북극항로 협력 등 한-러 무역활성화 구축을 위한 연구 (A Study on the Establishment of the Korea-Russia Trade Activation with the Arctic Sea Route Cooperation)

  • This article analyzes issues regarding the economic development of the arctic area with the aim of finding ways to help solve the problems and to support sustainable economic development of the arctic area. Some proposals are introduced for establishing a sound legal infrastructure of the Korea-Russia economic development of the arctic area. As Russia develops the Arctic area and the route through the Arctic area, Korea will gain the possibility of transportation efficiency, vitalization of international transaction, and finding new markets. Resource development in the North Pole is ongoing, with matching international transaction and economic benefits. To reflect the Korea-Russia interests and to sustain the effect, the legal infrastructure is inevitable. For example, it would be reinforced by pushing forward the Korea-Russia FTA. The legal infrastructure for economic cooperation of Korea and Russia has to reflect that 'the development of the Arctic area and making the route through the Arctic area' should increase the sustainability and vitality of international transaction. The legal infrastructure for economic benefits can also help mitigating non-economic arguments of international community such as the security risk in the Korean-peninsula and around the world.

  • This study suggests that Korea - Russia economic cooperation, which has been sluggish in the meantime, should be revitalized as a small, medium sized business that can be practiced at the local level of both countries. Some large scales of national projects were difficult to realize due to some internal and external factors. Therefore, if Russia's Far East region of the complementary economic structure with the Korea's Gyeonggi Province of Korea could form the basis of cooperation by centering on SMEs, it further can be positive for promoting cooperation among South Korea, North Korea and Russia. The trilateral cooperation among two Koreas and Russia is necessary for the balance of political and economic powers in the East Asia. China's retaliation case regarding THAAD (Terminal High Altitude Area Defense) clearly showed that the greater the economic dependence on a particular country, the more threatening it could be. Therefore, it is important for the political and economic security to keep the balance by diversifying economic cooperation counterparts. As China's influence in the global economy grows, building value chains for mutual prosperity with various neighboring countries is gaining great importance. To this end, this paper examined Russia's Eurasian Strategy, New East Policy, and Far East Development Policy which were designed to seek the way to establish Russia's independent economic zone not absorbed by Europe and China.

  • The government of Vladimir Putin, which has been ruling Russia for a long period since 2000, has recently strived for the balanced development of underdeveloped regions and sustainable economic growth. Therefore, along with energy development in the Far East and Siberian regions, the government is promoting development projects on logistics and distribution infrastructure. It is also expanding the construction of innovative districts to develop cutting-edge technologies in the outskirts of Moscow. Amid these moves, South Korea is pushing for the New Northern Policy aimed at widening economic cooperation with European and North Asian countries to expand the scope and influence of the country's trade market. The previous year of 2020, marked the 30th anniversary of establishment of diplomatic relations between South Korea and Russia. In this context, this study was initiated to propose various measures for promoting economic cooperation and expanding trade between South Korea and Russia. Therefore, this study examined Russia's political and economic environment and explored its major industrial environment with a focus on the energy industry, innovative districts and infra facility. The study also examined the progress of a FTA between the Eurasian Economic Union, in which Russia currently takes the lead, and South Korea and recommended several measures to upgrade and accelerate economic cooperation between the two countries through research on a range of topics.

A Research on the Establishment of New Korea-Russia Bilateral Cooperation Law for the Sustainable Arctic Development

  • The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.

  • The railways in Russia is a core of the industrial, trade and technological development. They changed the country for the best affecting all sides of its life. The total length of the railways in Russia is 87,500 km (7% of the World railway network). They account for about a 25% of the World freight and 15% of the passenger traffic. In terms of length of electrified railways Russia is a World leader and in terms of total length of tracks it is second after the USA. Annual freight turnover is the third after the USA and China.   • Trans-Siberian Railway (TSR) has been recently rising to the surface as the world important issue with Trans-Korea Railway (TKR). This can change transportation means from sea to railway and enhance Korean international position through the North-east Asian economic cooperaton with Russia. In particular, when 'Iron Silkroad' linking TKR is created, it can revitalize the underdeveloped East Russia and Far East's economies and Korean railway can play a key role as the North-east Asian logistics center and exerts a powerful influence on them. In addition, Korean railway expects to obtain economic benefits accruing to various value-added businesses such as IT, tourism, especially, transportation business from the East Siberia, the world largest reserves of energy to Korea. This study tries to find economic value analysis and guidelines on strategies of Korean railway with international logistics base built in Khassan (Vladivostok contiguity region) through the development of energy deposited around east of TSR.

  • A main purpose of this study is to examine the international mercantile custom of Russia. After the collapse of the Soviet Union, the new Russia have to make a relation external world for economic development. The geostrategic importance and natural resources in Russia attracted constant interest of western countries. There are many difficulties in this country and hundreds of Korean and western companies already operate in Russia and their activities are more and more of a long-tenn character. So, the settlements of trade and understanding between Korea and Russia are very important. It includes effective methods of trade settlement, factors of successful negotiation, differences of trade customs and business environment.

  • Russia's push in the Asia-Pacific region stems from its interests that have the national, regional and global dimensions. In their turn, the aims of this policy are civilizational, geopolitical, economic and prospective, with a long-term outlook. In the course of their achievement, cooperation with Northeast Asia's countries will play one of the key roles owing to the factors of geographic proximity, Northeast Asia's economic potential, risk hedging and a growing influence Northeast Asia exerts upon the global development. A new cooperation paradigm between Russia and the states of Northeast Asia should be based upon establishing and cementing self-reproducing ties. This is the central aim of Russian initiatives in relations, with Japan, the Republic of Korea, Democratic People's Republic of Korea, Mongolia and China. However, numerous obstacles ranging from Russia's absence in the regional free trade agreements and supply-production chains of value-added production to the permanent international instability generated by Pyongyang's missile-nuclear developments hamper the practical implementation of this task. Realizing the necessity to give an additional impetus to this new cooperative paradigm, Russia has to develop directions with an apparent consolidating effect. The most promising may be the establishment of a permanent security forum based upon Northeast Asia Peace and Security Mechanism chaired by the Russian Federation. The urgency of this measure and its expected support stem from the necessity to strengthen security in Northeast Asia, a task neither the US-led hub-and-spoke system nor ASE-AN-led multilateral dialogue venues have been able to resolve. The issues addressed at the security forum must include the unification of approaches to North Korean nuclear issue and producing a document specifying actions of the claimants on the disputed maritime territories in the "direct contact" situations. At the expert level, Russia has elaborated on the idea to establish such a forum outlining the spectrum of the key directions of cooperation. With the urgency in the establishment of this dialogue venue, its agenda has to be coordinated with the agendas of the existing security systems presented by the US alliances and the ASE-AN-led multilateral negotiations. The practical implementation of this initiative will strengthen security in Northeast Asia as its challenges will be resolved in the pre-emptive way based on coordinated approaches. Therefore, Russia as the Eurasian state will be one of the role players in the advent of the Asian century.

  • 한반도를 둘러싼 세 나라인 일본, 중국, 러시아는 경제력이나 국력 등에서 세계를 주도하는 나라들이다. 이들은 과학기술분야, 특히 우주분야에서 선두를 다투는 국가들이다. 그에 비해 우리는 새로운 발사체 개발이 중반에 들어섰고, 새로운 발사장 구축도 한창인 수준이다. 본 논문에서는 러시아 기술을 근간으로 하고 있는 러시아와 중국의 발사장의 현황을 알아보고, 이를 통하여 한국형발사체 발사대구축 및 향후 기대되는 미래 발사체 구축에 참고로 삼고자 한다.

신북방정책을 대비한 서산 대산항의 발전 전략 (Defining the Role of Seosan-Daesan Port Considering New Northern Policy)

  • 한국은 지속적인 성장을 위해서는 러시아, 몽골, 유라시아 등의 북방 경제권에 진출하는 것이 역대정부의 일관된 정책이다. 북방경제는 에너지 수요가 많고 산업이 발달한 우리나라와 상호보완적 경제구조로 시너지 효과를 기대할 수 있다. 또한 러시아 신동방정책, 중국 일대일로, 몽골 초원의 길 이니셔티브 등 중국-러시아-몽골 경제회랑이 가속화되는 기회가 만들어지고 있다. 한국 정부는 역대 정부가 추진하였던 북방정책을 계승하고 그간 미진하였던 북한을 포함하여 경제협력과 평화구축이라는 목표를 달성시키기 위한 신북방정책을 추진하고 있다. 국제적인 경제협력을 위해서는 필연적인 운송이 수반되기에 육로보다 유리한 해상운송의 수요가 증가되기 때문에 이에 대한 대비가 무엇보다 필요하다. 해상운송의 결절점인 항만을 보유하고 있는 한국의 항만도시는 신북방정책에 대비한 준비가 필요하다. 본 연구에서는 서해안 시대의 서산 대산항을 장기적인 발전을 기획하면서 신북방정책에 맞추어 북한의 개방발전 방안을 고민하였다. 정부간 및 지방도시간의 국제협력이 요구되기 때문에 서산시의 전향적인 태도와 함께 항만운영체와 협력이 필요하다. 이러한 대응을 적극 이행한다면 현재 액체에너지화물 중심항만의 서산 대산항이 신북방정책의 거점이 될 수 있으며 한반도에서는 서산 대산항이 명실상부한 서해안평화경제 허브로서 입지를 다지는 기회가 될 것이다.
