The Quality of the Information Sharing between the Korean Apparel Manufatures and the Contractors (국내 의류 제조업체와 생산 협력업체간 정보 공유 특성)

  • As apparel manufacturers have increased their outsourcing garment making to cope with the rapid changing market, the information sharing has been the most important factor for the Korean apparel industry. The purpose of this research was to study the present state and the needs of the information sharing between the apparel manufacturers and the contractors; and the relationship between the product property (basic/fashion product) and the information sharing property. A total of 86 Korean apparel manufacturers were surveyed for the study. The results are: 1) the information sharing level on manufacturing capacity, manufacturing processing condition, and product quality were a bit higher than other surveyed information, but the level on inventories and sales were lower than others. in addition, the information sharing needs by online system of manufacturing capacity, manufacturing processing condition, and product quality were greater than other information; 2) In the case of fashion product, the information sharing needs of product quality by online system were much greater than in the case of basic product. This study is expected to help apparel manufacturers to construct their information sharing system which is apt for their product property and needs.

  • At the end of 2014, ordering organizations, 25 general contractors and 80 specialty contractors were certified by the KOSHA 18001 for the establishment of safety & health management system. However, safety management departments in the certified companies have been disrupted due to the financial difficulty and CEO's indifference, which has resulted in the cancellation of more than 30% of the certifications. Furthermore, the KOSHA 18001 due to the shortage of internal evaluators in KOSHA and the increase of applications for new certification & the extension of the certification is placed in a difficult situation in the near future. Therefore, it is necessary to enhance the KOSHA 18001 by solutions such as introducing outside evaluators, which is the key point of this study. This study was performed through the questionnaire survey & the interviews with the construction companies, ordering organization and KOSHA 18001 specialists The content is centered on the introduction of external evaluators. As a result, the introduction of external evaluators is necessary through amending certification regulation because only internal evaluators cannot afford to process all the new application and the extension of existing certifications.

  • Purpose: This article aims 1) to propose improvement directions of the certification by recognizing the quality management practices based on the analysis of the audit results of the military contractors and 2) to suggest some ideas on quality audit planning preparation to help the government quality assurance representatives. Methods: Based on the nonconformity report of the defense quality management system (DQMS) requirements, frequently occurring requirement components are found and summarized. Three hypothesis testings are executed to check whether the maturity levels of the quality management systems are influenced by the company size, weapon tye, and company type, regarding the nonconformity frequency as dependent variable. Results: Nonconformity occurs most frequently in the order of product realization, measurement analysis and improvement, management responsibility, resource management, and quality management system. Nonconformity reduces when the company size increases, for the guided weapons, and in the defense companies. Conclusion: Since small-sized companies are inferior to larger companies with respect to the DQMS maturity level, more support should be provided to these small-sized companies which produce military supplies.

  • Change is inevitable and is a reality of construction projects. Most construction contracts include change clauses and allowing contractors an equitable adjustment to the contract price and duration caused by change. However, the actions of a contractor can cause a loss of productivity and furthermore can result in disruption of the whole project because of a cumulative or ripple effect. Because of its complicated nature, it becomes a complex issue to determine the cumulative impact (ripple effect) caused by single or multiple change orders. Furthermore, owners and contractors do not always agree on the adjusted contract price for the cumulative impact of the changes. A number of studies have attempted to quantify the impact of change orders on project costs and schedule. Many of these attempted to develop regression models to quantify the loss. However, regression analysis has shortcomings in dealing with many qualitative or noisy input data. This study develops ANN models to classify and quantify the labor productivity losses that are caused by the cumulative impact of change orders. The results show that ANN models give significantly improved performance compared to traditional statistical models.

On the other hand, the medium and small construction companies and contractors that could threaten the order four can be a problem. In this study, small construction companies to the lien of the lien claim on the issue of case studies have looked for the study. Small construction companies, in your case through the litigation between the lien of the lien litigation perspective, the cause of four orders after the analysis step by step construction was listed in chronological order. Identifying problem was the result of a lien. This study to previous studies regarding the lien on the issue through case studies of one kind of lien was derived for the problem. A follow-up studies and more case studies and interviews are considered necessary in the study.

  • This paper is resulted from the research to activate Self-control Safety Management system that adopted to improve an assessment system for Hazard Prevention Plan. And members of company, university and research institute have jointly participated in the research. First, it is investigated that introduced background and processing method with existing practical data & materials references in order to understand what domestic Self-control Safety Management system will be available for. And general construction company at site have their ability to assess Hazard Prevention Plan by mailing questionnaire to on thousand site, visits, and interviews. Also, It is investigated how much they have the assessment ability. It is selected to do a questionnaire survey for the status of self-regulatory safety assessment ability of the designated self-regulatory companies in order to produce and enhance the self-regulatory assessment ability and the necessity of Self-control Safety Management system. Finally, it is selected to do a questionnaire survey for fixing and the enhance Self-control Safety Management system of general construction contractors.

  • The current research focused on exploration of a well known Korean fashion and clothing industry cluster, Dongdaemun Fashion Town(DFT). Many clothing and fashion wholesalers in DFT with various business formats are trying to obtain competitive advantages. For the empirical study, a questionnaire was developed. Items measuring descriptive statistics for each business and contractor selection criteria were included in the survey. 161 data from Employees of various wholesalers of DFT were used for statistical analysis. Majority of DFT customers were buyers of Internet shopping malls and street retail shops. 64% of them used domestic contractors for sourcing products. Most of them managed less than three contractors. Contractor selection criteria were factorized as flexibility, production ability, stability, fame and location. Wholesalers were segmented into three groups: product oriented, flexibility oriented and stability oriented groups. Group differences in terms of business practices were assessed and strategic implications were included.

  • Construction demands will become high. Defects liability is treating with a consumer on a defect. Maintenance bond is overlooking excessive responsibility of construction industry participants. This study classified the problem that are divided to systematic and internal matter. And this study presented an improvement proposal. An improvement proposal of a process may reduce a financial burden of contractors and sub-contractors. And improved rate decision will do additional consideration of the study result, so that it is appropriated a rate rationally.

  • PURPOSES : Efficiency Improvement of a public road construction project management work using the development of a real-time remote site monitoring system METHODS : In this study, we developed the remote site monitoring system using a web camera for road construction projects in the RCMA(Regional Construction Management Administration). We can be monitored a construction progress and a weak point of the situation in real time using this. To achieve this, we tested about 10 road construction projects ordered by RCMA. Then, we verified a applicability for the site monitoring system in future. RESULTS : Take advantage of the remote site monitoring system consists of the Construction CALS System, one of the business systems used in the part of the MLTM(Ministry of Land, Transport and Maritime Affairs) institution-agencies. Was configured to be served through the "Construction CALS System" of "Construction Management System(Contractors)" and the "Construction CALS Portal System". Through this, Benefit analysis through a pilot application of the 10 road construction sites and developing considerations and "Guide for visual information processing equipment installation-operating in construction sites"are presented. CONCLUSIONS : Through the establishment of remote site monitoring system can improve the efficiency of construction management services. In addition, Various disasters and calamities, accidents and illegal construction will be prevented in advance is expected. This is expected to further improve the quality of the facilities.

  • The EPC/Turnkey Contract goes to the extreme in allocating risks to the contractor and depending on the types of project, this may be regarded as unacceptable. It has also gone to the extreme in the extent to which the contractor is responsible for the specification and design of the Works. The employer is not responsible for correctness of any information provided by him nor for correctness of any specification or other matter included in the Employer's Requirements, except the definition of the intended purpose and criteria for testing and performance. With such conditions it is surprising that the employer is entitled to interfere in the contractors performance to an extent that is close to what is norm for a construction contract with employer design and with normal risk allocation. The combination of risk allocation and inappropriate administrative provisions makes the EPC/Turnkey Contract a document that will meet severe resistance from contractors. It is also likely that employers will see the risks and difficulties from their own perspective. It is a fiction that the EPC/Turnkey Contract will give the employer a contact with a certainty of final price and completion date. It is not a fiction that the EPC/Turnkey Contract carries many seeds for disputes between the parties. The Orange Book has become an accepted document even if it clearly contains some weaknesses. Some of these have been corrected in the Plant Contract. In my opinion FIDIC should let users become more familiar with the Plant Contract as a follow up to the Orange Book.
