Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.

The main purpose of this research was to discover the characteristics of the 'commons for all' related to public libraries as much as possible, design the learning content, and finally to demonstrate whether the contents meet the general education requirement of universities. The public library is a study hall for multi-literacy, a common place for lifelong learning without discrimination, a place for experiencing digital sharing culture, a place for practicing public architectural design for community regeneration, a workshop for the maker movement and finally, a hub for forming local communities. In short, it has all the characteristics appropriate to being a commons. This subject titled "Sharing Culture and Local Libraries" is designed and composed with various literacy understanding, information ethics of information literacy, community consciousness and multicultural understanding, public consciousness, cooperative spirit and computer utilization ability, interdisciplinary knowledge, and integrated perspective. In a situation where the regional and public crises are increasing, this kind of general education subject about public library, is expected to contribute greatly to raising the awareness of the library and further enhancing the local community togetherness spirit by spreading the value of the library widely to students and inducing them to actually experience various library services.

This article presents spectrum sharing policy trends both overseas and domestically. The Federal Communications Commission recently adopted rules for the commercial use of a 150 MHz bandwidth at 3.55 to 3.7 GHz, which has been utilized for defense and satellite services. This frequency band for spectrum sharing is called the citizens broadband radio service (CBRS) band. In Europe, the related regimes for licensed shared access application at 2.3 to 2.4 GHz has been organized, and interface standardization for sharing frequency information has been completed. In Korea, efforts are being made to establish spectrum-sharing policies to improve the efficiency of the frequency utilization. This article also introduces both the IEEE 802 local area network/metropolitan area network and 3GPP standardization activities with regard to frequency sharing technologies. To effectively solve the spectrum-sharing problem in IEEE 802, standardization activities on the CBRS and the mid-band (3.7-24 GHz) are underway. 3GPP is currently developing the standardization of a licensed assisted access technology, which extends mobile communication services provided in the licensed band to unlicensed bands.

Community search aims at finding a meaningful community that contains the query node and also maximizes (minimizes) a goodness metric. This problem has recently drawn intense research interest. However, most metric-based algorithms tend to include irrelevant subgraphs in the identified community. Apart from the user-defined metric algorithm, how can we search the natural community that the query node belongs to? In this paper, we propose a novel community search algorithm based on the concept of the k-hop and local distance dynamics model, which can naturally capture a community that contains the query node. The basic idea is to envision the nodes that k-hop away from the query node as an adaptive local dynamical system, where each node only interacts with its local topological structure. Relying on a proposed local distance dynamics model, the distances among nodes change over time, where the nodes sharing the same community with the query node tend to gradually move together, while other nodes stay far away from each other. Such interplay eventually leads to a steady distribution of distances, and a meaningful community is naturally found. Extensive experiments show that our community search algorithm has good performance relative to several state-of-the-art algorithms.

This study analyzed the effectiveness of sharing activities through software creative sharing classes. The purpose is to find a way for related activities to be carried out continuously. For this study, pre and post were test on changes in self-esteem, responsibility, and sense of community targeting 25 university students in Chungnam. The collected data were analyzed with SPSS 24. The results derived from this study are as follows. First, the self-esteem was significantly higher after the software creative sharing class than before. Second, the responsibility was significantly higher after the software creative sharing class compared to the prior. Third, the sense of community was found to be significantly higher after the software creative sharing class than before. Therefore, it was found that the software creative sharing class had a positive effect on self-esteem responsibility and sense of community. Based on these data, a method to expand continuous participation in talent sharing was suggested.

The purpose of this paper is to improve efficiency in the construction and operation of a total management system for the national technical qualification through the design and development of a real-time data sharing system which is connected with the management system of external consignment. The current a total management system for the national technical qualification precesses the work depend on information and results which pass over by external IT company. But this method of processing has some unstable elements with regards to information reprocessing, functional supplement, system stability, etc. The proposed system's technological concepts have been tested through a basic simulation pilot program. The pilot program will be expanded to include the local Chamber of Commerce and Industry because the stability of the system was proved through its application to the real-time national technical qualification examination of KCCI(Korea Chamber of Commerce and Industry). The real-time data sharing system has shown great efficiency in terms of system management, and has solved problems of developmental period for information reprocessing and functional supplement. The real-time data sharing system has been given good evaluations with regard to the convenience of their use and the management system for operators and supervisors.

When developing projects to build facilities to be shared by both military bases and surrounding communities, strategies are needed to achieve two objectives: 1) minimize missteps and opposition from local communities in the process of developing and implementing such projects, and 2) promote cost-benefit optimization and user-satisfaction. With aim of promoting co-operation and co-existence between military bases and adjust communities, this research proposes esthetical factors to be considered in conceiving civil-military sharing facilities. It seeks experts' opinions on the development of civil-military sharing facilities, and examines critical factors (economic feasibility, security, and satisfaction, etc.) for project development as well as building types suitable for shared-use between military bases and local residents. It then establishes a method to prioritize facility-type and narrow down design factors (considerations and restrictions) in project development by applying quantitative analysis. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts' opinions. At the first round of the survey, facility types, items for consideration and restrictions are drawn, and then at the second round of the survey, criticality of each item is analyzed. Finally, it reaches a conclusion on suitability of facility types for civil-military sharing facilities, and selects project considerations and restrictions when developing this kind of project.

According to the advancement of web related technologies, many works on robots using these technologies, called web-based robots enables sharing of expensive equipments as well as control of remote robots. But none of the existing methods about web-based robots in-clude robot simulators in their web browser, which transfer appropriate information of a remote place to the local users. In this paper, a web-based robot simulator is proposed and developed to control a remote robot by using the web. The proposed simulator can transfer the 3D information about the remote robot to the local users by using 3D graphics, which has not been previously developed. Also, it sends the camera image of a remote place to the local users so that the users can use this camera image as well as 3D information in order to control the remote robot.

This paper describes two user studies in remote collaboration between two users with a video conferencing system where a remote user can draw annotations on the live video of the local user's workspace. In these two studies, the local user had the control of the view when sharing the first-person view, but our interfaces provided instant control of the shared view to the remote users. The first study investigates methods for assisting drawing annotations. The auto-freeze method, a novel solution for drawing annotations, is compared to a prior solution (manual freeze method) and a baseline (non-freeze) condition. Results show that both local and remote users preferred the auto-freeze method, which is easy to use and allows users to quickly draw annotations. The manual-freeze method supported precise drawing, but was less preferred because of the need for manual input. The second study explores visual notification for better local user awareness. We propose two designs: the red-box and both-freeze notifications, and compare these to the baseline, no notification condition. Users preferred the less obtrusive red-box notification that improved awareness of when annotations were made by remote users, and had a significantly lower level of interruption compared to the both-freeze condition.

Korean medical libraries have made interlibrary loan active under the korean medical library association since 1969, the sharing acquisition of journals has not been peformed efficiently in the absence of a bibliographic control institute. The medical library of seoul national medical university which is designated to a medical professional information center by korea education academy information developed MEDLIS linking the union catalog and interlibrary loan system and has been operating it in cooperation with the korean medical library association. Two types of questionaries were sent to 350 medical researchers and 160 medical librarians to investigate the realities of domestic and foreign medical information institutes, develop sharing systems and find a solution for sharing systems. Also, some analyses for the recent state of duplicate subscriptions, interlibrary loan, demands for system operations un the basis of the statistics of MEDLIS users were made. The result showed that medical researchers and medical librarians are affirmative for MEDLIS, users need a convenient interlibrary loan system and medical librarians agree to activate interlibrary loan. It also showed that sharing acquisition of journals seemed to be realizable for medical librarians, although there was no intention to improve the centralization of interlibrary loan among them. From the findings, a plan for sharing acquisition of journals established by the sharing acquisition committee under korea medical libraries society and national 8 local centers to play a key role in it was made. Also, a proposal for the establishment of an information center for controlling korean medical bibliographies was suggested. This system will be expected to contribute to make users to acquire materials more effectively and save the national budget.
