  • The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

A total of 489 librarian job postings posted on the internet portal site "Saseo e-Ma-eul" were collected for the Korean data, and 6,600 data were collected from "ALAJobList" for the international data. The research period spans from January 2020 to August 2022. The data were subjected to regional distribution analysis, frequency analysis, and topic modeling. As a result of the study, the number of Korean librarian job postings was the highest in Seoul with 280, while California was the state with the highest number of job postings overseas with 662. According to the frequency analysis, the main task of Korean data is 'management' 23.42%, and the core competency is 'certificate' 16.61%. For overseas data, 'Library Service' is the main task of 8.72%, and 'Communication Skills' is the most important core competency of 10.13%. In topic modeling, five topics were identified for each area 4 in total, including Korean and international job description and requirements. The analysis results confirm that the duties and qualifications derived from Korean and international job postings for librarians are related to the core competencies proposed by major library associations such as the American Library Association (ALA) and the Korean Library Association.

  • A public librarian is an occupation, which requires long-term. continuous training and difficult study to acquire and cultivate professional knowledge and skills. It is a necessity to achieve new knowledge, information and skills via appropriate retraining. A training system is the method which gives chances of retraining to public librarians. After examining some of the problems with the existing training system, it is apparent that the direction of training system needs to be decentralized. That is each local branch should be autonomous in terms of new training for librarians. For the method of training system, each autonomous unit would integrate the different theories to apply to the community-at-large and invite practical specialists from the local community to lecture. The training classes would be elective in that the each librarian could choose the classes he/she wants to take and give them credits for that, but the certificate for the class would also go towards completion for the required technical training. Finally, the utilization of cyber-education should be introduced, and the library association's role strengthened, to help public librarians cultivate their specialties.

  • The major role of school librarians in Korea has been providing reading guidance and library user education with paper resources. However, digital users have become more ubiquitous and demand more information with the images and digital materials. Therefore, school libraries need to collect more images and digital materials. At the same time, school librarians have to equip themselves with the ability to cope with this transformation. The qualified school librarians not only should have a teaching certificate but also know about techniques to transform various library materials into digital formats. Teachers and students could use these materials for their Web site homepages and Powerpoint presentations.
