  • The Korean government has established a plan on the 'service operating system of public libraries', which divides the local libraries into a central library, regional libraries, and small branches. However, due to the low interest of the libraries and, above all, the structural problems caused by the dualization of the library administrative bodies, no action plans have been developed. This study intends to propose an integrated operating system for public libraries in Busan metropolitan and to design specific roles and functions according to the library status. To the ends, this study examined the Korean government's plan for public library operation, analyzed the operation cases of foreign public libraries, and finally suggested the detailed action plan of an integrated operating system based on the case of Busan Metropolitan City. The data were collected from literature review and on site field survey, supplemented by e-mail inquiry and official statistical information.

  • The school library in Korea, with its short history, has not been fully awared of its importance yet. As a result, most of school libraries in Korea have not been fundtioning as the center of educational activity which is closely connected with learning process and as the place of the extension of classroom, but as the place of storing books. Besides the importance of materials and facilities, the educational function of school libraries can be fully achieved only when each school librarian clearly understands his work and duties, and accomplishes them successfully. This study, which are based on analysis of literature investigations and precedent studies, are summarized as follow: 1. There is an absolute lack of the number of school librarians (or alternative teachers) in comparison to the number which is specified in the regulations of Library Law. 2. There is no a n.0, ppropriate legal foundation for employment of school librarians and library assistants, and of their o n.0, pportunities for promotion. 3. The school library in korea has been stayed so far on its infantile, namely 'the period of material arrangement', in the aspect of the function. 4. The administrative organization of the school library has not gained much recognition of its professional character. And even more the position of the school library today is not enough clear to be stable in the total school system. By solving these factors step, the newly reformed school library in Korea will play a great role in improving her education by the hand of school librarians whose spirits are re-filled with willingness and creativity.

  • School Libraries are facilities which support teachers and students in their teaching and learning activities and help to fulfil the school curriculum. Recently the Ministry of Education & Human Resources and Development is emphasizing ‘self learning’and it means that the problem solving ability of students can be improved through resource based learning & self learning. The resource based learning is closely connected with school libraries. School libraries are basic organization among all kind of libraries in all parts of th country and they can not develop without the systematic support of the government. The school libraries are just nominal because education in schools is centered on entrance examination and the government is indifferent to them. Therefore, it is urgent to constitute the related regulations and systems to rescue school libraries. The present school libraries laws should be revised toward the direction of effectiveness and it is possible to revise them after School Library Promotion Acts are constituted in public. All kinds of system and organization can develop only when they attach great importance to people Even though we constitute good laws and have good systems, they can not develop without the support of administrative organizations. They can develop when the administrative organizations have the strong will to develop them and are affectionately interested with them. The development of school libraries are under the control of strong interest and will of the people who are in charge of the systems and apply the related regulations.

  • Public libraries in Korea have increased dramatically in number through the last 45 years. However, compared to the public libraries of the United States of America, United Kingdom of Britain, and Japan, public libraries in Korea tended to have a higher rate of capita visits per a public library, so public libraries' infrastructure in Korea is very inadequate. This research analyzed cooperative network cases for public libraries of London Borough of Camden, Ootaku in Janpan, and Bucheon City in Korea to deduct a plan to broaden the service area and to make management more efficient by managing based on the single-administrative district area as a regional library system. With these results this research excogitated a cooperative network model and a plan to make the management more efficient. As a conclusion, as public libraries increase in numbers we need to examine the proper scale, and we need to construct a central-concentrated system to enhance management efficiency between a central library and branch lib aries or small libraries.

  • Library classification schedule IS based on the classification theory, principle and the system of the classification of science. It should be consisted of the basic principle of library classification which should use the library materials effectively. Continuous study and research on the each subject field of the discipline are essential for keeping up with the transformation of each learning field and the change of modern society. In this paper, I studied comparatively the sections and subsections of the management in KDC, DDC and NDC and reviewed the academic systems of each subject area in the management. I tried to compare the relationship beween the structure of library classifications and academic systems for the more specialized subsections of the management. KDC is influenced by the principle and structure of DDC, but I found that KDC is more similar to NDC than DDC in the sections and subsections of the management. Being un sufficient of subsections of KDC and NDC, they are not enough for the expansion and specialization of the subsections in the management. DDC is necessary to re-schedule for the proper expansion of 650 and 658 with reflection of the importance of that sections and academic systems. In this study, I adoped 9 sections of management, (1) Management policy (2) Administrative organization (3) Personnel (4) Office management and business information management (5) Marketing (6) Financial management (7) Production management (8) Accounting (9) International management. It would be necessary for us to study continuously about the specilized subsubsections of the management for the more professional classification.

  • After division of Germany, East Germany was established as a socialistic nation. The new socialistic nation needed new systems in many different areas such as political, social, educational and cultural. In the new political system based on socialistic ideology the administrative organization and political parties used the academic libraries as a political instrument. • The environment of the modern library is changing rapidly with advancements in information technology, massive increse in information, and with the changing needs of users for information in order to keep up with developments in science and technology. The library should also be in a constant state of change in accordance with the changing environment. But the current situation is that library organizations in Korea do not show any change. Here arises the need to diagnose the health of these organization. Organizational innovations can be achieved either by change in the organizational structure or administrative methods or in personal attitudes. In making organizational innovations, however, it is not sufficient only to change the organizational structure or the administrative methods without changing personal attitudes. The purpose of this thesis is to diagnose the health of university library organizations in Korea and to suggest prescriptions based on the results of this diagnosis, by means of organization development theory. In this study, the action research model and the diagnostic model were developed for the health of university library organization in Korea. The action research model consisted of 3 steps: diagnosis, intervention and evaluation. The diagnostic model comprised diagnostic criterion and diagnostic indicators. The health of an organization was selected as the diagnostic criterion. Diagnostic indicators were divided into 3 levels: personal job-satisfaction at the individual level, cohesiveness at the group level, and the organizational climate at the organizational level. Both the interview and the questionaire were used as diagnostic methods. The questionaire form was designed according to the Likert typle 5-point scale. For the investigation, 10 university libraries were selected from the private universities in Seoul, and questionaire sheets were sent to their 156 librarians and responses were received from 116 persons. An interview was carried out with a selected chief of departments of the library concerned. The results of the diagnosis show that the average personal jobsatisfaction was 3.57, the group cohesiveness was 3.15 and organizational climate was 2.93, and accordingly the comprehensive health indicator was 3.22. The health of university library organizations in Korea was generally on the decline at all 3 levels. In particular, the organizational climate was in a very weak state. Most problems concern dissatisfaction with personnel policy, communications and non-professionally qualified directors. As the prescriptions, the following was suggested: institutionalization of the staff meeting for resolving problems with communication, appointement of professional directors, performance appraisal, conferring faculty status for librarians, and a suggest system. And for the improvement of the organizational climate, managerial grid training was suggested as one of the educational strategies for organizational development.

  • Researches, studies, and most administration services at the universities are currently carried out through computers. So the IT infrastructure and. the information system of the university are becoming complicated. When a user has problems in using the information system, it is very difficult to get solution for that problem even a computer center or a help desk exists. In this paper we propose a method to establish a service desk based on the ITIL(Information Technology Infrastructure Library) to support efficient learning at the universities. The proposed method in this paper can be used to establish a systematic learning support system when errors of computation happen in learning, researches, and administrative tasks at the universities.
