Policy Advices for the Success of Digital Platform Government in South Korea

  • South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

  • This study aims to provide suggestions for a paradigm shift in the Korean government platform in the era of virtual society. We have examined examples of digital governance construction implemented in major advanced countries and derived 13 tasks in four areas for the construction of digital platform governance in Korea. In other words, the Korean government must 1) be a government that runs national affairs based on AI and data, 2) a government that does a good job through digital transformation, 3) a government that provides preemptive customized services, and 4) a government that aims for a convenient and safe digital inclusive society. We have proposed 13 specific detailed tasks and key promotion plans for paradigm shift, which we hope will help the Korean government to quickly establish a digital platform governance for public-private cooperation.

Digital Platform Government Promotion and Response Direction as a National Task : Focusing on the Impact that Will Have on the Management of Public Records (국정과제로서의 디지털플랫폼정부 추진과 대응 방향 공공기록물 관리에 미치게 될 영향을 중심으로)

  • As the Yoon Seok-yeol administration enters its second year in office, it is beginning to vigorously promote policies related to the "digital platform government," which is the 11th of the 120 national tasks. Accordingly, the Digital Platform Government Committee established and reported the 'Digital Platform Government Realization Plan' to the President in April 2023, and the 「Act on Provision and Use of Public Data」 and 「Data An amendment to the Act on the Vitalization of Infrastructure Administration" was submitted to the National Assembly in June 2023. In addition, the 「Regulations on the Promotion of Administrative Efficiency and Collaboration」, which is a Presidential Decree, was revised to 「Regulations on Operation and Innovation of Administrative Affairs」, including the name change, to effectively promote innovation in administrative work, and was completed on June 27, 2023. Therefore, this study aims to examine the trends of public institutions related to the digital platform government as a government task, and discuss whether the recent trends will affect the management of institutional records. Indications to respond to the government's digital platform, which is leading the way, it was emphasized that the operation of the current Medical Records Act is strange.

  • This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.

  • According to the NGIS (National Geographic Information System) project conducted since 1995, the central and local government has been accumulating huge amount of geospatial data. Korean Ministry of Land, Infrastructure and Transport started its GeoSpatial open platform (V-World) service in January 2012, also offering a wide range of functions and services. However, the National GeoSpatial open platform is still woefully deficient for the users to find their desired data, lack of data for private business area, insufficient in publicity of local government and public-private partnerships. Through analyzing current research trend after GeoSpatial open platform served for three years, study on overseas expansion, system links, service improvement, utilization and future strategy has been mainly conducted. This study, by analyzing the advanced overseas GeoSpatial platform as well as domestic research trend and combining the concept of new technology, business platform and SMG (Seoul Metropolitan Government)'s GeoSpatial platform, proposes a policy for the construction of future GeoSpatial Open Platform model.

Economic Feasibility Analysis of 'Hye-Ahn', a Government-Wide Big Data Platform (범정부 빅데이터 플랫폼인 '혜안'의 경제적 타당성 분석)

  • The use of big data needs to be emphasized in policy formulation by public officials in order to improve the transparency of government policies and increase efficiency and reliability of government policies. 'Hye-Ahn', a government-wide big data platform was built with this goal, and the subscribers of 'Hye-Ahn' has grown significantly from 2,000 at the end of 2016 to 100,000 at August 2018. Additionally, the central and local governments are expanding their big data related budgets. In this study, we derived the costs and benefits of 'Hye-Ahn' and used them to conduct an economic feasibility analysis. As a result, even if only some quantitative benefits are considered without qualitative benefits, the net present value, the benefit/cost, and internal rate of return turned out to be 22,662 million won, 2.3213, and 41.8%, respectively. Since this is larger than the respective comparison criteria of 0 won, 1.0, and 5.0%, it can be seen that 'Hye-Ahn' has had economic feasibility. As noticed earlier, the number of analysis using 'Hye-Ahn' is increasing, so it is expected that the benefits will increase as time passes. Finally, the socioeconomic value gained when the results of analysis using 'Hye-Ahn' are used in policy is expected to be significant.

Looking ahead, it's crucial to provide direction for the private-invested public software market to enter the global software market.

  • Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

  • This paper introduces platform of platform (POP) for global network on climate adaptation change and disaster risk reduction (CCA/DRR). The POP consists of disaster prevention technology e-market platform, e-learning platform, information sharing platform, and monitoring platform for AMCDRR action plan. The POP is developing based on Korean e-Government standard framework and supports Web and mobile service. Additionally the POP uses special product and technology to search and classify data about CCA/DRR.

  • The purpose of this study is to seek the revitalization plans of export platform for supporting export enterprise of the domestic public services. To activate the export platform, alternatives to two aspects are required as follows. First of all, a governance plan of export platform should be established. At present, an operation entity of export platform, which is still developing stage, is not yet established. In this situation, even though export platform developed, it will faced with inefficient operation. Therefore, an operation entity and appropriate business model are important to the platform activation. second, to activate platform, it is necessary to support export process of life cycle. In particular, the service, which can support the business strategies setting and project implementation stage, is required. In addition, in order to activate the export platform is need to operate with he government's support program.
