해양수산안전 교육시설 설립을 위한 입지평가요인 도출에 관한 연구 (A Study on the Evaluation Indicators for the Establishment of Marine Fisheries Safety Education Facilities)

  • 본 연구는 델파이 기법 및 전문가 설문을 통해 지역별 교육인프라 격차가 심한 해양수산안전분야의 교육시설을 설립하기 전 평가해야 하는 항목과 지표를 도출하였다. 그 결과 지리적요인, 사회적요인, 행정적요인에서 고려해야 하는 7개의 지표를 선정하였다. 각 지표를 객관적으로 평가하기 위해 '국가균형발전종합정보시스템', '국가통계포털' 등에 공표된 자료를 활용하여 평가할 수 있도록 평가지표를 개발하였다. 각 지표별 가중치 선정을 위해 계층분석(AHP) 방식을 적용하였으며 AHP분석 결과, 해양수산안전 교육시설 입지선정에 가장 중요한 영향을 미치는 10가지 요인은 해기사 분포, 고속·고속화철도 접근성, 5톤미만 소형선박 수, 고속도로 IC접근성, 어선세력 분포, 관련산업 밀접도, 신항만 예정지, 무역항 분포, 해양레저승선인원 수, 지자체의 토지장기무상임대 가능여부 순으로 나타났다. 본 연구에서 개발한 해양수산안전교육시설의 입지평가 지표는 국가 공공데이터를 활용하여 각 지역별로 평가할 수 있는 지표로 객관적인 평가가 가능한 장점을 가지고 있다. 따라서 본 평가지표는 해양수산안전 교육시설 뿐만아니라 다른 해양 관련 시설 설치 타당성을 검증하는 데에도 활용 할 수 있을 것으로 판단된다.

  • It is provided that the seaman should be educated and trained by basic fire-fighting to save the life and protect asset at sea by the STCW(The International Convention on Standard for Training, Certification and Watchkeeping). The designated seaman's safety educational institution which is specified in the nation has held a basic and advanced fire-fighting education for the seaman. The interest of safety at sea has been increasing due to recent huge maritime disaster and there is a tendency to strengthen the safety education for the seaman in the nation. For the effective fire-fighting education for the seaman, the appropriate educational content and facilities are required. Moreover, It is necessary to apply an effective education and training methods for achieving the goal. Unfortunately, this paper has not perfectly been conducted to improve effective safety training in the designated educational institutions which held the seaman's maritime safety educations. From now on, we should consider the effective educational ways for the seaman. The purpose of this paper is to develop the education and training model of STCW seaman's fire-fighting education through the reviewing the status of safety education in the nation.

  • 세월호 사고 이후 해양안전에 대한 국민적인 관심이 높아졌지만 해양레저관광인구가 증가됨에 따라 해양사고로 인한 인명피해가 갈수록 증가되는 추세이 있어 해양안전교육이 시급한 실정이다. 그러나 해양안전교육관련 시설이 지리적으로 우리나라 서쪽에 편향이 되어 있어 교육에 있어 지역적 불균형이 심각한 상황이다. 따라서 본 연구는 우리나라 동남권 특히, 부산에 위치한 한국해양수산연수원의 유휴시설을 해양안전교육센터로 활용하여 지역적 교육 불균형을 해소하고 교육콘텐츠 개발 방안과 예산과 전문인력 확보에 따른 문제점에 관하여 해결방안을 제시하였다. 또한 중력모형을 활용하여 수요추정한 결과 연간 15만명에서 13만명에 이를것으로 추정되었다. 본 연구는 객관적인 검증방법을 활용하여 기존 유휴부지를 해양안전교육센터로서 활용하는 정책적 제언에 관하여 충분한 사회정책적 타당성을 입증하였으며 향후 정책추진에 실질적 기여를 할 수 있을 것으로 기대된다.

부산지역 스킨스쿠버 참여자의 현상학적 연구 (Phenomenological Study of Skin Scuba Participants in Busan Region)

  • This study has studied the phenomenon exclusive to the activity of skin scuba among marine sports in Busan region, and such empirical studies are for the development of skin scuba, and even of the entire marine sports, and in order to achieve such objective, the study method centered around qualitative study method of in-depth interview, participatory observation, and documentation study, the results of which are as follows. First is the advantage of the local environment as an open-water location. This study area has beaches of pebbles, and the underwater is also comprised of pebbles up to a certain distance, securing a superior underwater visibility compared to the sand of other Busan regions, and such local environment is thought to be an advantage of skin scuba activity. Second is the satisfaction of accessibility. This study area had an advantage in participant accessibility, which is thought to act as a good strength for the marine sports development of this area in the future. Third is the satisfaction of education. The club instructors of this study area had various marine sports-related licenses such as skin scuba, along with marine lifeguard trainer qualifications to prepare against safety accidents, which are also thought to have positive influences on the education satisfaction for beginners. Fourth is the inconvenient subsidiary facility. This study area has great natural environment for open waters, but the subsidiary facilities of the club for skin scuba activity was found to be very inconvenient by this study, and for the future development of skin scuba, the improvement of subsidiary facilities should be considered. Fifth is the inconvenient parking facilities. The participants in this study area agreed upon the inconvenience of the parking issue alongside the subsidiary facilities. There are always parking issues near the coasts of Busan region, and in order to resolve such issues, active assistance from the City of Busan and each local government, and if such methods are well proposed, the conflict between the marine sports participants and local residents shall be resolved, it would play a great role in the development of marine sports.

  • 해양시설의 다양화, 해양환경관리업의 활성화, 해양환경관리법의 시행 둥으로 인하여 해양오염방지관리인 교육 제도에도 변화가 예상된다. 2011년부터는 해양오염방지관리인 교육과정을 해양환경관리공단에서 운영하기 때문에 교육 수요에 영향을 미치는 요인을 분석하여 교육계획을 수립하여야 한다. 해양시설 해양오염방지관리인의 교육수요에 영향을 미칠 수 있는 주요요인을 살펴본 결과, 해양시설의 증가 및 해양환경관리업의 성장이 해양시설 해양오염방지관리인 교육생수에 크게 영향을 미치는 것으로 나타났다.

IPA기법을 활용한 해양스포츠이벤트 관광지 매력성에 대한 중요도와 만족도의 차이분석 (An Analysis of Difference between Importance and Satisfaction of Destination Attractiveness for Marine Sport Event using IPA Method)

  • The purpose of this study was to verify the analysis of differences between importance and satisfaction of destination attractiveness for the national marine sports games using IPA method. By doing so, this study aimed to utilize the result of study for a practical marketing strategy in operating and establishing Korean marine sports market circumstances. The participants of this study consisted of 328 who were participated in marine sport event (yacht, fin-swimming, canoe, triathlon and so on) of 9th national marine sports games. Samples were extracted by convenient sampling method. A total 328 questionnaires were collected in this study except data which did not respond or trustless responded. In data processing, Cronbach's ${\alpha}$, frequency analysis, paired t-test and Importance-Performance Analysis were performed through SPSS 20.0. The results were as follows. First, I quadrant included Programs Multiplicity, Pamphlet, Stand preparations, Food Cleanliness, Effective Progress, Guide Know-How, Food taste. Third, II quadrant included Pre-Publicity, Internet Information, Proper Food Price, Shade Facilities, Convenient Parking, Restroom Cleanliness, Number of Restroom, Safety Facilities. Fourth, III quadrant included Entertaining Program, Number of Guide, Local Culture, Game Progress, Directional Sign. Fifth, IV quadrant included Performance Program, Well-Matched Event, View Distance, Various Food.

넙치 양식장 HACCP 적용을 위한 위생관리에 대한 연구 (Research on Sanitation Control for an HACCP Application for a Flatfish (Paralichthys olivaceus) Aquaculture Farm)

  • Many sanitation control problems due to aging facilities and equipment were identified when applying an HACCP system to a flatfish (Paralichthys olivaceus) aquaculture farm. Specifically, the major problems included a lack of awareness about worker hygiene, lack of management of the use of fish medicines, and vulnerability to secondary contamination by cross-contamination owing to a failure to separate breeding tools used for healthy and unhealthy fish. Therefore, the management standards on the farm regarding the surrounding environment, facilities and equipment, breeding tools, feed and medication, and the hygiene of practitioners must be improved. The hygiene management standards were divided into different procedures such as the management of farm hygiene and environmental sanitation, facilities and equipment, fish hygiene, feed, medications, water, and the stocking and shipping of fish. For each procedure, we established the management standards, inspection period, inspection procedures, and how to deal with errors that occur, to enable hygiene management by a small number of managers. Additionally, an inspection system and record form to implement an HACCP system were developed to maintain systematic management. The management and inspection of all aspects of the farm were designed to be easily managed by the supervisor.

부산지역 해양레저관광 참여자의 만족 및 불만족에 관한 질적 연구 (Qualitative Study on the Satisfaction and Dissatisfaction of Water Leisure Tourism Participants in Busan Area)

  • The purpose of this study was to verify the formation of satisfaction and dissatisfaction of water leisure tourism participants in Busan area using qualitative study method approach. Research participants were selected 6 water leisure tourism participants by reputational sampling method. Six participants who usually participated in water leisure tourism were selected as research participants. The data for this study included participants' observation and in-depth interview. This study categorized the coding paradigm which was presented by using the findings derived from water leisure tourism background. The results based on in-depth interview were as follows. First, water leisure tourism participants recognized environmental satisfaction of environmentally safe pleasure. Second, water leisure tourism participants recognized social satisfaction of change for leisure recognition. Third, water leisure tourism participants recognized facilities and program satisfaction of clearness and systematic programs. Fourth, water leisure tourism participants recognized instructor satisfaction of kindness and professional. Fifth, water leisure tourism participants recognized safety dissatisfaction of safety ignorance. Sixth, water leisure tourism participants recognized amenities dissatisfaction of lacking convenience. Seventh, water leisure tourism participants recognized accessibility dissatisfaction of public transportations.

해양오염방지관리인 교육의 현황과 전망 I. 선박 오염방지관리인 교육 (The Present State and Future Prospect of the Education for Marine Pollution Prevention Manager in Korea I. Marine Pollution Prevention Manager on Board Ship)

  • 국내에서는 해양오염을 예방하기 위하여 해양오염방지관리인 제도를 운영하고 있다. 국적 선박의 증가와 해양환경관리법의 시행으로 인하여 선박 오염방지관리인 교육 제도에 변화가 예상된다. 2011년부터는 해양오염방지관리인 교육과정을 해양환경관리공단에서 운영하기 때문에 교육 수요에 영향을 미치는 요인을 분석하여 교육계획을 수립하여야 한다. 선박 해양오염방지관리인의 교육 현황을 알아보고 교육수요에 영향을 미칠 수 있는 주요요인을 분석하였다. 현재 한국해양수산연수원에서 시행하고 있는 선박 해양오염방지관리인 교육과정은 정규과정의 경우 3일간 21시간, 재교육의 경우 2일간 18시간, 유해액체물질 교육의 경우 2일간 17시간 교육하고 있다. 2008년의 연간 교육생 숫자는 정규과정의 경우 516명, 재교육과정의 경우 1085명, 유해액체물질 교육과정의 경우 135명이었다. 선박의 증가율이 선박의 해양오염방지관리인수에 영향을 미치는 주요변수로 나타남에 따라 연도별 예상선박발주량을 근거로 선박의 오염방지관리인수를 전망하였으나, 해운시황 변화, 조선 산업 변동 등의 주요요인에 따라 크게 변할 수 있다.

A study on the developments of STCW training of seafarers on ships applying in the IGF Code

  • The International Maritime Organization (IMO) has been regulating emissions by making mandatory the compliance with institutions aimed at protecting air quality such as the Energy Efficiency Design Index (EEDI), Ship Energy Efficiency Management Plan (SEEMP) and Tier III. Under the circumstances, one of the response measures considered to be the most feasible is the replacement of existing marine fuel with Liquefied Natural Gas (LNG). The industry has been preemptively building infrastructure and developing and spreading engine technology to enable the use of LNG-fueled ships. The IMO, in turn, recently adopted the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels (IGF Code) as an institutional measure. Thus, it is required to comply with regulations on safety-related design and systems focused on response against potential risk for LNG-fueled ships, in which low-flash-point fuel is handled in the engine room. Especially, the Standards of Training, Certification and Watchkeeping (STCW) Convention was amended accordingly. It has adopted the qualification and training requirements for seafarers who are to provide service aboard ships subject to the IGF Code exemplified by LNG-fueled ships. The expansion in the use of LNG-fueled ships and relevant facilities in fact is expected to increase demand for talents. Thus, the time is ripe to develop methods to set up appropriate STCW training courses for seafarers who board ships subject to the IGF Code. In this study, the STCW Convention and existing STCW training courses applied to seafarers offering service aboard ships subject to the IGF Code are reviewed. The results were reflected to propose ways to design new STCW training courses needed for ships subject to the IGF Code and to identify and improve insufficiencies of the STCW Convention in relation to the IGF Code.
