사회의 복지균열이 정당경쟁으로 제도화되고 책임 있는 정당들에 의하여 사회적 이익이 대표될 때, 책임정치와 정당정치가 지방정치에서 실현된다. 본 연구는 개별적인 정치요인, 특히 정당요인과 경쟁요인 사이의 상대적인 영향력을 분석하여 복지지출에 중요한 영향을 미치는 요인과 주변적인 영향요인을 구분하여 분석하고자 한다. 또한, 복지지출에 미치는 정치적 영향의 비선형(non-linear) 관계에 주목한다. 2007년, 2011년, 2015년 한국의 전체 기초지방정부를 대상으로 복지지출 결산에 미치는 결정요인을 분석하였다. 분석결과, 첫째, 단체장과 지방의회의 정당요인이 복지지출에 유의미하게 영향을 미치고 있으며, 선행연구에서 주장되어온 단점/분점요인과 단체장의 선거경쟁도는 복지지출에 영향을 미치지 않았다. 둘째, 기초정부의 복지지출은 재정 세입과 세출의 차이로 인하여 정당요인의 영향력이 시 군 구 사이에 다르게 나타났다. 셋째, 지방의회에서 진보정당 의석률의 변화는 복지비 지출과 비선형 관계였으며, 민주당 의석률이 40%와 60%를 기준으로 복지지출에 미치는 영향의 방향이 변화하고 있음을 확인하였다. 이러한 결과를 통해 본 논문은 한나라당 단체장의 보수적 정향은 물론, 무소속 지방의원의 보수성, 민주당 일당지배 지방의회의 보수성과 관련된 시사점을 얻었다.

최근 국내 방송영상산업의 성장과 드라마 및 영화의 국내외에서의 성공에 힘입어 제작규모가 크게 증가하고 있는 추세이다. 이에 따른 지방자치단체들의 촬영지 유치노력이 가속화되고 있으나, 영화나 드라마 세트로서의 역할을 넘어서서, 하나의 지역 특화산업으로서의 지속적 성과는 아직 드물게 나타나고 있다. 본 연구에서는 촬영지 지역특화의 국내 사례들을 살펴보고, 외국 사례들과 비교하여 그 성공요인을 찾아 체계적으로 분석하려고 하였다. 이와 더불어 효율적 유치를 위한 철저한 사전 준비작업, 투자대비 성과를 높이는 방안, 장기적인 지역산업 활성화의 방안으로 더욱 발전할 수 있는 방향을 제시하고자 한다.

Elliptical tubes may buckle in an elastic local buckling failure mode under uniform compression. Previous analyses of the local buckling of these members have assumed that the cross-section is hollow, but it is well-known that the local buckling capacity of thin-walled closed sections may be increased by filling them with a rigid medium such as concrete. In many applications, the medium many not necessarily be rigid, and the infill can be considered to be an elastic material which interacts with the buckling of the elliptical tube that surrounds it. This paper uses an energy-based technique to model the buckling of a thin-walled elliptical tube containing an elastic infill, which elucidates the physics of the buckling phenomenon from an engineering mechanics basis, in deference to a less generic finite element approach to the buckling problem. It makes use of the observation that the local buckling in an elliptical tube is localised with respect to the contour of the ellipse in its cross-section, with the localisation being at the region of lowest curvature. The formulation in the paper is algebraic and it leads to solutions that can be determined by implementing simple numerical solution techniques. A further extension of this formulation to a stiffness approach with multiple degrees of buckling freedom is described, and it is shown that using the simple one degree of freedom representation is sufficiently accurate for determining the elastic local buckling coefficient.

The lacks of local workforce supply become a problematic in Malaysian construction industry. Meanwhile, HRP is important during workforce supply to help organizations in order to appoint the right people in the right job. This paper reports on the use of factors influencing HRP towards local workforce supply in the construction industry in general, and Malaysian construction in particular. Semi structured interviews were conducted to 10 interviewees from the government and non-government organizations to investigate current issues of local workforce and the practices of HRP in the construction organization. The analysis methods were based on descriptions of previous tested research. The findings reveal that the lack of local workforce is due to low wages system, safety issues, educational changes, low status and unsecured work, environment in construction industry, developments and technologies changes in Malaysia. The internal factors of HRP were practiced among construction organization are organization strategy, organizational culture, organization changes, leadership and experience, nature of work and empowerment of labor. Meanwhile, the external factors are technology changes, economic changes, legislation and demographic changes. The paper provides valuable information on the practices of factors influencing HRP for local workforce supply in Malaysian construction industry.

멀티캐스트를 이용한 멀티미디어 응용에서는 다수의 수신자들로부터 피드백을 수신할 경우 폭주로 인한 혼잡이 발생하여 전송률이 낮아지는 문제가 발생한다. 이를 위해 계층적 대표자 기법이 제안되었다. 그러나 수신자 전체를 고려한 전송률 조절로 인하여 혼잡이 없는 지역의 전송률도 같이 낮아지는 문제가 발생한다. 본 논문에서는 이러한 문제를 해결하기 위해 지역대표자를 두었다. 지역대표자는 해당 그룹의 전송률이 최소 유지임계치 미만일 경우, 혼잡 수신자를 전송률 계산에서 제외시켜 다시 계산한다. 이렇게 함으로써 혼잡이 발생하지 않는 지역의 전송률이 같이 낮아지는 문제를 개선하였다. 실험을 통한 결과를 볼 때 기존의 기법보다 더 안정적인 전송률로 조절됨을 보였다.

This paper considers the use of local $\phi$-divergence measures between posterior distributions under classes of perturbations in order to investigate the inherent robustness of certain classes. The smaller value of the limiting local $\phi$-divergence implies more robustness for the prior or the likelihood. We consider the cases when the likelihood comes form the class of weighted distribution. Two kinds of perturbations are considered for the local sensitivity analysis. In addition, some numerical examples are considered which provide measures of robustness.

In [2, 7.3.2], the set of attached prime ideals of local cohomology module $H_m^n(M)$ were calculated, where (A, m) be Noetherian local ring, M finite A-module and $dim_A(M)=n$, and also in the special case in which furthermore A is a homomorphic image of a Gornestien local ring (A', m') (see [2, 11.3.6]). In this paper, we shall obtain this set, by another way in this special case.

Local linear jump detection in a discontinuous regression function involves the choice of the bandwidth and the performance of a local linear jump detector depends heavily on the choice of the bandwidth. However, little attention has been paid to this important issue. In this paper we propose two fully data adaptive bandwidth selection methods for a local linear jump detector. The performance of the proposed methods are investigated through a simulation study.

This paper deals with the topological stability of continuous maps. First, the notion of local expansion is given and we show that local expansions of compact metric spaces have the shadowing property. Also, we prove that if a continuous surjective map f is a local homeomorphism and local expansion, then f is topologically stable in the class of continuous surjective maps. Finally, we find homeomorphisms which are not topologically stable.

We want to know the key factors which are important to make any cluster grow up. First, we make four cluster types which are national policy type, local recruit type, local network type, and existing industry transforming type. Second, We selected Austin case and Kyushu case as two local recruit type clusters. Third, this paper looks into the dynamics of two clusters. Forth, we arrive at the conclusion including the policy implication for Daegu technopolis.
