온천관광지 개발실태 조사연구 (Study on the Development Status of Korean Hot Springs)

  • Hot springs development will be more activated with the five-day work week system than before. Nevertheless, investment and development achievement of hot springs has not resulted in a successful performance to foster townships, and this calls upon locals to build a guideline to develop hot springs. This study intends to analyze laws on hot springs, which influence mostly on the hot spring development, to gather up the information on the present state of the development, and to suggest considerations for further development plans. Features of the hot spring development are as follows: One is that metropolitan cities will discover hot spring resources more than small cities. Therefore the development will be twofold : one for resort tour and the other for one-day rest and recreation. In addition, Korean laws on hot springs are more site development-oriented to support tourism and recreation than to protect environment and discover unused resources. This makes hot spring development easier and efficient being supported by hot spring law, law on territory development and use, and tourism promotion law. On the other side, planned landscape trimming can be uniformized and unharmonized in terms of local identity and environment-friendliness. This is why careful considerations such as goods and bads of the local resources, local history and culture are needed in hot spring development. A long-term development project should include remodeling based on local identity and development trends. The third point indicates that Korean hot springs development has recorded relatively low performance due to difficult private capital attraction, and a high fence on land purchase and development approval. It is essential to release restrictions on the hot spring development-especially on those whose development performance has not been successful so that best practice can be supported by the government in remodeling and marketing. New plans on hot spring development should be also examined based on developer's capacity and local authorities' volition on the plan. Last point shows that most hot springs development plans have been designed only based on territory utilizing plan and facilities arrangement, not considering much on fund-raising, operational plan or feasibility analysis. Therefore the tourism promotion law should reinforce guidelines on tourist site approval system by supplementing criteria. At the same time, an education on tourism development planning is necessary to deepen developers' understanding, since most developers are experts more on city development, landscape architecture, designing, constructing and engineering than tourism development.

설계기준 변경에 따른 유출계수 추정 - 공원을 중심으로 - (Estimation of Runoff Coefficient according to Revision of Design Criteria, in case of Park)

  • 합리식은 유역 면적, 강우강도와 토지이용 또는 표면형태에 따라 결정되는 일정한 범위의 유출계수로 이루어져있다. 2011년에 개정된 하수도시설기준에서는 5~10년 재현기간의 설계홍수량을 증가하기 위해 재현기간을 10~30년으로 조정하였다. Ponce, ASCE 등은 재현기간(강우강도)이 클수록 큰 유출계수를 적용할 것을 제시하고 있으나, 재현기간의 상향조정에 따른 유출계수의 증가에 대하여서는 현재 조정되지 않은 상태이다. 본 연구에서는 토지이용 및 표면형태에 많은 차이를 보이는 공원을 대상으로 불투수면적비 변화와 설계확률년수 조정에 따른 유출계수를 추정하고자 한다. 첫째, 20개 도시에서 무작위로 선정된 1,004개 공원을 대상으로 표면형태별 면적비를 구하여 유출계수를 추정하였다. 둘째, 재현기간 조정에 대한 영향은 재현기간 10년에 대한 30년의 유출계수비를 69개 기상관측소 지점에 대하여 지속기간별로 구하였다. 이에 따라, 표면형태의 차이와 재현기간 조정을 고려한 재현기간 10~30년 에 대한, 공원의 유출계수는 0.43~0.54의 범위를 가지는 것으로 나타났으며, 지역적 편차와 지속기간별 편차는 크지 않는 것으로 나타났다.

놀이권 보장 측면에서 본 국내외 어린이놀이터 관련 법제 비교 연구 (Comparative Study of Institutional Approaches to Children's Playgrounds for Ensuring the Right to Play)

  • 유엔아동권리협약은 아동이 충분한 휴식과 여가, 놀이에 참여할 수 있도록 적절하고 균등한 기회를 제공하기 위해 노력해야 함을 규정하고 있다. 이에 따라, 최근 아동의 권리 측면에서 놀이의 중요성이 지속적으로 강조되고 있으며, 놀이를 위한 시설과 공간의 필요성이 재차 언급되고 있다. 한편, 국내에서는 놀이시설의 수가 지속적으로 증가하고 있는 추세임에도 불구하고 아동의 놀이 공간에 대한 개선 노력이 요구되고 있다. 따라서 본 연구에서는 놀이권 보장 측면에서 놀이 및 놀이공간에 대한 현행 제도와 정책에 대해 재검토하며, 국외 관련 제도와의 비교분석을 통해 제도적 시사점을 도출하고자 하였다. 국내 어린이놀이터의 법적 개념과 관련 법령, 조성 기준, 자치 조례를 분석하였으며, 영국, 캐나다, 독일의 관련 제도를 주요 특성 중심으로 분석하였다. 비교분석의 결과를 바탕으로 놀이권 보장 측면에서 어린이놀이터 제도 개선 방향을 네 가지로 제안하였다. 첫째, 어린이놀이터의 개념과 범위에 대한 법적 정의를 마련하여야 한다. 둘째, 안전관리 중심의 시설 규정을 넘어 놀이권 보장을 위한 제도적 보완이 필요하다. 셋째, 단위 시설이 아닌 공간적 개념으로서 어린이놀이터에 대한 포괄적 접근이 필요하다. 넷째, 어린이놀이터 조성과 관련된 구체적인 지침 및 가이드라인을 통해 질적 관리가 필요하다. 이러한 결과는 향후 도시계획, 아동복지, 교육 분야 등에서 놀이권 보장을 위한 제도개선을 추진함에 있어서 근거자료로써 활용될 수 있을 것이다.

녹지의 기능적 평가를 위한 지표 선정 및 평가체계 구축 - 산림형 녹지를 중심으로 - (Selection of Indicator and Establishment of System for a Functional Assessment of Green Space - Focused on Forest Green Space -)

  • The purpose of this study is to select indicators by a methodical approach and to establish a functional assessment system as a basic study for planning and constructing green space of forest. The types of green space were divided into 6 classes based on theoretical reviews of literature and the functions of green space were restricted to 'nature-ecological function', 'environment-control function' and 'usage function'. As a result of the selection of indicators, 35 indicators were initially selected by theoretical review and these indicators were reduced to 29 through brainstorming. Also, these indicators were classified into three functions such as 12 indicators (nature-ecological function), 8 indicators (environment-control function), 6 indicators (usage function) by analysis of suitability. According to the result of selection of the optimum indicators using MCB (Multiple Comparisons with the Best treatment) analysis, the optimum indicators of 7, 5, and 4 respectively by each function were selected for forest green space. The results of AHP (Analytic Hierarchy Process) for the establishment of the assessment system in forest, the weight of nature-ecological function was evaluated highest at 0.558, while the weight of environment-control and usage function were calculated at each 0.277, 0.165. 'Naturality (0.189)', 'Carbon sink (0.235)', and 'Accessibility (0.354)' among indicators showed highest by each function. The weight of indicator and assessment system may be used as a valuable guideline in case of assessing synthetically green space within urban planning.

전문가·이용자간 평가비교를 통한 도시자연공원 관리방안 - 인천광역시 도시자연공원을 중심으로 - (A Comparison on the Management Assessment of Professionals and Users for the City Natural Park - Focused on the City Natural Park in Incheon Metropolitan City -)

  • In Incheon metropolitan city, the urban open space areas are deficient and it is nearly impossible to obtain newly the land for parks by reason of the risk of the land value, the budgetary deficit and so forth. Therefore, it seems to be urgent to consider how to manage the established urban natural park efficiently to enhance the quality of recreational experiences of the public. The organization for the urban natural parks management is to be completely put in good order, for the objects to manage is changeable as well as diverse and what users need should be full satisfied. The purpose of this study is to investigate the differences of urban natural park's management suggest the improvement and development directions in urban natural park by group(professionals and Users). To do this, data were collected in the typical regions by urban natural park for this study, using the questionnaires. In these urban natural park, the on-site survey was carried out the users of these urban natural park during October in 2004. Also The analysis was done with the valid questionnaires of user's 644 and professional's 146. The questionnaires contained three of categories : openspace types' satisfaction and urban natural park's satisfaction, and management, and park user's socioeconomic characteristics and behaviors. Data collected from respondents were analysized by descriptive statistics, T-test, factor analysis and regression analysis. The results of this study can be summarized as follows; The evaluation of urban natural park management is predicted the operation management. So, one can draw a conclusion that user's needs is likely to be increased correspondingly as urban natural park planning and design, management which meets the overall satisfaction. Using the results of this study, we can make a guideline for a park management program, market positioning, standards and provisions of urban natural park by group.

순천만 해안방풍림 조성을 위한 생태학적 식재모델 개발 (The Development of Ecological Planting Model for the Make Up of Coastal Windbreak Forest on Suncheon Bay in Suncheon-si, Korea)

  • This study was carried out to the development of ecological planting model to make up of coastal windbreak forest on the Suncheon-bay in Sucheon-si, Korea. Make up of coastal windbreak forest in this site was needed for appropriate bioresource, biodiversity and ecological structure, and for conservation of the eco-tour resource and protection of human life and property by the unforeseen disaster from the coast. Based on the plant-social principle, the planting model of windbreak forest was developed to facilitate growth of trees, considering planting locations. The ecological planting model for the coastal windbreak was composed of warm temperate evergreen and windbreak forest which is spreading around the inland area in Korea. The horizontal forest style was composed of forest edge community and inner forest community, and the vertical forest style was composed of upper, middle, low and ground planting class. The target of the present model was quasi-natural forest, and the species of tree were selected based on the adaptability to surroundings depending on a goal to create a forest and forest style. To achieve both functions of wind break forest and visual effect in short period of time, small trees and seedlings were planted with high-density of 40,000/ha in an expectation of easy natural maintenance in the future. The significance of the present study is a suggestion for a guideline to create ecological coastal windbreak forest in the Suncheon-bay in which the harmony of human life and the ecological conservation is of great importance. Also, the ecological coastal windbreak forest model should be developed further through the long term monitoring after construction of forest.

예산군 보호수 실태조사를 통한 효율적 관리방안 제언 (A Study on the Management Plan by Actual Condition Survey of Protected Tree in Yesan-gun)

  • This study was conducted to understand the distribution characteristics of old tree (protected tree) and propose the effective management plan for old tree to make hold a sustained function as natural and cultural resources in rural area. We surveyed 96 old trees at 69 farm villages in Yaesan-gun, South Chungcheong Province. The species of tree was investigated with Zelkova serrata, Ginkgo biloba, Quercus acutissima, Pinus densiflora, Celtis sinensis, and Juniperus cbinensis order. Most of them located at the inside (43.6%) and the entrance (35.1%) of a village, and at mountain slope (31.9%) and alluvial plain (25.3%) in terms of distribution topography. The existing place of pollution source was investigated with 61%, and the pollution sources were blocks, construction materials, cement packings, farm machines and living garbage. The place where the rates of bare ground were more than 50% for the root region of a protection tree was 63%. The tree surgical operation was investigated in 37.5% of protection trees, and 12.5% of protection trees were investigated with a tree surgical operation being immediately. The average score for health condition of old tree at study sites was 18.6 points. A monitoring class was divided by public monitor 59.3%, main monitor 38.5%, and dead tree 2.2% on the basis of that information. Hereafter, we will conduct to promote the management guideline and develope culture contents through additional investigation.

자동기상관측소의 국지기후대에 근거한 서울 도시 열섬의 공간 분포 (Spatial Distribution of Urban Heat Island based on Local Climate Zone of Automatic Weather Station in Seoul Metropolitan Area)

  • Urban Heat Island (UHI) intensity is one of vital parameters in studying urban boundary layer meteorology as well as urban planning. Because the UHI intensity is defined as air temperature difference between urban and rural sites, an objective sites selection criterion is necessary for proper quantification of the spatial variations of the UHI intensity. This study quantified the UHI intensity and its spatial pattern, and then analyzed their connections with urban structure and metabolism in Seoul metropolitan area where many kinds of land use and land cover types coexist. In this study, screen-level temperature data in non-precipitation day conditions observed from 29 automatic weather stations (AWS) in Seoul were analyzed to delineate the characteristics of UHI. For quality control of the data, gap test, limit test, and step test based on guideline of World Meteorological Organization were conducted. After classifying all stations by their own local climatological properties, UHI intensity and diurnal temperature range (DTR) are calculated, and then their seasonal patterns are discussed. Maximum UHI intensity was $4.3^{\circ}C$ in autumn and minimum was $3.6^{\circ}C$ in spring. Maximum DTR appeared in autumn as $3.8^{\circ}C$, but minimum was $2.3^{\circ}C$ in summer. UHI intensity and DTR showed large variations with different local climate zones. Despite limited information on accuracy and exposure errors of the automatic weather stations, the observed data from AWS network represented theoretical UHI intensities with difference local climate zone in Seoul.

연접개발제한 폐지 이후 개발행위허가 심의제도 개선방안 (Improvement on Development Permit System after the Abolition of the Regulation against Continuous and Adjacent Development)

  • 기반시설이 부족한 녹지지역 및 관리지역 농림지역 자연환경보전지역에서 난개발을 방지하고 환경을 보호하기 위하여 도입된 연접개발제한 제도는 이들 지역의 난개발 방지에는 기여하였지만 연접개발여부의 판단이 모호하고 소규모의 분산개발을 초래하거나 개발행위허가를 피해 산지전용허가를 통한 개발행위가 야기되는 등의 문제가 유발되어 폐지되기에 이르렀다. 그러나 난개발 방지를 위해 도시계획위원회의 심의를 받도록 하고 있으나 여전히 위원구성이나 재량권 남용 등의 문제를 안고 있으며, 녹지축 보전대책의 미흡, 공간정보체계의 활용 부족, 법률별 경관관리기준의 불일치, 그리고 물리적 환경규제의 획일화 등 여러 가지 문제들이 나타나고 있다. 따라서 심의제도 운영을 위한 개선방안으로, 도시계획위원회의 구성 및 기능재편과 전문분야 집중심의제 도입, 동일 녹지축 상의 지자체들의 경우 개발행위허가 통합조정위원회를 두어 녹지축 보전방안과 개발행위허가기준 마련, 도시계획정보시스템의 조기구축 및 활용, 개발행위허가 경관관리기준을 지역 실정에 맞게 세부적으로 구축, 개발행위허가 시 재량행위 최소화를 위해 경사도, 표고, 임목본수도 이외에 생태자연도와 국토환경성평가지도 등을 추가하여 개발행위허가 판단의 기초자료로 활용하는 방안 등을 제안하였다.

문화재 유형별 현상변경 검토기준 마련 연구 (A Study on Improvement Examination Standard for the Limit of changing Current State of the Cultural Properties)

  • 1962년 제정된 문화재보호법은 지속적인 개정을 통해 급속한 경제성장 과정에서 문화재의 체계적인 보존 관리 및 활용에 그 역할을 다해왔다. 특히, 2000년에는 문화재 영향검토제도를 도입하고, 2006년에는 국가지정문화재 현상변경 허용기준 마련 지침을 제정하며 문화재 및 역사문화환경의 보존과 더불어 행정효율성 제고, 정주환경 개선에 상당한 기여를 하고 있다. 그러나, 문화재 가치에 대한 국민의식 향상과 문화유산을 활용한 지역 활성화의 필요성이 대두되는 동시에 문화재 가치 및 유형적 특성, 토지이용실태 등 주변 여건을 적의 반영하지 못하는 일부 허용기준을 적용함에 따라 주민 불편사항이 계속 제기되고 있어, 본 연구는 문화재의 핵심가치를 명확히 하고, 이를 반영한 문화재 유형별 현상변경 검토기준 마련을 목적으로 하였다. 이에 문화재보호법 및 관련 지침 매뉴얼, 각종 연구자료 등의 분석을 통해 물적 특성 및 본연의 가치를 적극적으로 보존 관리하기 위한 경관관리 중점지표를 설정하고, 현상변경 관점에서 문화재 유형분류체계를 재분류하여 현상변경 검토기준을 제시하였다. 이를 통해, 단기적으로는 문화재 가치 및 유형별 특성을 반영한 역사문화환경의 체계적 관리와 검토기준의 일관성을 확보하는 한편, 이를 적용한 허용기준의 조정을 통해 기준설정에 대한 대국민 이해도 증진을 도모함으로써 문화재 관리행정에 대한 만족도가 제고되길 기대한다.
