시스템 사고를 활용한 지역교육청 기능전환정책의 정책 지렛대(Policy Leverage) 분석 (Analysis of Policy Leverages Linked to Functional Changes of Local Educational Authority: Application of Systems Thinking)

  • This paper explores the ways in which the functions of local educational authority in Korea can be analyzed by systems thinking, and puts forward some policy leverage strategies to enhance predictability of education policy effects and also to prevent unanticipated side effects arising from it. In dong so, we sketch causal diagrams to depict functional changes of local educational authority, based on before and after comparison, and attempt to derive policy intervention points to minimize unforseen reactions from the stake-holders concerned. These diagrams make it possible for educational policy-makers to capture the feedback, stocks and flows, time delays, and non-linearities they identify, although they have some limitations. This paper concludes that newly-designed functions and structures for local educational authority may be accepted by the stake-holders including teachers and unions, only if complex systems surrounding functional changes regarding local educational authority can be clearly understood and relevant policy measures can be effectively taken before the functional changes happen.

  • The purpose of this paper is to analyze the functional changes of local educational authority policy based on the systems thinking perspective using causal loop diagrams. In the past, the main function of the local educational authority was to manage and supervise schools. Through this policy, local educational authority would be transformed into a support agency. However, this policy did not achieve the goal, was to cause confusion and require improvement. This study shows structured causes of the problem based on systems thinking. These diagrams make it possible for educational policy makers to provide ideas, although they have some complicated environment. The findings indicate that based on systems thinking in this policy can help those who related to policy decision than existing diagnosis method.

주택법개정에 따른 공동주택관리영역에서의 지방자치단체의 역할 (The Role of a Local Authority of Multi-Family Housing Management upon the Revision of Housing Act)

  • The Ministry of Construction & Transportation revised the full text of 'The Act for Promoting Housing Construction' that concentrated to the quantitative supply of houses into 'Housing Act' in order to improve the quantity as well as quality of housing construction and management, such as housing welfare, management or improvement of previous houses, in October 2002. Accordingly, local authority need to play more critical roles in the area of multi-family housing management and remodeling. The desirable roles of local authority called for the need are like followings: 1. Local authority should provide professional knowledge for education, direction and consultation of multi-family housing management rather keeping the previous role to control, manage and regulate it. 2. The multi-family housing management should be changed from administration and punishment to incentive-centered institutions. 3. It is necessary to consider neglected people, such as occupants of rental apartment or of a small-sized multi-family housing, who have been excepted from the subject of obligatory management under the current law. 4. For harmonious and professional housing management, local authority need to support the establishment or special companies for housing management and to strengthen the audit on trust management companies. 5. It calls for the studies on management guideline of multi-family housing, standardization of management specifics, reasonable standard for special mending appropriation amount, etc. 6. They should lead the composition of a community by residents harmoniously and support the encouragement of community consciousness to live together.

  • The decentralization of local extension authority is due to several aspect of improper law on extension. First, extension authority has not treated the extension law properly though it has many local office in province, counties, villages. Second, the authority concentrated too much on the service ignoring the local offices are under the improper law. Third, the authority lost their dignity when other institutions argue for their work on the extension services, Extension Institution should change, but the change should come with proper law environment.

  • 지방자치단체에 의한 감사는 지방자치단체의 내부 통제를 개선하고 자신들의 정책을 진단하여 관리능력을 향상시키며 정책 오류를 예방하는 역할을 한다. 그러나 자기기관 감사와 검사 수준은 매우 낮은 실정이다. 이는 전문가 수준의 직원보다 빈번한 순환 보직으로 실무 경험이 미흡한 감사요원을 배치하기 때문이다. 이러한 문제를 극복하고 지방자치단체의 자체감사기능을 강화하기 위하여 여러 가지 감사환경을 고려한 솔루션으로 새로운 시스템을 제안한다. 본 연구는 지방감사의 문제점을 찾아 자체 감사평가시스템의 새로운 체계를 제시하였다. 자체전자감사평가시스템은 자체기관 감사 및 검사를 강화하여 궁극적으로 지방정부의 역량을 강화시킬 것이다.

항만공사제도의 효율적 운영방안 - 인천항만공사를 중심으로 - (Strategies for the Efficient Management of the Port Authority System in Korea: Focused on Incheon Port Authority)

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

지역 박탈수준과 중고령층의 활동제한의 연관성 (Relationship between local authority deprivation and activity limitation in adults aged 50 or over)

  • Objectives: As the increasing of the length of the lifespan, more recent policy interest are concerned with how many years of life are lived without functional disability or activity limitation. We investigated the relationship between deprivation and activity limitation at the 251 local authority level. Methods: The data were derived from the 2010 Census 10% sample data. Crude and age-standardized activity limitation rates by gender at the ages of 50 or over and deprivation index were calculated. Mapping and multiple linear regression analysis were applied to explore relationship between area activity limitation and area deprivation. Results: There were considerable differences in activity limitation rate across the 251 local authorities. Age-standardized activity limitation rate in both male and female were strongly associated with the level of area deprivation. Especially, low social class, male unemployment, or non-apartment residents at the local level were strong positive association with local authorities' age-standardized activity limitation. Conclusion: More policy attention is needed for tackling regional inequality in activity limitation among older adults.

지방자치단체 교통사고통합지수 개발방안에 관한 연구 (A Study on Development of Traffic Accident Merging Index for Local Governments)

  • Traffic Accident Merging Index (TAMI) is developed for TMACS (Traffic Safety Information Management Complex System). TAMI is calculated by combining 'Severity Index' and 'Frequency'. The existing indexes are Traffic deaths per 100,000 population, Traffic deaths per 100,000 inhabitants/per billion veh-km, etc. However, there is no consistency in using them among local governments, so it can create confusion. Moreover, the index level is too complicated to understand. Therefore, this study suggests new traffic safety index, TAMI. It will work to improve the weaknesses and present accurate status of traffic safety in local governments.

Is Port Authority the Best Choice of Korean Port Reform?

  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

경기도의 항만 거버넌스 재정비방안 (Re-Organization of Port Governance in Gyeonggi Province)

  • 본 연구는 퍼지계층분석법을 이용하여 현재 복잡한 구조로 이루어진 경기도의 항만 거버넌스에 대한 최적 대안 도출하고 시사점을 제시한 연구이다. 선행연구를 토대로 항만 운영의 고도화, 항만의 적기개발, 항만 안전관리, 지역과의 상생발전을 항만 거버넌스의 주요 역할로 선정하였다. 그리고 경기도의 항만 거버넌스 재정비 방안으로서 국가주도형 항만공사와 중앙-지방 연합형 항만공사를 대안으로 선정하여 각 역할에 대한 중요도를 분석하였다. 그 결과 항만 운영의 고도와, 항만의 적기개발, 항만 안전관리 측면에서 국가주도형 항만공사 설립이 타당한 것으로 나타났으며 지역과의 상생발전 측면에서는 중앙-지방 연합형 항만공사 도입이 타당한 것으로 제시되었다. 따라서 경기도의 항만산업 활성화를 위해 단일화된 거버넌스 구조로서 지자체가 참여하는 국가주도형 항만공사 설립 방안을 제안하였다.
