Korea waterworks intergration promotion plan based on case analysis (수도사업 통합 사례 분석을 통한 수도사업 통합 추진 방안)

  • In order to overcome the small scale of Korea waterworks and to achieve comprehensive improvement and innovation transformation, the waterworks integration was reviewed. The effect of consolidation was confirmed by the integration of the water supply business in the southern Gangwon region and the western Gyeongnam region in Korea, such as an increase in the flow rate and a decrease in the production unit cost. After facing management and service limitations overseas, more than 1,000 small-scale waterworks projects in the UK were integrated into 27 waterworks providers, and Japan also revised the Waterworks Act in December 2019 and is in the process of integrating waterworks. It is considered appropriate to promote the integration of waterworks projects in Korea by respecting the autonomy of local governments, but using a participatory method, a win-win method, and a linkage method. For the integration of waterworks projects, three strategies are proposed: First creating a national foundation for integration (revision of the Waterworks Act), Second establishing a waterworks integration strategy led by local governments, Third forming an external consensus and providing incentives for participation.

A study on the improvement of efficiency for waterworks on the basis of the accidents in the system by setting the example of Chungcheongbuk-do (시스템사고에 기반한 상수도 효율성 개선에 관한 연구: 충청북도를 중심으로)

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

  • In this paper, we verified the reliability through local examination by introducing a wired network that is operated at the local waterworks to wireless LAN based Wi-Fi network. The adopted wireless network compared to the existing wired network through saving cost and reducing breakdown points have been proven to be effective qualitatively and quantitatively. This study proved that wireless networks could be introduced for the advancement of operations management of existing metropolitan water supply and the local waterworks that are operating currently.

Calculation of the target revenue water ratio of local waterworks considering economic feasibility (경제성을 고려한 지방상수도 목표 유수율 산정)

  • As an advanced study on the method of calculating the target revenue water ratio of local waterworks through the leakage component analysis method proposed by Kim et al. (2022), this study developed a model to calculate the achievable revenue water ratio within the specified project cost, the required project cost to achieve the specified target revenue water ratio, and the economically appropriate target revenue water ratio level by considering the leakage reduction cost and leakage reduction benefit for each revenue water ratio improvement strategy, and conducted an applicability evaluation of the developed model using actual field data. The procedure for calculating the target revenue water ratio of local waterworks considering economics proposed in this study consists of three stages: physical data linkage model construction, leakage component analysis, and economic analysis, and the applicability was evaluated for Zone H with branch type and the Zone M network type. As a result of the application, it was calculated that approximately 32.5 billion won would be required to achieve the target revenue water ratio of 70% in the Zone H, and approximately KRW 10.5 billion would be required to achieve the target revenue water ratio of 75% in the Zone M. If the business scale of Zones H and M was corrected to 10,000 m3/day of water usage, the required project cost for a 1% improvement in the revenue water ratio of Zone H was calculated to be 0.7642 billion won and 0.4715 billion won for Zone M.

  • This technical report provide practical waterwork management system by using CDMA telecommunication method. Local water supply unit and tude-well unit which is placed in the mountainous area could be controlled remotely by MMI monitoring system. Developed method of waterwork managing system is a newly application area of CDMA technology which include web-based control units.

  • The management of water, both the quantity and the quality, has been one of the most important issues in the public investment and it is equally true in the field of sustainable development. Nevertheless, the jurisdiction of local governments has been delineated without much attention to the issue of the water management. In the planning of wide areas such as cities, countries, the metropolis, and the megalopolis, it is necessary to well arrange the geographical jurisdiction of local governments as a unit of region. The river water system, including small streams to large rivers, should be given its due share in the planning and jurisdictional delineation. The traditional concept of the local government's jurisdiction emphasizing the accessibility may be fading away. Instead, the efficiency of the public management would be the main concept in determining the jurisdiction of local governments. The river improvement, the waterworks, the sewage, the maintenance of water quality, the space of water recreation, are relatively important in the efficient management of that area. This paper argues for the equalization between the geographical jurisdiction of local governments and watersheds. To this end, I do case studies of the local governments areas such as Ri(里), Eup Myon(邑 面), Si Gun(市 郡), KyangyokSi Do(廣域市 道). The study interprets ARS will be one of the principles of land use and the reorganization of the local jurisdiction in the future as a geo-systematic and the eco-systematic criteria.

Local bond stress-slip behavior of reinforcing bars embedded in lightweight aggregate concrete

  • This paper aims to study the local bond stress-slip behavior of reinforcing bars embedded in lightweight aggregate concrete (LWAC). The experimental variables of the local bond stress-slip tests include concrete strength (20, 40 and 60 MPa), deformed steel bar size (#4, #6 and #8) and coarse aggregate (normal weight aggregate, reservoir sludge lightweight aggregate and waterworks sludge lightweight aggregate). The test results show that the ultimate bond strength increased with the increase of concrete compressive strength. Moreover, the larger the rib height to the diameter ratio ($h/d_b$) of the deformed steel bars is, the greater the ultimate bond stress is. In addition, the suggestion value of the CEB-FIP Model Code to the LWAC specimen's ultimate bond stress is more conservative than that of the normal weight concrete.

Correlation analysis of key operating indicators of waterworks with the Infrastructure Leakage Index (ILI) (수도사업자의 주요 운영지표와 ILI(Infrastructure Leakage Index)와의 상관관계 분석)

  • The ILI, developed by the IWA (International Water Association), has been used in many countries as an indicator of water leakage. In Korea, the revenue water has been used as a performance indicator for waterworks although there is an opinion to replace it with the ILI. Hence, it has been necessary to investigate whether the ILI can replace the revenue water in Korea. The four main operating indicators (i.e., water service population, profit-loss ratio, fiscal self-reliance, and aged pipe rate) of 162 Korean waterworks were compared with the ILI with the linear regression method. Local water authorities with more than 1 million water service population, with more than 60% profit-loss ratio, more than 40% and less than 60% fiscal self-reliance, and more than 20% aged pipe rate showed meaningful correlation between the four parameters and the ILI. In the remaining cases, their correlations were little or weak. This means that using the ILI may not be an efficient method to represent the performance of the water supply system in Korea because of the lack of UARL (Unavoidable Annual Real Losses) data accuracy. To use the ILI in Korea, it will be required to carry out an additional research to accumulate reliable CARL (Current Annual Real Losses) and UARL data in the future.

Implementation of RTD-2000 Based Waterworks Pipe Network Monitoring System using Internet Map Service (범용지도를 이용한 RTD-2000 기반의 상수도 관망 모니터링 시스템의 구현)

  • Currently most of leak detection monitoring systems use digital maps with paying royalties, and this increases the cost of system construction and financial burdens on local self-governing bodies that manage such systems. Moreover, they have inefficiencies in repair and maintenance, functional expansion, and compatibility with other systems. Thus, this study developed a waterworks pipe network monitoring system that pursues low cost and high efficiency using general-purpose maps on the Internet such as google maps. As this system uses highly compatible free maps, it costs less in construction and its hardware requirements are lower than existing systems, and consequently, overall monitoring performance is enhanced and the cost of construction goes down sharply. This study also proposed a method for pipeline DB construction, which can be started together with the construction of the monitoring system, in order to improve the field applicability of the system.

Pressure restricted water supply method during drought using a computer simulation and daily water supply analysis (시뮬레이션과 1일 급수량 분석을 이용한 갈수기 감압에 의한 제한급수 방법)

  • Due to global climate change, mega-droughts have occurred frequently. Since long-term droughts make it difficult to secure the water resources, water supply needs to be restricted in a reasonable manner. In the event of limited water supply, the waterworks need to develop a restricted water supply strategy. This study showed that analyzing daily water supply could be used to respond to the first stage of a drought. According to an analysis of Korea's major water authorities, there was about 7~21% of room for daily minimum water supply in case of a drought. Restricting the water supply by lowering pressure is a good strategy for local water authorities with high water leakage rate since leakage is inversely dependent with pressure. For this method, it is necessary to quantify water deficiency and pressure at each node using a simulation. Since DDA-based software is not possible to predict changes in demand at nodes with pressure reduction, WaterGEMS, a PDA software, was used to quantitatively predict water shortages and pressures at each node. Locations where water is deficient need to install booster pumps or to be dispatched with water tank truck and bottled water. Without these support, lowering pressure could not be an option for water works. This paper suggests a method for waterworks to plan a drought by lowering pressure to restrict water supply using daily water supply analysis and PDA based simulation.
