Provisional National Nutrition Targets and Strategies for Health Promotion of Koreans (국민건강증진을 위한 영양 부문의 2000년 잠정목표와 전략)

  • This study attempts to propose a priority of national nutrition targets and strategies for health promotion by the year 2000 in Korea, as a part of the task set for national health promotion objectives and strategies. Among all of the important health issues raised, ten were chosen, nutrition was one priority area. In the first part, the current status of the nutrition-related health problems and risk factors are reviewed, in conjunction with the newly arisen health phenomena, such as changes in prevalence of lifestyle disease and causes of death, changes of food consumption patterns in our country. In the second section this study suggests six feasible national nutrition targets, eight implementing strategies and current major tasks on the basis of the assessment of present status and in consideration of the other health promotion goals and strategies, with reference to that of other developed countries. The main targets and strategies are suggested as follows ; Firstly, the national nutrition monitoring and surveillance system should be established for identifying the nutritional problems for our people, and current National Nutrition Survey is a strong need for improvement to a more comprehensive and reliable one. Secondly, effective administrative mechanism should be operation at national level for the development of nutrition policy. Ministry of Health and Welfare (MOHW) as well as local health department must be remarkably renewed and strengthened the nutrition section. And it is recommended that MOHW organize and operate “The Council of Nutrition”, in which all government authorities related with foodstuffs and nutrition would incorporated. The Council of Nutrition would act as an adjustor as well as a coordinator in nutrition related policy-making. Thirdly, healthy eating pattern will be supported by activities of introducing a nutrition labeling for providing consumers with the necessary information and skills for food selection. Fourthly, nutrition education, and nutrition intervention programs will be carried out in various settings such as health centers, schools, and clinical fields and workplace. Fifthly, the current dietary guidelines shall be continuously improved in detail, and publicly circulated to particular levels of people by age group and by health condition. And finally, researches and epidemiological studies particularly in regard to diet for development of chronic diseases are needed for more investigation and up-to-date national health and nutrition data should be collected with the support and cooperation from the various medical professional teams .   • The phenomenon of international migration since the 1980s comes to be born 'multi-cultural families support law' due to the foreign workers' inflow into labor market and to a rise in married female immigrants caused by globalization and diversification. Accordingly, the purpose of this study is to examine who are participants? given being led to the enactment of 'multi-cultural families support law' by which the social issue called multi-cultural family is highlighted as the public agenda. Also, the mobilization will be selected and explained among three types in mobilization model, outside initiative model, and inside access model in the process of driving by confirming it as the government's formal agenda out of social issues. With having the case characteristics in mind, the aim is to research by choosing a case analysis method that uses research theses & books, newspaper, daily newspaper, election pledges, civic group, internet, and seminar data based on the existing theory and model. The temporal scope is limited to the one from the time as saying "revise the Overseas Korean Act of opposing the banishment of migrant workers" in November 2003 to February 2008 when 'multi-cultural families support bill(alternative plan)' is legislated with agreement by the 7th plenary session for the 271th provisional session of the National Assembly.

A Study on the Restoration of Stone Railings at Gwanghwamun Woldae in Gyeongbokgung Palace (경복궁 광화문 월대(月臺)의 난간석 복원에 관한 고찰)

  • The Gwanghwamun Gate of the Gyeongbokgung Palace was established in 1866 when Heungseon Daewongun rebuilt the Gyeongbokgung Palace. In Gwanghwamun, a large platform, woldae was established to reveal its hierarchy. The Gwanghwamun Woldae was equipped with stone railings on the left and right sides, fishing routes in the center, and stairs and slopes to the south. The Yongdu Stone was installed on the south side of the slope, which connected to the woldae, to express the path of the king in a formative manner. The Woldae King Road in Gwanghwamun was expanded in 1915 as the Joseon Promotion Conference was held at the Gyeongbokgung Palace and the woldae was destroyed around 1925. Since then, the figure has not been found since the time before the Gwanghwamun Gate. In the Donggureung royal tombs, there are many stones that are not placed in the royal tombs, including voussoir arch stones, Munsojeon Gugi-bi, as well as Nangan-Seokju, Dongja-seok, and Juk-seok, which are elements of the stone railings. These stone railings and Yongdu-seok are seen as stone objects of the Gwanghwamun Woldae, which can be found through the analysis of the style of the times and comparison with modern photographs.

Comparative Analysis of Opinions about Practicing Works among Farm, Consultant, and Consulting Company in Consulting Field of Fruits and Vegetables (과채류 컨설팅에 대한 농가, 컨설턴트 및 컨설팅업체 간 견해 비교 분석)

  • This study was conducted survey on fruit and vegetables farms (FM), consulting companies (CC), and the consultants (CT) to investigation actual conditions and improvements in consulting part of horticulture. In results of survey on FM, FM chose 'necessity' on consulting for learning of production skill and 'field visit' in means of consulting. FM had a low trust on experience and knowledge of CT and answered that FM had not enough time for consulting by reason of over-work of CT, chose 'necessity' on crop registration system. In results of common questions among FM, CC, and CT, same answer of questions were term of contract (answer: yearly contract), means of consulting (answer: visit), consulting time per a visit (answer: $2{\sim}3$hours). Different answer between supplier (CC, CT) and consumer of consulting were decision method of contract price (answer: provisional contract$\neq$contents and the quality of consulting), percentage of government subsidy (answer: propriety$\neq$step-up).

The Content and Risk Assessment of Heavy Metals in Herbal Pills (유통 환제의 유해 중금속 함량 및 위해도 평가)

  • The objective of this study is investigation of contamination levels and assessment of health risk effects of heavy metals in herbal pills. 31 Items and 93 samples were obtained for this investigation from major herbal medicine producing areas, herbal markets and on-line supermarkets from Jan to Jun in 2010. Inductively coupled plasma mass spectrometer method was conducted for the quantitative analysis of Pb, Cd and As. In addition, the mercury analyzer system was conducted for that of Hg without sample digestion. The average contents of heavy metals in samples were as follows : 0.87 mg/kg for Pb, 0.08 mg/kg for Cd, 2.87 mg/kg for As and 0.16 mg/kg for Hg, respectively. In addition, the average contents of heavy metals in different parts of plants, including cortex, fructus, herba, radix, seed, algae and others were 0.63 mg/kg, 3.94 mg/kg, 1.42 mg/kg, 1.05 mg/kg, 0.16 mg/kg, 22.31 mg/kg and 10.17 mg/kg, respectively. After the estimations of dietary exposure, the acceptable daily intake (ADI), the average daily dose (ADD), the provisional tolerable weekly intake (PTWI) and the relative hazard of heavy metals were evaluated. As the results, the relative hazards compared to PTWI in samples were below the recommended standard of JECFA as Pb 3.1%, Cd 0.9%, Hg 0.5%. Cancer risks through slope factor (SF) by Ministry of Environment Republic Korea and Environmental Protection Agency was $4.24{\times}10^{-7}$ for Pb and $3.38{\times}10^{-4}$ for As (assuming that the total arsenic content was equal to the inorganic arsenic). Based on our results, possible Pb-induced cancer risks in herbal pills according to parts used including cortex, fructus, herba, radix, seed, algae and others were $1.95{\times}10^{-7}$, $1.45{\times}10^{-6}$, $2.14{\times}10^{-7}$, $6.27{\times}10^{-7}$, $1.99{\times}10^{-8}$, $3.61{\times}10^{-7}$ and $9.64{\times}10^{-8}$, respectively. Possible As-induced cancer risks in herbal pills by parts used including cortex, fructus, herba, radix, seed, algae and others were $1.54{\times}10^{-5}$, $7.24{\times}10^{-5}$, $1.23{\times}10^{-4}$, $2.02{\times}10^{-5}$, $3.25{\times}10^{-6}$, $2.18{\times}10^{-3}$ and $5.67{\times}10^{-6}$ respectively. Taken together, these results indicate that the majority of samples except for some samples with relative high contents of heavy metals were safe.

Analysis and Conservation of Sheet Music Featuring the National Anthem of Korea with Lyrics in Korean, Chinese, and English - Focusing on Light Blue Pigment Analysis and Conservation Treatment - (한중영문중국판 한국애국가 악보의 분석 및 보존 - 밝은 청색안료 분석과 보존처리를 중심으로 -)

  • Sheet Music of the National Anthem of Korea with Lyrics in Korean, Chinese, and English is a four-sided sheet of paper folded in half. It was first introduced to Korea on November 12, 1945, by Kim Ku, the president of the Provisional Government. The sheet music was published in three languages and is a valuable document for researching the evolution of the anthem and its history. Although it was published in large quantities at the time, it is currently known as the only in Korea and has been designated and managed as a national registered heritage. The sheet music was not significantly damaged, but discoloration and physical damage suggested raised the need for conservation treatment. A pre-treatment examination of the conservation condition revealed that the artifact was received on archival film and had been folded in half for many years, leaving it vulnerable to tears at the top and bottom of the folds and partial wear and tear at the edges. In addition, the pigments used on both sides of the sheet had discolored and transferred to the opposite side. Portable X-ray fluorescence (XRF) analysis was conducted to investigate the pigments used in the sheet music cover, specifically focusing on red, black, and light blue pigments. Titanium (Ti) was detected in the light blue pigment, characterized by a powdery coloring layer. The remaining colors in the printed form were difficult to sample and could not be analyzed further. The light blue sample underwent additional analysis using X-ray diffraction (XRD), scanning electron microscopy with energy-dispersive X-ray spectroscopy (SEM-EDS), and Raman spectroscopy. Cross-validation of the results with the artifact's historical context suggested that the bright blue color observed in the 1945 sheet music is likely due to the use of anatase white pigment, rather than rutile. Furthermore, the bright blue pigment is believed to be a blend of phthalocyanine blue, a synthetic pigment introduced in 1936. Fiber analysis revealed longitudinal striations in the hemp fibers and twists in the cotton fibers, suggesting that the paper was made from a mixture of cotton and hemp fibers. Based on the findings of the condition survey, the conservation treatment for the artifact focused on minimizing moisture to avoid stressing the paper and reinforcing the physically vulnerable areas. The reinforcement paper was dyed to match the base of the artifacts, pre-coated repair paper was used for conservation, and appropriate folders and boxes were made for storage after treatment. This study is expected to serve as an important foundational resource on the materials used in modern and contemporary records.

A Comparison of the Designation Characteristics of Korean Scenic Sites Policies and National Park System in the United States (국내 명승 정책과 미국 국립공원 시스템의 지정 특성 비교)

  • This study examined the definition and major values, the designated procedures and types, and the designation trend in Korean scenic sites and national parks in the United States. Based on this, the analysis of the characteristics of the designation of the two natural heritages. The results are as follows; First, Scenic Sites has characteristics of complex heritage that includes academic, historical, and humanities values on the basis of landscape. As a natural heritage based on public nature, the U.S. National Park aims to contribute to the people's natural heritage and satisfy both ecological and historical values through the protection of the landscape. Second, the designation of a scenic sites are decided through deliberation by the Cultural Heritage Committee after the request of the owner, manager, or local government or by the authority of the head of the Cultural Heritage Administration. The designated survey is divided into basic resource surveys and resource surveys by type. Since the initial designation of the Sogeumgang Mountain in Cheonghakdong, Myeongju in 1970, the number of designated scenic sites was low until the 2000s, but the number of designated scenic sites has increased rapidly since 2006 due to the policy to promote the scenic site, and the proportion of natural and historical and cultural scenic sites has been balanced. The designation of the U.S. national park is decided by the Congress or the president, and the National Park Service makes a series of decisions on whether to conduct a special resource study of provisional resources through a preliminary inspection survey, whether to satisfy the criteria for designation of national parks based on the results of special resource research, and to prioritize them. The U.S. National Parks have been expanded not only by Congress but also by the president's empowerment to designate them as national monuments. With the integrated operation of the National Park Service, the number of designated cases increased as the national park included the heritage sites under the control of various ministries. In addition, a number of historical areas were designated by the enactment of the Historical Site Act, and recreational areas were designated to provide leisure space and classified and managed in a total of 18 units. Third, the comparison of the designation characteristics of the two heritage properties confirmed that the designation of natural heritage with complex value, the classification of types according to complementary designation system and resource characteristics, the establishment of the competent ministry and the balancing of the heritage according to the designation policy. The two heritages had the characteristics of complex natural heritages that met ecological, historical and academic values at the same time based on landscape and public nature. In addition, both countries have identified a system for deliberating the designation of heritage through a basic resource survey and an in-depth designation survey, and classified each type according to the characteristics of the resource. In addition, the policies for promoting scenic sites in Korea and the integrated operation of the National Park Service in the U.S. influenced the designated aspects of the two heritage sites, balancing natural heritage with historical and cultural heritage. Fourth, the resource types and conservation management methods of Scenic site and National Park were largely related. The natural areas of the U.S. National Park include types of natural monuments in Korea as major resources, and have characteristics similar to natural scenic sites. In addition, historical resources were similar to the criteria for designation of historical and cultural scenic sites in terms of landscape, and the aspects of war and celebrity-related relics were related to the types of historic sites. In terms of conservation management, the natural area of the U.S. national park has a way of keeping the original ecosystem intact, but the Korean natural heritage protection system is likely to be useful for focusing on the resource of viscosity. Meanwhile, historical resources include historical sites and historical and cultural scenic sites in the traditional era, but historical relics in the U.S. National Parks have set a time limit to modern times for war history and celebrity-related relics, and the active provision of entertainment programs based on existing resources was derived as a difference.
