In this paper we introduce an improved method to measure saliency values of pixels from an image. The proposed saliency measure is formulated using local features of color and a statistical framework. In the preprocessing step, rough salient pixels are determined as the local contrast of an image region with respect to its neighborhood at various scales. Then, the saliency value of each pixel is calculated by Bayes' rule using rough salient pixels. The experiments show that our approach outperforms the current Bayes' rule based method.
Using the notions of admissibility, local convexity and measure of noncompactness, we give new fixed point theorems for quasicompact or condensing multivalued mappings with domains that are not necessarily convex subsets of an arbitrary topological vector space.
This article addresses potential errors in accounting greenhouse gas (GHG) emissions based on the International Council for Local Environmental Initiatives' (ICLEI's) International Local Government Greenhouse Gas Emissions Analysis Protocol (IEAP). The IEAP seems to provide practical guidelines for local governments so that they can measure their GHG emissions. The outcomes are immediately convertible for any national GHG inventory analysis when one is constructed based on the methodology drafted by Intergovernmental Panel on Climate Change. Further, it provides a societal foundation at the global level in order for local governments to collectively deal with 'double-counting' and 'allocation' problems. However, ICLEI's IEAP overlooks two major issues: (1) the protocol does not consider carbon dioxide emissions due to burning biological fuel as a type of GHG emission; and (2) it overlooks the possibility of indirect double-counting when producing emission factors at the local level. Thus, the limitations must be fixed so that the local governments can measure their GHG emissions more precisely, while the accurate GHG inventory will ultimately support reducing the local governments' emissions to mitigate anthropogenic climate change.
Background: The pain caused by local anesthetic injection can lead to patient anxiety prior to surgery, potentially necessitating sedation or general anesthesia during the excision procedure. In this study, we aim to compare the pain relief efficacy and safety of using a digital automatic anesthetic injector for local anesthesia. Methods: Thirty-three patients undergoing excision of a benign soft tissue tumor under local anesthesia were prospectively enrolled from September 2021 to February 2022. A single-blind, randomized controlled study was conducted. Patients were divided into two groups by randomization: the experimental group with digital automatic anesthetic injector method (I-JECT group) and the control group with conventional injection method. Before surgery, the Amsterdam preoperative anxiety information scale was used to measure the patients' anxiety. After local anesthetic was administered, the Numeric Pain Rating Scale was used to measure the pain. The amount of anesthetic used was divided by the surface area of the lesion was recorded. Results: Seventeen were assigned to the conventional group and 16 to the I-JECT group. The mean Numeric Pain Rating Scale was 1.75 in the I-JECT group and 3.82 in conventional group. The injection pain was lower in the I-JECT group (p< 0.01). The mean Amsterdam preoperative anxiety information scale was 11.00 in the I-JECT group and 9.65 in conventional group. Patient's anxiety did not correlate to injection pain regardless of the method of injection (p= 0.47). The amount of local anesthetic used per 1 cm2 of tumor surface area was 0.74 mL/cm2 in the I-JECT group and 2.31 mL/cm2 in the conventional group. The normalization amount of local anesthetic was less in the I-JECT group (p< 0.01). There was no difference in the incidence of complications. Conclusion: The use of a digital automatic anesthetic injector has shown to reduce pain and the amount of local anesthetics without complication.

Environmental protection and precaution are the most frequently considered issues in the recent research fields for our present and future surroundings. However, it seems that these environmental issues were less reflected in local-level development plans, and caused several cases of environmental pollution, therefore it became a major concern of local governments and the communities. The role of a 'Local EIA(Environment Impact Assessment)' can be a core issue for the positive preferences of the local-level development plans. Cases of Local EIA in Germany which have been implied successfully are reviewed to generate a local EIA movement and to produce a guideline for Korean local governments. The local EIA in Germany was broadly commenced in the middle of 1980s, and a decade later it was carried out for over 200 of local governments. To produce a better suggestion for Korean local EIA, comparison and analysis of detail data of the German local EIA was carried out, and tested for fourteen cities in Korea based on five categories: i) assessment subject, ii) assessment procedure, iii) main office for assessment, iv) assessment factor and v) assessment standard. Prior suggestions for greater preference of local EIA in Korea are: it is necessary that I) launch of a support system in central government to help the movement of local government; Ⅱ) a knowledge-based expert group in local government which has by all means of exclusive responsibility far any action(new application or performance of local EIA) : 111) establishment of 'environmental protection measure' in local government level for environmental precaution based on individual environmental character and values in their communities.

The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.
Investigating local dynamics requires precise control to effectively manage the subtle differences that distinguish it from global dynamics. This paper aims to study the localized perspective of the recently proposed continuum-wise expansive measures [13]. It is often challenging to evaluate local spatial association among onedimensional vectors generally representing paired-location events where two points are physically or functionally connected. This is largely because of complex process of such geographic phenomena itself and partially representational complexity. This paper addresses an alternative way to identify spatially autocorrelated paired-location events (or vectors) at a local scale. In doing so, we propose a statistical algorithm combining univariate point pattern analysis for evaluating local clustering of origin-points and similarity measure of corresponding vectors. For practical use of the suggested method, we present an empirical application using transactions data in a local housing market, particularly recorded from 2004 to 2006 in Franklin County, Ohio in the United States. As a result, several locally characterized similar transactions are identified among a set of vectors showing various local moves associated with communities defined.

Many classical network analysis methods approach networks in aspatial perspectives. Measuring network reliability and finding critical nodes in particular, the analyses consider only network connection topology ignoring spatial components in the network such as node attributes and edge distances. Using local network autocorrelation measure, this study handles the problem. By quantifying similarity or clustering of individual objects' attributes in space, local autocorrelation measures can indicate significance of individual nodes in a network. As an application, this study analyzed internet backbone networks in the United States using both classical disjoint product method and Getis-Ord local G statistics. In the process, two variables (population size and reliability) were applied as node attributes. The results showed that local network autocorrelation measures could provide local clusters of critical nodes enabling more empirical and realistic analysis particularly when research interests were local network ranges or impacts.
