A Study of the Scope and the Electronization of Electronic Letter of Credit in the Practitioner's Perspective (전자신용장의 활용범위와 '전자화' 정도에 대한 연구: 실무자적 관점을 중심으로)

  • This paper investigates the extent and scope of electronization of Letter of Credit and examines the obstacles in the course of electronization of Letter of Credit. For this purpose, this paper adopts two track methodologies. First, we study the electronization of Letter of Credit in the macro perspective. It means that we analyze the scope and the extent of electronization of electronic Letter of Credit in the national economy as a whole. Second, we utilize the case study approach to examine the electronization of Letter of Credit in micro perspective. In other words we examine individual commercial banks in Korea. For this purpose, we analyze the data from two commercial banks out of four largest domestic banks in Korea. For example, we select two commercial banks in Korea and ask current status of electronization of Letter of Credit, i.e, the utilization of EDI L/C, e-L/C, and e-B/L. A major finding of our study is that the extent of electronization is not negligible in micro perspective as well as in macro perspective. In micro perspective, two commercial banks utilize EDI letter of credit in a critical sense. On the other hand, they seldom uses e-L/C and e-B/L in international transaction. This study shows that major bottlenecks for the electronization of Letter of Credit are pessimistic perception of SME entrepreneurs toward the electronization of Letter of Credit and the high costs of system building. We conclude that unlike superficial perception, there is a considerable progress toward the electronization of Letter of Credit in micro perspective.

Relative importance of factors affecting text reading time and preference(II) : Focusing on non-square form letter

  • Effectiveness of information conveyance in reading is affected by several factors such as line length, letter size, line spacing arrangement as well as typeface itself. This study examined relative importance of these factors by asking people to read the texts that was constituted with non-square form letter and rank the preference of texts through conjoint analysis. In the case of reading time, justification was the most important factor, followed by leading, line spacing, letter width, line length, font size, font type in their order of importance. And in the case of preference decision, letter width was the most important factor, followed by font size, justification, line spacing, leading, line length, font type. The result will be useful in understanding how to consider human preference in the hangul typography.

Deriving TrueType Features for Letter Recognition in Word Images (워드이미지로부터 영문인식을 위한 트루타입 특성 추출)

  • In the work presented here, we describe a method to extract TrueType features for supporting letter recognition. Even if variously existing document processing techniques have been challenged, almost few methods are capable of recognize a letter associated with its TrueType features supporting OCR free, which boost up fast processing time for image text retrieval. By reviewing the mechanism generating digital fonts and birth of TrueType, we realize that each TrueType is drawn by its contour of the glyph table. Hence, we are capable of deriving the segment with density for a letter with a specific TrueType, defined by the number of occurrence over a segment width. A certain number of occurrence appears frequently often due to the fixed segment width. We utilize letter recognition by comparing TrueType feature library of a letter with that from input word images. Experiments have been carried out to justify robustness of the proposed method showing acceptable results.

A study on the legal relationship between the change in the date of performance of trade contracts and the date of shipment of letters of credit (무역계약의 이행기일과 신용장 선적기일의 변경 간의 법률관계에 대한 연구)

  • The seller and the buyer write down the agreed details in the trade contract as trade contract clauses. In the case where a letter of credit is agreed to be the payment condition, the buyer shall open a letter of credit to the seller with the shipping date specified in the trade contract through its bank. In this case, the legal relationship between the performance date of the trade contract and the shipment date of the letter of credit, the change of the performance date of the trade contract due to the change of the trade contract and the change of the shipment date specified in the letter of credit, the seller's letter of credit A problem arises in the legal interpretation of the approval period and the change request period. Therefore, this paper analyzed the precedents of the Seongnam Branch of the Suwon District Court and the Seoul High Court related to these legal issues. The performance date of a trade contract is the seller's delivery date and the buyer's payment date. In the letter of credit transaction, the date of performance of the trade contract is regarded as the date of shipment and the date of negotiation of documents specified in the letter of credit. The seller must decide whether to accept the letter of credit within 5 banking days after receiving the letter of credit from the buyer. After this period has elapsed, the seller cannot refuse the letter of credit. However, if the buyer is unable to decide whether to accept the letter of credit within 5 banking days due to reasons attributable to the buyer, the delivery date specified in the letter of credit will be extended. If the seller requests an amendment to the letter of credit, the buyer must accept it and open the letter of credit the seller desires to the seller. If the buyer refuses the seller's request to change the letter of credit, company A has the obligation to change and reopen the letter of credit as requested by company B. Expect by agreeing on the quotation As it is a fundamental breach of contract stipulated in Article 25 of the United Nations Convention on Contracts for the International Sale of Goods, company B can cancel the trade contract and claim damages from company A. Compensation for damages caused by Company A's breach of the trade contract shall be an amount equal to the loss suffered by Company B as a result of the breach, including loss of profits.

The influence of the syllable frequency on transposed letter effect of Korean word recognition (한글 단어 재인 시 음절 빈도가 글자 교환 효과에 미치는 영향)

  • Unlike most other alphabetic languages, letter transposition effect was not found in Korean except in the syllable level and in the morpheme level. This study was conducted in order to investigate the possible reason of the absence of letter transposition effect in Korean. Based on previous letter transposition studies, this study was to investigate on whether syllable frequency is a moderating variable and is responsible for the absence of the letter transposition effect. The results showed that significant letter transposition effect was found when a transposed non-word has high frequency syllable(e.g., 민주화 → 진무화), while such effect was not seen in a transposed non-word with low frequency syllable. The results showed that the letter transposition effect can found in Korean as well. The results also implicate the possibility that syllable frequency is the main moderating variable regarding the Korean letter transposition effect.

A Study on the Problems and Instructions of Negotiation Before Maturity under Deferred Payment Letter of Credit - Focus on the Cases of Different Countries - (연지급신용장 만기전 매입의 문제점과 유의사항에 관한 연구 -각국의 판례를 중심으로-)

  • Deferred payment letter of credit is the L/C that makes the issuing bank to pay a beneficiary at maturity stipulated in the credit. In this deferred payment letter of credit transaction, is it possible that a confirming or nominating bank payor negotiate before maturity? and the confirming or nominating bank have legal protection when paid or negotiated before maturity? These problems are raised in argument. By the way, Korea, Switzerland, Germany, and Italy are positive on the above question, but France, United Kingdom, and Singapore are negative. Therefore, when using deferred payment letter of credit, it is required to keep in mind that the understanding of maturity stipulated in the credit is different among countries, legal principles of each nations, and researchers. And other problems are raised also as follows; the application of Fraud Rule and principle of independence and abstraction as nature of credit, when to pay credit amount to beneficiary, and refusal of payment due to poor quality. Finally, it is required to use deferred payment letter of credit, after full understanding of deferred payment letter of credit pointed out in this paper.

Learning Altitude Change with Letter-Writing at College Mathematics Class (대학수학에서 편지쓰기를 이용한 학습태도 변화)

  • One of the essential factors for successful college mathematics class is to provide a strong motivation for learning to students. In this respect, this paper attempted to find out how the letter-writing assignment can change students' learning attitude and enhance their motivation for further mathematical investigation. The process is to have all students write up letters containing a summary of the major points covered during the semester, and to find out how valuable is the letter-writing assignment. The major finding of this research is that the letter-writing assignment makes a notable contribution to the desirable change of students' learning attitude. From this finding, we suggest that the letter-writing assignment be adopted by more math classes and expect that such expansion of the letter-writing assignment would have a positive influence on the students' learning attitude.

  • This paper proposes a efficient algorithm of letter-box converter using 4:3 decimation algorithm. To display 16:9 wide images on a 4:3 screen, there is need to convert the 16:9 wide images. The letter-box converter is designed with multiplierless architecture. We have modeled the letter-box converter in verilog-HDL and verified to show little difference between the original image and the converte image.

  • This paper describes an efficient thresholding method for the binarization of a grey-level letter image. This method determines the adaptive threshold for letter image binarization by introducing the readjusting parameter, based on the global variance of the input image. Experimental results show that the proposed binarization method outperforms on the various letter images with a texture or noise when compared to the other methods.

  • Park Yong-gil's personal letter 'To You' collection is a valuable historical document that contains aspects of modern and contemporary Korea, managed by the Late Spring Moon Ik-Hwan Memorial Foundation. These letters were written for about 10 years and 3 months, and there are currently about 2,304 letters left, and support is needed to secure social feasibility for long-term preservation of historical materials and to establish a stable record management system. The purpose of this article is to introduce Park Yong-gil's letter, which has not been introduced in earnest, to the archival community, and to comprehensively review the whole story and examine the tasks. To this end, the meaning of the letter in Park Yong-gil's personal life was examined, and the value of this letter was particularly highlighted in terms of being a letter written as a part of Okbaraji. And by investigating and analyzing the status of the archives, the internal and external characteristics of the letter were comprehensively analyzed. The characteristics of Park Yong-gil's letter identified as a result of the study are that it is a letter sent to one person, and it is accumulated with a considerable amount and aggregation. In particular, it is expected to have a diverse user base in that it is easy to empathize with because it contains the familiar subject matter of letters and the stories of contemporaries, and contains a variety of informational values about contemporary events and people. Based on these historical and cultural values and various useful values of the letter 'To you', various research and development of services should be made in the future.
