A Study of Social Program Space Layout in the Elderly Welfare Facility - Case study of 22 elderly welfare facilities in the Honam Province - (노인복지시설의 이용서비스공간의 면적구성에 관한 연구 - 호남지역의 노인복지회관 22개소를 중심으로 -)

  • Since elderly welfare centers were designated as leisure facilities for elders by the Welfare of the Age Act enacted in 1981, they have been built in cities and provinces, but services provided by the facilities have not been diverse. Furthermore, thanks to the full enforcement of the local autonomy system, the number of elderly welfare centers is increasing rapidly. In the Honam area, 36 elderly welfare centers were in operation in 2005, but most of them do not reflect the characteristics of the aged population and the corresponding locality. Neither are there service programs nor detailed plans for spatial structure or layout for such sonics programs. Therefore, this study classified program spaces and analyzed space locations in elderly welfare centers in the Honam area, and investigated the spatial layout of each facility including counseling spaces, medical and rehabilitative spaces, social education spaces, welfare spaces and management spaces. The ultimate purpose of this study is, based on the results of the analysis and investigation, to present basic materials necessary for designing the spatial structure of elderly welfare centers that satisfies various services in consideration of the local characteristics of the Honam area.

A Study on the Planning Type of Elderly Welfare Facilities by Remodeling Closed School (폐교활용 노인요양시설의 유형별 공간계획에 관한 연구)

  • With people leaving the countryside to the cities as a result of industrialization and urbanization and drastic reduction of school children due to low birthrate, nationwide, total 3,438 schools have been shut down following the closed schools policy. Consequently, local governments have been active in selling, utilizing, and leasing the closed schools but there are still 466 closed schools that need to be addressed quickly. In addition to this phenomenon, aging population has become an important issue, and demand for elderly welfare facilities population is also increasing as a result. However, the supply of welfare services remains inadequate. This study was conducted in an attempt to solve both local and social problems at the same time, caused by the closing of schools and an aging population, through the use of closed schools as elderly welfare facilities, and suggests plans for per-unit space according to its type, and prototype, through research analysis of practical use, based on case studies. With the conclusions of both advantages and disadvantages, drawn from its type, we are hoping to be able to use this study by adapting its type, or mixing, according to one's needs.

  • Recently, Rural village of japan are enlarging and enriching the service of health, medical and welfare facilities for the elderly. Concentrated arrangement of the three types of facilities is one of the effective ways especially for the small-scale local governments. This paper focus on a questionnaire survey of employees who work in the facilities to evaluate service network. Using this survey data, it is used to make a plan of intensive arrangement. As a result, their satisfaction with concentrated arrangement was considerable high. In particular, they expressed satisfaction with service network between Medical and Welfare. Due to increasing outpatients, the concentrated arrangement has contributed to hospital funds and given emotional security to the aged in welfare facilities. In order to promote service network effect, there are many opinions that management of health facilities(local governments) is needed.

  • In this study, as recently there is active discussion in academia and relevant industries relating to delegation of social welfare facilities to the private sector, self-regulations relating to such delegation by Seoul was analyzed for systematic supply of social welfare service and find ways to improve self-regulations that will be enacted or amended by local governments. The data was collected from self-regulations of Seoul based on the self-regulation information system as of May 1, 2015, and analyzed according to the steps of delegation to the private sector proposed by Hyangsun Choi, in terms of presence of clauses and contents. Based on the analysis, the study prosed: first, clarity in description of application criteria and relevant facilities and dual system of the delegation agencies; second, improvement in criteria for selecting the delegation agencies and the head of committee; third, clauses related to supervision of an administrative agency; fourth, overall improvement of clauses related to evaluation nd review of delegation and institutional arrangement for more transparent evaluation.

An Exploratory Study of the Establishment of a Local Community System for Family-centered Case Management -Focused on the Application of a Healthy Families Center and a Multi-cultural Family Support Center- (가족중심 사례관리의 지역사회 체계구축을 위한 탐색적 연구 -건강가정지원센터와 다문화가족지원센터 적용을 중심으로-)

  • This aim in this study is to investigate the meaning of case management and management in general from the case manger's perspective, as well as case mangers' abilities and networks. We also propose a development direction for the establishment of a local integrated family-centered community management system. Regarding the collection of qualitative data, focus group interviews (FGIs) were conducted with 11 case managers from social welfare organizations in the city of C. The interviews consisted of open-ended questions in the following four categories: understanding of case management, case managers' abilities, case management environments, and local community networks. According to the interview analysis, a total of 16 subcategories in 9 categories and 4 domains have been identified. Due to the ambiguity regarding the concept of case management, case management was completely dependent upon individual case managers' abilities. In particular, family-centered case management was found to exist in several organizations in the same region. In terms of case management environments, the following problems have been observed: absence of related departments and staff, confusion regarding performance evaluation standards, limitations in sharing information among organizations, limitations in resource exploration and management, redundant support, and an uncomfortable relationship between the private and public sector. Horizontal exchange and cooperation among organizations are essential to establish and facilitate a local community network. After all, to establish a local family-centered community case management system, the roles of a Healthy Families Center and a Multi-cultural Family Support Center as parts of a family-centered transfer system should be fully emphasized in local society, and the performance of family-centered case management should be developed.

Theoretical Overview of Housing Welfare and Future Policy Issues (주거복지에 대한 이론적 개관 및 향후 정책과제)

  • The purposes of this study are to define 'housing welfare' which constitutes an important theme of discussion today and to present some future policy issues. Recently, the expression 'housing welfare' is widely used in our daily life and written in some laws, but its concept is still ambiguous. Housing welfare can be defined as 'the situation in which citizens gain access to a decent housing and adapt themselves well to the community life. In this context, the goals of housing welfare policy should be as follows: reduction of the number of households living below the minimum standard in housing, promotion of the right to housing, housing provision and management based on housing needs, linkage of housing and other welfare measures, realization of social integration and social justice. But, there are still some controversies on such questions as target group, moral hazard of beneficiaries, social equity, etc. To get all the policy alternatives more effective, efforts should be made to improve the general infrastructure of welfare policies, to prevent NIMBY phenomenon of local actors, and so on.

The Investigatory Study about The Project Process of Community Building Leaded by Community Welfare Centers (지역사회복지관이 주도하는 마을만들기 사업 과정에 관한 탐색적 연구 : 사회복지관 실무자의 경험을 중심으로)

  • This study is to deeply investigate the process experience of making the local organization with the supervisors and the social workers-in-field with the research question, 'how is the project process of community building leaded by community welfare centers'. For this, 6 community welfare centers were selected among 22 ones participated in the public contest of Seoul Welfare Foundation, and 15 line workers including the top supervisors working there were selected as the research participants and interviewed. The interview source materials of research participants were analyzed using the method of consistent comparison of Strauss and Corbin(1996). According to the result of the research, the project process of community building leaded by community welfare centers indicated 4 phases such as 'the step of change of recognition', 'the step of mutual communication', 'the step of cooperation expansion', and 'initiative construction'. With the result of this study, I supposed political and practical tasks for promoting that local residents voluntarily build the community and the change of paradigm that is community welfare centers for local residents. Also, this study will be relevant that the result of this study is offered as base line data for extending theoretical and practical discussion about building community depending on characteristic of community and community welfare centers.

Analysis of the Spillover Effects of the Welfare for the disabled Capital Expenditures (장애인복지비 지출의 파급효과 분석)

  • The social welfare service is expanding to different field as the social welfare budget is increasing. By this opportunity, it needs to make clear of the basis of argument that the necessity of development of Korean government's support and aid by social policy should be worked. This research dealt with the national economic effect in relation to welfare for the disabled in terms of welfare economics. Budget spending for the achievement of welfare for the disabled makes an enterprise or a person spend money continually either in a direct or indirect way. This study shows by the use of analysing the related production effects, as an economical influence of welfare for the disabled budget assuming by means of measuring. The results are analyzed that the production of one trillion and three hundred billon won is annually caused and 8,015.9 hundred million won of the direct and indirect added value is caused by the welfare of the disabled budget expenditure of three local governments of capital area. And it is also assumed it creates employment cause personnel (17.673.2 person) and job cause members (26.825.2). The result of the study anticipates the role of basic research material for the necessity of intervention, support, and aid by the government and local government revised policy for the disabled welfare field at this point in time where the welfare budget policy in terms of universal social service is reinforced, rather than the trend, until recently, of realizing the social welfare budget as consumption expenditure and the function of performing the effect and evaluation in tentative action of social conflict.

Analysis of the Characteristics of Social Welfare Funds of Local Governments: Focused on 6 Major Cities (지방자치단체 사회복지기금의 성격분석:6대 도시를 중심으로)

  • The purpose of this study is to learn current state of social welfare funds of 6 major cities, and to find better ways to execute those funds as well as to facilitate studies on them. So far, the studies on funds were limited to those on large ones such as pension, yielding scant number of studies on local ones, which could be the practical tools to resolve the problems of the area. To do this, I analyzed the scale of the funds (i.e. the amount of the funds raised, the amount changes in fund execution, and the comparison of the scale between each fund accounts and general accounting) and the characteristics of the fund programs (i.e. the comparison of scales of fund programs of each fund accounts, the content of the programs of each fund accounts, and the characteristics of the budget of each fund accounts). The result shows that 1) the scale of the funds changed accordingly as they were maintained, curtailed and expanded; 2) the scale of the funds were 0.02~1% of that of the general accounting; 3) the fund programs were mostly for decreasing poverty, centered on self support; 4) the social welfare funds and the funds for women were not clearly separated in some local governments, instigating the arguments on the identity of social welfare funds; and 5) the fund programs were run by civil organizations, different from general accounting programs. Based on the findings, to efficiently utilize the social welfare funds, I suggest 1) expansion of the fund scales; 2) diversification of the self-support programs to decrease poverty; 3) specification of the identity of the social welfare funds; and 4) establishment of the public and civil governance.

The Effect of Consumers' Knowledge and Attitude on Purchase Intention Toward Local Foods: Focus on Mediating Effect of Attitude (로컬푸드의 소비자 지식과 태도가 구매의도에 미치는 효과: 로컬푸드 태도의 매개효과를 중심으로)

  • This study evaluated the effect of consumers' knowledge and attitude toward to local foods on purchase intention. The study data were collected through a three-week online survey of 500 household food purchasers who had bought local foods within the previous year. The results are as follows. First, examining the difference in the knowledge of local foods according to socio-demographic variables revealed that married people had more knowledge of local foods than singles according to marital status, and college graduates and higher had more knowledge than high school graduates and lower according to education level. Second, as a result of examining the difference in attitudes towards local foods according to socio-demographic variables, married people more than single people according to marital status, people in their 30s more than those in their 20s according to age and college graduates and higher more than high school graduates and lower according to education level had more positive attitudes towards local foods. Third, as a result of examining the difference in consumers' purchase intention towards local foods according to socio-demographic variables, according to age, and housewives had the lowest purchase intention towards local foods according to occupation. (Ed- I cannot understand: the section 'according to socio-demographic variables, according to age, and housewives had' is confused) People engaged in office/specialized/managerial jobs and those engaged in production/sales/service had the highest purchase intention. In regard to monthly average income, households that made less than KRW 4 million had the lowest purchase intention, and those that made KRW 4-8 million had the highest purchase intention. Fourth, the knowledge of local foods affected attitudes towards local foods. Fifth, attitudes towards local foods affected consumers' purchase intention. In other words, people with positive attitudes towards local foods had higher purchase intention.
