인터넷 거버넌스와 이용자 (Internet Governance and Users)

  • Having taken actions for 2 years, Net Neutrality User Forum has realized Net Neutrality as a international issue of future Internet. Although the Internet design principle (layering, module, IP protocol) has enabled the end users to communicate each other without any additional permission or interference, in the reality, the end users have been tracked by both companies and governments, and the communications could be blocked, or restricted by surveillance devices, such as DPI, which could change the whole Internet design principle. Given that the Internet is a large community of the equal end-users based on end-to-end principle, it's essentially the issues of the whole Internet users, rather than of one nation, and we should focus on developing the transparent and participatory ways in Internet governance. The current Internet governance discussion have taken placed in ICANN, IGF, etc., in bottom-up processes of multistakeholderism to reflect the views of end-users. However there have been the controversial issues in Internet Governance, such as the position of government as a stakeholder, global north-south problem, transparency, so we have faced the debate on the new or evolving frame of Internet governance.

Inter-Layer Kernel Prediction: 프레임 간 Prediction에 기반한 컨볼루션 신경망 가중치 공유 및 모델 압축 방법 (Inter-Layer Kernel Prediction: Weight Sharing and Model Compression of Convolutional Neural Networks Motivated by Inter-frame Prediction)

  • 본 논문에서는 최근 대두되고 있는 심층신경망 압축 연구에서 가중치 공유와 관련하여 심층신경망 모델 압축방법 Inter-Layer Kernel Prediction을 제안한다. 제안 방법은 영상 압축에서 사용되는 프레임 간 prediction 방법을 응용한 컨볼루션 신경망 가중치 공유 및 모델 압축 방법이다. 본 논문은 레이어 간 유사한 kernel들이 존재한다는 것을 발견하고 이를 기반으로 Inter-Layer Kernel Prediction을 사용하여 기존 모델 가중치를 보다 더 적은 비트로 표현하여 저장하는 방법을 제안한다. 제안 방법은 CIFAR10/100으로 학습된 ResNet에서 약 4.1 배의 압축률을 달성했으며 CIFAR10으로 학습된 ResNet110에서는 오히려 기존 Baseline 모델에 비해 0.04%의 성능 향상을 기록했다.

메모리 반도체 회로 손상의 예방을 위한 패키지 구조 개선에 관한 연구 (Appropriate Package Structure to Improve Reliability of IC Pattern in Memory Devices)

  • The work focuses on the development of a Cu lead-frame with a single-sided adhesive tape for cost reduction and reliability improvement of LOC (lead on chip) package products, which are widely used for the plastic-encapsulation of memory chips. Most of memory chips are assembled by the LOC packaging process where the top surface of the chip is directly attached to the area of the lead-frame with a double-sided adhesive tape. However, since the lower adhesive layer of the double-sided adhesive tape reveals the disparity in the coefficient of thermal expansion from the silicon chip by more than 20 times, it often causes thermal displacement-induced damage of the IC pattern on the active chip surface during the reliability test. So, in order to solve these problems, in the resent work, the double-sided adhesive tape is replaced by a single-sided adhesive tape. The single-sided adhesive tape does net include the lower adhesive layer but instead, uses adhesive materials, which are filled in clear holes of the base film, just for the attachment of the lead-frame to the top surface of the memory chip. Since thermal expansion of the adhesive materials can be accommodated by the base film, memory product packaged using the lead-flame with the single-sided adhesive tape is shown to have much improved reliability. Author allied this invention to the Korea Patent Office for a patent (4-2000-00097-9).

중첩 분할된 양방향 LSTM 기반의 한국어 프레임넷의 프레임 분류 및 논항의 의미역 분류 (Frame-semantics and Argument Disambiguation of Korean FrameNet using Bi-directional LSTM)

  • 본 논문에서는 한국어 프레임넷 분석기를 구축하기 위하여 한국어 프레임넷 데이터를 가공하여 공개하고, 한국어 프레임 분류 및 논항의 의미역 분류 문제를 해결하기 위한 방법을 제안한다. 프레임넷은 단어 단위가 아닌 단어들의 범위로 구성된 범위에 대해 어노테이션된 코퍼스라는 점에 착안하여, 어휘 및 논항의 내부 의미 정보와 외부 의미 정보, 그리고 프레임과 각 의미역들의 임베딩을 학습한 중첩 분할된 양방향 LSTM 모델을 사용하였다. 이를 통해 한국어 프레임 분류에서 72.48%, 논항의 의미역 분류에서 84.08%의 성능을 보였다. 또한 본 연구를 통해 한국어 프레임넷 데이터의 개선 방안을 논의한다.

Spectral resolution evaluation by MCNP simulation for airborne alpha detection system with a collimator

  • In this study, an airborne alpha detection system, which consists of a passivated implanted planar silicon (PIPS) detector and an air filter, was developed. A collimator applied to the alpha detection system showed an enhancement in resolution and a degradation in detection efficiency. The resolution and detection efficiency were compared and analyzed to evaluate the performance of the collimator. Thus, the resolution was found to be more important than the efficiency as a determining factor of the detection system performance, from the viewpoint of radionuclide identification. The performance was evaluated on three properties of the collimator: hole shape, hole length, and the ratio between the hole and frame pitches. From the hole shape performance evaluation, a hexagonal collimator showed the highest resolution. Further, the collimator with a hole pitch of 14 mm was found to have the highest resolution while that with a frame pitch of 4-6 mm (i.e., 1.2-1.4 times longer than the hole pitch) showed the highest resolution.

Stability Analysis of Mooring Lines of a Submersible Fish Cage System Using Numerical Model

  • A numerical model analysis was performed to analyze the stability of the mooring lines of an automatic submersible fish cage system in waves and currents. The fish cage system consisted of a 12-angled rigid frame, net cage, cover net, 12 upper floats, 12 tanks(for fixed and variable ballast), mooring lines, anchors, and a control station. Simulations were performed with the cage at the surface of the water and at a depth of 20 m. A Morison equation type model was used for simulations of the system in two configurations. The force parameters described both regular and random waves, with and without currents, and their values were input to the model. Mooring tension calculations were conducted on the mooring lines, grid lines and lower bridle lines of the cage. The stability of the mooring lines was checked under both static and dynamic conditions.

ADD-Net: Attention Based 3D Dense Network for Action Recognition

  • Recent years with the development of artificial intelligence and the success of the deep model, they have been deployed in all fields of computer vision. Action recognition, as an important branch of human perception and computer vision system research, has attracted more and more attention. Action recognition is a challenging task due to the special complexity of human movement, the same movement may exist between multiple individuals. The human action exists as a continuous image frame in the video, so action recognition requires more computational power than processing static images. And the simple use of the CNN network cannot achieve the desired results. Recently, the attention model has achieved good results in computer vision and natural language processing. In particular, for video action classification, after adding the attention model, it is more effective to focus on motion features and improve performance. It intuitively explains which part the model attends to when making a particular decision, which is very helpful in real applications. In this paper, we proposed a 3D dense convolutional network based on attention mechanism(ADD-Net), recognition of human motion behavior in the video.

건설 공사의 안전성 향상을 위한 충돌방지형 시스템 플라잉넷의 개발 (Development of a Systemized Flying Net for Safety Improvement in Architectural Building Construction)

  • 건축공사에서는 고층 건축물 신축시 노무자의 추락 예방 및 낙하물에 의한 부상을 방지하기 위해 건축물의 수직면에 매 10m 이내로 낙하물 방지망을 설치하도록 규정하고 있다. 첫 단 이후 설치되는 낙하물 방지망인 플라잉넷은 지상 8m 이상에서 설치 및 해제 작업이 진행되므로 노무자의 작은 실수가 사망 사고와 직결되는 매우 위험한 작업이다. 최근 건설 업체에서는 플라잉넷 설치 빚 해제작업의 위험성을 인식하여 다양한 형태의 플라잉넷을 개발하여 사용하고 있다. 그러나 현재까지 개발된 플라잉넷은 옥외작업 및 구조상의 문제로 인해 노무자의 추락 낙하 등 안전상의 문제점을 지니고 있는 것으로 분석되었다. 본 연구의 목적은 선행연구에 있어 최적 대안으로 선정된 충돌방지형 시스템 플라잉 넷의 프로토타입을 실물(Full-scale)제작하고, 현장실험을 통해 기존 재래식 방식 대비 제안된 충돌방지형 시스템 플라잉넷의 안전성, 생산성, 작업 편의성, 경제성 측면에서의 성능을 분석하는 것이다. 또한 현장실험을 통해 도출된 충돌방지형 시스템 플라잉넷의 문제점에 대한 개선방안(부재 경량화, 지지대 및 브라켓의 안정성 확보, 작업 간섭 방지)을 제시하고자 한다.

Development of dynamic motion models of SPACE code for ocean nuclear reactor analysis

  • Lately, ocean nuclear power plants have attracted attention as one of diverse uses of nuclear power plants. Because ocean nuclear power plants are movable or transportable, it is necessary to analyze the thermal hydraulics in a moving frame of reference, and computer codes have been developed to predict thermal hydraulics in large moving systems. The purpose of this study is to incorporate a three dimensional dynamic motion model into the SPACE code (Safety and Performance Analysis CodE) so that the code is able to analyze thermal hydraulics in an ocean nuclear power plant. A rotation system that describes three-dimensional rotations about an arbitrary axis was implemented, and modifications were made to the one-dimensional momentum equations to reflect the rectilinear and rotational acceleration effects. To demonstrate the code's ability to solve a problem utilizing a rotational frame of reference, code calculations were conducted on various conceptual problems in the two-dimensional and three-dimensional pipeline loops. In particular, the code results for the three-dimensional pipeline loop with a tilted rotation axis agreed well with the multi-dimensional CFD results.

남해구 자원관리형 자망 · 통발 어구어법 기술개발 -붕장어 Conger myriaster 그물통발의 망목선택성- (Improvement of Gill Net and Trap Net Fishing for the Resource Management in the Southern Sea of Korea)

  • 붕장어에 대한 스프링형 그물통발의 망목선택성 및 적정망목을 추정하기 위한 시험조업은 경남 거제시 능포 인근해역에서 2002년 9월25일${\sim}$9월27일에 실시되었다. 시험어구는 현용어구인 15mm, 20mm 및 시험을 위해 제작한 25mm, 30mm 그리고 수산자원보호령에서 규정하고 있는 35mm와 대조어구로써 통수공 6.7mm의 플라스틱 통발을 각각 50개씩 제작하여 사용하였다. 망목선택성은 Kitahara(1968)와 Fujimori(1996)의 방법을 사용하여 분석하였고, 적정망목은 어체 동주와 체장과의 관계 그리고 망목선택성 Master Curve를 사용하여 추정하였다. 그 결과를 요약하면 다음과 같다. 1. 시험조업 결과 총어획미수는 835미로, 붕장어 537미(64.4%), 게류 225미(26.9%), 기타 73미(8.7%)였다. 2. 망목선택성 곡선의 Master Curve에서 최대 전장/망목(max. 1/m)의 값은 23.9로 추정되었다. 3. 붕장어 스프링 통발의 적정망목은 34.0mm로 추정되었다.
