A Case Study on Public Building Construction Method by Public-Private Partnership in Japan (일본의 민관협력에 의한 공공건축 조성방식 사례 연구)

  • The purpose of this study is to draw implications for revitalizing public-private partnership system that can reduce the financial burden of the government and utilize the creative know-how of the private sector by analyzing the cases of public building construction projects by public-private partnership method in Japan. In this study, first of all, I looked at the current state of public-private partnership policy in Japan and then selected 8 representative projects as an analysis target. Next, in order to grasp the specific situation that is aimed at securing publicity and revitalizing private participation, I analyzed the role sharing between public and private sectors in the maintenance and management of public buildings, and examined the conditions for private revenue facilities. As a result of the analysis, the following implications were drawn. First, the methods of public building construction by public-private partnership in Japan are largely divided into BTO method based on the PFI method, and the method of installing public facilities and private revenue facilities based on the term leasehold rights system. Second, measures were taken to mitigate the burden of the state and local governments in establishing public facilities. Third, the public has delegated to the private sector actively about the role that the private sector can play, expanding the role of private sector widely from design to operation in the public building construction projects. Fourth, in order to actively participate in private sectors and promote regional revitalization, private profit-making projects are widely accepted, but consideration has been given to guarantee a certain level of publicity.

Analysis on Preferred Elements of Urban Regeneration Design -Focusing on the Case of Bongsan Village- (도시 재생 디자인 선호 요소 분석 -봉산마을 도시재생 현황을 중심으로-)

  • The urban regeneration project is an activity that promotes the economy in underdeveloped commercial or residential areas and maintains urban communities through improvement of living in residential areas. Through this study, various successful cases of urban regeneration at home and abroad and surveys related to urban regeneration in Bongsan Village, Yeongdo, Busan were collected and analyzed. Key keywords for each case were derived, grouped, and top keywords were created. The 13 top keywords were evaluated using Likert's 5-point scale, and AHP was conducted for the 10 keywords that were finally selected. As a result of AHP analysis, the preference for "spatial and physical properties" was derived in the order of "publicity", "sustainability", and "identity". The preference of "content and system properties" was derived in the order of "resident participation", "convenience", "locality", and "local government participation". It is necessary to present a role as a design guideline for establishing urban regeneration designs in relation to various urban regeneration projects that will become more active in the future through the analysis of preferences of urban regeneration keywords derived through this study.

A Study on the Priority Analysis of Yeosu-Gwangyang Port Development Strategy (여수광양항만 발전전략의 우선순위 분석 연구)

  • Yeosu Gwangyang Port, along with Busan Port, Incheon Port, Ulsan Port, and Pyeongtaek Dangjin Port, serves as Korea's top five ports for trade on the southern coast. It is the second largest port in Korea after Busan Port, and the largest port in terms of import and export volume. Yeosu Chemical Industrial Complex, the world's largest chemical industrial complex, has continued to grow rapidly, but recently, the increase in volume has been decreasing. Therefore, this study sought to find major development strategies for the development of Yeosu Gwangyang Port and to derive the priorities of the strategies. To this end, the development strategy of Yeosu Gwangyang Port was divided into three major categories: operation revitalization, infrastructure construction, and policy support using the AHP analysis technique and analyzed again in two aspects: short, medium, and long term. As a result of the analysis, 'integrated operation of container docks and strengthening competitiveness' were considered the most important in short- and medium-term policies. It is believed that it will be necessary to integrate container operators, establish routes in preparation for entry of super-large ships, and install large cranes. In the long-term policy, the most important thing was to foster high value-added industries based on local industries. It is believed that strategies are needed to attract companies from outside regions through the settlement support system. The results of this study are expected to be used to establish development strategies for Yeosu Gwangyang Port and to establish investment priorities.

The Direction of Development of Leisure and Tourism Contents in Connection with Osaek District (강원도 오색지구 레저·관광 콘텐츠 개발 방향)

  • This study aims to provide the basic materials for the development of leisure and tourism contents in connection with Osaek cableway for the revitalization of Osaek District. For such a purpose, the following policy directions were presented through the analysis of the present situation and conditions of Osaek District, the direction of development of leisure and tourism contents of Osaek District, etc. The first is increasing the participation of local residents and reinforcing their capabilities. The suggested promotion plans are ① establishing organizational system and strengthening support, ② reinforcing the capabilities of local residents and ③ constructing networks with external human resources. The second is setting the guidelines for contents development. It was proposed to prepare contents for leisure experience using the natural environment of Osaek District in response to the trend of increase of people who enjoy "contents using culture and arts" and leisure. The third is typological approach to contents. It was proposed to develop cultural contents with the theme of Osaek such as "Osaek Light Festival", "Osaek Concert", "Osaek Photo Exhibition" and "Osaek Good Men and Women Contest" for the promotion of the brand of the place name of Osaek and the creation of the "Picture Book Village" for the compilation of the history and culture of Osaek District with pictures. The fourth is securing marketing channels. For this, it was proposed to produce the website of Yangyang County or a website tentatively named as "Osaek-ri with Beautiful Osaek" and introduce an integrated travel product (transportation + lodging + foods + experience (hot spring, mineral water therapy, leisure experience, etc.) + purchasing local specialty products, etc.) composed of the leisure and tourism contents, transportation, lodging, foods, etc. of Osaek District through travel agencies. The final policy direction presented was phased implementation of the development and operation of the contents. Proposed policies include support of a consulting project to upgrade the organization of local residents; implementation of "Tourism Dure (Cooperative)" project for the solution of the problem of tourism in Osaek District by the residents themselves together using the space of culture and arts made by remodeling idle public and private facilities after benchmarking exemplary places; system improvement for the introduction of leisure and tourism contents appropriate for local conditions; and the establishment of a master plan for the introduction of various leisure and tourism contents in Osaek District.

Cost-benefit analysis of project of promoting the economy in Samcheok City (폐광지역 경제자립형 사업에 대한 비용-편익 분석 : 강원도 삼척시를 중심으로)

  • The project of promoting the economy has attracted attention as on strategy for the economic revitalization of abandoned mine areas which is promoting by local government based on the "Special law on the development of abandoned mine areas". Through the analysis of economic feasibility analysis, the government is trying to determine the presence or absence of budget support to project of promoting the economy of local government. Furthermore, this paper attempts to conduct a cost-benefit analysis, using net present value(NPV), benefit/cost(B/C) ratio, internal rate of return(IRR) techniques for project of promoting the economy of Samcheok City. The project of promoting the economic of Samcheok City is promoting the Yukbaeksan flowers rest park and Glass Art Culture and Tourism theme park. The results indicate that NPV, B/C ratio and IRR of Yukbaeksan flowers rest park are 3,937 million won, 1.06, 6.18% and NPV, B/C ratio and IRR of Glass Art Culture and Tourism theme park are 8,311 million won, 1.34 and 9.47. Accordingly, the projects of promoting the economic of Samcheok City ensure economic feasibility that the three indicators have exceeded 0, 1.0 and 5.5% respectively. Moreover, the analysis results can be used effectively in the decision for the project of promoting ecomony of Samcheok city.

A Study on the Satisfaction Recognition of the Employees of the Social Enterprise in JeollaNamdo (전남지역 사회적기업종사자의 만족도인식 연구)

  • The study has been implemented for finding out a revitalization of the social enterprise to be continuously developed. In this research, social enterprise employees residing in JeollaNamdo were selected as the research members. The polled papers had 210 copies of total and 180 copies of recovery. The response results were written as a rule of their own way with advanced visit to them explaining how to write down. The collected data were analysed with T-test and ANOVA. As a result of the research, the system effectiveness of social enterprise is shown to influence the satisfaction of employees. Therefore, it is shown that the certification system and priority purchase system of local government can be effective. Second, it is shown that the satisfaction of employees of the social enterprise influences the satisfaction of employees. Therefore, it is shown that the need of finding out a new business item for a social enterprise to grow influences positively on the satisfaction of employees. Third, operation difficulty of the social enterprise is not shown to influence the satisfaction of employees. In other words, the satisfaction of employees is not influenced by a difficulty arising from not receiving the official recognition from local government on the social enterprise.

The Effect of Function of the Complex Cultural Space on the Intention to Revisit (복합문화공간의 기능이 재방문의도에 미치는 영향)

  • According to industrialization and urbanization, the complex cultural space have been developed for residents within a region. Focusing on these changes, we wanted to find out what functions the complex cultural space have and how these functions affect the customer's perceived value and revisit intention of customers. This study have a purpose to help the local government and the corporation who manage the complex cultural space to build operation strategy by utilizing the function of the complex cultural space. To this end, a questionnaire was compiled based on a literature study related to a complex cultural space, and data was collected. It was analyzed using SPSS Win Ver. 22.0 and PROCESS macro v3.4. As a result, it was found that the function of the complex cultural space had some significant influence on customer's perceived value and intention to revisit. and showed how each function had a an influence on customer's perceived value and on re-visiting intention. This study has significance in that it can contribute to the local government and the corporations' operation strategy and management direction of the complex cultural space. And it will contribute to the study of the complex cultural space's macro role as e tool of regional revitalization.

A Study on the Users Perception of Public Library Services in Depopulation Areas: Focusing on Uiseong-gun (인구감소지역 공공도서관 서비스를 위한 이용자 인식조사 연구 - 경북 의성군을 중심으로 -)

  • This study was conducted as basic research for establishing a mid to long term development plan for libraries in Uiseong-gun, designated as a depopulated area. First, the social, cultural, and environmental characteristics of Uiseong-gun were analyzed and compared with the library infrastructure of depopulation areas similar in size with Uiseong-gun. In addition, a survey was conducted on the perception of users to understand the usage status of libraries, satisfaction with services and improvement plans, non-use factors, and demands for new libraries. Based on this process, the direction of Uiseong-gun library policy was presented. Specifically, four strategic directions for the development of libraries (future orientation, community revitalization, service specialization of the information poor, enhancement of local humanities and spiritual culture) and five key service tasks (building library brand, implementing innovative spaces and services, expanding library functions for improvement of settlement conditions of residents, developing and providing services for the elderly reflecting local characteristics, promoting reading culture) were derived. The proposed core tasks focused on future-oriented library services to overcome the limitations of a population decrease area and develop the potential of Uiseong-gun.

A Study on the Continuous Utilization of Japan's Cultural Heritage Through the Cases of Silk Heritage, World Heritage, and the Japan Heritage Project in Gunma Prefecture (일본 문화유산의 연속적 활용에 관한 연구 - '군마 실크유산'과 세계유산, 일본유산 사업을 중심으로 -)

  • In March 2015, The Agency for Cultural Affairs of Japan implemented a project called "Japan Heritage," which aims to promote the unique narratives of cultural properties of the region by branding the locality for revitalization in preparation for the 2020 Tokyo Olympics and Paralympics. This bottom-up approach of cultural policy has been called a "Cool Japan Strategy of Cultural Heritage" in the 21st century, which effectively incorporates local cultural heritage and tourism. However, although a total of 67 Japan Heritage projects have been designated as of December 2018, almost none has been introduced in the academic forum in Korea. On the basis of this background and a lack of academic awareness in Korea on Japan's recent cultural policies, this research aims to focus on the three cases of Gunma Prefecture implemented in local, global, and glocal aspects. To specify, the cases are the "Gunma Silk Heritage" project, implemented in 2011, the "Tomioka Silk Mill and Related Sites" project that was included on the UNESCO World Heritage List in 2014, and "The Best Wife in the World - Silk Story of Gunma," case certified as the first project of "Japan Heritage" launched in 2015. Based on the questionnaire method conducted with the World Heritage Registration Promotion Division in Gunma Prefectural Government, as well as a literature view, the research revealed that the consecutive implementation of a series of cultural heritage projects in Gunma is not coincidental, but rather a strategy aiming to create a synergism where each project complements the others. Moreover, this paper demonstrates that Gunma Prefecture has been utilizing the local silk industry as a tangible and intangible cultural resource in multi-layered heritage projects, resulting in a "spiral synergy effect" and a "chain of the recognition process." In conclusion, it illustrates the recent trend of utilizing cultural heritage in the context of the Cool Japan strategy, which seeks to move away from the administration of maintaining the status quo cultural heritage protection to a proactive one with greater potential growth. This research may thus provide meaningful insight into the utilization of domestic historical and cultural resources as well as related policy-making, in that it will ultimately promote the chain effect of linking the multiple heritage policies and projects at the local, global, and glocal levels.

Estimation of Employment Creation Center considering Spatial Autocorrelation: A Case of Changwon City (공간자기상관을 고려한 고용창출중심지 추정: 창원시 사례를 중심으로)

  • In the era of low growth, many provincial cities are experiencing population decline and aging. Population decline phenomena such as reduction of productive manpower, reduction of finances, deterioration of quality of life, and collapse of the community base are occurring in a chain and are being pushed to the brink of extinction of the cities. This study aims to propose a methodology to objectively estimate the employment creation centers and setting the basic unit of industrial-centered zoning by applying spatial statistical techniques and GIS for the application of the compact city plan as an efficient spatial management policy in a city with a declining population. In details, based on reviewing previous studies on compact city, 'employment complex index(ECI)' were defined considering the number of workers, the number of settlers, and the area of development land, the employment creation center was estimated by applying the 'Local Moran's I' and 'Getis-Ord's Hot-Spot Analysis'. As a case study, changes in the four years of 2013, 2015, 2017, and 2019 were compared and analyzed for Changwon City. As a result, it was confirmed that the employment creation center is becoming compacted and polycentric, which is a significant result that reflects the actual situation well. This results provide the basic data for functional and institutional territorial governance for the regional revitalization platform, and provide meaningful information necessary for spatial policy decision-making, such as population reduction, regional gross domestic product, and public facility arrangement that can respond to energy savings, transportation plans, and medical and health plans.
