Due to globalization, more foreign-owned small businesses have been joining the South Korean economy. In order to better support the growth, this study's purpose is to identify foreign entrepreneur demographics and company information as well as entrepreneurial motivations and perceived success factors. To fulfill these goals, a survey of 98 immigrant entrepreneurs from 31 countries doing business within the local Korean market was conducted. The results show that most foreign-owned small businesses are service-oriented and primarily started for intrinsic reasons. It was also identified that the perceived business success determinants that the government can most directly affect are skills-based, rather than infrastructure or financially oriented. Furthermore, top issues include unreliable employees, language barrier and too much competition. The findings of this study are particularly relevant to both academics and policy makers alike because almost no prior foreign entrepreneur-focused research has been conducted in Korea.
Korea, China and Japan are in great demand for each other’s science and technology information since they geographically lie adjacent and have common interest in a variety of science and technology fields. Yet, they have difficulties in obtaining the other two countries’ information due to the lack of an appropriate system to access the information and also to restrictions such as a language barrier. The purpose of this study is to suggest the ways of sharing science and technology information among Korea, Japan and China. It surveys the national science and technology information systems and policies of each country and proposes four stages of resource sharing.

One of the main reasons of information divide of multi-cultural family is caused by language barrier that is associated with low education level. In addition the social problem can be triggered by the information divide that may increase the gap of economic inequality. With respect to the overall capability of accessibility of digital devices and the level of data utilization, the parent of muiti-cultural family's level is inferior to that of the parents of an ordinary family. However the traditional learning contents management system for those parents is not appropriate to decease the gap of the information divide. To handle this problem, it is necessary to construct a customized learning contents management system that is used to support the education of the parents of multi-cultural family depending on the level of understanding the learning contents written in korean. In this paper we design the korean to korean translation based learning contents management system and show the result of its prototype.

Brain aging induces neuropsychological changes, such as decreased memory capacity, language ability, and attention; and is also associated with neurodegenerative diseases. However, most of the studies on brain aging are focused on neurons, while senescence in astrocytes has received less attention. Astrocytes constitute the majority of cell types in the brain and perform various functions in the brain such as supporting brain structures, regulating blood-brain barrier permeability, transmitter uptake and regulation, and immunity modulation. Recent studies have shown that SIRT1 and SIRT2 play certain roles in cellular senescence in peripheral systems. Both SIRT1 and SIRT2 inhibitors delay tumor growth in vivo without significant general toxicity. In this study, we investigated the role of tenovin-1, an inhibitor of SIRT1 and SIRT2, on rat primary astrocytes where we observed senescence and other functional changes. Cellular senescence usually is characterized by irreversible cell cycle arrest and induces senescence- associated ${\beta}$-galactosidase (SA-${\beta}$-gal) activity. Tenovin-1-treated astrocytes showed increased SA-${\beta}$-gal-positive cell number, senescence-associated secretory phenotypes, including IL-6 and IL-$1{\beta}$, and cell cycle-related proteins like phospho-histone H3 and CDK2. Along with the molecular changes, tenovin-1 impaired the wound-healing activity of cultured primary astrocytes. These data suggest that tenovin-1 can induce cellular senescence in astrocytes possibly by inhibiting SIRT1 and SIRT2, which may play particular roles in brain aging and neurodegenerative conditions.

Despite the increase in the number of international students residing in Korea, there is lack of research on their Everyday Information Seeking behaviors. This study investigated the information needs and information seeking behaviors of international students in Korea according to the settlement stages (before entry, initial settlement, and present) through Critical Incident Technology (CIT). International students in Korea reported their daily life-related information needs more frequently than their academic-related information needs. International students used multiple information sources for seeking information, such as websites, social media, and friends. Compared to websites, international students demonstrated higher satisfaction with interactive sources such as social media and friends. It was found that the language barrier is the biggest difficulty that international students experience during the information seeking process. Unfamiliarity with Korean society and culture were addressed as another difficulty. Based on the understanding of international students' information needs and seeking behaviors throughout the settlement stages, recommendations for helping international students search for information in their daily life were discussed.

Purpose: Since 1994, Asian Health Services, the Korean American Community Advisory Board, and the Center for Family and Community Health (University of California at Berkeley) have conducted periodic, population-based surveys on Korean American community health in Alameda County, California. The present study examines changes in health care access and utilization between 1994 and 2002 among Korean American adults in Alameda County, California. Method: We reanalyzed data from the 1994 and 2002 Korean Health Surveys. The primary variables of interest, health care access and utilization, were operationalized in terms of health insurance coverage, routine check-ups, a usual source of health care and reported barriers to health care. The frequency distribution of each indicator was calculated and its standard error was estimated using SUDAAN. The differences between 1994 and 2002 were examined with chi-square test. Results: Compared to 1994, Korean Americans in Alameda County were more likely to have health insurance coverage in 2002 (74.0% vs. 82.7%). Korean Americans in Alameda County were more likely to have received a recent (prior two years) routine health checkup in 2002 (50.4% vs. 57.2%). Health checkups increased over time for males, for adults with more than 12 years of education, and for employed adults. Also, compared to 1994, employed adults were more likely to have a usual source of health care in 2002 (66.5% vs. 78.4%). In both 1994 and 2002, high cost (58.0% vs. 47.8%) was the most commonly cited barrier to health care, and the next most frequently cited barriers were language (29.2% vs. 27.7%) and no time (29.2% vs. 30.3%). Conclusion: To improve health care utilization and health conditions, it is important to investigate factors related to health care and to monitor changing trends. Ongoing surveillance of health-related factors can contribute to the development of health education programs to reduce morbidity and mortality due to chronic disease, and thereby lead to improvements in health status among Korean Americans.

With a rapidly increasing number of foreign patients in Korea, it is necessary to manage and enhance the quality of nursing care for foreign inpatients through the promotion of studies on practical nursing care experience. This study is a qualitative study conducted to understand and describe the care experiences of nurses responsible for non-English speaking foreign inpatients. There were 10 nurses with a clinical career of more than two years included in this study for analysis. Data were collected through in-depth individual interviews and analyzed using qualitative content analysis. Five themes emerged from the analysis. 'Aware of cultural differences', 'establish trusting relationships through all my heart', 'additional nursing task', 'empathy for genuine nursing', 'sorriness and relieved'. The results of this study provided the understanding on the experiences of nurses, who do not speak English, but still responsible for providing care to foreign inpatients. Despite the language barrier, cultural differences, and work overload, nurses caring for foreign patients struggled with authenticity in nursing. On the other hand, as there was a lack of system resources, such as manuals and training materials in various languages other than English, institutions should put forth greater effort and resources to be prepared to care for foreign inpatients.
This study was conducted to investigate the present situation and problems related to the use of nursing diagnosis in practice. The data were obtained from 332 subjects (27 director of nursing service, 302 staff nurses) who worked in university hospitals in Korea from July through August 1988 using a mailed questionnaire. Data were analyzed by frequency, X$^2$ test and t-test. The findings were as follows ; 1, Clinical use of nursing diagnosis by directors of nursing service and staff nurses. 1) The majority of the nursing departments (88.9%) conducted group education on nursing diagnosis during the last 5 years and 81.5% of them kept a record format for nursing diagnosis : 88.9% of them had had prior experience with the nursing diagnosis. 2) Most of nurses (97.0%) had received education on nursing diagnosis. 2. Factors related to the clinical use of nursing diagnosis in nursing service departments and by staff nurses. 1) The one factor related to the use of nursing diagnosis in the nursing service department was the existence of a record. 2) Factors related to the use of nursing diagnosis by the staff nurses were the organization style of the nursing service department, group education during the last 5 years, existence of a record, the attitude of the director of nursing service, and prior experience of the use of the nursing diagnosis as characteristics of nursing service department and educational experience of nursing diagnosis as a character of nurse. 3. Problems with the use of nursing diagnosis. 1) The primary problem was the lack of time and personnel (mean : 3.757) ; the second problem was the lack of knowledge and will to use nursing diagnosis in practice by the staff nurses(mean : 3.546). 2) There was no significant difference in problems expressed by the director of nursing services and the nurses. The majority of nurses who worked in the university hospitals expressed interest in and concern about the use of nursing diagnosis. Most of the nurses had had education about on nursing diagnosis but use in practice was limited. The primary problem was lack of time and manpower. Strategies for improving use of the nursing diagnosis in practice : 1) Strengthening the education about nursing diagnosis and a holistic approach to understanding human beings. 2) Develop protocols for the use of nursing diagnosis. 3) Eliminate the language barrier regarding nursing diagnosis by translation into in Korean. 4) Decentralization of the nursing service to promote accountability by individual nurses for use of nursing diagnosis.
Recently, the neural network-based deep learning algorithm has dramatically improved performance compared to the classical Gaussian mixture model based hidden Markov model (GMM-HMM) automatic speech recognition (ASR) system. In addition, researches on end-to-end (E2E) speech recognition systems integrating language modeling and decoding processes have been actively conducted to better utilize the advantages of deep learning techniques. In general, E2E ASR systems consist of multiple layers of encoder-decoder structure with attention. Therefore, E2E ASR systems require data with a large amount of speech-text paired data in order to achieve good performance. Obtaining speech-text paired data requires a lot of human labor and time, and is a high barrier to building E2E ASR system. Therefore, there are previous studies that improve the performance of E2E ASR system using relatively small amount of speech-text paired data, but most studies have been conducted by using only speech-only data or text-only data. In this study, we proposed a semi-supervised training method that enables E2E ASR system to perform well in corpus in different domains by using both speech or text only data. The proposed method works effectively by adapting to different domains, showing good performance in the target domain and not degrading much in the source domain.

The Korean Astronomical Society (KAS) Education & Public Outreach Committee has provided education services for children and school teachers in Cambodia over the past three years from 2016 to 2018. In the first year, 2016, one KAS member visited Pusat to teach astronomy to about 50 children, and in the following two years of 2017 and 2018, three and six KAS members, respectively, executed education workshops for ~ 20 (per each year) local school teachers in Sisophon. It turned out that it is desirable to include both teaching of astronomical knowledge and making experiments and observations in the education in order for the program to be more effective. Language barrier was the main obstacle in conveying concepts and knowledge, and having a good interpreter was very important. It happens that some languages, such as the Khmer of Cambodia, do not have astronomical terminologies, so that lecturers and even the education participants together are needed to communicate and create appropriate words. Handout hard-copies of the education materials (presentation files, lecture/experiment summaries, terminologies, etc.) are extremely helpful for the participants. Actual performing of assembling and using astronomical telescopes for night sky observations has been lifetime experience for some of the participants, which might promote zeal for knowledge and education. It is hoped that these education services for developing countries like Cambodia can be regularly continued in the future, and further extended to other countries such as Laos and Myanmar.
