There is an explosion of talk about crucial, new literacies for the 21st Century, for example critical thinking, problem-solving, media literacy, technology literacy, digital literacy, visual literacy. The other day, there was even an article about "gaming literacy!" How does one make sense of it all? The common factor in all these literacies is "information" - information seeking, information use, information processing, information presentation, and information evaluation. And, these "information" elements come together in information literacy: the ability to engage in effective and efficient information problem-solving. Information literacy is the overarching and unifying literacy, and all libraries have a unique and essential role to play in delivering meaningful information literacy programs to people of all ages. In this keynote paper and address, Professor and Dean Emeritus Mike Eisenberg will define the concept and structure of library-based information literacy programs and offer strategies for developing and implementing information literacy programs that are comprehensive(reaching all users), predictable (consistent over time), and accountable(measured and reported).

This study aims to investigate the current state of digital literacy education in Korean public libraries and suggest improvements. The education programs were analyzed, which are offered in the National Library of Korea and related social and educational institutions, in order to explore the digital literacy education program required for public libraries. An interview was conducted with 38 librarians of the regional central libraries. Respondents reported that a cooperative program for digital literacy education with national library is essential, due to the lack of the budget and digital literacy resources. Based on the analysis, a model of the National Digital Library Information Literacy Education and the cooperative programs for digital literacy education were proposed.

The purpose of this study is to develop a model for information literacy instruction far a university library. It surveyed and analyzed Information Literacy Competency Standards and four Information Problem-Solving Process Models. Through the investigation, this study found out the crucial six elements of information literacy instruction. It includes 1) Information need; 2) Information source; 3) Information seeking; 4) Information evaluation; 5) Information use; and 6) Information ethics. Based on the analysis of the information literacy tutorial of 3 university libraries in the States and Australia, special concerns were paid on investigating the contents of instruction programs. This study proposed the model of information literacy instruction of the university library as a result. It consists of eight steps such as 1) Guide of library facility; 2) Information ecology-the flow of academic information; 3) Information needs-Define the topic; 4) Determine the information sources; 5) Plan the search strategy; 6) Search information; 7) Evaluate Information; and 8) style manual. It is suggested to develop and to improve the information literacy instruction programs in university libraries.

The purpose of this study is to examine for redefining the concept of literacy in Library and Information Science research field and in public library services. For the purpose, literature review, bibliometric analysis and case study were conducted. Based on the results, this study proposed the concept of literacy as "a comprehensive ability to use a medium, information and knowledge for solving the problems people faces in order to understand particular subjects or situations they are in" and the concept of literacy service as "the services or programs offered by public libraries in order to develop their patrons' literacies." This research also suggests four new literacy service concepts for public library services: early literacy service, adult literacy service, digital literacy service, information literacy service.

The rapid advances in information technologies have resulted in not only the proliferation of the amount of information available but also the variety of information formats. Information literacy is the set of skills needed to find, retrieve, analyze, and use information. Therefore, information literacy which should be the core goal of the university education has been a new trend of the library instruction. Nevertheless, despite the increasing Interest in the information literacy. there has been little discussion about educational Programs. and there has been little coordination between faculty and librarians on the programs. Under such circumstances, campus-wide teamwork is needed so that the library instruction can become part of the entire learning Processes of university education. This Paper presents an overview of the models adopted by foreign university libraries and also analyses the successful cases of the campus-wide partnership of each model of information literacy programs. Based on these. the outline of the needed procedure for the enforcement of the information literacy in the university of our country is suggested.

The purpose of this study was to examine the operation status of digital literacy programs for the elderly in public libraries and to understand the perception of librarians in charge of the programs in order to suggest plans to improve them in Korean public libraries. To this end, this study performed the following: first, the status of digital literacy programs in 157 public libraries across Korea was examined and analyzed. Second, digital literacy programs provided for older adults by overseas public libraries were explored. Third, an online survey was conducted with 92 librarians in charge of library programs at Korean public libraries. Based on the results, this study suggested plans to improve older adults' digital literacy programs in public libraries in terms of operational and content aspects. This study is expected to provide basic data for the operation of older adults' digital literacy programs in Korean public libraries.

The purpose of this study is to analyze the Elementary and Secondary Education Act(ESEA) of the U.S. reauthorized by the Every Student Succeeds Act in 2015 from the viewpoint of the library and information services, and to derive implications for improving the library and information services. For the first time, ESEA includes effective school library programs and school librarians, and links school library programs and school librarians with literacy, digital literacy, books, resources, up-to-date materials, technology, library services and educational services. It provides a financial and institutional base for library and information services in elementary and secondary schools of the US to be more conducted. In addition, school librarians are required to participate in personalized learning experiences, evidence-based assessments, and professional development in the law, so school librarians must provide library and information services to students, staff, and parents in order to improve student achievement and digital literacy. Based on these analyses, this study discussed strengthening access to the school library, specifying the work of the teacher-librarian's library and information services, strengthening collaboration with school members, educational activities based on evidence base, sharing educational effects and developing of library and information curriculum.

The purpose of this study is to suggest the developmental strategies of information literacy program based on the integrated topics to promote inquiry abilities of middle school students who take part in the free semester system. To that end, the content of the 2015 revised curriculum on a national level was analyzed to develop 6 inquiry themes that incorporate Korean, Social Studies, Music and Art. The instruction and learning guide were consisted of three stages of forming a background knowledge, researching and creating and evaluating the conclusion of the research. The detailed activities for research step were consisted of the four steps of recognition of the problem, information analysis and interpretation, compilation of information and evaluation for each activity. Among the themes "environment" and "appreciation" were applied to a public library and a middle school library as a trial. The trial application saw that students took an interest in programs that subject themes are link with various topics. They were also very satisfied with such programs.

The needs for independent 'lifelong learning' is on the rise for the individuals living in today's fast-paced society. As a result, the significance of 'information literacy' as the core requirement for lifelong learning has become widely recognized. Some countries have even established standards for information literacy at the national level, and introduced programs to improve the overall level of information literacy in the school curriculum. In Korea, various studies have been done to identify the importance of information literacy, and also there are increasing offerings of information literacy programs in regular curriculum. Based on the result of self-efficiency assessment by the students who attended the information literacy courses, this study tries to examine the effects of those programs. It consequently confirms that these curriculums resulted in improvement of the information literacy of the students, and also provide some suggestions and guidelines for the design of the curriculum for information based on the findings.

As the ubiquitous society has come, users' demand for information and education from the library has changed and finally the necessity of change in the traditional information literacy that libraries have provided is on the rise. Based on the pre-judgement that women relatively have weak access to information in the knowledge information society and are in more special environment compared to other user groups, this study aimed to suggest u-Learning information literacy service for women. To this end, literature study, case analysis and questionnaire survey were conducted so that female users' demand for information and education was understood. Based on the results of these performances above, the requirements to develop programs for information literacy education service for female and contents in addition to models were suggested.
