We have developed GComp as an analysis tool for comparative analysis of microbial genomes. Thetool uses BLAST or FASTA as a preprocessing program for local alignments, parses the homology search results, and generates tables and files to show homology relationship between two genomes at a glance. The interface for graphical representation of the comparative genomic analysis has been also implemented. Through analysis of a few pairs of microbial genome sequences, the program has been proved to be practically useful and a few additional features have been devised and designed, which will be added in the further development.
This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.
Health is a fundamental human right and a sine qua non for happiness of people and for national development. Government has a responsibility for the provision of health services for their people. Recent changes of disease pattern, i.e. decrease of Infectious diseases and increase of chronic and degenerative diseases Including cancer and cardiovascular diseases, together with universal coverage of health insurance and improved living standard have prompted medical care utilization and skyrocketed the national health expenses. The goal of national health policy is improving the quality of life through the betterment of health level. To achieve this goal it is necessary to establish a healthcare system for lifetime, to improve the efficiency of healthcare delivery system, and to strengthen the public health services for disease prevention and health promotion. The current public health service programs are Inefficient due to an inconsistent policy for health service program, lack of health information system, irrational health program planning and evaluation, and Inadequate training of health workers. Local government has a legal responsibility for health service program planning and promoting the competence of health workers. Thus, municipal and provincial health departments should expand their roles and strengthen their function. The strategies for developing public health service programs at local level are ${\circled}1$ stipulating the goals of health policy, ${\circled}2$ promoting the ability for health program planning and evaluation, ${\circled}3$ establishing health information and surveillance system, ${\circled}4$ training of health workers, ${\circled}5$ establishing an institution for health information management and training of health workers, and ${\circled}61$ collaboration with local universities.

In rural areas, in spite of the development projects of town and houses has been performed after the New Community Movement, due to rapid industrialization and urbanization, which lasted until the 2000s from the 1980s, out-migration to the cities, changes in the industrial structure, rapid aging was carried. As a result, the gap of housing environment between urban and rural areas became more serious. The meantime, the housing problem is recognized only to the problems of the big cities, mostly urban public housing policy oriented. However, when you check the indicator of the housing environment, such as the percentage of aging housing, rural environment has become a relatively poor compared to the city. In addition, due to a decrease in income and aging of the population living in rural areas of existing infrastructure to improve the living environment is weakened. And inside of the rural areas, changes in the housing environment and polarization phenomenon is becoming increasingly serious. Therefore, in this study, there is a purpose to be presented the improvement direction for efficient implementation of house remodeling support program for underprivileged group in rural areas and requires immediate attention improvement of housing environment. Previously, House remodeling support project in rural areas was carried out at the initiative of local governments and government mainly. For this reason, it is difficult due to limited institutional, to reflect the necessary parts directly to the real life of the residents. And, the demand for improvement of housing environment need modifications to solve the inconvenience of life of residents directly in many cases. It is considered that community-based house remodeling support project is to be carried out through the participation of local residents.

This study aimed to categorize mountain villages according to business expense investments and investigate residents' supplementation demands and differences between expected effects by the categories. For the study, 35 villages where are completely developed on and after 2007 were selected to consider fairness among local governments. Each village leader(the head of the village or the chairperson of the management committee) was conducted a survey from 2012 May to August and one copy of survey was eliminated from the study. The study is summarized into four results. First, the types of mountain villages were categorized as a type of mountain village practice(18), a type of life environment improvement(8) and a type of forestry income(8) according by the itemized reports of the business expense investments. Second, the result of F-test(One Way ANOVA) for the average analysis by types showed that 3 out of 6 demands for the operation were significant differences and a supplementation necessity of the program was identified significant differences in p<0.01 level. The necessity of forestry resources use and sprawling development prevention are also showed significant differences among types in p<0.05 level. Third, F-test results from 7 questions of desired effects through mountain village creation project revealed that promotion and market security of forestry products and local patriotism instillation through a personal exchange are significant differences between types in p<0.05 level. Forth, the results of duplication benefits(the mountain village development projects and the village support programs with other departments) on the residents' development expectation found that when a village received a large number of projects, residents' expected effects were higher than other village residents where received relatively a small number of projects. However, the expected effects from the increasing quantities of projects were decreased.

This study is the YongDuSan area which finished a basic plan of a rural village development projects in 2006 February. Rural village development Projects of YongDuSan area in Jecheon city progressed as follows. It is played by consciousness investigation to the objects with 143 adult man and woman in a region until November 4th from October 28th(for eight days) in 2005. The results of study as follows; First, YongDuSan area and income were mostly contenting themselves in life. This is as there is income through HwangGi, and be as there is a little inconvenience of a life as is located in the city neighboring. Also, prepare the infrastructure which can process a twice and three times through HwangGi businesses, were as an income business they are continuous, and to be stable was possible, and were investigated if done so. The second, local residents were recognizing so that a rural related projects enforcing in the most governments can't affect greatly a life improvement and activation. Therefore, let you understand residents so that these projects are performed by residents, and an educational program and aggressive public information to be able to feel participation consciousness are necessary. The third, Must review a plan to strengthen bisexual a talented person leadership education in order to develop a local ability. And Construction of a system to be able to increase efficiency operating a village and The system that can manage systematically that kind of system is necessary.
The Good Agriculture Practice (GAP) program, being established in China, is an optimal way for the sustainable utilization of the medicinal plant and animal resources. Most frequently used Chinese materia medica will be mainly produced from the GAP bases in the future. To assure the successful operation of GAP program, standard operating procedure (SOP) should be implemented for specific plants or animals. Both GAP and SOP include the requirements in many aspects from the ecological environment of cultivation place, germplasm and varieties, seedling and transplant, fertilization, irrigation, and field care, to harvest and process, package, transport and storage. As a complex system, GAP demands strong commitment from the pharmaceutical industry, local administrative involvement, long term R&D support, and years of time of development before a satisfactory result can be achieved.

The purpose of this research was to study the merits and barriers to successful school and public library cooperation in the city of Seoul and to obtain perspective and the basic data used to implement practical cooperative measures. A questionnaire survey was conducted for 22 public libraries in city of Seoul concerning both positive and negative aspect of cooperation between two types of libraries. Based on the survey results, the following conclusions and recommendations are made ; 1) The librarians recognized the necessity of cooperation that promote efficiency of library operation and also contribute toward local community development. 2) The librarians are agreeable to the cooperative service and the institutional cooperation will prevent redundancy of collection development and will make variety of book selection possible. 3) The cooperation will not result in manpower reduction or budget saving. 4) Inconvenience due to distance between two types of library is anticipated. 5) In order to develop the skills and capabilities of the librarians, it is desirable to offer reeducational program and o n.0, pportunities to attend conferences and meetings. 6) The library user orientation program is to be held regularly. 7) It is necessary to make policy statement of library cooperation in order to maintain autonomy of each library. 8) The establishment of branch libraries and moving libraries under the educational district is recommended.
Taekwondo, Korean traditional martial art as one of the ten Korean cultural symbols, has acquired a reputation for introducing and globalizing Korean culture together with its standing as official Olympic Game in 2000, Sydney, Australia. Nevertheless the World Taekwondo Headquarters, Kukkiwon, which is an exclusive Taekwondo institution only accommodates for three thousand persons. Considering the worldwide reputation of Taekwondo, the scale of Kukkiwon leaves a big supply problem. This study therefore suggests the plan to design Taekwondo park that playa major role of Taekwondo development in the 21st century and represent the cultural heartland of Taekwondo. The study considers four points. The points are as follows: 1) Necessary programs drawn by analyzing and assessing Muju city as a site for Taekwondo park, then a survey conducted for potential visitors to a Taekwondo park. Under the theme of "A World Cultural Heritage Upon Our Own Lives", the park plan intends to become a shrine of Taekwondo as well as a big tourist attraction. 2) Programs are appropriate for the terms of the investment under the auspices of government, by considering potential visits and the site conditions. 3) The meaning of Taekwondo and its history should be reflected in the space distribution and facilities allotment. Three meaningful zones: symbolic zone, training zone and culture zone are considered in planning program and space distribution. 4) The plan also intends to harmonize with local development by groping Muju city's uplifting, not only designs a Taekwondo park.
Breast self-exam is easiest, safe and cost effective to be recommended as an important method for early detection of breast cancer. This experimental research with non-equal control design was to develop the efficacy expectation program for breast self-exam based on Bandura's self-efficacy information source. The study objects selected from two local churches in Busan. Twenty from S church were selected as a study group, twenty from D church as a control group. Efficacy expectation promoting program was based on Bandura's efficacy promoting source and was two hour lecture including slide, video tape, demonstration, pamphlet. After this, there were individual interviews with them and consultations through telephone f or verbal persuasion on the weekly basis between the first week and the fifth week. The effect from the experiment were measured on the first week after education and on the fifth week. Data from control group was collected during the period from Jan 11, 2 001 to Feb 15, 2001 and data from study group was collected during the period from Jan 12, 2001 to Feb 16, 2001. Measurement instrument for this study was developed by the author with the advice of specialist in order to measure self-efficacy and breast self-exam practice. Data analysis was done by using SPSS/10.0 PC program $with^2-$ test. t-test and ANCOVA. Proved results for hypothesis were as follows. 1) It was supported that "Study group educated by efficacy expectation promoting program has higher score in change rat e of self-efficacy than control group." (1 week after education F=18.395, p=.000 5 weeks after education F=28.972, p=.000) 2) It was supported that "Study group educated by efficacy expectation promoting program has higher score in change rate of exam practice than control group." (1 week after education F=37.984, p=.000 5 weeks after education F=28.972, p=.000) In conclusion, efficacy expectation promoting program for breast self-exam developed by this study may increase s elf-efficacy and breast self-exam practice.
