빅데이터 개인정보보호 가이드라인(안)의 개선 방향에 관한 연구 (A Study on the Improvements of the Big Data Guideline in Korea)

  • 빅데이터 시대의 도래는 산업 발전에 대한 긍정적 시각과 함께 개인정보보호 및 프라이버시 침해와 관련한 우려 또한 낳고 있다. 이러한 상황에서 최근 방송통신위원회는 빅데이터 환경에서 개인정보 수집과 이용 범위를 규정하는 '빅데이터 가이드라인(안)'을 제시하였다. 그러나 동 '가이드라인(안)'은 산업 진흥에 목적을 두고 있어, 기존 "개인정보보호법"과 충돌하는 내용을 많이 포함하고 있는 상황이다. 이에 시민단체들은 정보주체의 인권이나 프라이버시를 침해할 수 있다는 이유로 제정을 강력히 반대하며, 결국 개인정보위원회는 최근 전면 재검토를 요청했다. 따라서 본 논문에서는 현 '가이드라인(안)'의 한계점을 분석하고, 국내 외 관련 법률을 검토하여, 개인정보보호를 통한 프라이버시 침해를 최소화하는 방향에서 기업들이 빅데이터를 안전하게 활용할 수 있도록 법과 제도적 정비 방안에 대해 논의한다.

일반농산어촌개발 지역역량강화사업비의 적정요율 산정 (An Estimation of the Standard Cost of Project Management of Empowerment Sector in Comprehensive Rural Village Development Project)

  • The existing standard cost of project management of empowerment sector in general rural development project has problems with standard cost system without considering characteristics of empowerment project and unclear division of works. These problems are a lot of trouble to fulfill the project. Thus, it needs an arrangement of standard cost considering detailed characteristics of project management in the empowerment sector. The contents and results of this study can be summarized as follows. 1) To set accurate standard cost, we carried out three-step processes, such as elicitation of standard works, calculation of workload and determination of standard cost. (1) In an investigation of 30 rural area dividing 8 parts about an workload of empowerment project, an average workload is 1,499 hours. (2) Based on this results, the standard cost is calculated at 15% of project cost in over 600 million won, at 28.75% of project cost in under 500 million won, by standards of empowerment project cost. 2) It set the responsibility management cost to 15% of empowerment project cost considering existing awareness, workload and work professionalism of project management. Based on the results, It suggested the practical use as basis for efficient management of the future empowerment projects. To achieve this, It needs to promote maximizing results on the whole project through the legalization processes including amendment of existing regulations.

국민주택(전용 85 m2 이하) 아파트평면의 변화에 대한 연구 - 제도적 변화와 사회적 변화를 중심으로 - (A Study on the Change of the Apartment Unit Plan in National Housing - Focused on Institutional and Social Changes -)

  • The purpose of this study is to suggest an optimum guide line of the unit plan design in national housing (less than $85m^2$ of exclusive floor area in a dwelling unit). The unit plan of apartment have been improved diversely for the residents, and the family members per household have been decreased for decades comparing with the past. In contrast, the living space per household has been increased steadily, it is because of the improvement of the living standard. The unit plan have been improved from 2-bay corridor access type and 2~3 and 4-bay staircase type. In december 2005, the balcony was permitted to be used as exclusive living area without the increase of the original living area by law. So the apartment residents have been able to use more spacious area exclusively in a dwelling unit. On the other hand, the legalization on permitting balcony area into a exclusive area resulted in a distorted wide and enlarged plan only for the business profit improvement lately. The living environment has been changed differently unlike at the time of the legislation of the national housing. The family member per household has been decreased and the related law and the institution has also been changed. Moreover It has passed 40 years since the legislation of national housing ($85m^2$). So, The size of national housing should be reviewed according to the current trend in terms of the decrease of household and the utilization of balcony area.

방문물리치료 필요성에 관한 연구 (Research About Necessity of Visiting Home Physical Therapy)

  • Background : In-home physical therapy program as a result of a study of the need for in-home physical therapy, most patients were needed. This study of patients who received physical therapy were surveyed, and patients need physical therapy for what I have found that factors. The purpose of this study is the in-home physical therapy program for patients to determine that how much needs were investigated. Methods : In this study, 469 people were involved with the patients who received physiotherapy. Surveys were returned to the questionnaire. The collected data was analyzed by Chi-square and one-way ANOVA. Results : The need for in-home physical therapy to 31 to 60 years suggests that the highest. In this paper, the female respondents was higher, the damaged parts Many times patients with musculoskeletal injuries, duration of treatment was 3-1 months there. 469 people need physical therapy visits of respondents that respondents were 423 people. qualification standards of physical therapy visits and asked questions of the state or local government public agencies or public health wad the highest with 40.3%, eligibility criteria for physical therapy visits a physical therapist trained in the regular 43.3%, per visit, treatment 10,000won 43.5% less than the cost of investigation into the health insurance coverage and should apply to questions about whether the response was 50.1%. Conclusion : Further, the study of in-home physical therapy services were the patient's perspective. This information, visit the home physical therapy program will contribute to the legalization.

미용 목적의 문신시술행위에 대한 현황 및 제도화 필요성에 관한 연구 (A Study on the Current State and the Necessity of Institutionalization of Tattooing for Beauty Purposes)

  • 본 연구는 미용 목적의 문신시술에 대한 기존의 법률적 한계점을 파악하고 미용인의 시술행위에 대한 법률적 합법화 및 전문 자격사 제도의 필요성을 제기하기 위한 목적을 지니고 있다. 미용 및 법률분야의 전문가 10명과 피시술자 101명을 대상으로 각각 심층인터뷰와 설문조사를 실시한 결과는 다음과 같다. 첫째, 10명의 전문가는 다수의 시술이 불법으로 이루어지는 점을 고려하여 법규가 현실을 반영하지 못한다고 지적하였으며, 전문 자격사제도의 도입에 대한 필요성과 찬성의 의견을 제시하였다. 둘째, 피시술자 중 15.7%만이 의사에게 시술받았다고 응답하였으며, 시술품질, 만족도, 추천의도는 비의료인이 더욱 높게 나타났다. 한편, 시술 부작용은 의료인과 비의료인이 차이가 없으며, 응답자의 73.7%가 전문 자격사 제도가 필요하다고 응답하였다. 본 연구는 미용 목적의 문신 시술에 대한 사회적 인식을 반영한 정부정책의 개선이 필요하다는 점을 실증적으로 지지한다.

임대주택(賃貸住宅)의 내재적(內在的) 특성(特性)에 관(關)한 연구(硏究) - 서울의 공동거주형(共同居住型) 임대주택(賃貸住宅)의 사례(事例)를 중심(中心)으로 - (A Study on Latent Characteristics of Rental Housing - A Case Study on 'Co-deweling' of Rental Housing in Seoul -)

  • In the modernization process of the city, urbanization raised a variety of social issues. Urbanization brought noticeable changes in dwelling patterns, such as drastic changes in the housing lifestyle, that revolved around the metropolitan areas of Seoul and Busan etc. before and after the expansion of economic growth. Especially in 1985, when 23.8% of the country's population was concentrated in Seoul, the imbalance of housing supply and demand caused a vast range of housing shortage. The shortage, that resulted from public sector mishandling of natural housing demand, lead to the occurrence of private sector rental housing. The occurrence of this abnormal rental housing supply, became a major cause of Korea's typical lease system called 'Co-dwelling', where the leaseholder and tenant physically lives in the same residence. The leaseholder and tenant's 'Co-dwelling' started from partial renting of traditional Korean-style housing and transformed with the transition of dwelling form and time. However, after 1985, legalization of multi-family housing, Korean rental housing started to be planned in the beginning of it's housing construction and to be produced as an independent space with separate circulation. Also in terms of facility, it changed from partial renting of a space within the residence to an assembly of small individual spaces. However, the background of this deep-rooted 'Co-dwelling' lease system, in different forms and periods of residence, is still based on the lack of public sector rental housing supply and private sector supply of rental space to utilize extra space, 'Jeonsei' payment.

근골격계부담작업 유해요인조사 이행 실태 파악을 위한 심층 면담 조사 (An in-depth Interview Study to Examine the Performance Status of the Legal Risk Assessment of Musculoskeletal Disorders)

  • The purpose of this study is to investigate the performance status of the ligal examination of risk factors of musculoskeletal disorders(MSDs). The study was based on in-depth interviews with the persons in charge of the examination in 63 sampled companies, which are various in location, type of industry and size. The interviews were carried out based on detail questions as well as a predefined checklist. The main findings are as follows: 1) More than half of the companies did not properly comply with the laws in performing the examination of MSDs risk factors; 2) In about 60% of the companies, the examination has been carried out by their own persons; 3) 38% of the companies conducting the survey of musculoskeletal symptoms did not diagnosed musculoskeletal symptoms based on the survey; 4) Most companies performed the prevention activities for MSDs such as education/training, stretching, etc.; 5) It was revealed that the 11 high-risk tasks were not considered to be properly defined by the people in the industries, which results in some difficulties such as ambiguity in defining the 11 tasks and unit tasks; 6) The period of the examination of risk factors, classification of periodic and occupational examinations and legalization of employers' obligation for preventing MSDs are considered to be acceptable or desirable, while it was pointed out that regulations for the method of the risk assessment and the person who in charge of the examination need to be modified.

전문간호사의 업무 수행 빈도 및 의료인이 인식하는 업무 난이도와 중요도, 법제화 시 업무 위임 의향 (Job Performance of Advanced Practice Nurses, Perceived Difficulty and Importance, and Willingness to Legally Delegate Clinical Practices to Advanced Practice Nurses by Health Care Professionals)

  • Purpose: To identify the clinical role of Advanced Practice Nurses (APN), and evaluate how other medical personnel perceive their work(difficulty, importance). Methods: A questionnaire survey was performed with 277 health care providers (APN 52, nurses 88, and medical doctors 137 [professors 51, fellows 44, & residents 42]) in a single, tertiary hospital. The questionnaire was categorized into 6 domains (total 40 tasks): 6 tasks on identifying health issues (A); 3 tasks on prescribing and conducting diagnostic tests (D); 18 tasks on disease treatment (T); 4 tasks regarding prescribing medicine (M); 3 tasks regarding medical collaboration (C); 6 tasks regarding patient education (E). The survey measured the frequency, difficulty, and importance of APN's clinical tasks, and evaluated the willingness of authorizing clinical tasks to APN. Results: The most frequent tasks for APN were A domain, lowest were T domain. The scores for perceived job difficulty were lower than those for job importance in all groups. The proportion of willingness to legally delegate clinical practices to APN was higher in A and E domains, but lower in D and T domains. However, professors, who spent the most time with APN, showed a higher willingness to legally delegate clinical practice. The participants favored medical doctors as substitutes for tasks which were not legislated for delegated job performance. Conclusion: In this study identified clinical roles that medical doctors considered possible for legal delegation to APN were identified. The results can be used as evidence for the legalization of the practice of APN.

프랭클린(Franklin)의 사회구성주의 모델 관점으로 본 한국의 노인주택 맥락 (The Context of Housing for the Old Age in Korea with Perspective of Franklin's Social Constructionism Model)

  • This study was performed by the literature review on housing of the aged in Korea with social constructionism perspective. This kind of research may be utilized as a theoretical framework for performance of any systems of housing for the aged. In terms of structural context, the value of conventional custom of filial piety thoughts and duty for family are being collapsed, which nay be suitable to the change of society, should be considered for positive acceptance of changes in ideology. In terms of institutional context, a method to grope for housing for the aged should be established through amicable cooperation between organizations of legalization concerned. In terms of organizational context, there is no organization that exclusively concern housing for the aged until now, thus, development of concrete manual is required for jobs of service in current department of policy for the aged. In terms of operational context, the service may include the understanding of characteristics of the aged and design of housing may also change the service of administration, and as cooperation in the local community care systems may change the service to the aged in the field. Connection of these services and operation of these organizations nay be required in the field to manage housing. Finally in terms of intersubjective context, as the form and method of housing management service is important, with understanding of the social meaning and importance on the role of manager.

표준 셀 배치를 위한 하이브리드 기법 (Hybrid Techniques for Standard Cell Placement)

  • 본 논문은 표준 셀을 효율적으로 배치하는 하이브리드 기법을 제시한다. 제시한 기법에서는 레이아웃 영역을 n${\times}$m 그리드로 분할하고, 분할된 그리드의 각 빈에 셀을 배치함으로 광역 배치를 얻는다. 광역배치를 얻은 후 Relaxation-Based Local Search (RBLS)라 불리는 해석적 최적 기법[12]을 사용하여 배치를 개선시킨다. 이 기법을 사용하면 배치 전체를 개괄적으로 볼 수 있게 되어 배치가 국부 최적에 빠지지 않도록 할 수 있다. 이 기법의 핵심은 중복을 해결하기 위한 매우 효율적인 적법화 알고리즘이라고 볼 수 있는데, 이에 대해 본 논문은 자세히 설명한다. 광역배치가 더 이상 개선되지 않으면 이를 상세 배치로 변환시킨다. 상세 배치를 얻은 후“최적 인터리빙”이라 불리는 기법[13]을 사용하여 이를 더욱 개선시킨다. MCNC 벤치마킹 회로에 대한 실험 결과는[14]에서 보여준 Feng Shui의 결과와 필적할 만하다.
