Autonomy, Incentives, and School Performance: Evidence from the 2009 Autonomous Private High School Policy in Korea

  • Improving the quality of school education is one of the key policy concerns in Korea. This paper examines whether providing schools with adequate autonomy and incentives can meet the policy goals by looking at a recent policy reform in Korea. In 2009, the Korean government granted autonomy to certain private high schools on the condition that no financial subsidies would be provided to the schools. Because the autonomous private high schools cannot receive a subsidy, they have a strong incentive to meet parental demands because schools failing to meet these demands will lose students and will have to close. Applying the value-added model to longitudinal data at the student level, I find that students entering these autonomous schools show faster growth in their academic achievement than their peers in traditional non-autonomous schools. These results suggest that providing schools with autonomy and incentives can be a useful policy tool for improving school education.

  • Offered in this paper are basic materials for development of teaching-learning programs and ways for improving energy education in elementary schools. The purpose of this study is to, firstly; analyze energy education-related contents of the seventh elementary curriculum, secondly; examine the status and needs of energy education through the investigation of questionnaire subject to teachers and students of model schools for energy education and schools, which were the model schools of energy education before. A total of 1,1635 responses (315 teachers; 1,320 students from 42 elementary schools) were analyzed through the frequency-analysis of SPSSWIN program.

일본의 다양한 폐교 재활용에 관한 연구 (A Study on the Recycling of the Closed Schools in Japan)

  • The purpose of this study is to provide a fundamental data and establish policies for the utilization of closed schools in Korea. The closed schools have been increased in Korea because not only the birth rate, and the number of students have been decreased, but also a greate number of people have moved to big cities or the elderly population is increasing. In this context, this research explores the current circumstance of Japan where experienced the similar phenomenon before Korea had. The results of this study are summarized as follows: The reason for the closed schools in Japan is a decrease in population due to the urbanization and reducing students themselves by aging. The recycling proportion of the closed schools is only approximately 62% in Japan. It means that fewer facilities have been recycled due to the transfer of the managemental departments and the lack of budgets for purchasing the closed schools. As the number of children decreases, but elderly people increases as the same time, it is necessary to positively examine the transition of the closed schools to new facilities for the elderly people. Even though the number of children had been declined, and it is recently turning back to an increasing of the residential children in 23 districts of Tokyo, there are still existing many closed schools. This phenomenon is caused by the decrease of the children and residential areas due to the aging and urbanization. For these reasons, there are many diverse demands for the practical and valuable recycling of the closed schools. However, it seems that there are few cases of successful disposal or transfer of management to other suitable ministry. Therefore, it is necessary for the closed schools to be remodeled the facilities required by current residents.

학교도서관 자료기준에 관한 고찰 (A study on the standard of school library materials)

  • In contemporary education, a school library is considered and valued as a vital and integral component of a school's instructional program. Especially, school library materials should contribute to execution of school curriculums through wide provision of resources. The results of the study are as follows. 1. The term 'library materials' should be changed into 'library resources' with a broad meaning. And, the scope of school library materials should include printed materials, audio-visual materials, electronic materials, associated equipment and other library resources. 2. It is desirable that the minimal standards of total collection is 5 books and 3 AV for a student in elementary schools, 7 books and 5 AV for a student in middle schools, 10 books and 7 AV for a student in high schools. 3. Annual growth is 0.5 for a student in elementary schools, 1 for a student in middle schools and 1.5 copy for a student in high schools. And, the number of minimal serials is 20 titles in elementary schools, 30 titles in middle schools and 50 tides in high schools. 4. Besides, basic collection, with the advances of technology, the school library collection should include new formats and delivery systems such as CD, video discs, videotex, computer software, satellite transmission etc. 5. The recommendable annual ratio of withdrawl is 3 to 5% for update and functional materials.

울산 지역 학교의 휘발성유기화합물 평가 (The Assessment of Volatile Organic Compounds at Schools in the Ulsan Metropolitan Area)

  • Purpose: The purpose of this study was to investigate the concentrations of volatile organic compounds at elementary, middle, and high schools in Ulsan and its surroundings. Methods: To assess the hazardous chemicals of the 66 classrooms in the 22 schools, the 6 volatile organic compounds such as TVOCs (Total Volatile Organic Compounds), benzene, toluene, xylene, ethyl benzene and stylene were measured and analyzed from the beginning of May to the end of December, 2009. Results: The mean concentrations of TVOCs in the elementary schools were higher than those of middle and high schools, and multi-purpose classrooms was higher than that in general ones. The benzene and toluene level in schools in Dong-Gu in the vicinity of assorted industrial complexes was higher than that of schools located in other districts around the Ulsan Metropolitan Area. Conclusion: In case of schools in Ulsan Metropolitan Area, elementary school, schools in Dong-Gu, and multipurpose classrooms over general classrooms should be given a high priority for the management of volatile organic compounds.

Toward iSchools: from the Perspective of the 5Cs

  • A coalition of information schools, called the iSchools Organization, was established to increase the visibility of library and information science and to cope with the new demands of the digital age. As of 2015, sixty-five schools from many different countries have joined the iSchools Organization. While some other schools are interested in adopting iSchools, there are still some issues that need to be considered before adopting the iSchool charter. This paper presents those issues from the perspectives of the 5C groups: curriculum, competencies, convergence, collaboration, and consensus. A survey was conducted to investigate some aspects of the 5Cs. This study identifies five iSchool-related issues - 5Cs. Providing perspectives in the areas of the 5Cs will be useful to establish stronger iSchools. These five Cs will resolve information problems that we are facing, prepare students or any organizations for the digital age, give students digital service skills, and train future data scientists. This paper represents practical guidelines to build a strong iSchool. With the success of iSchools, societies see us as more than the traditional librarian.

효율적인 도시형 통합운영학교 설립 방안 연구 (A Study on efficient Establishment of integrated School in Urban areas)

  • Current, integrated schools are small schools in rural areas and old towns with declining population, or special purpose middle and high schools. And new residential districts in urban areas including Seoul have also been established in integrated schools. In particular, the number of school of central investment evaluation for integrated schools in urban areas is increasing. In this way, integrated schools, which have been mostly implemented in small rural areas, are being introduced as new ways to establish schools in urban housing development areas where the number of students is small or the number of students is difficult to predict. However, many studies of integrated school have been limited to appropriate scaling of small schools in rural areas, school management methods, and satisfaction surveys. The study of integrated school in urban areas is also focused on the study of architectural planning. In addition, there were limitations in suggesting the comprehensive establishment plan of schools or approaching urban planning when developing housing complexes. The purpose of this study is to suggest efficient establishment plan of integrated school in the development of urban housing complexes.

중국 초·중학교의 폐교현황에 관한 연구 (A Study on the Current Situation of Vacant Primary and Middle Schools in China)

  • Due to the population decrease and urbanization process, a new round of rural primary and middle school pattern adjustment has been implemented since 2000. When the teaching quality is improved, a series of problems also occur, including the security of students, increasing burden on farmers, especially, abundant vacant schools have been produced due to the integration of schools. These schools have a great significance for the developing China. However, due to the problems in land ownership and property right of schools, the re-application rate of these vacant schools is quite low, and then how to improve the usage rate of vacant schools by combining with the new rural construction and urbanization has been the significant problem in the current study. In this paper, the causes, processes, results achieved and existing problems of primary and middle schools, as well as the amount of vacant schools have been explored in details, and then the current situation and existing problems have been discussed, hoping to provide certain reference for the government and researchers.

의과대학의 사회적 책무성: 개념과 실천전략 (Social Accountability of Medical Schools: Concept and Implementation Strategies)

  • Medical schools have been working to produce competent doctors and improve the quality of care by introducing and implementing new curricula and innovative teaching and learning methods. Despite these efforts, health disparities within and between countries still exist. To close these gaps, medical schools must identify the priorities of the community, region, and/or nation and conduct education, research, and service that reflect them-the core foundation of the social accountability of medical schools. Many medical schools and networks around the world have tried to achieve social accountability, but this needs more attention in Korea. This study will review the literature in aims to improve understanding and promote the implementation of the social accountability of medical schools. Most medical schools that practice the principles of social accountability focus primarily on the medically underserved in their communities or those who have limited access to health services, and have built collaborative partnerships with stakeholders to meet the needs of society. In addition, in order to implement social accountability effectively and efficiently, medical schools have developed strategies and various evaluation frameworks appropriate to the context of each school. To have more socially accountable medical schools, it is necessary to clarify the concept of social accountability and to establish a system that can evaluate the impacts. Medical schools exist to alleviate suffering and promote health, and this can be accomplished through social accountability.

공립초등학교(公立初等學校) 리모델링의 경향분석 및 방향설정에 관한 연구 - 서울시 사례 중심으로 - (Study on the Trend Analysis and Direction of Remodeling of Public Primary Schools - Case Study of Public Primary Schools in Seoul -)

  • This study analyzed the remodeling cases of 53 public primary schools located in Seoul to grasp the trends and set the direction in remodeling public primary schools. As a result of the analysis, before the sixth Education Process major remodeling of schools was focused on increasing the number of classrooms and after the sixth Education Process public space was increased. According to development of education, frequency of remodeling is increased. But myopic remodeling works were not a surprise. It means the schools simply focused on increasing space. Therefore, the study aims to set the direction for a comprehensive and systemic remodeling plan which will serve as an opportunity to not only improve physical life of schools but also extend functional life and enhance the quality of educational environment.
