A review on the Plan for the Further Reinforcement of the NOx Emission Limit for Marine Diesel Engine (선박에서 배출되는 NOx의 배출량 규제에 대한 대응 방안 고찰)

  • Domestic marine diesel engine makers reduce the NOx emission mostly by applying low NOx fuel nozzle and injection timing retard. However, it is necessary to develop high efficient technology (EGR, DWI and SCR, etc.) to reduce NOx emission in order to prepare for the further reinforcement of the NOx emission limit. Also, in the near future, IMO will restrict additively THC, PM and CO with NOx. Therefore, domestic engine makers have to prepare for it and the relevant government ministries should give a sufficient support to these technology research and establish or amend the relevant law, which should include the excursion riverboat.

  • 인구의 증가와 급속한 산업화 그리고 편안함을 추구하고자 하는 문명의 이기로 인한 에너지 사용량 증가는 환경오염을 가속화시키는 문제를 유발하고 있어 전 세계적으로 심각한 사회문제로 대두되고 있다. 이에 반해 삶의 질의 향상에 따라 보다 쾌적한 환경에 대한 욕구와 인식의 변화로 환경보호에 대한 관심이 증가하는 추세이며, 이에 따라 각 국의 환경규제는 날로 강화되고 있다. 이러한 환경문제를 해결하기 위한 국제협력이 활발해지면서 무역과 연계된 국제 환경규제가 가속화되고 있으며, 환경선진국은 이러한 환경규제를 무역장벽으로 이용하고 있어 국가의 대외경쟁력에도 직 간접적으로 영향을 미치고 있다. 환경오염물질 중 질소산화물(NOx), 황산화물(SOx), 일산화탄소(CO), 이산화탄소($CO_2$) 및 휘발성유기화합물(VOCs), 다이옥신 그리고 입자상물질(PM)과 같은 대기오염물질은 대기 중으로 쉽게 확산되는 특성에 의해 인접한 지역까지 영향을 미치기 때문에 국제적인 규제대상의 초점이 되고 있으며, 경제협력개발기구(OECD, Organization for Economic Cooperation and Development), 유엔산하 국제해사기구(IMO, International Maritime Organization) 및 국제연소기구협회(CIMAC, International Council on Combustion engines)등 여러 국제기구를 중심으로 각종 규제수단을 개발하여 적용하고 있다. 특히, 국제해사기구(IMO)에서는 선박에서 발생되는 오염물질 등에 대한 규제강화를 위하여 새로운 국제해양오염방지협약(MARPOL)을 채택, 발효하여 그 규제 범위를 넓혀감에 따라 선박에 대한 각종 환경규제가 대폭 강화되고 있어 친환경 선박 및 관련 기술 개발이 활발히 진행 중에 있다. 이 글에서는 선박에서 배출되는 대기오염물질 중 그 자체로도 인체에 유해하며, 산성비, 광화학스모그 등 다양한 환경문제를 유발시키는 대표적인 물질인 질소산화물(NOx)과 질소산화물 배출규제에 대한 대응기술인 선택적촉매환원법(SCR, Selective Catalytic Reduction)과 SCR 탈질시스템에 사용되는 SCR 촉매에 대해 소개하고자 한다.

  • Container vessels continue to grow in size, led by global shipowner. Large ships can be loaded more cargo at a time, reducing the cost of transportation per teu. this eventually leads to economies of sale, in which the production cost per unit decreases with increasing output. in accordance with the 70th Convention of the Marine Environment Protection Committee of the International Maritime Organization, as of January 1, 2020, MARPOL Annex VI Regulation 14.1.3 will be effective. All vessels must be meet these criteria to reduce Sox emissions and reduce NOx emissions by reducing the content of manned sulfur oxides from 3.5% to less than 0.5%, otherwise IACS Member States Entry to the port is denied. in order to do that need to LNG storage tank. in this study characteristic of the material after line heating (600℃,700℃,800℃,900℃) of 9% Ni steel used in the manufacture of LNG fuel tank of ship were verified using by mechanical test. In the heating method by line heating. The initial properties of steel are changed by variables such as temperature, time, speed. The experimental data of line heating presented in this paper confirmed that the initial change of 9% Ni steel could be minimized.

  • The potential pollution problems resulting from tanker collision necessitate the requirement for an effective structural design and the development of relevant safety regulation. During a few decades, the great effort has been made by International Maritime Organization and the Administration, etc, to reduce oil spillage from collision accidents. However there is still a need for investigation in the light of structural evaluation method for the experiments and rational analysis, and design development for an operational purpose of ships. This study is aimed at investigating a complicated structural response of bow structures of oil carriers for assessing the energy dissipation and crushing mechanics of striking vessel through a methodology of the numerical analysts for the various models and its design changes. Through this study an optimal bow construction absorbing great portion of kinetic energy in the least penetration depth prior to reach to the cargo area and an effective location of collision bulkhead are investigated. In order to obtain a rational results in this study, three stages of response analysis procedures are performed as follows; 1). 16 simplified ship models are used to investigate the structural response against bow collision with variation of primary and secondary members. Mass and speed are also varied in two conditions. 2). 21 models conisted of 5 size of full scaled oil carriers are used to perform the collision simulation with the various sizes and deadweight delivered in a recent which are complied with SOLAS and MARPOL. 3). 36 models of 100k oil carrier are used to investigate the structural response and its influence to the collision bulkhead against bow collision in variation with location of collision bulkhead, primary mombers, framing system and colliding conditions, etc.

북극항로 운항 선박의 항해안전지원시스템(KARS) 개발 개요

  • 지구 온난화로 인해 여름철 북극해의 해빙이 점차 감소함에 따라서 북극항로를 이용한 선박의 화물운송이 점차 증가하고 있다. IMO에서는 극지해역운항선박의 안전성과 해양오염방지를 위하여 2014년에 Polar Code를 개정하였으며, 2017년 1월부터 SOLAS협약과 MARPOL73/78협약에 추가되어 시행되고 있다. 본 연구는 해양수산부 해양안전 및 해양교통시설기술개발 사업으로 1) Polar Code 강제화에 따라 '극지해역 운항선박용 항해안전지원시스템의 개발'의 필요성과 2) 북극항로에 대한 국적선의 안전 운항 확보를 위한 '북극권 국가와의 국제협력 및 공조체계 구축'과 '극지 구난, 구조 및 환경보호 관련 국내법 및 규정 제정'을 위한 기반 연구의 필요성에 의거하여 2014년 11월 10일에 시작되었으며 2018년 12월 31일에 종료될 예정이다. 연구내용은 1) 고정밀도 북극항로 빙상정보 수치예측 시스템 개발, 2) 북극항로 안전속도 예측, 평가, DB구축 및 항행 모델 개발, 3) 북극항로 안전운항을 위한 항해계획 기술 개발, 4) 북극항로 운항선박 건조 및 안전항해 가이드라인 개발이다. 본 논문에서는 개발 중인 KRISO Arctic safe Routing System (KARS)에 대한 소개와 활용 결과 및 향후 계획에 대해서 설명하고자 한다. 본 KARS는 향후 지속적인 수정보완 작업을 통해서 완성도를 높여갈 예정이며, 검증단계를 거쳐서 최적하고 안전한 항로와 운항 관련 정보를 선사와 해기사에게 제공함으로서 북극항로 중 단기 운항계획 수립과 안전 운항을 지원할 수 있을 것으로 기대된다.

북극해 안전항해를 위한 KARS와 IMO POLARIS에 따른 최적항로 시뮬레이션 결과 비교 검토

  • 북극해의 해빙 감소와 러시아 야말반도의 LNG 자원 개발 등으로 북극항로를 이용한 선박의 화물운송이 점차 증가하고 있다. 극지 해역 운항선박의 안전운항과 해양환경보호를 위하여 IMO Polar Code가 2017년 1월부터 강제 발효되었으며, SOLAS협약과 MARPOL73/78 협약에 추가되어 시행되고 있다. 이에 대응하기 위하여 해양수산부 해양안전 및 해양교통시설기술개발 사업으로 2014년 11월부터 2018년 12월까지 KRISO 주관으로 '북극항로를 운항하는 선박의 항해안전 지원시스템 개발' 과제를 수행하여 KRISO Arctic safe Routing System(KARS)을 개발하였다. 한편, Polar Code에서는 빙해구역을 운항하는 선박의 구조적인 안전성을 확보하기 위한 평가 기준으로 Polar Operational Limit Assessment Indexing System (POLARIS)을 제안하고 있다. 본 논문에서는 연구배경, KARS 및 POLARIS에 대해서 간략히 설명을 하고, 두 가지 방법으로 북극해 최적항로를 각각 시뮬레이션하여 그 차이를 비교 검토하여 보인다. 결과적으로 KARS는 POLARIS를 기본적으로 고려함으로서 선박의 구조적인 안전성을 확보함과 동시에 연료소모량을 최소화 하는 경로를 탐색하므로 보다 최적화된 경로를 줄 수 있다. 향후 지속적인 수정보완 작업을 통해서 완성도를 높여갈 예정이며, 검증단계를 거쳐서 최적하고 안전한 항로와 운항 관련 정보를 선사와 해기사에게 제공하고, 북극항로 중 단기 운항계획 수립과 항해사의 안전 운항을 지원할 수 있을 것으로 기대된다.

Estimation of ship operational efficiency from AIS data using big data technology

  • To prevent pollution from ships, the Energy Efficiency Design Index (EEDI) is a mandatory guideline for all new ships. The Ship Energy Efficiency Management Plan (SEEMP) has also been applied by MARPOL to all existing ships. SEEMP provides the Energy Efficiency Operational Indicator (EEOI) for monitoring the operational efficiency of a ship. By monitoring the EEOI, the shipowner or operator can establish strategic plans, such as routing, hull cleaning, decommissioning, new building, etc. The key parameter in calculating EEOI is Fuel Oil Consumption (FOC). It can be measured on board while a ship is operating. This means that only the shipowner or operator can calculate the EEOI of their own ships. If the EEOI can be calculated without the actual FOC, however, then the other stakeholders, such as the shipbuilding company and Class, or others who don't have the measured FOC, can check how efficiently their ships are operating compared to other ships. In this study, we propose a method to estimate the EEOI without requiring the actual FOC. The Automatic Identification System (AIS) data, ship static data, and environment data that can be publicly obtained are used to calculate the EEOI. Since the public data are of large capacity, big data technologies, specifically Hadoop and Spark, are used. We verify the proposed method using actual data, and the result shows that the proposed method can estimate EEOI from public data without actual FOC.

A study on Perception and Response Strategy of Korean Ship Owners on Global Sulphur Cap 2020 (황산화물(SOx) 배출 저감 규제에 대한 국적선사의 인식과 대응 전략에 관한 연구)

  • In this paper, to analyze the perception and response strategy of Korean ship owners on Global Sulphur Cap 2020, examined the IMO environmental regulation status focusing on MARPOL Annex VI regulation about air pollution prevention, technological measures to reduce SOx emission, shipping industry and management status of Korean ship owners. First of all, the questionnaire was conducted for Korean ship owners after selecting the evaluation factors. The purpose of this study was to investigate the difference of the perception and response strategy of Korean ship owners by corporation size and main vessel type using frequency and cross analysis. It is confirmed that various researches on SOx emission reduction have been carried out from various points of view at home and abroad. In this study, existing studies related to technical factors for regulatory response and economics analysis were examined and evaluation factors were selected. As a result of analysis, it is found that large-sized shipping companies are more prepared for regulatory response than small and medium-sized bulk carrier owners. There were similar perception and the direction of response strategy about the impacts by corporation size and main vessel type. In about two years to be implemented in 2020, It is necessary to find an appropriate response strategy based on the support policy of the government and related organizations and the systematic analysis of the ship owners. Through this study, although the difference between the perception and response strategy of the ship owners by corporation size and main vessel type was understood, it was found that there were limitations on specific response strategy and corporate data collection. In future research, we should overcome the limitations of this study and conduct an in-depth study.

Nitrogen Removal Characteristic of Excreta Wastewater Using SBR and MBR Processes (SBR 및 MBR 공정을 이용한 분뇨폐수에서의 질소제거 특성)

  • There are two treatment processes that are currently applied to ships are the biological treatment process using the activated sludge and the electrochemical treatment. However, neither of them are able to remove both nitrogen and phosphorus due to their limited ability to remove organic matters, which are main causes of the red tide. This study was conducted to identify the characteristics of nitrogen removal factors from manure wastewater by replacing the final settling tank in SBR (Sequencing Batch Reactor) process and applying immersion type hollow fiber membrane. SBR process is known to have an advantage of the least land requirement in special environment such as in ship and the immersion type hollow fiber membrane is more stable in water quality change. As the result, the average in the cases of DO (Dissolved Oxygen) is 2.9(0. 6~3.9) mg/L which was determined to be the denitrifying microorganism activity in anaerobic conditions. The average in the cases of ORP (Oxidation Reduction Potential) is 98.4~237.3 mV which was determined to be the termination of nitrification since the inflection point was formed on the ORP curve due to decrease in the stirring treatment after the aeration, same as in the cases of DO. Little or no variation in the pH was determined to have positive effect on the nitrification. T-N (Total Nitrigen) removal efficiencies of the finally treated water were 71.4%, 72.3% and 66.5% in relatively average figures, thus was not a distinct prominence. In being applied in ships in the future, the operating conditions and structure improvements are deemed necessary since the MEPC (Marine Environment Protection Committee). 227(64) ship sewage nitrogen is less than the standard of 20 Qi/Qe mg/L or the removal rate of 70%.

Technical Analysis of an MRV System in Relation to the Implementation of a Data Collection System by the International Maritime Organization (국제해사기구 데이터수집시스템 도입에 따른 MRV 지원시스템의 기술적 분석)

  • This study presents the results from a technical analysis of a portal system that is compatible with MRV regulations and utilized to examine energy efficiency in international shipping, in relation to the implementation of a mandatory data collection system by the International Maritime Organization. The details of the SEEMP guidelines, including the data collection system and methods for collecting data on fuel use, were reviewed. Strategies for domestic shipping companies toward MRV have been recommended by identifying differences with the EU MRV, and the technical adequacy of the MRV system was assessed. The MRV system enhances cost and work efficiency by managing emissions data from the early stage to the final stage. It is capable of collecting and reporting emissions data while adhering to the reporting procedures of shipping companies. By granting different access privileges to users, the system supports shipping companies in their data collection and reporting, and also supports verifiers in their data verification activities. Moreover, it makes possible the submission of reports in electronic from, thereby enabling shipping companies to adopt an integrated response to international MRV regulations.
