It is essential to have adequate legal regulations to achieve the policy objectives in libraries. This study aims to analyze the structure and critical amendments of the Library Act (Law No. 18547), which was comprehensively revised on December 7, 2021 and has been in effect since December 8, 2022. This analysis examines the normative validity and effectiveness from a policy legislation perspective. As a fundamental law, we explore whether the Library Law possesses legal validity and can contribute to achieving policy objectives by elevating the societal value and qualitative improvement of libraries from an effectiveness standpoint. The analysis results suggest proposing enhancements to the content of objectives and fundamental principles, specifying the responsibilities of the state and local authorities, improving the library policy system, and enhancing the substantial influence of the National Library Commission.

Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

This study was conducted to suggest the ways of improving legislative information services in the National Assembly Library based on the information needs of the legislative support organization arising from the legislation process done by the National Assembly Members. For the purpose, 20 users of legislative support organizations were interviewed in depth. Based on the analysis of the results, the study suggested the improvement proposals in the areas of services and system. Service improvement reflected the information needs of overseas legislative cases, the need for supplementing policy information, and the areas that need to be promoted Second, in the area of system improvement, it was proposed to raise the service awareness of the legal information system centered on foreign legal information and to operate personalized service that can provide differentiated information services for each legislative support organization.

The purpose of this article is to discuss about the progress and problems in Korean academic library policies. The emphasis is on identifying both contents and limitations in national plans for developing academic libraries, and investigating the current status and characteristics of major policy driving forces such as national library policy committees, government organizations, and professional associations. Also investigated is the current status and unique features of legal foundations, especially the present Korean Library Act and a tentatively named Korean University Library Promotion Act, which is being prepared for legislation. Finally this article suggests both direction and strategy for a healthy development of Korean academic library policies at national level.

This study was carried to analyze the current status of oral history collections of national libraries in foreign countries and to derive key factors to consider when building oral collections in National Library of Korea(NLK). The Library of Congress, the British Library, and the National Library of Australia regard oral records as a national heritage that should be passed down nationally and those have been utilized and preserved successfully. Based upon the analysis of the oral collections of these national libraries, several key elements - legislation, organization, collection policy, services, collection, education and collaboration, funding and sponsorship-to consider when building an oral history collection for the first time in the NLK were suggested.

In the 90s, due the Japanese students' degradation in reading comprehension from literacy escape, it was serious social phenomenon that brought reading crisis in Japan. However, school libraries and related institutions regarded this as a turning point and started to reset revise their legislations and focused on environmental improvement of children's reading activities from various aspects by conduction reading related activities. This study is to help understanding macro-environment of Japanese school libraries by introducing and summarizing all the efforts from each fields for restructuring reading environment mainly around the school libraries from 90's in Japan.

This study focused on library services for patients and carers and conducted an awareness survey on the current status of library services for patients and carers in hospitals in Korea and on future library services for patients and carers. Through this, the ways to activate library services for patients and carers in the hospital were sought. Based on the results of the study, the research team proposes the following measures: First, the legislation for the mandatory establishment of libraries in hospitals and standards for the size, book collection, and manpower of libraries in hospitals should be enacted. Second, cooperation between the Ministry of Culture, Sports and Tourism, and the Ministry of Health and Welfare is essential to lay the foundation for the mandatory and voluntary establishment of hospital libraries at the national level in the future. Third, the operation of regional representative libraries, public libraries, and other institutions should be considered.

Over the past decade, the environment around libraries for the disabled has been greatly improved. Related legislation was established, facilities and facilities expanded, and the number of related collections and programs increased. In order to solve this problem, a survey of users' needs in accordance with the changing environment needs to be completed. In this study, we studied the existing research and analyzed the core needs of each type of disability employing user interviews and expert Delphi research. Users demanded quantitative and qualitative expansion of resources as well. Users needed personalized services and programs, convenience in using facility, accessibility of web and applications, and professional staff.

In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

The growing number of threats to society through the uncontrolled distribution of information is forcing library communities in many countries to reconsider their views on free access to collections. Based on the content of numerous documents of international importance, it can be concluded that in any democratic country access to information is one of the most important human rights, along with the right to life, liberty, and security of person. However, the state has the right to restrict citizens' access to information within the framework of existing legislation. Constantly, restrictions on access to information are established in order to protect the ethical foundations of the constitutional order, morality, health, rights, and legitimate interests of others, to ensure the country's defense and state security. It goes without saying that each country has the right to independently decide where the boundaries lie between permitted and prohibited information, including printed information, contained in library collections. This article describes three levels of access restriction: foreign, state, and regional. The authors have analyzed the legal and regulatory documents that govern libraries, as well as the reasons and methods of limitation. A comparative analysis of the restriction of access to information in the countries of Europe and Asia is presented.
