World Interest and Activities on Marine Litter (해양쓰레기의 전 지구적 관심과 실행)

  • After the UN General Assembly on 2006, Interest on the marine litter has rapidly increased internationally. The UN sub-organizations, UNEP/Regional Seas, FAO(Food and Agriculture Organization of the United Nations) and OC(Ocean Conservancy) as a one of world NGO had been tackled to collect information and prepared world reports related on marine litter, recently, those are published. Through the 10years experience of Korea's policy on marine litter since 1999, it is re-evaluated as a roll model internationally. In this paper, brief introduction of structure and function of Korea's authorities which are responsible for or are involved in the marine litter issue as well as the National Marine Litter Management Basic Plan which is established in 2008, has been provided. This paper also included the structure and roll of the marine litter initiative center in the plan. Change of the paradigm of action plan on marine litter in Korea already had been started.

Analysis of the Importance of Eco-friendly Ship Dissemination Policy using the Analytic Hierarchy Process (계층분석법(AHP)을 이용한 친환경선박 보급정책의 중요도 분석)

  • The International Maritime Organization (IMO) is tightening environmental regulations in the shipping sector to reduce air pollutants such as greenhouse gases emitted from ships. Meanwhile, the paradigm of the shipbuilding and shipping industries is shifting toward eco-friendly and high-efficiency ships worldwide. The Republic of Korea is also promoting a policy to expand the supply of eco-friendly ships from 2020 to disseminate them. In this article, a survey was conducted with 12 experts on the government's eco-friendly ship supply policy, and the priority of the policy was evaluated using the analytic hierarchy process (AHP). As a result of the comprehensive evaluation of the priorities for six priority tasks, "Securing the world's leading technology for future eco-friendly ships" for the development of carbon-free and low carbon ships was the highest. This study, which analyzed the importance of eco-friendly ship policies through AHP analysis, can be used as data to preemptively respond to international marine environmental regulations and to improve policy execution efficiency such as budget allocation and policy development regarding protecting national shipping and shipbuilding industries.

  • Mongolia is aiming at connect and expand global trade to third countries using Russia, China and East Asian ports. Also, trying to evolve infrastructure and super-frastructure in international maritime transportation. This paper presents maritime development trends in Mongolia and focuses on discussing the current situation of international maritime plan and points out some issues currently facing by the policy to develop promoting the country's maritime businesses. Finally, this paper presents some future directions for developing the maritime transportation in Mongolia.

  • Demand forecasting for railroad traffic is fairly important to establish future policy and plan. The future demand of railroad traffic can be predicted by analyzing the demand of air, marine and bus traffic which influence the demand of railroad traffic. In this study, forecasting the demand of railroad traffic is implemented through neural network using the demand of air, marine and bus traffic. Estimate accuracy of the demand of railroad traffic was shown about 84% through neural net model proposed.

Economic Value of Marine Forests in Korea (우리나라 바다숲의 경제적 가치)

  • This study is to evaluate economic value of the ecosystem service benefits of the marine forests provided to our society on the basis of the global standard valuation manual. The main results of this study are summarized as follows: First, the ecosystem service benefits of marine forests are worth 771,121,551 won per hectare for a year in Korea. Second, when evaluating value based on the services benefits of the marine forests, as resource provisioning service, the annual value of the fishery potential production amounts to 58,512,271 won per hectare. The annual value of the environmental and regulatory services is estimated to total 29,574,000 won per hectare including 546,488 won per hectare for climate regulation, 85,342 won per hectare for pollution purification, and 28,942,170 won per hectare for erosion protection. The annual value of the culture and tourinsm services is estimated to total 15,317,647 won per hectare including 5,011,765 won per hectare for skin scuba service and 10,305,882 won per hectare for sea fishing. Also, the aunnual non-use value is estimate to 637,800,000 won per hectare. Third, assuming that the value of the sea forests increases proportionally to the unit area, the marine forests can be valued at 12.7 trillion won per year based on 12,208.2 hectares of marine forests creation area and 4,272.6 hectares of natural seaweed beds. Fourth, the total economic value of the marine forests can be estimated at 244 trillion won in 2016, if the value of the marine forests permanently continues in the future by applying 5.5% of the social discount rate. The results of this study are expected to serve as a valuable information for improving awareness of the value of marine forests ecosystem and ensuring the validity of the marine forests creation policy by converting the value of the marine forests's ecosystem service into monetary units.

  • In these days many korean people have much interested in oceanic sports and oceanic leisure equipment.. However, the current condition for the marine leisure in korea are not advanced even worse than wnderdeveloped countries.. Recently several suggestion for vitalization on the marine leisure industry and preparations of the laws & the regulations for marine leisure.. This paper suggest the new marina model using ubiquitous sensor network to reduce the risk of the policy and the investment in the filed og marine leisure industry.

  • Until a recent date Wan-do Port have been made efforts to advance its marine policy toward the base of marine distribution industry. Therefore the administration of Wan-do port have been carried out many projects on improvements of harbour system very actively. The improvement of ship traffic system would be one of them. This research examined the general view of present situations of marine traffic system in Wan-do waters area and suggested improvements in ship route and anchorage.

  • Vessel traffic safety management means the managerial technical measures for improving the marine traffic safety in general terms. The main flow of vessel traffic safety management is that: 1) Traffic Survey, 2) Replay by Marine Traffic Flow Simulation, 3) Quantitative Assessment, 4) Policy Alternatives, 5) Prediction·Verification. In the management of vessel traffic safety, it is most important to establish assessment models that can numerically estimate the current safety level and quantitatively predict the correlation between the measures to be taken and the improvement of safety and the reduction of ship handling difficulties imposed on mariners. In this paper, the replay model for traffic flow simulation was made using marine traffic survey data, and the present traffic situation became replay in the computer. An attempt was made to rate the current safety of ports and waterways by applying the Environmental Stress model. And, as a countermeasure for traffic management, by taking of, the promotion of total traffic congestion in early morning rush hour, the correlation between traffic control rate and the reduction in ship handling difficulties imposed on mariners was predicted quantitatively.

How to Improve Self-Check System for Marin Pollution Prevention in Korea (해양오염예방을 위한 자율점검제도 개선방안)

  • For marine pollution prevention, Korea Coast Guard has enforced the self-check system on excellent workplace of marine facilities and ships since 2007 as part of the government policy for deregulation of administrative inspection. The self-check system had much effect amid interest from the workplaces and with their participation and cooperation. But the system has become stagnant because KCG has missed the proper timing to reflect the social and environmental change, marine workers' consciousness changes and the transformation of its relevant inner organization in the operation of the system for several years. To accommodate the changes of internal and external environments, this study surveyed 332 workers of ships and marine facilities through questionnaire about the self-check system for marine pollution prevention, reflected on the system, and focused on how to improve the existing system effectively. To increase the effect of self-check system, the enhancement of public relations efforts and improvements in marine pollution control system for ships of 5 gross tons and above are necessary. In addition, for relieving the burdens of business activity and visit inspection by KCG on excellent workplaces of ships and marine facilities, Marine Environment Management Act is needed to be amended so that the self-check system can be reflected in its amendment.

Development of Chinese Maritime Related Laws and Status and Interpretation in Legislation System (중국 해양관련 법령의 발전과 입법체계에서의 지위 및 해석)

  • The most important bases of maritime laws in China are laws enacted by Constitution, a legislative institution of National People's Congress and Legislation of NPC Standing Committee. However, in reality, the institution, which become the basis of Chinese marine policy and leads overall maritime affairs, is a State Council of the Chinese central government and many objects of our researches on Chinese marine policy and laws are composed centering on this administration law. Therefore, in understanding Chinese maritime laws, it becomes an important prerequisite to understand relevant laws (statutes), administration law, statutes of local province, mutual authority relationships of these legislative institutions, and interpretation authority regarding laws (statutes). In May 2003, Chinese State Council ratified and declared ${\ll}$Guideline of the national maritime economic development plan${\gg}$ and this is the first macroinstructive document enacted by the Chinese government for promoting maritime economy in integration development. This plan guideline shows very well a new policy and deployment direction of maritime policy in China. China is already striving to lead its maintenance stage of domestic legislation into a new stage under the UN maritime laws agreement system and this is an expression of intention to take national policy regarding the ocean as a new milestone for the national economy through concurrent developments in various fields such as national territory, economy, science technology, national defense, and maritime biology. In this point, Chinese maritime policy and maritime legislation provide lots of indexes of lessons in many parts. In particular, regarding Korea, which has to solve many issues with China in Yellow Sea, East China Sea, and Balhae, we have to realize that we can maximize national interest only with a systematic approach to research on changes of domestic policies and maritime legislation within China. In addition, in understanding Chinese maritime related laws, we have to realize it is an important task to not only understand legislative subjects for mutual creation of order within the entire frame of law orders of China but also to predict and react to direction of policy of Chinese domestic legislation through dynamics of these subjects.
