The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

Risk is the probability of an adverse event given exposure to hazard. There are many reason for unsafety situation without safety operation. The reason is no safety evaluation system in small enterprise. And then this study purposes safety management activities that is evaluation system for total safety efficiency's maximization. Therefore, in this study, this model that can evaluate quantitative activities in small enterprise that maximize safety efficiency wishes to do design using balanced scorecard. In other words, this study aims to suggest a performance measurement model reflecting the characteristics of safety evaluation system, especially the model for return manufacturing related to safety, and to develop the S-BSC(Safety-Balanced ScoreCard) measurement model using a weight lifetime value to which a relative weight is applied by using AHP based on the BSC.

오늘날, 기능성게임 시장의 많은 부분을 교육용기능성게임이 차지하고 있지만 교육용기능성게임에 대한 유용한 품질평가 정보를 사용자 또는 개발자에게 제공하기 위한 품질평가 시스템은 부족한 실정이다. 비록 기능성게임을 위한 기존의 메타데이터 관리 시스템이 개발되어 있지만 기존 시스템은 교육용기능성게임의 품질평가 정보를 관리 할 수 있는 기능은 제공되지 않고 있다. 따라서 교육용기능성게임의 품질평가 관리시스템의 개발은 매우 중요한 과제이다. 우리는 교육기능성게임에 대한 메타데이터 및 품질평가를 모두 관리하기 위한 시스템의 설계를 제안하였다. 본 시스템의 장점은 일반사용자와 개발자에게는 신뢰할 수 있는 유용한 정보를 제공하고, 시스템 관리자에게 메타데이터와 품질정보를 쉽고 편리하게 관리할 수 있는 수단을 지원하는 것이다.

MSR은 조직의 목표를 달성하기 위해 의사를 결정하고 자원을 관리하는 방법론이다. 기록관리 영역을 경영의 영역의 일부로 정의함으로써, 기록을 생산하고 관리하는 활동을 통해 조직의 설명책임성과 위험 관리 및 업무 지속성을 보장할 수 있도록 하였다. 본 논문은 MSR 표준으로 인증제도로 운영될 수 있도록 마련된 ISO 30301의 요구사항들에 대한 분석을 기반으로, MSR이 공공기관에 도입되기 위해서는 1) 표준과 법이 서로 배타적인 점이 없는지, 그래서 법령의 개정 등 보완이 필요한 부분은 어디인지, 2) 조직 자체적으로는 어떤 부분을 갖추어야 하는지, 3) 기관 평가 및 기록관리 평가 제도를 활용해서 대비할 수 있는 부분은 어디인지 등을 확인하고자 하였다. 결과적으로 법령에서 보완이 되어야 할 부분, 기관 내부의 규정으로 운영해야 할 부분을 확인하여 제시하였으며, 기관평가에 반영할 수 있는 방안도 제시하였다.

TPM(Total Productive Management) that is enforcing introducing more than $80\%$ in domestic manufacturing industry is using total plant efficiency by the evaluation index, and as a result, can see a lot of examples that plant productivity is increased. This study's purpose centers total productive management activities that is management system for total plant efficiency's maximization, plant information system that total productive management activities factor that is enforcing in manufacturing industry can develop evaluation model that can evaluate qualitative activities by quantitative activities in process that maximize total plant efficiency wishes to do design.

최근 4차 산업혁명의 도래로 인해 융합서비스 환경으로 변화함에 따라 융 복합적인 새로운 보안위협이 나타나고 있다. 이에 중소형 의료기관 또한 비즈니스 환경을 고려한 특화된 보안을 필요로 하고 있는 실정이다. 따라서 본 논문에서는 선행연구 분석을 통해 의료기관 보안 특성을 도출하고 중소형 의료기관의 현장조사를 통해 중소형 의료기관 보안 특성과 현황을 조사하였다. 이러한 중소형 의료기관 보안 특성을 기반으로 중소형 의료기관을 위한 보안관리 평가모형을 설계하고 검증하였다. 설계를 위해 현존하는 의료기관 관련 보안관리체계, 평가 인증 체계 비교분석을 수행하였고 본 논문에서 제안한 보안관리 평가 모형과 공유정도 또한 확인하였다. 또한 제안하는 중소형 의료기관을 위한 보안관리 평가모형의 통계적 검증을 위해 적합 타당성 검증을 수행하였고, AHP 분석을 통한 상대적 우선순위 분석을 수행하여 항목별 가중치를 도출하였다. 본 연구의 결과를 통해 중소형 의료기관이 실제 수행 가능한 보안관리 평가모형의 기준으로 활용될 수 있을 것으로 기대된다.

Purpose: To explore the application prospect of support vector machine (SVM) in supply chain management and its practical application in supply chain performance evaluation practice. Research design, data and methodology: This paper establishes the performance evaluation index system of supply chain management according to the balanced scorecard (BSC) theory, and establishes the SVM model of supply chain management performance evaluation based on the SVM principle. Results: The performance evaluation results of the supply chain of an electric power equipment Co., Ltd. in Harbin established by using the model are consistent with the actual situation, which indicates the nature and accuracy of the possible reflection of the established supply chain performance evaluation model. Conclusions: The results show that SVM model can be used to evaluate enterprise supply chain management performance indicators, and can improve enterprise supply chain management performance, thus demonstrating the effectiveness of the model.

실체가 있는 종이기록물은 물리적 접근이나 통제가 비교적 손쉽다. 그러나 전자기록의 경우 권한이 있다면 누구나 접근할 수 있는 활용적 측면이 강조되어 전자기록의 진본성과 무결성을 보장하기 위한 적절한 기준과 안정성이 중요하다. 본 연구는 표준기록관리시스템이 전자기록의 품질요건을 유지하는 데 중요한 역할을 하는 접근관리 기능에 대해 국내외 기능 요건서 및 표준에서 최소한의 필수항목을 추출하여 체크리스트를 작성하였다. 이 체크리스트를 바탕으로 표준기록관리시스템이 접근관리를 위한 기능을 제대로 구현하였는지 평가하고, 실제 기록관리업무에 어떻게 활용되고 있는지 사용현황을 알아보았다. 기록물관리 전문요원은 대체로 접근관리기능을 사용하지 않는데, 이는 기록관리시스템의 활용이 아직 많지 않아서 필요성을 느끼지 못했기 때문인 것으로 드러났다. 표준기록관리시스템이 보다 활성화된 시스템으로 거듭나기 위해서는 기능 통합 등 시스템적인 개선과 더불어 다음의 사항을 고려해야 한다. 첫째, 접근권한 설정에 대한 명확한 규정이 필요하다. 둘째, 문서보안 솔루션을 통해 수행하고 있는 접근 통제를 기록관리시스템에서도 구현할 수 있는 방안이 필요하다. 셋째, 기록관리시스템을 사용하는 기록물관리 전문요원이 지속적인 평가와 개선을 통해 시스템을 진화시켜야 한다. 넷째, 기록관리시스템의 기능개선을 위한 공론화의 장이 필요하다. 그동안 기록관리시스템에 대한 논의는 학계에서 공론화하여 논의를 하기 보다는 불평불만을 직설적으로 말함으로 협력을 통한 소통을 불가능하게 해왔다. 학계, 정부, 그리고 기록학을 공부하는 연구자 모두 서로 발전하는 방향으로 논의를 진행해야 한다.

Integrated Logistic Support (ILS) is a management and technical process whereby all the diverse elements needed to fully operate, maintain, and totally support a materiel system in the field are identified, developed, and deployed simultaneously and on an equal priority with the item of materiel being supported. The test and evaluation (T＆E)of ILS act the important role of reduction of life-cycle cost and keeping of good performance for weapon system. In this article, we suggest the alternatives for improvement in the test and evaluation of ILS during weapon system acquisition. It is hoped that this research is valuable and beneficial to persons related weapon system acquisition, in order to maximize the efficiency of defense acquisition management by reducing the life-cycle cost and enhancing the quality of weapon system.
