(구)충남도청사 본관 문양 도안의 상징성 연구 (A Study on the Symbolic Meaning of Pattern Design on the Main Building of Chungcheongnam-do Provincial Government)

  • The purpose of this study is to investigate the symbolic meaning of pattern designs attached on the main building of Chungcheongnam-do Provincial Government (CPG). While most of researches mainly focused on the value and evaulation of the CPG building in terms of architectural history, relatively little insight has been gained on the symbolic meaning and mature of the pattern designs. What king of connections are related between the emblem of Governor-General of Chosun(Korea) and those of CPG? What symbolic meanings are engraved on the pattern designs? The researcher then took up the task of elucidating symbolic meanings of patterns and their relation to the building. The existing pattern of the outer wall of the CPG building consists of the symbol of sun(太陽輪), mums(菊花輪), and angle of stairs(雁大角). According to the Japanese Studies of emblems, these visual elements symbolize 'the sun of Japan'((日の丸) or 'the emperor', 'the royal family', and 'rays of the sun'. Based on these preliminary findings, the researcher considered the following in-depth connections: (1) relations with the emblem of Governor-General of Chosun, (2) relations with the emblems of local autonomous entity, Kyoungsung in Chosun. (3) relations with the emblem designs of the local provinces in Japan etc. In conclusion, patterns of the main building were not just an architectural decoration, but they had significant meanings utilizing design elements and methods adopted by local autonomous entities in Japan, The patterns found at the ceilling and floor of hall in the CPG building were associated with the emblem of Governor-General of Chosun. Therefore, all the patterns of the CPG building are powerful symbols that have meanings for the colonial rule by using the shape and method of city identities that Japanese local provinces had enacted. That is, it came out into the open that they were designed for special meanings that Korean and Japanese are united as a single body(內鮮一體) for a subject of the Emperor of Japan(皇國臣民).

일제하 조선총독부의 공문서 분류방식 (The Classification System of the Official Documents in the Colonial Period)

  • In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".

일제강점기 도청사.부청사의 설계주체와 설계과정 (Planning Organizations and Planning Process of To(道) and Pu(府) Government Office Buildings under the Rule of Japanese Imperialism)

  • Under the rule of Japanese Imperialism, there were two kinds of architectural government organizations inside the Chosun(朝鮮) Governor-General which designed To(道) and Pu(府) government office buildings; one was the organization inside the central government office and the other inside the local government offices(To and Pu). By the administrative approval procedure of the Chosun Governor-General, the local architectural organization planned site and floors of the building in the schematic design stage, and in the detail design stage not only the central but sometimes the local planned the building design. The design accomplished by the local in schematic stage was believed as a kind of guideline in detail design and the local organization was able to insist their own needs to the central and to change the central's planning. Even though the central had the authority of the design, the local took part in the planning of To and Pu government office buildings at least in the schematic design stage.

조선 초기 태조어진 봉안의식에서 관찰사의 역할과 관복 -『세종실록』을 중심으로- (The Province Official's Roles and Uniforms in the Enshrinement Rituals of the Royal Portrait of King Taejo in the Early Joseon Dynasty -Focused on the 『Sejong Chronicles』-)

  • This study uses the "Sejong chronicles" ritual manual to investigate the movements and roles of provincial governors during the enshrinement rituals of the royal portrait, the official uniforms of the provincial governors in their roles, and the characteristics of the official uniforms system for local governors in the early Joseon Dynasty. The results of this study are as follows. Provincial governors who participated in the enshrinement rituals of the royal portrait were governors 'en route' and governors 'in destination'. The movements of the governor 'en route' followed the provincial borders, official residences, and neighboring provincial borders. The movements of the governor 'in destination' followed the provincial borders, the official residence, and jinjeon. The roles of the governors included the welcoming ceremony, the bow-down ceremony, the front guard, and the farewell ceremony. The governors 'en route' wore Jobok in the welcome ceremony, and a Sibok in the bow-down ceremony before the farewell. The governor 'in destination' wore Jobok in the welcome ceremony, and Jobok (or Sibok if Jobok was not available) in the bow-down ceremony before the farewell. The characteristics of the official uniforms system for local governors in the Joseon Dynasty were as follows. First, the governors wore different uniforms depending on the importance of the rituals in the early Joseon Dynasty. Second, the names of official uniforms Sang-bok and Si-bok were used interchangeably in the early Joseon Dynasty. Third, local governors were allowed to wear Sangbok (or Sibok) instead of Jobok.

  • Do international economic factors affect the result of gubernatorial elections? This research aims to explain the reasons that local elections are not influenced by international economic factors such as US-China trade dispute. Although previous studies show the mixed results about the relationship between economic factors and gubernatorial electoral outcome, this research argues at least three explanations can be identified. First, there is a perceived gap between the candidates and local voters on the effect of trade disputes. Local voters do not consider the trade dispute as immediate threats, and candidates only use the trade dispute for attacking rivals. Where the functional responsibilities are unclear among elected officials between federal and local government, voters tend to cast votes based on their party identification. In the case of trade policy, functional responsibility is murky between the president and governor; voters may not judge the governor incumbent or candidates on state economic condition.

제4회 전라북도 지방선거 결과자료 분석 (Data analysis of the fourth Jeollabuk-do local election result)

  • 오는 2010년에는 제5회 전국동시지방선거가 실시된다. 본 연구는 이에 대한 준비의 일환으로, 2006년 5월 31일 실시된 제4회 전국동시지방선거자료(전라북도도지사 선거)를 대상으로 소지역주의가 나타났는지 알아보고자 한다. 이를 위하여 지사에 출마한 각 후보자가 지역별로 얼마나 골고루 득표했는지를 측정해 볼 수 있는 RS 지수, 후보자별 지역친밀도를 측정해볼 수 있는 카이통계량, 대응분석 등의 분석방법을 활용하였다. 그 결과 일부 후보에 대하여 지역주의가 심하게 나타나고 있음을 확인하였으며, RS 지수는 종합지수인 관계로 지역주의여부를 평가하는 측도로서의 타당도는 떨어짐을 알 수 있었다.

조선후기 지방의 날씨, 농사.주민의 삶, 정책의 상호관계 : 오횡묵의 "고성총쇄록(固城叢瑣錄)"을 사례로 (Interrelation among Weather, Agriculture and People's Life, and Policy in a Local in the Late Choson : In Case of "Goseong Chongswaerok" by O Hoeng-muk)

  • 본 연구는 정치생태학(political ecology)의 개념적 틀을 이용하여 고성부사로 재직한 오횡묵이 기록한 "고성총쇄록"의 국역본을 분석하였다. 연구는 오횡묵이 날씨, 농사, 주민의 삶, 지방행정의 상호 관계를 어떻게 인식하고 기록했는지를 파악하는데 초점을 두었다. 연구 결과는 크게 네 가지로 요약될 수 있다. 첫째, 날씨는 크게 세 가지의 표현 방식, 단순 변동 농사 관련 방식으로 기록되었다. 날씨의 변동은 그 자체보다 백성의 삶과 사회 경제 정치와 연관시킬 때 보다 큰 의미와 중요성이 부각되었다. 둘째, 날씨와 중앙 지방의 정책은 특정한 조건, 즉 가뭄이 심할 경우에 충돌하여 사회 정치에 부정적 영향을 주었다. 셋째, 민요(民擾)를 일으킨 백성들의 행동은 일정한 제약 조건하에서 이루어졌다. 이러한 제한적 행위자의 모습은 오횡묵 부사의 공무집행, 즉 진휼, 기우제, 세금 징수 등에서도 잘 나타나고 있다. 넷째, 고성 지방의 날씨, 농사와 주민의 삶, 행정 간의 상호 관계는 개별 가구, 고을, 지방, 도, 국가의 중층적 규모 측면에서 이해되어야 한다.

1930년대 각도의 지방행정관청사 건축요구 절차 및 문서형식 (Procedure and Document Format for Requesting Construction of Local Administrative Offices by each Province in the 1930s)

  • 일제강점기 조선총독부는 일종의 국가기관이었다. 당시 지방행정관청사가 건축되기 위해서는 이를 관할하는 각도가 일정한 행정절차를 거쳐서 조선총독부의 승인을 받아야 했다. 또한 각도의 재정형편이 넉넉지 않았기 때문에 '국가 보조'라는 명목으로 조선총독부의 재정지원도 받아야 했다. 이 승인과 재정지원을 받기 위해 각도가 거친 행정절차는 조선총독부 내무국에 관할 지방행정관청사의 건축을 요구하는 전반부와 조선총독부가 이를 승인하고 재정을 지원하는 후반부로 나뉜다. 이 행정절차에 대한 기존연구로는 1914년과 1927년에 각도가 관할 지방행정관청사 중에서 군청사의 신축을 요구한 전반부를 분석한 것이 있다. 본 연구는 1930년대에 각도가 조선총독부 내무국에 관할 지방행정관청사의 건축을 요구하는 전반부 행정절차를 고찰한다. 구체적으로 조선총독부 공문서를 분석하여 이 요구는 어떠한 행정절차의 일부였는지, 사용된 공문서 양식은 무엇인지, 근거로 삼은 규정은 무엇이었는지 밝힌다. 이를 통해 1930년대 지방행정관청사 건축을 위한 행정절차의 전반부 윤곽을 그릴 수 있을 것이다. 주요 연구자료는 국가기록원이 소장하는 조선총독부 공문서 중에서 1930년대 생산된 세출계획서를 포함하는 회계 관련 조선총독부 공문서와 조선총독부관보이다.

일제시대 농촌문고에 관한 연구 (A study of rural-mini libraries under the Japanese occupation)

  • The colony education policy of Japanese Empire was, as a su n.0, ppression on national salvation education of Korean, on the one hand it was liquidation of Korean national spirit and other hand, it has the object to Japanizing Koreans through cramming Japanese language and its culture. During the Japanse occupation of Korea, the libraries had two roles, one was to press Korean and its culture and the other was to civilize Koreans for Japanizing. The purpose of this study is to examine the role of rural-mini libraries whether the former or the latter. From 1932 to The Chosun Governor- General Department (Chosun Chongdokboo) actively spread 'The Movement of Rural Development in Korea. At the same time there were many rural -mini libraries in Korean rural and fishing community. Under the colony of Japanese Empire, colony policy was itself very tough that Japanese Empire did their utmost ideas to win Korean culture over and Japanzing Korean with every possible pressures. Since rural-mini libraries were planned by the chosun Governor-General Department, however, were established by Korean themselves with the property of local education center( Hyanggyo). Therefore, rural-mini libraries were as facilities to promote rural economic development for providing Japanese with some materials which need to conduct a war, and to introduce local people to participate in civilizing activity themselves and farmers and fishermen were forced to group to be educated in Japanese language and its reading. Rural-mini libraries were, as it were, not as facilities for enlightening Korean peoples but as facilities for civilizing Koreans.

민선 4기 자치단체장의 평가와 발전방향 - 대전.충남.충북 공무원들의 인식조사를 중심으로 - (Evaluation and Directions for the 4th Local Government Head Being Elected by Popular Vote - Focus on the Perception in DeaJeon, ChungNam and ChungBuk -)

  • 본 연구는 민선4기 자치단체장의 평가와 발전방향 모색을 위하여 대전, 충남, 충북 지역 공무원을 대상으로 설문조사를 실시하였고, SPSS 12.0통계 프로그램을 이용하여 교차분석 및 분산분석을 실시하였다. 분석결과 첫째, 광역자치단체장이 당선되는데 가장 큰 요인으로는 다음과 같이, 정당(34.3%), 인물(29.7%), 바람(23.1%) 순으로 응답결과가 도출되었다. 둘째, 광역자치단체장이의 리더십 형태를 조사한 결과, 대전광역시 소속 공무원들은 대전광역시 시장의 리더십이 권위형 리더십(56.9%)이라고 응답한 경우가 가장 많았고, 충청남도의 경우에는 민주적 리더십(64.8%)이라고 응답한 경우가 가장 많았으며, 충청북도의 경우에도 민주적 리더십(59.6%)이라고 응답한 경우가 가장 많았다. 셋째, 향후 필요한 리더십 특성으로는 고도의 합리성(24.7%), 따뜻한 포용력(23.8%), 과감한 추진력(20.9%)이 필요하다고 인식하고 있었다. 넷째, 도정 운영방식에의 만족도를 분석해보면, 만족하는 편(44.7%)이 가장 많았다. 다섯째, 광역자치단체장의 부하 공무원 통솔능력에 대해서는 충청남도와 충청북도가 대전광역시에 비해 상대적으로 잘하는편이라고 인식하고 있었다. 여섯째, 주민들의 의견 수렴정도에 대해서는 다음과 같이 대전광역시와 충청북도에 비해 충청남도 공무원들이 주민의견 수렴을 많이 하는편이라고 응답하였다. 일곱째, 지역국회의원과의 소통정도의 경우에도 대전광역시에 비해 충청남도와 충청북도 공무원들이 소통이 잘되는 편이라고 인식하고 있었다. 여덟째, 의회와의 관계는 전반적으로 원활한 편이라고 인식하고 있었다. 마지막, 기초자치단체의 조정 및 통합 능력은 충청남도의 경우 압도적으로 많은 응답자가 잘하는편이라고 대답하고 있었다.
