The purpose of this study is to derive indicators and development directions to be considered when planning new towns in the Seoul metropolitan area as new towns are planned to be built. To this end, the following implications were derived after analyzing the survey data of experts in each field using Frequency Analysis and Analysis of Variance(ANOVA) technique. First, the assessment results of the existing first and second phase new towns showed that there were many negative assessments of citizen participation and information sharing, smart technologies and services, social and cultural diversity and inclusion. Regarding the third phase new town, experts said that the most important indicators are accessibility and convenience of transportation, environmental comfort, quality and service of residence. In addition, experts cited the superiority of landscape/design, jobs/self-sufficiency and social/cultural diversity as important indicators. Second, after examining whether the perceptions and assessments of experts differ depending on individual characteristics such as gender, age, occupation, and professional field, the first and second phase new towns showed significant differences only in "gender", and the third phase new town had significant differences in "gender" and "professional field". Third, experts thought that changes in population structure, industry and jobs, quality of life and diversity, environment and climate change, and social and residential welfare should be considered important in the planning of third phase new town. In addition, experts considered expanding park and self-sufficient land as important in the land use plan, and ranked eco-city as a desirable type of the city, and public transportation facilities, park areas and education facilities as the most important living infrastructure.
Working in the forest would require a wide range of skills and experience for specific tasks which involve with a high level of risks to worker's safety. However, there has been a concern on the current standard wage system for forest workers because it does not effectively reflect the characteristics of typical working conditions in the forest. In addition, the current standard wages for forestry workers was estimated based on the construction industry's wage system. Therefore, the purpose of this study is to assess a current wage system through the mail survey method and to develop a new wage system for forest worker which effectively reflects skill sets and experience required for successful completion of the work in the forest. We mailed the survey questionnaire consisting of 19 questions to 659 forest workers and received 188 responses resulting in a 28.5% response rate. The results showed that the current average optimal wages of forest worker, special worker and feller were 97,680won/day, 127,559won/day and 152,403won/day, respectively though there were variations depending on the regions. In developing the new standard wage system, this study suggest the current work types(worker, special worker and feller) could be divided into 5 work types (forest-environment workers, forest operations in beginner, forest operations in intermediate, forest operations in advanced and forest equipment operator) reflecting specialty of forest operation thereby stabilizing the new wage system for forest workers.
The purpose of this study is to assess the recovery rate of vegetation structure after restoration works at the damaged Nogodan area in Jirisan National Park. Fourteen monitoring plots were set up at restoring work area and twelve control plots were set up at natural forest near monitoring plots. Flora, Relative Importance Percentage and Similarity Index were analyzed. Mean Similarity Index between monitering plot and control plot near helliport area showed thirty five point two percent and height of shrub layer recovered up to twenty percent, approxomately durindg twenty three years after experimental restoration works. Mean Similarity Index between monitering plot and control plot around Nogodan peak area showed seventeen point six percent but height of shrub layer recovered up to twenty percent, approxomately during ninteen years after restoration works. Mean similarity index between monitering plot and control plot on transfered millitary area showed thirty four point three percent but coverage of shrub layer showed twenty percent,approxomately during seven years after restoration works. Long term monitering shall be necessary for developing assessment criteria of ecologial restoration and ecological restoration technology.

Background: Forest edges create distinctive ecological space as adjacent constituents, which distinguish between different ecosystems or land use types. These edges are made by anthropogenic or natural disturbance and affects both abiotic and biotic factors gradually. This study was carried out to assess edge effects on disturbed landscape at the pine-dominated clear-cut area in a genetic resources reserve in Uljin-gun, eastern Korea. This study aims to estimate the distance of edge influence by analyzing changes of abiotic and biotic factors along the distance from forest edge. Further, we recommend forest management strategy for sustaining healthy forest landscapes by reducing effects of deforestation. Results: Distance of edge effect based on the abiotic factors varied from 8.2 to 33.0 m. The distances were the longest in $Mg^{2+}$ content and total nitrogen, $K^+$, $Ca^{2+}$ contents, canopy openness, light intensity, air humidity, $Na^+$ content, and soil temperature followed. The result based on biotic factors varied from 6.8 to 29.5 m, coverage of tree species in the herb layer showed the longest distance and coverage of shrub plant in the herb layer, evenness, species diversity, total coverage of herb layer, and species richness followed. As the result of calculation of edge effect by synthesizing 26 factors measured in this study, the effect was shown from 11.0 m of the forest interior to 22.4 m of the open space. In the result of stand ordination, Rhododendron mucronulatum, R. schlippenbachii, and Fraxinus sieboldiana dominated arrangement of forest interior sites and Quercus mongolica, Vitis amurensis, and Rubus crataegifolius dominated spatial distribution of the open area plots. Conclusions: Forest interior habitat lies within the influence of both abiotic and biotic edge effects. Therefore, we need a forest management strategy to sustain the stability of the plant and further animal communities that depend on its stable conditions. For protecting forest interior, we recommend selective logging as a harvesting method for minimizing edge effects by anthropogenic disturbance. In fact, it was known that selective logging contributes to control light availability and wind regime, which are key factors affecting microclimate. In addition, ecological restoration applying protective planting for the remaining forest in the clear-cut area could contribute to prevent continuous disturbance in forest interior.

The geographical distribution of freeze risk determines the latitudinal and altitudinal limits and the maximum acreage suitable for fruit production. Any changes in its pattern can affect the policy for climate change adaptation in fruit industry. High-definition digital maps for such applications are not available yet due to uncertainty in the combined responses of temperature and dormancy depth under the future climate scenarios. We applied an empirical freeze risk index, which was derived from the combination of the dormancy depth and threshold temperature inducing freeze damage to dormant buds of 'Changhowon Hwangdo' peach trees, to the high-definition digital climate maps prepared for the current (1971-2000), the near future (2011-2040) and the far future (2071-2100) climate scenarios. According to the geospatial analysis at a landscape scale, both the safe and risky areas will be expanded in the future and some of the major peach cultivation areas may encounter difficulty in safe overwintering due to weakening cold tolerance resulting from insufficient chilling. Our test of this method for the two counties representing the major peach cultivation areas in South Korea demonstrated that the migration of risky areas could be detected at a sub-grid scale. The method presented in this study can contribute significantly to climate change adaptation planning in agriculture as a decision aids tool.
As the Concept "how environmental friendly" becomes more and more important in road construction. However, so far there is no estimation method. Environmental friendly concept can be incorporated at the plan level in order to influence decision making, and support policies that affect environment. The overall goal of this study was to develop environmental friendly concept measures for the national highway and to develop a methodology to implement a more environmental friendly concept. The research identified 8 performance measures through a project analysis that could address environmental impact assessment system's ten strategic goals - Topography, Wildlife, hydrology, landuse, air quality, water quality, soil, waste, noise, landscape. The qualitatively and quantitatively evaluation approach was selected as the decision support framework and performance measure were investigated using the AHP(Analytic Hierarchy Process) and pilot corridor for a 10 section and calculate the index values. The methodology was applied to a pilot corridor comprised of a 120km section of national highway in korea. The methodology made it possible to identify the specific performance measures that need improvement to enhance the overall environmental friendly concept. It is fairly intuitive, based on readily available data, and is easy to apply. It provides a powerful tool for government to assess the relative environmental friendly conceptof their transportation corridors now and in the future. It allows for comparisons within a corridor and with other corridors and identifies the improvements needed to enhance the environmental friendly concept.
A disaster can be defined in many ways based on perspectives, in addition, its types are able to classify differently by various standards. Considering the different perspectives, the disaster can be occurred by natural phenomenon that is like typhoon, earthquake, flood, and drought, and by the accident that is like collapse of facilities, traffic accidents, and environmental pollution, etc. Into the modern society, moreover, the disaster includes the damages by diffusion of epidemic and infectious disease in domestic animals. The disaster was defined by natural and man-made hazards in the past. As societies grew with changes of paradigm, social factors have been included in the concept of the disaster according to new types unexpected by new disease and scientific technology. Change the concept of social disasters, Ministry of Public Safety and Security (MPSS) has provided the regional safety index, which measures the safety level of a local government. However, this regional safety index has some limitation to use because this index provides the information for city unit which is a unit of administrative districts of urban. Since these administrative districts units are on a different level with urban and rural areas, the regional safety index provided by MPSS is not be able to direct apply to the rural areas. The purpose of this study is to determine the regional safety index targeting rural areas. To estimate the safety index, we was used for 3 indicators of the MPSS, a fire, a crime, and an infectious disease which are evaluable the regional safety index using an accessibility analysis. For determining the regional safety index using accessibility from community centers to public facilities, the safety index of fire, crime, and infectious disease used access time to fire station, police office, and medical facility, respectively. An integrated Cheongju, targeting areas in this study, is mixed region with urban and rural areas. The results of regional safety index about urban and rural areas, the safety index in rural area is relatively higher than in the urban. Neverthless the investment would be needed to improve the safety in the rural areas.

This study was carried out to complement water quality standards and to establish new concept for water quality standards reflecting current state of water quality in small streams. By this purpose, discriminant analysis was performed and Water Quality Level Model (WQLM) was developed using the data such as EC, BOD, $COD_{Mn}$, SS, T-N, T-P, $NH_3-N$ in 224 agricultural streams. To give water quality level for water quality parameters, it divided into 20% respectively in the order of excellent water quality. On the basis of the lowest water quality level, water quality level of small streams is granted. As a result of it, number of stream corresponding to Level I was no, Level II was 2 streams, Level III was 22 streams, Level IV was 70 streams, and Level V was 130 streams. Average of water quality in each level was the highest in Level V. EC, SS, and T-N of 7 parameters were selected in variance concerned water quality level. By standardized canonical discriminant function coefficient, EC of three variances was the highest in 0.625 at the discriminant power. The next was T-N (0.509), SS (0.414). By discriminant function for water quality level, Level II was equal to $-2.973+19.376{\times}(EC)+0.647{\times}(T-N)+0.009{\times}(SS)$, Level III was equal to $-3.288+19.190{\times}(EC)+0.733{\times}(T-N)+0.041{\times}(SS)$, Level IV was equal to $-4.462+27.097{\times}(EC)+0.792{\times}(T-N)+0.053{\times}(SS)$, and Level V was equal to $-9.117+40.040{\times}(EC)+1.305{\times}(T-N)+0.111{\times}(SS)$. As a result of test at real agricultural watershed of Jeongan and Euidang in Gongju city, the fitness of WQLM was high to 88.78%. But, to get accomplished water quality assessment more exactly in agricultural streams, we had to concentrate and get vast data, and WQLM was modified and complemented continually.
This study was conducted to evaluate the characteristics of nonpoint source pollutants discharge from a small rural watershed. A typical rural area in Gongju City, Korea, was selected as the research site. Water quality and quantity in streams and rainfall samples were analyzed periodically from May to October 2005. Pollutant loads were estimated from a nonpoint source pollution model (AvSWAT, Arcview Soil and Water Assessment Tool). During the rainy season, from June 26 to 30 September 2005 and the dry season, before 26 June and after 30 September 2005, biological oxygen demands and chemical oxygen demands accounted for 91.3% and 93.7% of annual load, respectively, while total-N and total-P were 97.1% and 91.1% of annual load, respectively. The observed stream flow was $66.5m^3sec^{-1}$, while simulation stream flow was $66.2m^3sec^{-1}$. That can be assumed that simulation can be used to estimate the stream flow without practical measurement. However, the runoff trend following the occurrence of a storm event was not recorded properly.
The purpose of this study is to assess the degree of vegetation recovery such as the vegetation change and the effect of artificial restoration measures according to the number of years since the restoration works at the damaged Jungbong and Nuebong area in Mudeungsan National Park. We set up a total of 21 survey areas including 11 monitoring areas to analyze the flora, relative dominance, species diversity, and similarity in the restored site after relocation of Zungbong army base in 1996 and the restored site after the demolition of Neeebong telecommunication facility in 1999 and 10 control areas in the adjacent natural forest to assess the vegetation recovery in the restored sites and the nearby natural forest. The Mean Similarity Index of seed composition was relatively low at 3.5% in the Jungbong restoration site 17 years after the restoration, and the height of shrub layer, in which azaleas and furred azaleas appeared, recovered to the level of 82.6%. We concluded that it is necessary to continue monitoring the restored sites to develop the recovery assessment method and recovery work technology for sub-alpine areas in Mudeungsan National Park and other national park areas.
