilitating communication and maritime English training, and extending the functions of shiphandling simulators.
Recently, as cases of organizations' information disclosure occur continuously, it is urgent to manage security of information and establish measures to enhance security of information by an organization itself. Especially, members of an organization should be prepared with measures for information security, and an organization should do its efforts to raise its members' awareness toward information security. I set a research model to verify what effects an organization's fulfillment of regulations to secure information brings to performance of information security and selected members from maritime and port organizations and financial and insurance institutes as sample. Results of the analysis to identify factors affecting information security performance among members of maritime and port organizations are as follows. Firstly, I found that the factors affecting information security awareness are information security attitude and information security standards. Secondly, the factor giving influence on information security policy of an organization was found to be information security standards. In contrast, information security punishments and information security training were verified not to give influence on compliance of information security policy. Thirdly, information security awareness was identified to give significant influence on compliance of information security policy, information security competence and information security behavior. Fourthly, compliance of information security policy was verified to be those factors that give influence on information security competence and information security behavior. Lastly, information security competence and information security behavior were found to be such factors that give influence on information security performance.

Mokpo National Maritime University's Maritime College operates education and training programs that allow students to adapt to the specifics of ships and the oceans. The purpose of this study is to investigate the effect of student satisfaction on core competencies and self-directed competency through the operation of socially customized education programs. We surveyed the leaders in industry-university cooperation+ education programs, and selected TALK+, an education program capable of statistical analysis, as the focus of our analysis. The TALK+ program connects people in charge of communication with those in charge of reflecting the peculiarities of maritime universities. Data were collected using satisfaction surveys that returned 259 results. These were analyzed using a 5-point Likert scale that showed a high level of satisfaction with an average of 4 points or more. The satisfaction level showed that there is positive correlation between satisfaction levels and core competency and self-directed competency. In addition, a linear regression analysis was performed, and the results showed that satisfaction has a statistically significant effect on the improvement of core competencies and self-directed competencies (p<0.001). Through this study, it was confirmed that efforts to improve the satisfaction level and develop various comparisons method and programs are necessary.
In this paper, mandatory minimum requirements for certification of officers in charge of a navigational watch on ship by international convention on STCW (standards of training certification and watchkeeping for seafarers) were investigated. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. As a result, we have confirmed that junior naval officers from Korean midshipmen had the navigational competence based on the STCW convention by analyzing the courses of Korea naval academy, midshipmen life, training exercise systems, and so on. OCS and NROTC provided a curriculum that did not quite meet the standard of the STCW convention. However, it was sufficient for nurturing basic abilities for navigation safety.

This study conducted a self-assessment survey on 50 evaluation items for students majoring nautical science who boarded H University training ships in order to ascertain the degree of improvement in their maritime ability according to the STCW agreement and training period. The trainees' maritime competence and basic understanding of maritime functions were evaluated, and an in-depth analysis was conducted to see how these have changed since their embarkation. The analysis showed a significant improvement in their understanding of maritime functions after the third evaluation in both the first and second semesters. The results also showed areas the trainees need to improve on for each semester's embarkation group, and an additional study plan is needed to make up for the lack of nautical skills in the training course. The result of analysis on the degree of improvement of maritime ability according to the training period of training ships derived from this study can be used for the reorganization of training ships and maritime college curriculum in the future.
