Utilizing Geographic Information System for Analyzing Land Use Suitability in a Urban Area - A Case Study of Kumi City - (도시지역의 토지이용 적지분석을 위한 지리정보시스템의 이용 - 구미시를 중심으로 -)

  • This study addresses the topic of suitability analysis for helping with land use planning, which is one of important decision-making in urban planning, utilizing geographic information system. Covering the Kumi City before integrating with neighbor county, the site suitabilities for land uses, which are categorized into residential, commercial, industrial and green, were analyzed using the overlay method based upon the database constructed for this study. In the process, assessment criteria which include environmental factors and relative weights were determined and also the land use/cover map and NDVI map which were generated through satellite image processing were included in the database. The suitability maps by four function spaces were derived according to the grade and compared with the present land use state and the land use concept map of urban master plan. For more accurate analysis, practical developing plan, land price data, soil data should be included. Also if the demand estimation data by each land use had been added, the reliability of location allocation could have been raised.

Impacts of Local Land Use on Individual Modal Choice

  • In recent years, the planning of livable communities has emerged as a new paradigm. The concept of livable communities is related to both the spatial balance of working, playing, and living and the promotion of green modes of transportation, such as walking and biking. This study uses a disaggregate travel survey conducted by the Seoul Metropolitan Area in 2006. I applied a multi-level random intercept logit model to estimate the effects of land-use characteristics on the choice of green modes, holding a traveler's socio-demographic characteristics constant. The empirical results show that higher density and more mixed land-use development encourages people to walk and bike even when individuals have the same socio-economic characteristics. This paper demonstrates that land-use planning by itself can play a role in the creation of livable cities and the decline of greenhouse gas production.

Flexible Zoning and Mixed Use in Seoul, Korea Planning Implications of Seoul's Zoning Model

  • Zoning has long been criticized for its negative effects and has been taken for granted that zoning works as a hurdle to urban diversity. Responses in the US have emphasized more fine-grained zoning approaches that plan mixed use. This paper introduces and evaluates Seoul's zoning system as a possible alternative. While US zoning regulations have relied on distinguishing ever larger numbers of land use zoning categories, Seoul has opted to integrate new land uses into existing classifications, allowing for greater flexibility of use in each zone. Using municipal building records to evaluate land use in three mid-density residential districts, this paper demonstrates that Seoul's flexible zoning is capable of producing diverse mixed use neighborhoods. It then highlights the potential downside of this approach, showing that flexibility allows for the commercialization and sectoral gentrification of residential districts. It concludes by suggesting that a combination of flexible zones and more fine-grained plans would capture the advantages of both US and Korean planning.

Farmers' Views on the Green Belt in Seoul (개발제한구역에 대한 서울지역 농업인의 의식 분석)

  • The purpose of this study is to examine farmers' intentions, attitudes, and the type of filming they are involved in, including to provide supporting data for planning the agricultural strategy and Green Belt policy in Seoul. All the collected data was analyzed using the contingency tables and the Chi-square test using the SAS computer statistical package. The leaseholders did not want to change the current Green Belt policy for the study area, while the landowning farmers hoped for either its revision or dissolution. Both groups pointed out that the Green Belt policy resulted in the delay of development and complained about the difficulty of changing the land use type. The older generation supported the dissolution of the Green Belt, policy, as compared with the younger generation who wanted to maintain or modify the policy. The leaseholders worried that the possible changes in the Green Belt policy might affect the current agricultural land contract system, whereas the landowning farmers were very interested in easing restrictions on changing land use. The compensation plan, which is indemnified land owners for their loss of restrictions on land use, might be useful to sustain urban farming in the Green Belt.

The Development of Extended Urban Land Information System for Sustainable Urban Management

  • This study aims to develop the Extended Urban Land Information System (EULIS) which can support the sustainable urban management. Although the existing Urban Land Use Information system (ULUIS) that aids the micro-level land use information is a good means for the understanding of urban spatial structure and district-level planning and management (such as urban design, redevelopment planning and district-level transportation planning, etc.), it has some limitations in supplying the information for sustainable urban management, such as environmental and traffic analysis, urban infrastructure's carrying capacity analysis, etc. The EULIS is designed to efficiently supply the information for sustainable urban management. For the successful construction of EULIS, the followings have to be considered. 1) the integration of topographic maps which contain the building's footprints and cadastral maps which contain the parcel's boundary, 2) the integration of EULIS and FM (Facility Management) system for the full utilization of information about capacity analysis of infrastructure, 3) the construction of standardized georeferencing system and spatial unit for the combined use of environment and traffic census data. This study shows 1) why EULIS is needed for the sustainable urban management and which elements are needed for the system,2) the E-R data model for the EULIS, 3) the strategies for the construction of EULIS and 4) the conclusion.

  • The purpose of this study is to suggest the way of analyzing land uses to utilize GIS in the field of urban planning. The Saga Land Information System was built in early 1990s. The building data were inputted by house investigation map(1/1,000) using digitizer. And urban planning basis investigation data in 1994 were utilized as the attribute data. Also, by calculating specialization factor, we distinct the characteristic of every land use of the city, and it compares every land use zone. This study calculated and compared an observation frequency and an expectation frequency of every building use and land use zone. We found that the use of the building tend to be controlled and guided by the land use zone.

  • The problems of urban land use are becoming worse by the increase of population and facilities. Land use planning is the major part of comprehensive city plan¬ning. Understanding and forecasting the present and future conditions of land use are the main process of land use planning. In order to comprehend the various phenomena which occured on the land, collecting accurate land information is the most important thing for the effective management of land use. Therefore, it is necessary for us to establish the land information systems. In this study, theories of functions, objectives, components and applications of land information systems were investigated as the basis of this research. Case studies of Korea and Japan were examined, not only for the desirable selection of input data items, but also for the effective land use anslysis in land information systems. Through this kind of study, we can anslize and understand the changing patterns of land use over time, and we can also prepare a more desirable and adjustable land use plan-ning programs for the future.

The development of land use planning technique applying low impact development and verifying the effects of non-point pollution reduction : a case study of Sejong city 6 district (저영향개발(LID)을 적용한 토지이용계획 기법 개발 및 적용효과 분석 : 세종시 6생활권을 대상으로)

  • The aim of this study was to develop a low impact development design technique that can be applied in the land use planning stage and verify quantitatively the effects of non-point pollution reduction. For this purpose, the low impact development design elements that can be applied in the land use planning stage were derived and applied to an actual site, and the non-point pollution reduction effect was analyzed using the LIDMOD2 program. The analysis showed that the permeability rate of the land use plan using low impact development decreased by 19.8% compared to the existing land use plan. In addition, annual surface runoff decreased by 19.0% and annual infiltration increased by 164.1%. In the case of non-point pollution, the annual loading, T-N, T-P, and BOD decreased by 18.7 ~ 22.8%. Therefore, compared to the existing land use plan, the land use plan using low impact development has a considerably large effect of reducing the non-point pollution without changing the floor area according to each application. Therefore, to maximize the reduction effect of non-point pollution, it will be necessary to establish a related plan by applying the low impact development technique from the land use planning stage to the existing LID facility-oriented plan.

An Analysis on the Structural Changes of Rural Land Use According to Urbanization (도시화에 따른 농촌토지이용구조변화 분석)

  • This study aims to show how the urbanization of Korea has progressed for the last three decades, what its characteristics are, and how rural land use has changed by the national and district(cities and counties) level. The land use changes accompanying to the urbanization is analyzed through 3 indicators such as urbanization rate, the rate of cultivated and forest land and the rate of urbanized area. The statistical data are 30 years from 1976 to 2005 for time series analysis by the national level, and are for the two years of 1995 and 2005 by the district level. The relationship between urbanization and land use changes in the national level is analyzed using statistical analysis(Correlation Analysis). In order to analyze the dynamic and spatial urbanization and land use changes effectively in the district level, Z-score, Paired T-test, Correlation Analysis, Analysis of Variance and Chi-squire Test are used. The results show negative correlation between urbanization rate and the rate of cultivated and forest land, and positive correlation between urbanization rate and the rate of urbanized area respectively. In the aspect of the change of urbanization rate, four categories are examined. In addition, four types are characterized on the basis of the rate of cultivated and forest land and the rate of urbanized area between 1995 from 2005.

  • As a initial methodological approach to rational land use planning in the county-level area, three types of land suitability classification techniques were examined from the viewpoint of their practical applicability through the case study of Seungju-gun area, Chonnam-province, Korea : major factors' criteria(method I ), principal component analysis( I ), and local monitoring( R( ). Each method has its strong and weak points as shown in Tab.-5. Therefore, when its practical application, there seem to be wide-range methodological selectivities from exclusive use of the best one to intermethodological combination of related ones In the beginning stage, intermethodological combination of all three types were tried to formulate the best solution possible. However, because of reliability problem of method R accrued from non- uniformity of evaluators'quality, only two methods( 1 , E ) were combined into a new evaluation method The applied results of the new combined method to case study area are shown in Fig.-2, 3 and 4.
