설문에 의한 6급 항해사 면허 면접시험 응시자의 성향 분석 (Propensity Analysis for Oral Exam Candidates of Sixth Class Deck Officer's License using Questionnaire)

  • The propensity analysis for oral exam candidates of sixth class deck officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 64.4% of offshore fishing, 56.8% of over 50, 56.6% of less middle school education, 55.6% of under 100 gross tonnage, 81.2% of over 10 years experience, 85.6% of deck department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the deck job. The reason why they took the test was mainly due to their will (71.1%). And 52.7% of them took the test for the first time, 52.7% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 23.3%. Given the fact that 83.3% of respondents experienced marine accidents on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.7% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 - (Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University -)

  • 본 연구는 젊은 해기사의 승선기피 현상이 뚜렷해지는 현 상황에서 코로나19(COVID-19) 기간 중의 위탁승선실습교육의 만족도를 조사하고 실습교육 개선 방안을 제시하는데 있다. 나아가 위탁승선실습교육의 만족도 향상을 통해 해양대학교 재학생의 향후 해기사로의 진로의식을 고취하고자 한다. 위탁승선실습을 다녀온 목포해양대학교 재학생들을 대상으로 설문조사를 실시하였으며 설문지는 교육운영, 구성내용, 담당사관, 시설 및 교육환경, 교육효과, 교육만족도, 진로의식 등 7가지 요인을 포함하고 있다. 설문 분석 결과 교육운영과 교육효과 요인에 대한 만족도가 상대적으로 낮았고 성별과 실습선종별로 만족도에 차이가 있었다. 또한 가설검증을 수행하여 위탁승선실습교육의 구성내용이 교육만족도와 진로인식에 유의미한 영향을 미치지 못하였다는 것과 교육만족도와 진로의식 사이에 강한 상관관계가 존재함을 밝혔다. 위탁승선실습 전에 이루어지는 교육 및 홍보에 대한 개선과 담당사관이 교육자적인 마인드를 가지고 위탁승선실습생을 체계적으로 지도할 수 있도록 담당사관을 대상으로 한 지도 방법 교육 및 위탁승선실습생 교육 계획 수립 등이 필요함을 제시하였다.

  • The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

신임공무원의 성격특성이 학업소진에 미치는 영향에 대한 연구 (A Study on the Effects of Personality Characteristics of A New Public Official on Academic Burnout)

  • 공무원은 국민의 봉사자로서 국민의 안전은 경찰이 담당하고 있다. 특히 3면이 바다인 우리나라의 해양 안전은 매우 중요하다. 해양이라는 특수성과 위험성으로 인해 해양경찰의 교육은 매우 중요한 요소이다. 특히 신임 교육과정은 재직하는 동안 직무와 연결되기 때문에 교육 성과와 관련이 있는 요소는 더욱 중요하다. 이 연구에서는 신임해양경찰공무원 200명을 대상으로 성격특성과 학업소진의 관계를 살펴보았다. 연구 결과 성격특성 5요인 중 신체적 고갈에 영향을 미친 요인은 외향성 요인, 신경성 요인, 정서적 고갈에 영향을 미친 요인은 외향성 요인, 신경성, 냉소주의에 영향을 미친 요인은 신경성과 개방성 요인, 성취감 저하에 영향을 미친 요인은 외향성 요인, 신경성 요인, 성실성 요인이었다. 특히 학업소진에 가장 큰 영향을 미치는 성격특성 5요인은 신경성으로 나타났다. 신임해양경찰공무원의 교육적 만족과 효과를 위해서는 신임해양경찰공무원의 심리적 여유와 스트레스 최소화 방안이 필요하다.

해양사고 예방을 위한 국내 연안선 항해당직자의 업무 부하 분석 (Analysis of Workload of the Domestic Coastal Ship Duty Officer to Prevent Marine Accidents)

  • Objective: The purpose of this study is to measure the workload of Korea coastal ship crew members, to investigate whether they are following work-break time regulations and to identify the main causes of their workload. Background: According to the US Coast Guard, about 33% of human casualties are reported to be due to fatigue, and 30% of marine casualties reported by the British Marine Accident Investigation Agency (MAIB) are attributed to crew fatigue. But the coastal ship are not managed for business hours and breaks despite the harsh environment. Method: The workload of duty crew members on the 100 domestic coastal vessels was measured. It was also investigated whether they are following domestic and international work-break time regulations. Finally, the marine accidents resulted from the fatigue of the crew was analyzed. Results: As a result of workload analysis, the workload on the 42~62% of the vessels exceeded the standard of working time on the related regulation. The workload increased with the number of inbound and outbound ports. Especially, in the system where there are two seafarers, the workload exceeded the working time requirement. As a result of the marine accidents analysis on 100 vessels, it was found that collision and grounding occurred due to fatigue, workload and drowsiness in 7 marine accidents out of 30 marine accidents. Conclusion: It is necessary for the shipping companies to introduce an operation management manual for the management of the crews' workload and reasonable crew arrangement. It is also required for crew members to easily record work times and for shipping companies to manage the record. It would be possible to prevent many marine accidents by providing adequate rest to the crews and flexibly adjusting their working hours. Application: The results of this study can be used as fundamental data to manage crews' fatigue and to make job management manuals.

선박 전자기관사를 위한 교육모델 개발 (Development of a Training Model for Electro-Technical Officers on Ships)

  • The purpose of this paper is to develope a training model and to make a syllabus for electro-technical officers(ETOs) on ship. In order to complete the purpose, firstly we study on qualification for electro-technical officers and also examine the foreign, domestic cases. Secondly, through the STCW convention and the IMO Model Course 7.08, we have compared the standards of competence for officers in charge of an engineering watch and ETO, and analyze the additional standards of competence to acquire the ETO's licenses. Finally, based on the results of this, we will suggest the development of a training model that officers in charge of an engineering watch must complete in order to obtain an ETO's license. This paper is expected to be useful in the educational institution preparing for training course.
