This study divided the area capable of producing domestic forage into grazing pasture, hay production area, and silage crop area, calculated the required area according to the forage production volume, and examined whether self-sufficiency in forage leads to cost savings. When the self-sufficiency rate of forage for dairy cows and Hanwoo is 80%, the improvement in profitability per heaf ranges from 3% to 9%, typically around 5%, which is considered a significant benefit for both corporate and individual businesses. The average profit per ranch is expected to increase about KRW 50 million per year, and the country as a whole is expected to reduce forage costs by KRW 0.9 trillion per year. Recently, efforts are being made by the government and local authorities to cultivate summer forage at the rice fields for improving self-sufficiency in forage feed to stabilize rice supply and demand. Furthermore, it is also necessary to conduct research on reducing the cost of concentrated feed and TMR (Total mixed ration).

The trends of Chinese and Yanbian University's reform were studied in this work. Although the history of Chinese modem university education is short, and all Chinese Universities experienced same social problems, however, development of each university was different. Especially after 90's, with applying socialism market economy theory, Chinese university education have changed a lot. Main conclusions were summarized as follows. First, to exert university's self-determination, University management system was changed. More and more rights and freedoms of operating university were given to universities which were originally controlled by central and local government. With that, universities were cheered to develop extensively based on its ability. Second, efforts to fit market economy were observed. It reflects in all aspects, such as systems of university financing, operating, admission and graduation of students. Third, professor competition system was adopted to promote professors enthusiasm. Forth, to survival in hot competition among universities, differentiation policy was applied. In brief, it could be said that rapid developments of Chinese university education have achieved recently. However, problems such as universities are still under supervision of central and local government: expand of university scale rather than education quality was focused on: limit of investment to university: lack of legal protection for finical supporting: lack of university democratization were still remain. It was expected that these problems will be solved in future university reforms.
Investment Agreement is to be a part of FTA, as negotiating together both trade and investment. For example, it has a separate chapter about investment in KORUS FTA contract and is more detailed and inclusive than BIT contents which are traditional investment provisions. It is called to the investment norm of FT A. The investment agreement lures a foreign investment by providing the environment which is stable to the foreign investors. Hence, it plans in goal for the economic development of the home country. In international investment, the arbitration award cases are coming out to be divided into two parts applying MFN provisions in investor protective principles and dispute resolution process; the tendency of broad interpretation and the tendency of limited interpretation. In the case of RosInvest Co UK Ltd v. the Russian Federation awarded in 2007, the arbitration tribunal interprets that the application scope of MFN provisions contain the more lucrative dispute provision than other BITs without limitations in entity right of the investor. This judgment is the same view as arbitration tribunal position of Maffezini case. The arbitration tribunal of Plama case has kept out an assertion magnifying the arbitration tribunal's jurisdiction. That is, for applying more inclusive investor-nation resolution method from different treaty, tribunal mentioned that MFN provision had to see clearly a point of applying the investor-nation dispute resolution method. Dispute resolution process providing inclusive MFN provision has both the tendency of broad interpretation and the tendency of limited interpretation. It needs ceaselessly to do the monitoring about cases of arbitration award. In conclusion, the point where MFN provisions are applied conclusively is recognized, but it is still controversial whether or not to magnify the jurisdiction of arbitration tribunal applying MFN provisions. Therefore, it does not exist clear principle in the theory or in the award eases about the application scope for entity protection provision of MFN. Hence, The Korean government of Korea and local autonomous entities needs to keep their eyes on the trend of the international arbitration award cases in relation to the investment dispute for the future. Also, Korean government or local self-governing group must consider MFN provisions when they make a contract of international investment treaty such as writing concretely the application of MFN provisions from KORUS FTA.
In line with the government's policies for localization, furniture industry in the northern area in Gyeoggi-province at presence has been operated by several furniture industrial complexes in the region in small scale, but now it should be considered from overall view of furniture industry in order to develop more competitive industry. As a matter of this fact, Gyeonggi-province should be engaged in planning to make various industrial clusters of the furniture-related industry based on the northern area of province at structural as well as politic aspects, with the help of the analyzed status of the current furniture industry in region, in supporting them by the systemized policies and developing the overall program to foster furniture as an international-competitive industry. Therefore this study suggested 'furniture industry center' which will exclusively handle and maintain the network of each furniture company in the northern area of Gyeonggi-province and 'high-tech furniture industry complex' to keep pace with the globalization and to be competitive internationally and also 'common brand business' for the cooperation at technical phase. In order to realize and vitalize such suggestions, it is urgently necessary that the network consists of the furniture companies and the expert of the related department in local universities as the main body for furniture industry, of course Gyeonggi-province as well.
On the basis of Sternberg's the theory of mental self-government, this study investigated the differences in students' thinking styles between gifted and average students and the differences in teachers' thinking styles by school quality (gifted school/ average school), sex, professional teaching experience (as measured by duration), and subject of teaching. The subjects were consisted of 191 gifted high school freshmen, 245 average high school freshmen, and 73 teachers. The results of this study were as follows: First, there were statistical differences in many of thinking styles between gifted and average student school. Gifted students scored higher on the legislative, executive, judicial, global, and hierarchic, internal thinking styles. Second, there were no differences in teachers' thinking styles by school quality (gifted school/ average school). Third, teachers with more professional teaching experience (as measured by duration) tended to score higher on the executive, local, and conservative thinking styles. Fourth, there were no differences in teachers' thinking styles by sex and by subject of teaching. To conclude, the thinking styles of students and teachers can play an important role in teaching and learning in schools. Therefore, we need the cognition of thinking styles of students and teachers for the ideal gifted identification and instructional procedures.
The purpose of this study is to develop a plan to improve the status of local autonomous body ordinances applying disability grades according to welfare law for people with disabilities. The results are that First, 215 of the total municipalities applied the disability grade, and 1,071 cases were applied to the disability welfare law. Among them, 60.04% (643 cases) of the ordinance that can be divided into severe (1-3 grade) and mild (4-6 grade) were found, and 39.96% (428 cases). A new service eligibility standard that reflects factors such as the needs of persons with disabilities, social environment, etc. needs to be developed. Second, since the exemption reduction service accounts for more than 40% of all projects, it is necessary to set the standards considering the other standards within the scope of not decreasing the total service amount when revising the ordinance. Based on these results, We will provide important basic data for establishing new service provision criteria to replace the disability level at the local government level.

This research is to explore food waste management across local governments. In particular, pubic administration on food waste, food waste management (from generation to disposal) and civil complaints in jurisdiction are examined. In doing so, a self-administered questionnaire survey was conducted among civil officers in charge of food waste management, and all the collected responses were statistically analyzed. The main results were as follows: public spending on food waste management was a little larger in metropolises than in provincial cities, and the largest food waste source was identified as households (in housing). While regular collection of food waste by trucks was the most common transport method adopted by local governments, resource recovery for compost/fertilizer production was widely used. Also, most of the respondents agreed that the current approach to food waste handling practices are necessarily replaced with more advanced technology converting waste into energy or fuel. Further, it's found that the civil complaints on food waste management were largely categorized into 3 groups - food waste handling, civil service and food waste retrieval. Therefore, the findings indicate that the development and application of no-food waste or waste-to-resource systems are effective in housing estates where large amount of food waste is generated and eliminated.

This study is to consider economic, political, socio-cultural and environmental characteristics of the new urbanization process and its spatial structures and urban policy of Seoul in the 1990s. Some experimental findings which have been identified throughout this study can be summarized as follows. First of all, Seoul, the largest city in S.Korea has experienced a restructuring process of economy, which has been promoted by the development of producer services as well as knowledge- based or high tech industries. Secondly, the autonomy of Seoul has increased after the introduction of local self-government, with relatively higher self-management of local finance than other cities, strengthening the tendency of enterpreneurialism, empowering civil movements, and increasing the political participation of women. Thirdly, in the socio-cultural aspect, the material wants to gain a certain identity through consumption, using urban environments culturally, varying consuming attitudes and ways of leisure times in relation with the rapid development of transportation and information communication. Fourthly, in the environmental aspect, Seoul has tried to introduce the concept of sustainable development in terms of increasing wants on the quality of life, and to develop a pro-environmental eco-city with environmental rehabilitation, constructing green space and eco-park. Finally, in the spatial dimension, Seoul has shown a structuration of multi-centers, with highly spectacular urban landscapes and seemingly authentic urban planning. These results make us confirm that Seoul has been in the process of new urbanization which can be distinguished from the previous one.

This study is a literature review that analyzes the head of Ri election rules and regulations described in the village code, identifies problems, and proposes solutions for these problems. For data collection, a total of 146 village codes was collected from January 2019 to August 2019. The results showed people in most villages vote for the head of Ri according to democratic electoral processes. For system improvement, a one-person, one-vote system was proposed instead of a one-family, one-vote system in order to enhance gender equality and political rights. As for the appointment system, the following changes were proposed: First, candidate eligibility should be improved as only people who were born in that village are eligible; Second, the maximum age of candidacy for the head of Ri should be established as under 65 years old by considering physical ability in the event of disaster occurrences and physical activity required for running village businesses; Third, consecutive terms of the head of Ri when there is no successor should be limited in order to prevent indigenous forces from settling in the local community; and Fourth, education should be provided for building the head of Ri's stature in order to devote to promote public interest for village development.

The purposes of the study were to; 1) examine the diffusion and adoption of new agricultural technology in rice farming, 2) survey the status of agricultural education institutions on technology transfer, and 3) explore the linkages between agricultural education and extension for more effective reinforcement strategies to further the diffusion and adoption of new agricultural technology in Korea. Literature review, field survey and panel discussions were employed to strengthen the linkages among agricultural education, research and extension in Korea. As the results of analysis of the diffusion and adoption of new agricultural technology in rice farming following recommendations were offered; 1. Extension services have helped Korean farmers in achieving self-sufficiency in rice and year-round supply of green vegetables as well as upbringing rural youth, however, government changed the status of extension educators from central government staff to county/city government staff since 1997. This brought about various problems such as: decreased morale and number of extension educators, thus weakening the extension education function, weakened linkages between national and local extension offices, less opportunity for in-service education of extension educators, and weakened linkages between agricultural research and extension, etc. 2. In order to insure that extension educators are high caliber professional individuals, it is crucial to establish a system that nationally recognizes these individuals as such, and that provides a professional development path. It is important to restore the morale of extension educators to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. 3. Because of the critical importance of diffusing innovations to agricultural producers in order to ensure quality and steady food supply, it is crucial that these issues be addressed before the extension service further deteriorates. Further research activities on agricultural extension should be conducted for more effective agricultural extension system in Korea to achieve a greater rural, national and regional development. 4. Research and implementation activities should be emphasized and encouraged to improve the cooperation and collaboration among agricultural education research and extension to better serve farmers' educational and information needs. National level research activities should be encouraged to improve the effectiveness of agricultural technology transfer including internet education programs for farmers in Korea.
