Analysis of a Repair Time Preparation for the Preventive Maintenance in a Public Rental Housing Types (공공임대주택 유형별 구성재 사전예방보전 수선시기 설정연구)

  • The rental housing has been a main role to supply a living space to the household who can not be available for the home-owner. Specially, the public rental housing is targeted for the low-income household and supplied with low rental fee. Therefore, the rent owner should manage and maintain the housing condition decently with a systematically maintenance plan which includes a repair time and scope, a repair cost. Among them, the repair time is important to make a repair plan. The repair time would be explained with two types, which is divided into a breakdown maintenance and a preventive maintenance. Each of them has a advantage in a repair cost, maintenance of the living condition and provision of the repair scope and method. In this paper, it aimed at providing the repair time in 12 components of the public rental housing which is reflected from a preventive maintenance. This study shows that overall, a permanent rental housing has a longer repair time than any other rental housing in 12 housing components. A public rental housing is closer to the a permanent rental housing then a redevelopment rental housing in repair time. On the other hand, the repair time of the 12 housing components is different form the rental housing. This leads to further study in difference of the repair time according to a tenant type.

  • The housing policy of Korea has been focused on the expansion of housing construction so far. However, actual support for low-income households is still insufficient, especially in public rental housing. The purpose of this study was to identify various methods of reducing the housing cost burden of residents in public rental housing, focused on empowerment. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27. Several ways to reduce housing cost burden and to enhance the self-support will of residents in public rental housing were suggested as follows: development of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

A Study on Political Correspondence for Paradigm Change of Housing Chonsei and Monthly Rent Market (주택 전월세시장 패러다임변화와 정책 제언)

  • Recently, there has been changing the housing rental market paradigm structure which has been increased the ratios of partly monthly rental ratios, because of increasing chonsei's price, the preference of monthly rental and the rack of chonsei's supply amount. This study had done a survey of 1,400 people for private and public rental residents by region and housing types during Dec. 2014. According to the result of survey, Market participant prospect strongly to change chonsei to monthly rental market structure and the reason of rising of chonsei's price is the preference of householder's monthly rental because of decreasing interest rate and the rack of chonsei's supply amount. The housing policy's proposal of the stability of low income class's housing and jense's price strongly recommended the expansion of public rental housing supply and the activation of private rental housing, the expansion of chonsei loan, housing boucher etx. The rental market policy for high income class have desired to market autonomy than public side's intervention, on the other hands, the rental market policy for low income class have strongly need to the public side's intervention such as the contiuneous long-term rental housing supply.

  • This study analyzes the physical environments of studio-housing and suggests alternative solutions for the problems of studio-housing. Based on solving the problems of it through previous research review, the research methods are decided on-site survey and the housing floor plan analysis. The results of this study are follows. First, parking lots make passengers uncomfortable. Narrow spaces between buildings cause problems in terms of light, ventilation, and privacy. Moreover, the short of green space makes living conditions less amenable. Second, the narrow corridors of studio-housing buildings bring about bad effects on walking and privacy. The living conditions becomes worse due to the illegal remodeling. Third, even though a multi-family housing provision for low or middle-income families is a good housing policy, new design policies or interventions are needed to make residents' behavior comfortable.

Issues and Perception on Management Fee and Rental Payment Overdue of Permanent Rental Housing Residents (영구임대주택 입주자의 관리비 및 임대료 체납 실태와 의식)

  • Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.

The Effect of Housing Policy on Purchased Public Housing in Seoul (서울시 매입임대주택 거주자 특성 및 정책효과 실증분석)

  • The purpose of this study is to identify the characteristics of residents for purchased public housing in Seoul, using empirical panel data. The scope of the study will be targeted at the Seoul, as of 2017. The research method includes literature review, statistical analysis, and spatial analysis using QGIS software program. The data used in the research is the Panel Survey of Public Housing in Seoul(2017). The main results of the research are briefly summarized as follows; Firstly, Living in a housing with an increased area compared to the previous housing. Secondly, they can live for a long time with low rent. The burden on housing costs is 71.8% in the case of the deposit. Thirdly, there is little concern about social stigma. Purchased public housing was found to be good in terms of stigmatization due to low-income clusters. Lastly, the accessibility in the city center was good condition. In particular, commuting time was 34.79 minutes on a one-way basis, saving about 4 minutes compared to other types of public housing.

A Comparative Study between Korea and the United States on Executive and Supportive Programs for the Multifamily Housing Remodeling (공동주택 리모델링 시행 프로그램에 관한 한.미간 비교연구 - 미국 리모델링 관련 제도와 전문가 대상 면접조사 결과를 중심으로 -)

  • The study is based on a two-year research study titled 'A study on the Development of the Programs for Housing Policy to support Multi-family Housing Remodeling in Korea'. The primary purpose of this two-year study was to recommend governmental program initiatives for supporting multi-family housing remodeling activities in Korea. As a part of this research study, this article was written based on the results from the two surveys regarding multi-family housing remodeling in the United States and Korea, and a focus group with housing researchers affiliated to the Joint Center for Housing Studies. Major research findings are presented as follows: First, there have been various types of supportive programs for single- and multi-family housing remodeling in the United States. Those have focused on lower income families than middle income families. Compared with the programs in the United States, the apartment remodeling in Korea has been focusing on small population of the multi-family housing owners. Apartment remodeling in Korea needs supportive programs for rental housing remodeling and the housing remodeling for low-incomes. Second, there have been various types of remodeling activities made in multi-family housing properties in the United States. Size of remodeling project also varied. Their remodeling activities were based on the long-term repairing plans initiated by professional apartment management groups. For making our multi-family housing properties more sustainable, we also need to have the long-term repairing plans. Third, the apartment property remodeling has been regarded as a substitute of reconstruction of apartment properties. However, remodeling should be regarded as one of the most efficient ways to extend the life-cycle of apartment buildings. Thus, benefits and executive plans of apartment remodeling should be studied by a professional research center under our governmental responsibilities as done in the United States.

An Analysis on the Economic Structures of Low-income Households: Policy Suggestion for Their Economic Well-being (저소득층 가계의 경제구조 분석: 경제적 복지를 위한 정책 제언)

  • The purpose of this study was to analyze the economic structures of low-income households, and to provide the policy suggestions for their economic well-being. The data for this study was from the 2009 year of the Korea Welfare Panel Survey (KOWEPS). The results are as follows: As for income structure, the low-income households had lower amounts in earned income, business and side-work income, and property income, but a higher amount in transfer income. They had a lower amount in private transfer income, but a higher amount in public transfer income. They had the highest rate of transfer income, showing that the rate of public transfer income was higher than that of private transfer income, and the government assistance was the highest rate in public transfer income. The households in extreme poverty had the lowest amounts in earned income, financial income, private transfer income, but the highest amount in public transfer income. The households in poverty had the lowest amount in transfer income. The households in extreme poverty, poverty and near poverty showed the highest rate in transfer income. As for asset structure, the low-income households had a lower amount in every type of assets. They showed the highest rate in total debt, and had a higher rate in housing asset, but lower rates in real-estate asset, financial asset and other asset. The households in extreme poverty had a lower amount in every type of assets than the households in near poverty. Three types of the low-income households showed the highest rate in housing asset, but the households in extreme poverty was the highest among them. As for expenditure structure, the low-income households had lower amounts in all of the expenditure items. They showed the highest rate in food expenditure, the second highest in other consumption expenditure. The households in extreme poverty showed lower amounts in almost all of the expenditure items than the households in near poverty, but the households in extreme poverty showed a higher amount in monthly rent than the households in neat poverty. Three types of the low-income households showed the highest rate in food expenditure. The expenditure rates of food, monthly rent and light·heat·water for households in extreme poverty were higher than those for the households in near poverty.

The Qualitative Evaluation of Low-Income Single Mother Families' Poverty Status According to the Capability Approach of Amartya Sen (센(Sen)의 능력 접근을 통한 빈곤 여성가장 가계의 생활실태에 대한 질적 평가)

  • This study evaluates the poverty experiences of low-income single mothers according to the Capability Approach of Amartya Sen. In this approach, the capability to achieve the basic functionings of life, not income itself, is the criterion of poverty. 26 single mothers were interviewed using focus-group interviews and in-depth interviews. 21 functionings on the existence level, 18 on the relatedness level, and 15 on the growth level were found in the areas of work, health, food consumption, clothing, housing, child rearing, and leisure. The results of this study suggest that low-income single mothers can achieve only some of the existence level functionings with significant help from welfare services. They can scarcely achieve higher level functionings in any of these areas.

Case Study on the Effect of Living Cost Reduction Through Welfare Services and Programs Based on Low-Income Household Types (저소득 가구 유형별 복지서비스를 통한 생활비 절감효과에 관한 사례조사 연구)

  • The purpose of this study was to identify the effect of living cost reduction through social welfare services and programs and to suggest the further ways of saving living cost for low-income households. For the research purpose, low-income household type was divided into three representative groups such as senior household, household with school-aged children, and household with the disabled based on the literature review. Four case households which live in permanent rental apartment in Seoul were selected as research subjects. During March 14~April 10, 2010, each household was interviewed to examine the details of monthly income and expenditure structure and types of welfare services receiving. Although some differences exist among cases, there was a definite living cost reduction effect through welfare services and programs from 12% to 150%. Household with school-aged children required diversified education programs corresponding to the children's age. Meanwhile, households including senior and the disabled indicated the necessity of convenient transportation system.
